This day ~iss Lena Warwick came before the ~oard seeking some information on the progress of the improvement of the road from Bellst Road to the Railroad bridge, and seeking further some information onthe installation of s~reot lights along Bells' Road. These matters were explained to ~iss Warwick~s apparent satisfaction This day Ars. Rigby came before the Board explaining the problem of aligning the unimproved portion of Whitehead Avenue, between ~hitehead Road and the improved section of Whitehead Avenuel citing further the fact that the School was acquiring property to the west of the unimproved section of hhitehead avenue and that some 2-~ feet should be granted by the School Boa~ to keep this road properly ali4~ned. Upon sonsideration whereof, and on motion of r. f~'itton, seconded by ~r° Goyne, it is resolved that this Board request the School Board to cooperate with ~Ars. Rigby, if possible, and dedicate the necessary rights-of-way to keep hhitehead Avenue aligned properly. On motion of ;*r. Hague, seconded by ~ir, ~itton, it is resolved that this Board agazn employ Hr. Richard Jones, Attorney from Colonial Heights, to collect the delinquent personal property taxes that would be uncollectable after December 5, 1954 at a cost to the County of not more that 25% of the collected taxes. It being understood that the County would pay for the necessary Court costs. This day the Executive Secretary presented a bill for 110 feet of copper tubing placed in the American Legion booth on the Fair Ground at a cost of $33.00. U n consideration whereof and on motion of ~lr. Goyne, seconded by ~lr. ~]~itton, it ~ resolved that the Executive Secretary be and he hereby is authorized to pay said bill of $33.00 for the aforementioned copper tubing. On motion of Mr. B~itton, seconded by Mr. Goyne, it is resolved that the Treasurer of the County be and he hereby is authorized to purchase a cheoh-signing machine at a price not to exceed $290°00. On motion of Mr. Goyne, seconded by hr. Hague, it is resolved that the County secure as soon as possible one additiona! trunk line in to Richmond and for the existing four trunk lines, plus the additional one placed in a sequence of numbers. Ibis day the Executive Secretary read a L~tter from the office of Perrow and Broc- kenbrough explaining that the sewerage plant constructed in Ker~nore Ridge has a designed capacity to take care of 80 lets, plus the shopping center. Upon con- sideration whereof, and on motion of Mr. ~itton, seconded by Mr. Go)me. it is resolved that this Board grant the developer permission to lay an additional sewer line to serve not more that 25 homest making the total served not more than 80 homes, provided the engineers agreed. This day the Atlantic Coast Line HR. officials came before the Board seeking the rezoning from Residential-2 to Indu&trial of the following described parcel of land: ~n Matoaoa ~acisterial Dlstr'ict, a parcel of land fronting on the Atlantic Coast Line RR. 1200 feet and extending eastwardly approximately 500 feet, said parcel being of irregular shape and beginning 300 feet north of the ~¥oodpecker Road. A plat of which is filed with the Board's papers. Came also ~. O.M. Colson presenting a petition signed by 9~ persons objecting to the proposed rezonin~. Came also }lessrs. H.M. Roberts, J.H. k~ewer, J. Jenki~ls, and others opposin~ the proposed rezoning on various grounds. Upon consideration whereoft and on motion of ~r. Gi11~ seconded by Mr. B~itton, it is resolved that the request be granted to rezone the aforedescribed parcel of land for industrial uses since it is the opinion of the Boar d that property alon~ said Railroad could be used for industrial purposes only~ and that the Atlantic Coast Line HR. would not deteriorate the value of its own expensive Railroad station by some objectionable in-coming industry. This day ~r. Frank G. Louthan came before the Board seeking to rezone from Res- idential-1 to Residen~ial-2 the following described parcel of land, and statin~ that the reason for the request was to allow the land to be divided properly~ which could only be effected by reducin~ the size of lots below the 100 foot minimum in an Residential-1 area. Came also )~r. W. Scott Rice, presenting a petition signed by some 80 persons, the ma~or portion of whom lived within 500 feet, opposing this request, saying that the restrictions should not be lowered u~de~ any circumstances. Upon consideration whereof and on motion of )~. B~ittont seconde~ by M~i Go~e, it is resolved that the ~equest fo~ the rezonin~ of the aforedesoribe~ paFce~ of ~and be and the s~e is hereby denied. T. ~onley Adamson came before the Board seeking to rezone from General Business and A~riculture to Industrial the following described parcel of land: In Bermuda Magisterial District, a parcel of land bounded by the old Rt. ~l on the west, the Seaboard Airline HR. on the north and east, and the Kin~s- land Creek on the South. A plat of which is herewith recorded with the Board~s papers. Upon consideration whereof and there appearing no opposition and on motion of }~. Goyl~e, seconded by Dr. Gill, it is resolved that the aforedescribed parcel of land be and the same is hereby rezoned for Industrial purposes. This day officials of the Pigeon Fanciers, Inc. came before the Board requestin~ a Use Permit for the followin~ described parcel of land: In Manchester ~lagisterial Blstrict, a parcel of land 2.15 acres being 280 feet west of Rt. 781 and approximately 700 feet south of Rt. 60. Came also ~r. W.W. Korlin citin~ the fact that he raised flowers and that pigeons would perhaps be detrimental| Mrs. Paul ~la~tin and ~tr. Steve $1ozjerick to object if pigeons were kept on the site. Upon co~sideration whereof and on motion of Mm. This day Mr. J.J. Boatwright, Jr. appeared before the ~oard seekin~ a Use Permit to operate an electrical business on the followin~ described location: In Manchester Magisterial District, a parcel of land fronting 65 feet in the east .side of Bundy Avenue being known as 4412 Bundy Avenue. Came also b~. E.g. Sutton, Attorney, representing certain citizens in .the area, of whome wore present saying that a business of this nature would devalue the adjacent property. Upon consideration whereof and on motion of ~r. B~itton, seconded by ~r. Hague, it is resolved that this h~oard deny the request of Boatwright and request that he cease operating his business from his home within a period of ninety (90} ~ays. This day a delegation from the Village of Ben Air came before the Board seeking to oppose the proposod construction of prefabricated houses in the area. Messrs. Robert B. Furman, Grant, Dunn and Lucas, representing various viewpoints of opposit came before the Board, and it was pointed out that no application had been made for building permits in this area. It was generally agreed that should such an application be made that the people within the area would be allowed to voice their opposition. The undersigned County Road Engineer having been directed at a previous meeting of the Board of Supervisors of Chesterfield County to examine Kimrod Road, Heywood Road and Bex'rywood Road', in the Woodberry subdivision in Manchester ~agisterial District, and report to this Board the expediency of establishing said roads as public roads, reported as follows: That he went upon said roads and examined the same and is of the opinion that there is a necessity for the establislunent of same as public roads, and further: (1} The said roads will be of great public convenience (2) They will not be of mere private convenience (3) No yard, garden or orchard will be taken (~) The said roads are in a subdivision of land dedicated to the Common- wealth of Virginia and therefore land owners ~long said roads will not require compensation (5) No land owners require compensation (6) There will be no compensation This day the County Road Engineer in accordance with instructions from this Board made report in writing upon his examination of Kimrod Road, Heywood Road, and Berrywood Road, in the subdivision of Woodberry in Manchester Magisteri~ District, which report whows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. This day the Executive Secretary presented a petition sicned by a number of citizen residing on Sheridan Lane requesting some improvement to their road, and Mr. Kellam reported that said improvement had laready been completed, It was ordered that said petition be received and filed. 'l~is day t'he Executive secretary read a list of roads which had been taken into the State Secondary Road System. ~is day ~r. Goyne presented the matter of the need for improvement of certain locations on Rt. ~1, citing the fa.ct that hearings on appropriations will be held on May 14th at the Highway Department. Upon consideration whereof and on motion of }lr.'~itton, seconded by Mr. Goyne. it is resolved that this Board request sufficient appropriations by the H~chway Connission when the next construction allocations are made for the year 1954-~55 for the improvement of congested points on Rt. ~1. The Chairman hereby appoints ~r. Britton, ~*r. Goyne and ~he ~xecutive Secretary to serve on a committee to visit the Highway Department to present this matter. This day Mr. Clarke from the office of E. Tucker Carlton, Architect for the County Health Building came before the Board and read an advertisement which he proposed to publish for the purpose of receiving bids on the Health Building. Upon consideration whereof and on motion of ~r. B~itton, seconded by Dr. Gill, it is resolved that this Board approve said advertisement and authorime the architeotu~ agents to seek bids for the Health l~ildin~. This day ~. Robert Friend came before the Board again seeking the extension of water mains on the Kingsland Road, westwardly from Route ~1, and requesting that he be allowed to ne~otiate with the ~ounty for water under the old policy for ~ater extensions. Upon consideration whereof the following motion was made by Mr. Goyne~ That this Board allow Mr. Robert Friend thirty (30) days to arrange the finanoin~ of a line of adequate size under the old policy of extending water mains. This motion died for the want of a second. This day Judge Campbell and ~s. Selden Robertson cmne before the Board seekin~ the Board's approval of the extension of water mains in the Robertson Place No. 2, a subdivision developed by }Irs. Robertson under the old policy of extending water mains. Upon consideration whereof, Dr. Gill offered the following motion: That this Board allow ~rs. Robertson, due to her extenuating circumstances, to have installe~ water mains to be financed u~der the old policy of extending water mains. This motion died for the want of a second. This day Mr. J.S. Stephenson and his lawyer, ~. Julian Savage, came before the Board for certain contracts by which water mains woul~ be installed in the sub- division of Nottingham and along Knob Road. On motion of ~r. ~ltton, seconded by Mr. ~orner, it is resolved that this Board approve the contracts for the installation of water in the Nottingham Subdivision and along Knob Road, with a provision that it limits the payment above the minimum price for water for a period of ten (10) years. And it be further resolved that the Ghairman of this Board and its Clerk be authorized to sign said contracts. This day Dr. Gill presented a letter from the Ettrick Fire Department offering to paint the street signs in the Sanitary District of Ettrick for $75.00. Upon consideration whereof, and on motion of Dr. Gill, seconded by ~r. ~itton, it is resolved that this Board grant this request and authorize the Ettrick Volunteer Firemen to paint said signs provided the Sanitary District Committee agrees. This day the Executive Secretary read a letter from Mr. W.L.S. Blankenship Requesting the Board's permission to allow the firm of Blankenship and Carneal to install water lines along Bliley Road and Netherwood Road in the Subdivision of Westlake Hi11~ and requesting further to allow said company to make the service connections, paying the County $30.00 for each connection in return for which the County will furnish the necessary materials, And it was generally a~reed thata bona fide contract be drawn to submit this offer for further consideration. On motion of ~r. f~itton, seconded by Dr. Gill, it is resolved that the minutes of April 6, 12, 13, 20, 22, 27, and 28th, be and the same are approved.
