This day ~lr. Clarke from the office of E. Tucker Carlton, Architects for the
County Health Building, came before the Board explaining the bids recently received
for the construction of said Health Building. On motion of ~. Hague, seconded
by Mr. Britton, it is resolved that this l~ard approve the low bid of the Rennicks
Construction Company, including Alternates No. 1 and 2, contigent upon the State
and Federal governments' approval of Part 4, of the Project construction appli-
cation.
This day )~. Donati and others with ~. beasloy, representing the Hine~ Engineering
Company, came before the Board to discuss the matter of roads in the Quail Oaks
Subdivision.
After considerable discussion and on motion of )ir. Goyne, seconded by Dr. Gill,
it is resolved that i,~. C.F. Kell~n, Resident Engineer, and the County Road
Engineer view the road in quail Oaks that connects Central Park Road to ascertain
the cost of its improvement.
The Board generally agreed that no buildin~ permits will be issued in the area on
unimproved streets.
This day Mrs. Randall camo before the Board to discuss the condition of Gary
Avenue in Rayon Park subdivision. Upon consid~ration whereof, and on motion of
~lr. Goyne, seconded by ~. }~ague, it is resolved that ~]r. 0.F. Kellam, Resident
Engineer, and the County Road Engineer, view Gary Street from Monroe Street to
Mrs. Randall's home and ascertain the cost of the improvememt of said road.
On motion of l]r. Gill, seconded by Mr. Gunter, it is resolved that this Board
request the Highway Department to improve tile 200 feet of road on the north side
of the Ettrick Fire house, at a cost not to exceed $190.00
And be it further resolved that this road be included into the State Secondary
Road System when it has been improved.
On motion of Mr. Gunter, seconded by Mr. Goyne, it is resolved that ~. C.F. Kellam
Resident Engineer, Virginia Department of Highways, and County Road Engineer view
Rt. 652 from Rt. 360 to Rt. 604, to ascertain if said road should receive hard-
surface as requested by petition signed by citizens of the area.
This day again the matter of locating the convict camp in the County of Chesterfiel(
came before the Board. And there appeared a delegation of citizens to again oppose
the location of this convict camp regardless of how far the set bac~ ~.
Upon consideration whereof iqr. Hague made the following motion:
That this Board oppose the location of the convict camp on Rt. 604, between the
Courthouse and Five Forks, which motion died for the want of a second.
~fhereas, a public meeting was held and approximately 30 people registcred their
objections to locating the camp on the proposed location on Rt. 604, and
Whereas, this Board realizes the dist~uc$ advantage of said convict camp located
within the County limits.
Now, Therefore, Be it Resolved, ~ motion o£ ~lr- Goyne, seconded by Dr. Gill,
that this Board reaffirm its previous resolution concerning the location of the
convict ca~ in the County and re-state its desire for the permanent convict camp
to be located in the county of Chesterfield, provided a suitable site can be
obtained.
This day Mr. J.A. Smith came before the h~ard seeking the rezoning from A4~ricul-
ture to General Business of the following described parcel of /.and:
In Manchester Magisterial District, a parcel of land containing approximately
25 acres, said parcel being approximately 500 feet south of Bliley Road and
approximately 1400 feet north of Jahnke Road, being also in the western end
of the proposed subdivision of Westover Farms.
Came also }~. Jerry Jewett, representing Mr. H.T. Cox and others living in the
area, presenting a potition signed by some 55 citizens opposing this rezoning.
Mr. Smith presented a petition signed by 59 people in favor of the rezoning.
Upon consideration whereof and On motion of Mr. Britton, seconded by Nm-. Goyne,
it is resolved that this Board deny this request withOut prejudice.
This day ~s. James B. Cooper came before the Board seeking a Use Permit to
operate a Beauty Shoppe on the following d§~oribed parcel of land:
In Manchester Magisterial District, a parcel of land fronting 60 feet on
Route ~ 10 and extending 150 feet westwardly, said parcel being known as
5317 B~oad Rock Road.
And there appearing no opposition to this request and upon consideration whereof
and on motion of Mr. P~itton, seconded by )lt. Goyne, it is resolved that this Boar~
grant the request for a Use Permit to operate a Beauty Parlor on said parcel of
land.
This day Mr. Harry Shoosmith c~.e before the Board seeking the rezoning from
Agriculture to Industrial of the followin~ described parcel of land:
In Dale hagisterial District, a parcel of land containing 112 acres lying
adjacent to Swift Creek on the east side, ~mmediately north of a section of
the old Tidewater Railroad right-cf-way and being approximately 4000 feet west of
the Lewis Road.
And there appearing no opposition to this request, on motion of Mr. Hague, seconds(
by ~. ~oyne, it is resolved that the aforedescribed paa~cel of land be and the
same is hereby rezoned for Industrial purposes.
This day Mr. E.P. Rankin came before the Board requesting a Use Permit to opemate
a Riding $0hool on the following described parcel of land:
In Manchester Magisterial District, a pamcel of land fronting on Riverside
Drive approximately 3400 feet and extending 850 feet uorth to the James River
said parcel being east of the intersection of Club Drive and Riverside Drive.
Came also }~. Hardwick, presenting a petition signed by citizens in the a~ea
opposing the request. Upon consideration whereof Mr. B~itton made the following
motion, seconded by ~. Gunter:
~ That this l~ard deny the request of 1~. Rankin for a Use Permit.
~. Goy~le offered a substitute motion which was seconded byDr. Gill: That this
L~oard grant the Use Perm~it to 9~. Rankin for a Riding School on the aforedesoribed
parcel of land.
Those voting for the substitute motion - Mr. Goylme and Dr. Gill.

This day )ir. W.L.S. Blankenship came before the Board seeking the rezoning from
Agriculture to Residential-Z of the following described parcel of land:
In Manchester Mahisterial District, a parcel of land fronting approximately
900 feet on the Bliley Road and extending northwestwardly approximately 900
feet, said parcel being approximately 3000 feet south of the intersection of
Bliley Road and the Granite Road and also being the proposed subdivision of

This day 5~. D.W. Murphey came before the Board on behalf of many people in the
County seeking the establishment of a building code for prefabricated houses.
Upon consideration whereof and on motion of Mr. Gunter, seconded by Dr. Gill, it
is resolved that the Chairman of this ~oard bo requested to appoint a Con~itteo to
review the present code to include such additions as are necessary to control the
construction of prefabricated houses in the County. Whereupon, )~. Homer, the
Chairman, appointed Mr. M.W. Burnett, Mr. Elbert ~mma, and Mr. Geo. D. ebA-opshire,
to serve as this Committee.
This day Mr. Guy Bayliss came before the -board seeking the return of certain
property dedicated by the real estate firm of Chase Construction Company to the
County of Chesterfield for park purposes, said property being located in the
Grindell Creek Park Subdivision. On motion of ~r. Gunter, seconded by }ir. ~itton,
it is resolved that this Board grant this request and deed to the Chase Construction
Company the area marked in green on a plat of the property herewith filed with the
~ard~s papers.
On motion of }ir. Gunter, seconded by Mr. Hritton, it is resolved that legal
proceedings be initiated for the vacation of Grindell Parkway and an alley both
marked in blue on a map of the area and herewith filed with the h~)ard's papers.
This day )~. Fred Thompson, Supt. of Schools, came before the Moard on behalf of
certain citizens of Manchester district requesting $500.00 to finance a playground
director during su~er months. Upon consideration whereof, and on motion of }~.'
~itton, that this ~ard appropriate $500.00 to the School Board for this request.

This day }Ir. ~h~ed ThompsOn presented a resolution from the School L~ard requesting
the transfer of certain funds within the School budget. Upon consideration whereof,
and on motion of ~. GOylle, seconded by )~. Gunter, it is resolved that this
I~ard approve the request to transfer the items as listed in the School i~dget
resolution, which resolution is recorded with the Boardts papers.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this L~ard
request the Virginia Department of Highways to make a study of the speed zones on
Rt. 613, between Rts. I and 145.
On motion of Dr. Gill, seconded by }~o Goylle, it is resolved that this ~3oard
recommend Mr. Stanley R. Hague, Jr., to the Judge of 0ircuit Court, Hon. J.
Garland Jefferson, to be appointed to the Welfare Board of the County of Chester-
field as of July 1, 1954, for a Period of two years.
This day }~. B~itton, presented a request from }~, White, owner of a 3-acre
parcel of land on a 20-foot lane east of the Whitehead Road, to secure a building
per. it for said location. Upon consideration whereof, and on motion of }ir. ~itton
seconded by Mr. Goylle, it is resolved that this Board grant the building permit
provided there is included in the deed of the property a statement that the County
lsnot liable for the road in any way and provided further thata 15-foot strip be
conveyed by deed for the future widening of this road.
This day the Executive Secretary presented a request of ~. Henshaw to allow the
City of Colonial lleights to extend their water main 3?5 feet on Piedmont Avenue
at no cost to the County. On motion o£ Dr. Gill, seconded by ~. Gunter, it is
resolved that this ]~ard allow the City of Colonial Heights to extend this line
along Piedmont Avenue extended, a distance of 375 feet as requested.

The undersigned County Road Engineer having been directed at a previous meeti:
of the Board of Supervisors of Chesterfield County to examine Wood-Dale Road in
the subdivision of Wood-Dale in itermuda Magisterial District, and report to this
Board the expediency of establishing said road as a public road, reported as
follows:
That he went upon said road and examined the same and is of the opinion that
there is a necessity for the establishment of same as a public road, and further:
(1) Tile said road will be of great public convenience
(2) It will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(4) The said road is in a subdivision of land dedicated to the Coumaonwealth
of Virginia and therefore land owners along said road will not require
compensation
(5) No land owners require compensation
(6) There will be no compensation
This day the Executive Secretary read a letter from Wagstaff Circle Fire Repartmen~
requesting a new fire truck when new trucks are again purchased. Upon considerati,
whereof, and on motion of b~. Gunter, seconded by )~. Britton. it is resolved that
this letter be filed for further consideration.
On motion of Dr. Gill, seconded by ~. Gunter, it is resolved that the Executive
Secretary be and he hereby is authorized to purchase 500 feet of 2½" hose for the
)Iatoaca Ft/'e Department.
This day the Executive Secretary presented a request of the County Welfare Depart-
ment for $100.00 to finance the sending of children to summer cmmp. On motion of
Mr. Hague, seconded by Dr. Gill, it is resolved that this I$oard Donate $100.00
for this cause. ~ld be it further resolved that the ~easurer of the County be
and he hereby is authorized to transfer $100.00 from the unexpended surplus of
the General County Fund to 8h-114 of the Welfare budget.
On motion of Hr. Goyne, seconded by Mr. Britton, it is resolved that the Higb~ay
Department be requested to get a price on the improvement of Gill Street and
Petersburg Street in the village of Chester.
On motion of )Ir. B~itton, seconded by Dr. Gill, it is resolved that the Virginia
Department of IIighways be requested to investigate the possibility of installing
a playground on Columbia Avenue in ~unpthi11 Heights.
This day the Executive Secretary presented the gas bids recently received and it.
was generally agreed that he be requested to obtain the octane rating of the gas
furnished by the three (3) lowest bidders.
On motion of Mr. Gunter, seconded by Mr. Britton, it is resolved that the Executive
Secretary be and he hereby is authorized to purchase a used yeti-type machine at
a cost not to exceed $225.00.
'Phis day the Executive Secretary presented a request from ~. Jol~n W. HcEwen,
which request was to relieve Mr. )lcEwen and others of taxes on certain roads
dedicated by deed only, and it was generally agreed that the Executive Secretary
inform b~. McEwen tbmt the County will take over the street rights-of-way if said
streets conform substantially to our subdivision ordinance.
On motion of Hr. Gunter, seconded by Mr. Britton, it is resolved that the followin
names of streets be changed as noted:

This day the Executive Secretary read a letter from Mr. Edward W. Payne, requestin
a building permit on a Lot 91.36 feet, fronting on Pine Road, and it was pointed
out that no adjoining land was available and the ownership had been in his
Mother's possession for a number of years. Upon consideration whereof, and on
motion of ~r. Gunter, seconded by Dr. Gill, it is resolved that this ~ard approve
the request to g~ant a building permit on said 91.36 foot lot.
This d~y the Clerk of Circuit Court reported he had purchased a State and an
American flag for the courtroom. Upon consideration whereof and on motion of ~.
Hague, seconded by ~. Goyne, it is resolved that the Executive Secretary be and
he hereby is authorized to pay for these flags when said flags are delivered.

This day the Executive Secretary presented a letter from Mr. J.To Moore offering
certain objections to the new water policy and agreeing under protest to pay for
water line-on Oxford Road in Centralia Gardens Annex. It was generally agreed
that this agreement be Filed and that water be installed under the new water
policy.
This day the matter of vacating "B" Street in the Village of l~n Air came before
the Board. Upon consideration whereof, and on motion of ~. Gunter, seconded by
~ir. Goyne, it is resolved that the Board approves the vacation of all that portion
of "B' Street lying to the east of Logan Street and running from Logan Street east
to the Forbes Tract, said street being approximately 685 feet in length, as set
forth in a certain instrument, bearing date the 29th day of May, 19~4, executed
by John II. Brothers, Nellis S. Brothers, his wife: Thomas A. 01Reilly and Millie
S. 0'Reilly, his wife, which was presented to this meeting, aha a copy thereof
