On motion of Dr.Gill, seconded by Mr.Britton, it is resolved that this Board request the Highway Department to improve Orange Hill Avenue and Hopkins Avenue to the minimum specifications of the lily.way Department, and charge same to the 3¢ Road Fund of the County. This day again the matter of approving Covington Street, which is the connecting] road between Forest View Heights and Rt. 60 aame before the Board. On motion of Mr. Britton, seconded by Df. Gill, it is resolved that this Board request the Highway Department to construct Covington Street to meet the minimum specifications of the Highway Department, and charge same to the 3¢ Road Fund of the County. This day again the matter of financing the Allied Road came before the Board and it was stated that a previous resolution requesting the Highway Department to pro-rate the Countyls share of the cost of the Allied Road. Upon considerati whereof, and on motion of Mr.Britton, seconded by Dr. Gill, it is resolved that this Board reaffirm its original motion and not chance the financial arrangements as first specified, ~ich agreement was for the County to pay $20,000.00 from its 3¢ Road Fund. On motion of Df.Gill, seconded by Mr. Mague, it is resolved that this Board request the Highway Department to abandon Sections 1, 2, and 3,along Route 631, shown on a map drawn by the Highway Department of Project No. 1320, the total length to be abandoned is .24 of a mile. And be it further resolved that this Board request the Highway Department to include into the Secondary System Sections 4, 5, and 6, comprising a total length of .22 miles as shown on the same map of project 1320 to be added to the Secondary S~stem of Highways. On motion of Mr. Britton, seconded by Dr. Gill, it is resolved that this Board of Supervisors request the Highway Department to abandon Section 2 as shown on a plat drawn by the Highway Department on Project 4120-05, the same being of Rt, 10, On motion of Mr.Britton, seconded by Df. Gill, it is resolved that this Board request the Highway Department to include in its Secondary System, Section 1 as shown on a map of Rt. 10, showing Project 4120-05, being in length .17 of a mile. On motion of Mr. Goyne,seconded by Df.Gill, it is resolved that this Board request the Highway Department to abandon Section 1, being .05 miles in length of Rt. 10, as shown on a map of Rt. 10, showing Project 4120-0D. On ,notion of Mr. Britton, seconded by Mr.C. unter, it is resolved that this Board reques~ the Highway Department to add to its Secondary System of roads, Sections 2,3,4,5,7 and 8, totalling .81 of a ,nile as shown on a map of Project 2120-01, the same showing the new improvement of Rt.60, On motion of Mr.Britton, seconded by Mr. Gunter, it is resolved that this Board request the Highway Department to abandon Section 6 of Rt. 161.as shown an a map of Project 2120-01, the same being .05 miles in length. ~n This day therewas read a letter from Mr. Mills of the Highway Department concerning certain recommendations of the Board of Supervisors on the traffic at various points on Rt. 1, which letter is received and filed. On motion of Mr. Hague, seconded by Mr.Gunter, it is resolved that this Board request the Iiighway Department to widen the fill on Rt. 10 at Cosby's Lake prior to the co~n~letion of the Rt. 10 improvements. This day Mr. D.C.Phillips, appeared before the Board seekintI the rezoning from Agriculture to General Business on the following described parcel of land: In Clover Hill Magisterial District, a parcel of land fronting 300 feet on Rt,602 and extending southwardly 200 fe~t, said parcel · being at the intersection of Rt,602 and Rt,6~g, to be rezoned from Agriculture to General Business. Whereas, there appeared to be no opposition in this case, .it is resolved on motion of Mr. Goyne, seconded by Df. Gill, that this request be grantedt and the aforedescribed parcel of land be rezoned from Agriculture to General Business. This day Mr. C.E.Pannell appeared before the Board, having applied for rezoning from Agriculture to Residential-2 on the following described parcel of land: In Manchester Magisterial District, a parcel of land fronting 1800 feet on both sides of Rt. 1649 and extending approximately 300 feet north and 300 feet south on said road, said parcel beginning 200 feet west on Rt. 10, to be rezoned from Agriculture to Residential-2. There appearing no opposition to this matter and on motion of Mr.Britton, seconded by Mt.Gunter, it is resolved that this Board grant the rezoning of the aforedesoribed parcel of land. The undersigned County Re. d Engineer hay]nc I)een directed at a previous meeting of the Board of Supervisors of Chesterfield County to examine: ~itting~on ])rive ) Montaubam Drive ) Grestwood Farms Subdivision Midlothian District Westgate Drive ) Bellin~ham ~ane ) Weymouth Drive ) Channing Lane ) Wayland Subdivision Midlothian District and report to this Board the expediency of establishing said roads as public roads, reported as follows: That he went upon said roads and examined the same and is of the opinion that there is a necessity for the establishment of same as public roads, and further (1) lhe said roads will be of great public convenience {2) They will not be of mere private convenience No yard, garden or orchard will be mien The said roads are in a subdivision of land dedicated to the Commonwealth of Virginia ~nd therefore land owners along said roads will not require compensation (5) ~0 land owners require compensation (6) There will be no compensation This day the County Road Engineer in accordance with directions from this Board made report in writin~ upon his examination of Westmate.Drive, Bellingha~ Lane, Weymouth Drive, and Channing Lane in the subdivision of Wayland in Midlothian Magisterial Distri6t, which report shows that in the opinion of the County Road Engineer, it is expedient t~at said roads be established as public roads. Upon cons]del'at]on whereof and on motion of Mr. G untert it is r~solved that Westgate Drive, Bellin~ham Lane, Weymouth Drive, and Channing Lane in.the subdivision of Wayland in Midlothian Magisterial District, be, and the same are hereby established as public roads. And be it further resolved that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road. System of Chesterfield County, Westgate Drive, from a point on Rt. 1~?, .14 of a mile west of Rt. 1710, .1 of a mile northwardly to Ohanning Lane, thence .32 of a mile north- wardly to Bellingham Lane; Bellingham Lane,from a point on Westgate Drive .42 of a mile northwardly to Rt. 1~?, .lof a mile eastwardly to a cul de sac, ol of a mile westwardly to Weymouth Drive~ Weymouth Drive, from a point on Bellin~ham Lane, .1 of a mile west of Westgate Drive, .32 of a mile south- wardly to a point on Channing Lane, which point is .10 of a mile west of Westgate Drive; Channing Lane, from a point on Weymouth Drive, .37 of a mile south of Bellingham Drive, .05 of a mile westwardly to a cul de sac, and .1 of a mile eastwardly to West§ate Drive. q%ese roads serve lZ houses. And be it further resolved that the Board of Supervisors of Chesterfield Coun* guarantees a 50-foot right.of way to the Virginia Departmentof Highways. This day Mr. Eller and others from the Enon Fire Department appeared before the Board and the Executive Secretary read a letter from the Fire Department requestin~ an 0ten type piece of fire apparatus, Upon consideration whereof and on motion of Mr.Goyne, seconded by Df.Gill, it is resolved that this Board purchase an 0ren truck for the Enon Fire Department and a truck chassis of a 2-T capacity with a speed rear end. l~is day Dr, Jenkins of Loyal Street in Ettrick came before the Board saying that the residents of that street could not enter into an agreement paying fo~ the cost of a sewer line, plss $2,00 per month sewerage charge. Dr. Jenkins requests( permission to install 205 foot of sewer line which would serve his p~opse~d house and no ~ther. On motion of Dr.Gill, seconded by Mr. Goyne, it is resolved that this matter be reforrrd to the Commonwealth's Attorney and the Ettrick Sanitary District to attempt a solution of same. This day Mr. Jerry Jewett, representing Mr. Spurt and others, presented a petition against the dumping of trash and garbage in an abandoned coal mine belonging to Mr. Flippo. Mr. Harold Cole, owner of the Company dumping said refuse in the coal mine cited the fact that health ~fficials had agreed thia was not harmful to the area and that he ~as doing everything possible to maintain a sanitary dump. Upon consideration w~ereof, and on motion of MroC~nter, seconded by Dr.Gill, it is resolved that & Committee composed of Dr.Gates, MroCole, Mr, Jewett, and such interested citizens of the neighborhood who coul~ attend, meet at the mine site and attempt ta solution to th~s problem. And be it further resolved that this Board request from Dr,Gates a written report on the recommendations of tho Health Department concernin~ this matter, This day Mr. Tiller, representing Mr. and Mrs. Nottingham, the owners, and Mr, Zicafoose the builder of a certain house on Oxford-on-the-James, appeared before the Board requesting a varianc! to 10 feet as t~tho setback line from the side line of tho building lot, It was pointed out that this was an innocent mistake and it would 6cst approximately $5,000,00 to move the house to conform to restrictions of 20 feet in an R-1 District. On motion of Mt. Gunter, seconded by Mr. Goyne, it is resolved that this Board grant a variance in the building restrictions toallow Mr. Nottingham to build within 9 ft. 6 inches of his side lin~ This day ~lr. Warren Marek came before the Board seeking a variance in the building restrictions to allow a garage to be 5 ft. 6 inches from the property line on his lot facing Warren Avenue. Upon consideration whereof, and on motion of Dr. Gill, seconded by Mr.Goyne, it is resolved that this Board grant said variance and allow the garage to be placed 5 ft. 6 inches from the property line. This day Mr. Gem,an, Ca,ne Warden, presented the game claims for the County, and upon oonsideruti6n whereof and on motion of Mr. Goyne, se6onded by Df.Gill, it is resolved that the Executive Secretary be and he hereby is authorized to pay said claims. This day Mr. Louis Longest and Mr. Stamie Lyttle, appeared before the Board seeking some solution to the problem of sewerage disposal in tho Morrisdale area. Upon consideration whereof the Chairman appointed Mr. Goyne, Mr.$hropshire, Mt. Ernest Gates and Mr. Burnett, to investigate and recommend a solution. On motion of Mr.Britton, seconded by Mt. Gunter, it is resolved that this Board purchase two (2) trucks from the McCoy Motor Company, one to have a two-speed rear end, for the Enon Fire Department. On motion of Df.Gill, seconded by Mt.Gunter, it is resolved tha~t the Executive Secretary be requested to inform Mr.J.J.Tanner t~)get general aDproval from the adjacent property owners in order that the Board may grant his request for a variance in the building restriction, It was generally agreed that the Executive Secret~ry request Mr. B. Downing price to get general approval from adjacent property owners in order that his request for a variance in building restrictions be granted. On motion of Mr.Britton, seconded by Df.Gill, it is resolved that the request of Mr. John W. Robins for a variance in the building restrictions to allow him to construct a garage 3 foot from his property line be limited to 5 feet, and that the same be granted. 0nmotion of Mr. Britton, seconded by Df.Gill, it is resolved that the Executive Secretary be and he hereby is directed to inform the Farm Mutual Insurance Company that the work on the Agricultural Building caused by a recent accident has been perfor~ned in a satisfactory manner if the Buildings and Grounds Committee approves same after a thorough inspection. This day the Executive Secretary read a letter from Dr. E.G. Gates,County Health Director, concerning his views on the proposed ordinance to prevent the dumping of sludge on open ground, which letter stated that the ordinance was not complStel acceptable ~t this time. Open consideration whereof and on motion of Df.Gill, seconded by Mr. Goyne, it is resolved that this Board r4quest Dr.C. ates to consult with the Commonwealth's Attorney and draw up an ordinance prohibiting the dumping of sludge in certain areas in the County, which ordinance will be acceptable. This day the Executive Secretary reported to the Board that certain bills had been received from Registrars of the County for certain transfers from old precincts to new precincts. Upon consideration whereof i~iwas gener~ly agreed that the Executive Secretary get Mr. Henry McGranighan's recommendation on these rates of pay for work done by these Registrars. On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the Commonweal Attorney be requested to draw up an 0r~inance to prohibit the shooting of firearms in the sewer sanitary district, Ben Air-Southampton area, Ettrick, Matoaca and Chester. This day the matter of a request by Mr.J.T.Moore to allow him to install a water system in the Beulah Village Subdivision came ~efore the Board, and the Chair~lan appointed Mr. Hague, Mr, Shropshire, Mr.Burnett to study this request and make some recommendation concerning same. On motion of Mr. Gunter, seconded by Mr. Britton, it is resolved that this Board request the Commonwealth's Attorne~ to investigate the County's rights in disposin~ of the follow%ng property: Mancos' well site in Chesterfield Gardens; Kennerly water site in [~on Air; DuPont Square well lot, the well lot in Brenda Court, and the well lot in Bellwood Manor~ This day the County Engineer presented specifications for inviting consulting engineers to bid on the drawing up of a sewerage treatment plant for tho Sanitary District of Ettrick. And it was generally agreed that these specifications be sent to the Sanitary District Committee for their comments. This day it was reported that there was a possibility of adverse public relations propagated in the selling ~f!advertising space in the Police ~enevolent Year Book.
