08-26-1954 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield ~ounty, held al the Courthouse on August 26 1954, at 8:00 p,m. Present: Mr. Irvin G.Horner, Chairman Mr, Ho T.Goyne Mr. J.P.Gunter Dr. Robt. O, Gill Mr. Stanley R.Hague, Jr. Mr.R.J.Britton This day }ir. James T.Brockwell, Secretary to the Ettrick Volunteer Fire Depart- ment, appeared before the Boar,1 with a delegation of volunteer firemen from said Department, requesting a new truck for the Ettrick Volunteer Pire Departmeni On motion of Dr. Gill, seconded by ~r.Britton, it is resolved that this request be received for consideration in the next purchase of fire trucks. And be it further resolved that the Ettrick Volunteer Fire Department be requested to draw up recommendations for specifications by which said truck should be built, This day Mrs. Donati and others came before the Board seeking the improvement of roads in the Quail Oaks Subdivision. On motion of Mr.~oyne, seconded by Df. Gill, it is resolved that the E~ecutive Secretary be and he hereby is requested to write an additional letter to the Hines Engineering Company to outline the specifications and policies for roads to come into the State ~econdary System. This day Mr. J.J. Tanner came before the Board seeking a building variance on South Street in the Village of Ettrick. On motion of Pr.Gill, seconded by Mr.Britton, it is resolved that this Board grant the requested variance due to certain extenuating circumstances in the case and allow the improvement of a garage to be used as a dwelling. This day Mr. Louis Longest, Mr.S.l.yttle and Mr. Fred }~rnes, came before the ~{oard seeking the approval of plans for the installation of a sewerage treatment plant in the subdivision of Morrisdale. After much discussion, and on motionof Mr. Goyne, seconded by Mr.~unter, it is resolved that the written application, da. ted August 9, 1954, made by Lyttle and }~arnes Sanitation Company, for the construction of a sewerage treatment plant in the Morrisdale Subdivision, be, and the same is hereby denied. Upon further consideration, and on motion of Mr. Goyne, seconded by Mr. Gunter, it is resolved that the previous resolution concerning the denial of the written application dated August 9, 1954, by Lyttle and Barnes Sanitation Company, be and the same is hereby ree¢inded. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Gunter, it is resolved that the tentative plans and proposals presented by Lyttle and Barnes and Mr. Louis Longest, representing the partnership of Longest, Trueheart and Barnett, relative to a sewerage system in the Morrisdale Subdivision in Bermuda District, be tentatively approved. And be it further ~esolve~ that the matter be referred to the Acting Commonwealth Attorney for the drafting of a proper contract between the above parties and the Board of Supervisors for final approval by all parties concerned. Dr. Gill and Mr. Hague voted ,,No". This day Mr, Jones of Jones & Robins, Real Estate Company, came before the Board seeking the vacation of a l?-ft, road in Be~lo Park, in Dale District. it was generally aEreed that Mr. Jones should take the necessary legal steps to request the Board to vacate this road. This day Mr. Reuben Grandis and others came before the Board seeking the installation of a water l~ne along Riverview Road in the Southampton area, which line would be installed under the old Gregory contract. Upon consideration whereof and on motion of Mr.Goyne, seconded by )~'. Britton, it is resolved that this matter be continued for further study. This day the .~tter of providing sewerage treatment for the sani~ry district of Ettrick came before the Board. Upon consideration whereof and on motion of Df.Gill, seconded by Mt.Gunter, it is resolved that the Executive Secretary be and he hereby is requested to write to the State Water Control Board inform- ing said F~ard of the steps taken by the County to obtain sewerage treatment in this area. On motion of Dr. Gill, seconded by Mt. Gunter, it is resolved that the specificati as drawn by the. County Engineer, omitting Paragraph Z, of Section ~,be sent to various consulting engineers for a bid on drawing proposed plans and specifica tions for a sewerage system for the sanitary district in Ettrick. Is ns n motion of Mr. Goyne, se6onded by Mr. Britton, it is resolved that this Board approve the inclusion of certain articles and pictures concerning the County in the State Reporter Magazine. This day the Executive Secretary presented a request signed by Mr. William E. Wells for a variance in the building line in order the he might construct a garage 3 feet from his property line. A signed statement filed with the Boardts papers guarantees that the adjacent property owners have no objection, Upon consideration whereof and on motion of Mr.Goyne, seconded by Dr,Gill, it is resolved that this Board grant the requested variance and allow the garage to be built 3 feet from the property line by Mrs. William E. Wells. This day the Finance Committee, by resolution, requested the Board of Supervisor~/ to allow the Treasurer of the County to borrow a sum not to .exceed $100~000.00 for a period not to exceed ninety days. Upon consideration whereof and on motion of Mt. Gunter, seconded by Mr. Goyne, it is resolved that this Board allow the Treasurer to borrow $100,000.00 for a period not to mxceed ninety (90) days, It was generally agreed that the Exeomt~we Secretary would dispose of the used Police cars by public auction. This day it was reported that the bonding attorneys had requested the evaluation of all properties in the Sewer Sanitary District° Upon consideration whereof, and on motion of ~Ir. Britton, seconded by Mt.Gunter, it is resolved that the Commissioner of Revenue, be, and he hereby is requested to determine the assessed evaluation of all properties lying in the area of the Sewer Sanitary District.
