IIorner, Chairman Mr. H. T, Goyne Mr, J. P. Gunter Dr, Robt. O, Gill Mr, Stanley R. Hague, Jr. Mr. R.J. Britton This day Mr. E. M. Driskill came before the Board requesting a building permit on Elm Road, and Whereas, this road is at present unimproved, and Whereas, the County previously allowed Mr. J.S. Stephenson to build on said road provided he put up $120.00 which amount is still in the hands of the Board of Supervisors, Upon consideration whereof, and on motion of Mr. Gunter, seconded by Mr. Britton, it is rewolved that the }½uilding Inspector be and he hereby is authorized to issue a building permit provided Mr. Driskill obtain a 5-foot additional right-of-way on each side of Elm Road to and including his property and pay one-half the cost of the entire road improvement or an amount not to exceed $Z80.00. It is further resolved that when this work is done by the Highway Department the additional cost will be paid from the 3¢ Bond Fund of the County. This day Mr. Magee came before the Board requesting payment for the right-of-way on which Rt. 611 was constructed; upon consideration whereof and on motion of Mr. Goyne, seconded by Dr. Gill, it is resolved that the Commonwealth's Attorney and the Executive Secretary be and they hereby are requested to investigate this matter and report at the next meeting of the Board. This day Mr. John J. McDonald came before the Board seeking the rezoning from Agricultural to Residential- 2 of the following de~cribed parcel of land: In Midlothian Magisterial District, a parcel of land fronting on Buford Road, approximately 1050 feet and extending eastwardly 1500 feet, said parcel being of a mile north of Rt. 60, to be rezoned from Agricultural to Residential- 2. Upon consideration whereof, and on motion of Mr. Gunter, seconded by ~Ir. Britton, it is resolved that this Board rezone from Agriculture to Residential- 2 the aforedeScribed parcel of land. This day Mr. C.T. Johnson came before the Board requesting the rezoning from Agricultural to Local Business on the following described ~arcel of land: In Manchester Magisterial District, a parcel of land fronting 80 f~et on Rt. 60 and~ex%ending southwardly 191 feet, the same being Lot 8, Block 2, of the subdivision of Pinehurst, Came also Mr. Jam~s Fox and Mr, John Carter opposing the granting of this rezoning Upon c~nsideration whereof and on motion of Mr. Britton, seconded by Mr. Hague, it is resolved that this Board deny, without prejudice, the rezoning from Agri- cultural to Local Business of the aforesaid parcel of land. This day Mr. J.Porter Hudson came before the Board seeking a Use Permit to manu- facture venetoam blinds and other window accessories, on the following described parcel of land& In Manchester Magisterial District, a one-acre parcel of land on the west side of the Mitchell Road, approximately.~ mile south of its intersection with the Providence Road, en which a Use Permit is requested. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the granting of this Use Permit be postponed u~til the right- of-way on th~ Mitchell Road be deeded to the County. This day Mr. Chas. Quaiff requested a Use Permit to operate a radio-television sales and service shop on the following described parcel of land: In Dale Magisterial District, a parcel of land fronting 219 feet on the Beulah Road and extending, eastwardly ~19 feet, said parcel being .Z miles scut] of the intersection with the Cogbill Road. Upon consideration ~ereof, and on motion of Mr. Hague, seconded by Mr. Britton, i is resolved that the Use Permit on the a6oredescribed parcel of land be and the same is hereby granted. This day Mrs. Katherine D. Harahan r~quested a Use Permit to operate a kinder- garSen on the following described parcel of land: In Manchester Magisterial District, a parcel of land fronting on old Westham Road, a distance of 4~0 feet and extending southwardly 650 feet, aaid parcel being 500 feet west of its intersection with Cherokee Road. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Gunter, it is resolved that this Beard grant the requested Use Permit on the aforedes- cribed ?arcel of land. This day Mr. Stell of the Elkhardt Electric Company came befor~ the Board, pre- senting a proposal to flood light the roughhouse. Upon consideratio~ whereof and on motion of Mr. Bri. tton, seconded by Mr. Gunter, it is resolve~ that the expenditure involved in this matter be authorized subject, to the approval of the Buildings and Grounds Committee, after inspection of the demonstration. This day Mr. A.J.Horner and Mr.E.J,Gorman camo before the Board presenting tho Game Claims. Upon consideration whereof, and on motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that said claims be paid as amended. /<his day Mr. Goyne presented a letter from the County Engineer giving certain recommendations on the improvement of water service on Winfree Street in Chester. Upon consideration whereof and on motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the matter of inadequate water service on Winfree Street be referred to the Water Committee for future study. This day Mr. Eller and others of the Enon Fire Department came before the Board requesting to be allowed to keep the present fire tSuck for the Department when the new truck arrives. Upon consideration whereof, and on motion of Mr. Goyne, seconded by .Mr. Britton, it is resolved that this Board record its agreement in allowing the Enon Fire Department to retain its old truck. This day the E~ecutive Secretary presented a group insurance proposal for the County employees and it Was ~enorally agreed that additional information and comparative priues be secured. This day Mr. S. Lytt]e and Mr. Louis Longest and others again appeared before the Board requesting approval of a contract governing the installation of a sewerage treatment plant in the subdivision of Morrisdale~ stating that general approval had been given by the State Health Department and the State Water Control Board, Upon consideration whereof and on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board authorize the applicants,Mr. Louis Mr. T.E.[~rnett, nnd Mr. W.C.Trueh~art to construct a sewerage system in the Morrisdale Subdivision in Bermuda District upon agreement by contract. And be it further resolved that the Chairm~an and Clerk of the Board of Supervi- sors be authorized to sign a contract governing tho conditions .by which this system will be installed with the applicants sub3ect to the approval of the Acting Commonwealth's Attorney. qhis day the Executive Secretary read a notice from Mr. Burton Marye of the Virginia Department of Highways, that certain sections of Rt. 631 and Rt, 668 had been added, and certain sections had been abandoned, due to the relocation of these two roads, which ].etters are ordered to be received and filed, This day the matter of the improvement mf a road from Bells Road to the overhead bridge across the Atlantic Coast Line RR. a~ain came before the Board and the Executive Secretary presented a deed for a 60- foot right-of-way from the City of Richmond across land that had been recently acquired for a city dump, and stating further that the Atlantic Coast Line RR. Company had been advised that this right-of-way had been obtained and a request had been received from said Railroad wanting to know when this road would be improved so that it could com- plete the improvementN on the western side of said overhead bridge. And it was generally agreed that the Executive Secretary will confe~ with Mr. Kellam of the Virginia Department to seek the answer to this problem. This day the Executive Secretary read a letter from the Daughters of the Con- federacy thanking the Board for allowing them to use th9 Court yard to commemo- rate the 50th Anniversary of the Chesterfield Chapter, which letter was ordered to be received and filed. This (lay the Executive Secretary presented a petition signed by some twelve citizens seeking the improvement of Rt. 756, stating that the road was too narro for two cars to pass. It was generally agreed that this matter 9ould be referred to Mr. Kellam for his investigation and report to this Board at a later date, l~is day the Executive Secretary presented three (~) bids for deed book racks in the Clerk's Office. Upon consideration whereof, and on motion of Mr. Gunter, seconded by Df.Gill, it is resolved that the firm of Morton Marks & Sons, Inc., be awarded the contract to install said deed book racks at a price not to ex- ceed $925.00, the same being the lowest bid received. Specifications on said racks must be recorded with the Clerk of the Court, Mr.Lewi~ Va~en. This day a report of the Department of Welfare and Institutions concerning the Chesterfield Police lock-up was read, received and filed. ~lis day there was presented a petition from a group of people regarding the approval of a fire department at Frosty's Corner, and Whereas, preliminary matters with this group had indicated that the establishment of a Fire Department in this area would be in order, upon consid0ration whereof and on motion of Mr.Hague, seconded by Mr.C~yne, it is resolved that this Board approve the establishment of a fire department at Frosty's Corner area and agree to fur~]ish a trnck as soon as the Department is organized and an adequate building constructed. This day the Executive Secretary presented a request from the Petersburg-Hopewell Gas Company for approval for the installation of approximately 800 feet 4,, gas main on Boisseau Street, between Fourth Avenue and Second Avenue in Ettrick. Upon consideration whereof and on motion of Df. Gill, seconded by Mr.Brit~on, it is resolved that this Board approve the installation of said ga~ main if the County Engineer approves the plans and specifications and a suitable contract is si{~ned saving the County harmless from any contingencies. This day Mr. J.T.~oore came before the Board presenting a request in writing for the approval of the construction of a ~,,ater system in the subdivision of Beulah Village, stating the general conditions under which he would be willing to construct said system. Upon consideration whereof, and on motion of Mt.Hague, seconded by Mr. Goyne, it is resolved th~tt the County Engineer and the Acting Commonwealth's Attorney meet with Mr. Moore to draw up a contract covering the tenets of the request. On motionof Mt.Gunter, seconded by Mt.Hague, it is resolved that the accounts of the ~ater Department be purged of the uncollectable account~ and a systematic attempt be m~de to collect all accounts remaining. This day the matter of a proposed automobile license tax for the County of Chesterfield was discussed and it was noted that since this action could take place ~nly at regular meetings and that it would bo December l~th before said ordinance could be finally adopted% it was generally a~ree~ that this matter would be deferred until the next meeting of the Board. This day the Executive Secretary presented a letter from Mrs. Virgina Livingston, which letter stated that she had no ob3ection to having the south wall of the proposed addition to the Parish ]{ouse of t~e St. John's Church in Chester constructed a dkstance of appro~imately 7-1/2 feet from her property line. Upon consideration whereof and on motion of Mr.Goyne, seconded by Mr.Hague, it is resolved that the Building Inspector be and he hereby is authorized to issue a permit to St.John's Church and ~rant a variance to allow said Church to build within 7-1/2 feet of its side line. On ,notion of Mr.[%ritton, seconded by Mr.Hague, it is resolved that this [~oard request the State Compensation Board to pay one-half of the salary of the Acting Commonwealth's Attorney, Ernest P.~ates. who is in said office by virtue of an order of the Hon. J.Garland Jefferson, Judge of the Circuit Court of Chesterfield County, Virginia,and of which action the Board is in complete approval. And be it further resolved that this action be retroactive to August 1, which is the date set by the Judge for Mt.Gates' to take office. On motion of Df.Gill, seconded by Mt.Gunter, it is resolved that this Board ~rant a variance to Mr. John F. Dick to allow him to build w~thin 5- feet of his side line on Lot 28, facing Hudson Street in Riverview Park. This day again the matter of the disposition of Camp Baker came before the Board, and it was generally agreed that the Executive Secretary would set a date with the Richmond Area Presbytery to study this matter. On motion of Mt. Gunter, seconded by Mr. Britton, it is resolved that the Executive Secretary be and he hereby is authorized to purchase a radio for the County-owned car operated by the Water Superintendent. On motion of Mt. Gunter, seconded by Mr. Britton, it is resolved that the salary of Mr. Leslie Brooks be and the same is herr~by increased to $4250.00 per year. On motion of Mr,Gunter, seconded by Mt.Hague, it is resolved that the salary o~ the Building I0spector be and the same is hereby increased to $4200.00 per annum. On motion of Mr. Goyne, seconded by Mt.Gunter, it is resolved that the ExecutiMe Secr(~tary be and he hereby is authorized to offer fo~ sale at public auction the County-owned police cars which are no longer needed, and the same auction to be held, if possible, on Friday at the Fair Grounds. On motion of Mt. Gunter, seconded by Mr.Goyne, it is resolved that the Executive Secretary be and he hereby is authorized to pay to Mt.Percy T.Gurtis, Mt.George W.Dean and Mr. James D.Proctor, for their services as registrars for copying names after purging 10¢ per name; for certifying names to a new precinct 35¢ per name; for copying names in new precinct book 10~ per name. On motion of Blr.Britton, seconded by Mt. Gunter, it is resolved that the Highway Department be and it hereby is requested to improve Vial Road ~o meet the minimum specifications of the Highway Department and charge same to the 3¢ Road Fund, On motion of ~.Britton, seconded by Mt.Gunter, it is resolved that this Board request the Virginia Department of Highways to install a culvert and construct certain ditches at ~erchie's Mill at a cost not to exceed $275,00, charging same to tho 3¢ Road Fund. On motion of Mr.Britton, seconded by Mr. Gunter, it is resolved that the Executive Secretary be and he hereby is authorized to make certain major repairs on water trucks belonging to the Utilit~ Department.
