PROPOSED LAND USE: Non-residential uses are planned. RECOMMENDATION Recommend approval of landmark designation for the Home Economics Cottage, subject to the following condition, for the following reasons: A. The presence of one (1) or more distinguished buildings of high architectural quality and historic interest; and B. This designation will cause no significant adverse effect on future development of the County. CONDITION This designation shall not apply to any part of this property required for road improvements as determined by the Director of Transportation. (T) HISTORICAL BACKGROUND The Home Economics Cottage is a one (1) story, Prairie-style structure that was once a part of Chester High School (now known as Thomas Dale High School). This hipped-roof building Providing a FIRST CHOICE community through excellence in public service with front gable was originally on the north side of Route 10, but was moved to its present location around 1951 and converted into a residence. Built around 1922 by S. Ayer Mann, the cottage was supposedly designed to capture wind coming from any direction with all of the windows opened, thus providing natural cooling during the summer. The original Chester High School was demolished in 1949, replaced by the current structure now housing part of Chester Middle School. The property has been in the hands of the James Bell family before its acquisition by the present owner in 2004. GENERAL INFORMATION Location: Southeast quadrant of West Hundred Road and Petersburg Street. Tax ID 790-655-8954 (Sheet 26). Existing Zoning: R-7 Size: 0.37 acre Existing Land Use: Single Family Residential Adjacent Zoning and Land Use: North South East West - R-7; Public/Semi-Public (Chester Middle School) - R-7; Single family residential or Vacant - R-7; Vacant - 0-2; Office LAND USE Comprehensive Plan: Lies within the boundaries of the Chester Village Plan (1989) which suggests the property is appropriate for mixed use neighborhood office and single family residential. This Plan is currently under review by the Board of Supervisors. The proposed Plan suggests this property is appropriate for office/residential uses and zoning. 2 05HP0289-JULY27-BOS Area Development Trends: Properties fronting West Hundred Road in this area contain a variety of non-residential uses that are of a similar scale to the neighborhoods behind them. It is anticipated that additional non-residential zoning and land uses will continue in the area as suggested by the current and proposed Plan. CONCLUSIONS This property lies in one (1) of the County's five (5) existing historical settlements. These settlements have a high concentration of historical buildings and sites that are important reminders of the County's past. The Condition on the property adequately ensures that the proposed designation will not have an adverse effect on the County's future development. Given these considerations, approval of this request is recommended subject to the stated Condition. CASE HISTORY Joint Preservation Committee and Planning Commission Meeting (6/21/05): There was no opposition present. On motion of Mr. Morris, seconded by Mr. Walker, the Preservation Committee resolved to recommend approval, subject to the Condition on page 2, of historic landmark designation for Case 05HP0289, Home Economics Cottage structure and property. AYES: Unanimous On motion of Mr. Wilson, seconded by Mr. Bass, the Planning Commission resolved to recommend approval, subject to the Condition on page 2, of historic landmark designation for Case 05HP0289, Home Economics Cottage structure and property.
