This day Mr. W. C.Shawen appeared ~efore the Board, representing the Baptist
Association, stating that they would like permission to i~prove the area around a
monument standing on theCourthouse property in memory of Baptist ministers who were
impris~ne~ near that spot. Upon consideration whereof, and on moti~ of J.C.
McKesson, it is resolved that if t~ is practical the marker be moved within the
Courthouse yard and re-erected and if not, that sucharrangements be made for
curbing and landscaping the area around the present marker.
This day the application of C.D.LeFaivre for r szoning property on Rt.360, came
up for consideration. The Executive Secretary pointed out that this being an
Agricultural area and since the use of this land was for the erection of a stave
mill, which in his opinion was a part of timOer and lumber oper=tions, a Use
Permit c~uld be gra~ted for this establishment rather than rez~ni~E the area.
Upon oonsideration whereof, and on motion of James W.Gordon, Jr., it is resolved
that it is the sense of this Boar~ that a stave mill is included in the term
sa~nill or boxmill as p~vided in Section VIII, Uses Permitted in Agricultursl
Areas, and w~ re, the permit for the oper~'~tion sought is d~smissed ~rithout
prejudice,due to the fact that it is covered by the Zoning Ordinance. And be i~
further resolved, that the Executive Secretary is authorized to issue a Use
Permit for t his operation.
This day I~. Chas. R.Willis, representing the firm of Scott, Homier and t~ason,
Inc., appeared before the Board stating that Scott, Morner and ~4ason, Inc., who
had previously purchased $400,000.00 worth of water revenue bonds of Chesterfield
County, were ready to purchase the additional $100,OO0.00 worth of Water revenue
bonds under conditions as follows:
"This $100,000 of 3~% bonds are already cared for 'in the original resolution
and are to be dated April 1, 1948 and ~ture as follows:
$5,000 each Uctober 1, 1951 through 1966 inclusive
$10,000 each 1967 and i568
The bonds which mature on or after october l, 1958, are to oe redeemable at th,
option ~f the County on OctoOer l, 1958, e~ on any interest payment date
thereafter at par of the Oounty on October l, 1955 or: on any interest payment
date thereafter at par ~daccrued ~nterest upon previous notice of at least
ten days before such redemption as provided for in the resolution. We will pay pari
and accrued interest from last interest payment date of said bonds to date of
delivery of said bonds.
;Je v~ll, at our o~ expense, arran~ to furnish the County withprinted bonds
ready for execution and delivery, and to pay the cost therefor~ and retain at
our own expense, the services of recognized Bond Counsel to draft and furnish the
County with the necessary legal procedure for the issuance of this $100,000 of
bond s.
If the Board bi' Supervisors aErees to this proposition, we will proceed forthwith
with the printing and delivery of these bonds at the earliest possible moment.
This proposal to be accepted on or before January 11, 1949."
Upon consider~tion whereof, and on motion of James W. Gordon, Jr., it is resolved
that the additional $1OO,000 w~rth of ~raver revenue bonds of Chesterfield County
be sold to the firm of Scott, Hornet ~d Mason, Inc., under the conditions herein
out line d.
This day the Supt.of ~hesterfield County Schools, Mr.E.S.H.Greene, submitted to
the Board the following resolutions:
"~n motion of ~.N.Winfree, the Superintendent ~as directed to appear before
the Boarm of Supervisors at their January meeting and request $25,000.00 to
cover the interest on bonds due January l, 1949."
"~n motion, ~he Superintendent w~s directed to appear before the ~oar~ of
Supervisors ~d request an additional appropriation of $23,780.70 for instructi~
to cover the extra cost of teachers' salaries due to the change in the salary
schedule, brought about by the Court injunction, also, t o the fact that several
teachers had to be added in some of the Schools at the beginning of the school
sess ion · ~
Upon consideration whereof, and on motion of Irvin G.Horner, it is resolved that
these resolutions be held for consideration at a later date.
This day the Game Warden, l~h~. Gorman, st~ted he felt it would be advantageous to
advertise in the local newspapers regarding the necessity for purchasing dog tags.
Upon consideration whereof, and on motion of J.C.McKesson, the Executive Secretary
is authorized to have ~ ad as suOmitted by the Game Warden and the Treasurer places
in the local newspapers.
Messrs. Irvin G. Craig, Special Counsel, and W.H.Caldwell, Execu%ive Secretary,
reported that they had transmitted to the Council of the City of Colonial Hei~Eht$,
through Messrs. Harry L. Snead and Fred R.Shepherd, the offer of the Board as s et
forth in the resolution adoptRd on Decem0er 2~, 1948, and advised the Board of
Council's rejection of this offer through its City Attorney. At the same time the'
informed the Board that Council was unwilling to ~egD~iate further for a settlement'
except Npon the Oasis of the formulas set forth in the city Attorney's letter to
~"~r. Craig dated Decem0~ 15, 1948. After full discussion ~d upon motion duly
made and seconded, the following preamble and resolution was unanimously adopted: ~

This day the matter of the nomination of additional personnel for the Police
Department came before the Board. Upon recommendation of C.A.R~burn, Jr.,
Chief of Police, this Board doth on motion, nominate W.E.Knight, for appointment
by the Judge of Circuit Court as a member of the Police Department of Chesterfield
County.
This day the Executive ~ecret-ary read a letter from Mrs. Herbert A. Grenoble,
requesting the improvement of a road off of Rt.147, runnins between Rt. 147 and
Robious in the subdivision oeing developed by R~r. Burch. Upon consideration

quested to investigate the same.

At a previous meeting of the Boara the Chief of Police, C.A.Ryburn, ,
requested to draft rules and regulations regardin;~ the use of County owned POlice
cars, which were submitted as follows:
1.(a) Each autmobile assigned to the respective Police officers is tobe
considered to be the property of that officer in his work as such police
officer, and he is expected to see to its proper care and maintenance,
keeping the same in as good mechanical aud operational condition as is
expected of a person in the reasonable use of his personal car. Any
unnecessary abuse of the autmobile so assigned to the officer shallbe
chargea01e to that officer and he may be held personally responsi01e
to the County of Chesterfield for it~ d~nage. Anydamage to the automoOile
so assigned shall be reported to the Chief of Police, in writing, a s soon
after the accident as is practicaOle.
(0) The officer shall not permit any person to drive his car, except another
police officer, or in an emergency in which the officer deems it necessary to
mall upon ~oth~ to drive it; or, some person qualified to drive but only
while 2he said police officer is actually in the c ar.
(c) The officer is not absolutely restricted in his use of the automo0ile
assigned to him, but he is expected to use good judgment and con~,~on sense in
the use of the same.
(d) Each officer shallsee that the automobile assigned to him is greased
every 1,O00 miles; that the universal joint~ are exm,~ined at each greasing;
and packed when examination discloses packing to be necessary; that the oil
is clmnged in t he motcr at least every 1500 ,~iles, using No. i or No. 10,
according to the 0rand of oil used, and the oest grade of same. The filter
cartridge shall oe changed as often as necessary. The officer shall check
the repl~ cement ~f 6il drained from the motor.
(e) The officer shsll report any inefficient operation of the automcb ile
assigned to him to the Chief of Police, or ~fficer inc harge; and shall see
to the correction of such inefficiency as soon as possible unless otherwise
ordered by the Chief of Police or offic~ in charge.

This day the Executive Secretary read a letter fr~m l~r. Geo. E. ~ncos offering
to sell to the County his water system in Chesterfield G~dens for the sum of
$1374.95. Upon consideration whereof, and on motion of J.C.l~lcKesson~. it is
resolved that the Board of Supervisor° purchase this water system for $1374.95
from the funds of the Utilities DeparU~ent Construction Fund.
This day the matter of bills for water connections owned by l,~.J.T.Moore was again
brought to the Board's attention, ~d the Commonwealth's Attorney reported he
had not received a report frum him. Upon consideration whereof, and on ~otion
of James W.Gordon, Jr., it is resumed that the Commonwealth's Attorney 5e and he
hereby is instructed to bring suit a!zainst Mr. ~oore for this amudnt provided

Police force of one or more Police officers and/or clerks and dispatchers, other
than the regular two weeks holiday, would seriously handicap the efficient
operation of said i'olice force.
Upon consideration whereof, and on motion of P.~iV. Covington, it is resolved that the
absence from duty one day in each calendar week of the year by the Bolice officers,
clerks, and/or dispatchers of the Police force, referred to in the preamble
hereto, shall be taken by each police officer and clerk and dispatcher each week
onthe day of the ~.~eek designated toeach policy officer and clerk and/or dispatcher,
and shall not be cumulative, except that when it is necessary for anyone or more
members of the department to remain on duty on the day sssi~ned to him or them to
be absent from duty, then such day so remaining on duty shall De taken in the
week following as may be designated by the Chief of Police or on such day as the
Chief of Police may designate.

which appeared to be in the State Secondary System by beingRt. 751. Upon

this matter be referred to the Virginia Department of Highways.
This day the Executive Secretary read a letter from i~lr.A.H. P ettigrew, Virginia
Department of Highways together with a copy of a resolution guaranteeing the
right-of-way on Forest Hill Avenue Extended, as follows:
"Whereas, the Commonwealth of Virginia throt~zh the Department of Highways
has prepared and submitted plans to this Boar~ for the improvement of a section
of Rt.683 of the State Secondary System, Project 1131-c, B-2, from 0.170 I~ii. W.
of A.C.L.RR. overpass to 1.5~2 Mi. W. of A.C.L. RR.overpass (Forest Hill Avenue au~
Extension), approved July 17, 1947; last revised and :approved December 21, 1945;

accordance with said plans
Now, Therefore, Be It Resolved; That this }3oard hereby approves the plans
and requests the Department of Highways to proceed with construction in accordance

unrestricted right of way, 25 feet 1Ming on either side of an adjacent to the
centerline as shown on plans, together with the right and easement to use the
additional areas shown as being requi~ed for t he proper execution and maintenance

Engineer, Virginia Department of Hij[]hways, stating that upon investigatior~ of the i
recommendation of the Board of Supervisors of Chesterfield County that certain ~;
streets in the subdivision of "Uloverdale" be taken into the Secondary System, ~
and it stated that these streets did not ~ et the conditions as set forth in the .
requirements that a subdivider condition the streets, and therefore, these streets'~

This day the Executive Secret~ y read a letter from i~. James Brockwell,Secretary
of the Ettrick Vol~teer Fire Department, requesting that the firemen be provided
with ra&ncoats a~d bocbs. Upon consideration whereof, and on mm~ion of P.W.
Covington, the Executive Secretary be and he hereby is requested to purchase
raincoats and boots for the volunteer firemen of Ettrick. This ~otion died for
the want of a second.
This day the Executive Secretly read a letter from i~.H.T.Goyne, who stated that
he would be ~ma01e to attend the meeting but requested that the Board consider th
a~pointment of a Committee to work with citizens of the Ebon-Point o'Rocks area
regarding the establishnent of awater system. Upon consideration ~ereof,
and on motion of J.C.McKess~n, the Chairman is requested to appoint a Co~ittee
to make ~his survey. V~ereupon, the Chairman appointed Mr.H.T.Goyne and the
Executive Secretaz~y as this Committee.
This day the Executive Secretary read a report from the Chesterfield County
volunteer Fire Department #2 of the activities during the year 1948, which report
was received and filed.
This day ya-.J.G.Hening st~.ted he felt that some action should be taken on the
matter of securing an engineer to make a study and preliminary report, including
suchreco~m'nendations as necessary on the establishment of a filter plant onthe
property on Jahnke Road. Upon considerati on w~reof, and on motion of J.G.
Hening, it isresulved that the Executive Secretary be and he hereby is authorized
to secure the services of R.Stuart Royer and Associates tomake a preliminary
report and survey of this project for the sum of '$600.00, which shall include a
thorough review of all preliminary surveys, consult with any Health Authorities
having jurisdiction and shall do all ~-~ cessary field work and assemble all data
needed to make a preliminary report on the proposed improvement, including
preliminary plans i'or the filter plant and an estimate of the cost of construction..~
Whereas, Bernard W.Fergusson of Menrico County, Virginia, has requee~ ed a loan of ~
I~00 feet oi' transite pipe for use in the completion of a water system in Henrico ~
County, which system willbe taken over by the County of Henrico upon c~mpletion, anid
Whereas, it appears that the Executive Secretary has loaned said pipe to said
Bernard W. Fergusson, and the said Bernard W. Fergusson has deposited his check
in the amom~t of $1~20.00, payaOle to J.V~n.Dance, Treasurer, in guarantee for
the return of s aid pipe.
Upon consideraticn whereof, and on motion of J.C.i~cKesson, it is resolved tha~ the
adtion of the Executive Secretary be and the same is hereby approved, and J.W~.
Dance, Treasurer, is directed to accept the check of Bernard W.Fergusson, and
credit the avails of same to the Construction Fund as a deposit guaranteeing the
return of the pipe.
Whereas, the County ~f Henrico, Virginia, has requested the loan oi~ 3674'.5' of 6"
Class 150 transite pipe with simplex couplings for use in the completion of a
water system in Henrico County.
Whereas, it appears that the Executive Secretary has loaned said pipe to said
Henrico County and the said County had deposited its check inthe amount of
$4,188.9~, payable to the County of Chesterfield, in guarantee ~or nhe return
of said pipe.
Upon consideration whereof, and onmotion of J.C.McKesson, it is resolved that the
action of the Executive Secretary be and the same is hereby approved, and j.Wm.
Dance, Treasurer is directed to accept the check of the O~unty of Henrico and
credit the avails of same to the Construction Fund as a deposit guaranteeing the
return of the pipe.
