Moore, Jr., Commissioner of Revenue, submitted to the Board his report for the month of March, 1949, showing expenses incurred in that office in the amount of $1070.OO, of which the County has paid two-thirds or $713.33, the ~emainder to be paid by ~he State, and the Board approving the same, the report is filed. This day, Mr. M. A. This day ~k-. O. L. Hopkins appeared before the Board and stated he felt there ~ould! be a charge for a business license in the County, comparable to the arrangement of the cities. Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the matter be referred to the Commonwealth's Attorney for a study and report to the Board at a later date. This day ~r. R. J. Britton came before the Board stating that the annual fireman's picnis would be helf July 4th and stated that he and other members of the Ruritau Club felt that some recognition should be taken of the 20Oth Anniversary of Chester- field County. Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the entire Board be appointed as a Committee to make a study of this matter, This day Mr. 0. L. Hopkins submitted to the Board a contract of sale from L. W. Bevins for a piece of property on which to locate an overhead tank, near Bon Air, which offer was for the sum of $200.00. Upon consideration whereof, and on motion of J. C. McKesson, it is resolved that this nmtter be held for further consideration This day Mr. A. J. Homer, appeared before the Board stating that several months agoi commissioners had been appointed to view certain sections of old Rt. 360 with an idea of abandoning certain portions of it, so that he mi~t close it in front of property owned by him, and according to a~'agreement he had not filled in a road until such time as the State had improved an alternate road for citimens of that ~rea. Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the Virginia Department of Highways be and it hereby is requested to abandon for maintenance that portion of old Rt. 360, ~eginning at a point ~/4 of a mile east of the intersection of Rt.653, and running in an easterly direction in front of property now owned by ~ir. A. J. Homer and Mr. Miles, as far as the new road con- structed from the edge of the Miles Property to Rt. 360. This day the application of Mr. J. Peyton Goodall for the rezoning of Lots 2 and 4 in "Laurel Branch" F~rms came before the Board, which application had been duly ad- vertised and there appearing no one 8bjecting to the rezoning, it is resolved on motion of P. W. Covington, that Lots 2 and 4 in Laural Branch Farms be and they are hereby rezoned from Residential to General Business. This day l~r. Michael Elko came before the Board requesting that a part of Rt. 669, north of the Woodpecker Road, Rt.626, for a distnnce of approximately .7 of a mile be widened and improved. Upon consideration whereof, and on motion of P. W. CovinE~ ton, it is resolved that the Resident Engineer meet with Mr. Elko and the Executive Secretary on Friday, April 22nd, 1949, to view this road. This day the Executive Secretary read a letter from the State Health Department stat~g that due to the shortage of State Health Directors they would like to combine severa~ counties into groups and form a group of Chesterfield, Amelia and Powhatan and that if so formed the Health Officer now serving Chesterfield would become the Health Officer of the group, and that in lieu thereof they would furnish to Chesterfield !County an additional Sanitation Officer. Upon consideration whereof, and on motion !of H. T. Goyne, it is re~olved that the Board of Supervisors approve the request of the State Health Department and will cooperate in the forming of a group as request-~ ed, effective July l, 1949, with the understanding there will be no additional ~ expense to Chesterfield County. This day the Resident Engineer, Virginia Department of Highways appeared before the Board and stated there were two roads now serving the Pocahontas State Park within ~the Park area, one for a distance of .7 of a mile and t~e other .65 of a mile, which had been requested by the Conservation Commission to be taken into the Secondary System of Highways. Upon consideration whereof, and on motion of H. T. Goyne, it is! resolved that the Virginia Department of Highways be and it hereby is requested to take into the Secondary System of Chesterfield County these two roads in the Pocahon- tas State Park. Kellam, Resident Engineer, Virginia Department of Highways, appea~- ed before the Board stating that t~ere were several roads within Chesterfield Countyt which were serving no purpose as far as the Highway Department was concerned and should be abandcn ed. Upon consideration whereof, and on motion of J. C. Int. of Rt.,637 and Ry. 647, running N.E. 10 ~i. to Int. of Rt. 1688-Length 0.10 ~.-No houses ~unimproved} I This day the 8ommittee which met with the representatives of the Highway 0epartment i i requesting a further policy for black-topping roads in Chesterfield County, reported:. i it was agreed between the officials and the Committee that it should be the policy i i where black-topping or preparing roads for black-topping in Chesterfield County that '~all black-topping should be at least sixteen(16)feet wide. Upon consideration ',whereof, and on motion of Irvin G. Hornet, it is resolved that the Board of Super- i visors of Chesterfield County request the Virginia Department of Highways that when- ~iever a road in Chesterfield County is contemplated to be black-topp.ed that it be so ~ constructed and stabilized that it will take at least a sixteen {16} foot black top ~ . before any surface treatment is done and that if it is necessary to postpone the treatment of the road in order to so widen the same then the black-topping should be postponed. ~This day the Executive Secretary submitted to the Board bids on fire equipment from several companies, Upon consideration whereof, and on motion of P. W. Covington, i it is resolved that the Executive Secretary be and he hereby is instructed to p~r- chase two new l~ T. long wheel base chassis and have constructed on them fire equip- ~2 ~.ment and when completed, one piece is to be placed with the Manchester Fire Dept./~ , and the other in Ettrick. This day I~r. J. C. McKesson stated it had come to his attention that the Richmond Fire Dept. has been called to fires in Chesterfield County when equipment in Chester? field had not been called and he felt no equipment should be called from Richmond until every effort had been nmde to ~et the Chesterfield equipment to the fire. Upon consideration whereof, and on motion of J. C. McKesson, it is resolved that thei Police Department of Chesterfield County be and it hereby is instructed not to call any fire equipment from the City of Richmond until every effort has been made to get equipment from the Chesterfield County fire Departments. This day the Executive Secretary submitted to the Board bids on 500 5/8" water meters and there appeared before the Board representatives of four companies. Upon consider- ation whereof, and on motion of J. C. McKesson, it is resolved that purchase of thes, meters be deferred. This day t~e Resident Engineer of the Virgin ia Department of Highways submitted to the Board a copy of a resolution ooncerning the obtaining of permits by Chesterfield County for construction of water lines of utilities on the rights-of-way of the Virginia Department of Highways. Upon consideration whereof, and on motion of H. T. Goyhe, it is resolved that the following resolution be ~assed: Whereas, it becomts necessary from time to time for Chesterfield County to obtain permits from the Virginia Department of Highways to install, construct, reconstruct, maintain, and operate certain public works along, across, over and upon the highway system in Virginia; and ~Vhereas, expense, damage or injury may be sustained by the Commonwealth of Virginia growing out of the granting to said Chesterfield County by the Virginia Department of Highway of said permits Eor the work aforesaid. Now, Therefore, Be It Resolved: That Chesterfield County will indemnity and save harmless the Commonwealth of Virginia for any expense, damage or injury which she may~ sustain growing out of the granting to said Chesterfield County by the Virginia Department of Highways of paid permits for such works. Be it further resolved that if said Chesterfield County shall let to contract any works as aforesaid, the contractor shall be required before commencing such work to furnish to the Virginia Departments of Highways as indemnifying bond with approved surety in the amount of One Thousand Dollars ($1,O00.00).
