Goyne James W. Gordon, Jr. Irvin G. Homer J. C. McKesson Absent: P. W. Covington This day the Executive Secretary presented to t he Board the tentative allocations fol the Primary and Secondary Highway Systems in Chesterfield County, which allocations are received and filed. The Executive Secretary is an motion of J. C. 14cKesson authorized to have the following cases rezoned: (1) In Dale Magisterial District on the west side of Rt. 10, at the intersection of Rt. l0 and Rt. 641, a distance of 300 feet along Rt. lO with a depth of 200 feet. This apulication is made by Mr. J. E. Lundie, and is for rezoning from Agriculture to Local Business. (2) In Manchester ~,~gisterial District in the Village of Granite, on the east side of Rt. 683, all of that area now being developed by Schmidt & Wilson, as a subdivision known as the Granite tract, with the exception of the Block along the Southern R~. This application is made by Schmidt & Wilson and is for rezoning from Agriculture to Residential-2, and Further, that the area inunediately along the Southern Ry. tracks east of the Rt. 683 and south of the Southern Ry. for a distance of approximately 700 feet, from ~gri- culture to b~nufacturing. (3) In Manchester Magisterial District in the subdivision of Grindall Creek Park, Lots #1 in Block A, at the corner of Watkins Avenue and Courthouse Road. This appliT cation is made by the Chase Construction Company, and is for r ezoning from Residenti$1 to Local Business. (4) In Manchester Magisterial District on the north side of the Midlothian Turnpike.. Rt. 60, approximately 700 feet east of the intersection of Rt. 60 and RD.678, a frontage of 220 feet, more or less, and a depth of 100 feet. This application is made by Mr. Milton W. Clarke and is for rezoning from Agriculture to Local Business. (5) In R~nchester Magisterial District on Rt. 10, at the southwest intersection of Rt. l0 and Rt. 1666, a distance of 100 feet on Rt. lO with a depth of 150 feet on Rt 1666. This application is made by Mr. J. E. Bailey and is for rezoning from Agri- culture to Local Business. (6! In Manchester Magisterial District on Rt. 643, approximately 500 feet south ,of Rt 543 and Rt. 651, a distance of 200 feet along Rt. 643, with a depth of 750 feet. This application is made by l~ir. Geo. N. Hockett of Lambert & Pettus Construction Company, and is for r ezoning from Agriculture to General Business. (7), In Midlothian ~gisterial District on the south side of ~t. 360, between the intersection of Rt. 360 and Rt. 604, ~and Rt. 360 and RS. 654, a distance of 200 feet ~along Rt. 360, with a depth of 200 fee6. This application is made by ~. Joseph H. Loehr and is for rezoning from Agriculture to Local Business. (8) In 5~idlothian Magisterial District on the south side of the Southern Ry. and fbetween the Southern Ry. and Rt. 675, a distance of approximately 2800 feet along th~ ISouthern Ry., near Robious Station, with a depth of 1500 feet, more particularly notSd on the .L. and Identification Map in the Office of the Commissioner of Revenu? as .beein~ Parcel ~49 and 50, Section 2. This application is made by Mr. F. R. Daniezs, er., and is for rezoning from Agriculture to Manufacturing. 'This day the Executive Secretary read a letter from the State Water Control~BaO~d regarding the emptying of sewage into the Appomattox River from Ettrick San't y District and that a report must be made on May l, 1949 and every three months there-, lafter regarding the progress being made to eliminate such pollution and together wit~ this letter the Executive Secretary presented a letter from Mr. Joseph Hatchett, Cit~ Manager of Petersburg, stating that Petersburg, was about to being a study of the possibility of constructing a sewerage disposal system and inquiring if Chesterfieldi County should be interested in cooperating with the City of Petersburg for the disposal of sewage from Ettrick. Upon consideration whereof, and on motion of J. C. McKesson, it is resolved that ~he Executive Secretary be and he hereby is in- structed to cooperate with the City of Petersburg to determine if it would be possib%e for the sewage-f~om the Ettrick Sanitary District to be handled by the disposal planS constructed by the City of Petersburg. This day Mr. O. D. Parades appeared before the Board stating that he desired to have water service on Petersburg Street near the intersection of Petersburg St. and Snead St. and it would take approximately 700 feet of pipe from the end of the water line on Winfree Street to his house and that he would be willing to pay a water bill sufficient to produce a 12% return on the investment. Upon consideration whereo~ and on motion of H. T. Goyne, it is resolved that the Executive Secretary be and he hereby is instructed to install this water line as soon as Mr. Parades furnishes a letter stating he will guarantee this payment. This day the Executive Secretary stated that the following list of appropriations were necessary ~n order to balance ths.budget. Upon consideration whereof, and on motion of James W. R. Jackson, Police Dispatcher, dated April 13, i1949, addressed to Major C. A. Ryburn, Jr., resigning as such Police Dispatcher ieffective as of the last day of this month, and iWhereas, the said letter is permeated with the grossest sarcasm and disrespect for lthis Board, especially for one who is an employee of this Board, and the said lett tis an act of insubordination on the par~ of the persc~ or persons who permitted ipublication of the said letter in the several newspapers having circulation in th~ iCouSty and elsewhere, and iWhereas, it is the opinion of this Board that it is not desirable for this Board ihave in its employ one who show such lack of respect for this Board, ~Pon consideration whereof, and on motion of H. T. Goyne, duly seconded, it is iresolved that C. R. Jackson, Police Dispatcher, be, and he hereby is discharged ithe employ of this Board, effective at once. And be it further resolved that said C. R. Jackson be paid, in advance, until the end of this ~onth so that he may be given his earned vacation of two weeks. This day the Executive Secretary read a letter from citizens of Meadow Ridge re- questing that some action be taken to have the roads in Meadow Ridge taken into Secondary Highway System. Upon consideration whereof, and on motion of James l Gordon, Jr., it is resolved that the Executive Secretary be and he hereby is dire~ to take steps to have these roads taken into the Secondary system of highways. Wilkinson for the installation of a water sy !in "Meadow Ridge" and that ~r. Wilkinson had constructed a pump house at a cost I$1200.00. Upon consideration Whereof, and on motion of Irvin G. Homer, it tresolved that the Executive Secretary be and he hereby is instructed to refund to iJ. M. Wilkinson the sum of $2,000.00 for the installation of a water system and i$1200.00 for the erection of a pump house in the subdivision of "Meadow Ridge". This day the Executive Secretary read a letter from the A. ~. Toler Company stati ithat he would be glad to audit the general accounts o£ Chesterfield County for th iyear ending June 30, 19~9, for the sum of $900.00, the same as last year, and ihe was ready to proceed wi~h the compiling of a report to the Fiscal Agent if in- istructed by the Board to do so. Upon consideration whereof, and on motion of H. ~Goyne, it is resolved tha~ ~he A. M. Toler Company be requested to audit the recc iof Chesterfield County for the year 1948-'49, and that they be instructed to proc iwith the report of the Utilities Department t~ the Fiscal Agent thereof. iThis day the Executive Secretary presented to ~he Board a copy of the audit of records of the Clerk's Office of Chesterfield County ~ ~he year 1948. Upon iconsideration Whereof, and on motion of James W. Gordon, Jr., it is resolved tha~ audit be and it hereby is received and filed. This day Mr. J. G. Hening stated that he felt i~ w~s absolutely essential that a general reassessment be made of the pro~ rty in Chesterfield County. Upon co~ sideration whereof, and on mo~ion of J. C. McKesson, it is resolved that the Executive Secretary be and he hereby is instructed to consult with the Assessors and asscertain if they would be willing to make a general reassessment and report back to the Board at a future meeting. This day the Executive Secretary stated that the new telephone-switchboard was in operation and there was no reason ~hy the Switchboard Operator could not make all long distance calls. Upon consideration ~hereof, and on motion of J. C. McKesson~ it is resolved that all long distance calls made from Chesterfield Courthouse over the County phone should be placed by the Operator on the Switchboard and not by individuals making such calls. And be it further resolved that the Cg~P Telephone Company in Petersburg and Richmond be informed that Chesterfield County will not pay for any long distance c all not placed by the operator of the Switchboard. This day the Executive Secretary stated that it had come to his attentien there was an operation along Route #l, near Proctor's Creek which was developing into a junk yard and asked what disposition should be made. Upon consideration whereof, and oa motion of H. T. Goyne, it is resolved that the Executive Secretary be instructed to notify the operator what restrictions are placed on junk yards in the 6ounty. This day the Executive Secretary presented to the Board a proposal from Mr. Irvin Craig that arrangements be made with the Court to release certain monies now held by the Treasurer pending the suit of Chesterfield County and Colonial Heights. Upon consideration whereof, and on motion of James W. Gordon, Jr., it is resolved tha~ if the School Board of the City of Colonial Heights shall pay the $13,685.35 of State Aid money already received and the like sum to be received during the current month, c~ account of its indebtednSss to the County School Board under the school ope:ating contract between the said boards dated October 27, 1948, then Special Counsel for the County is hereby authorized to consent to the entry of a decree in the the County Treasurer to ~release unto the City for payment to the County School on account of the City School Board's further indebtedness under s_aid contrac? of October 27, 1948, (as said indebtedness may now exist or may hereafter accrue; and for the payment to the County by the City c~ account of other services and facilities furnished for the City subsequent to June 30, 1948, 78.69% of the 1948 taxes on property in the City present held and to be collected by the County Treasurer, pro- vided that the decree shall further authorize and direct said Treasurer to turn over i to the County for general purposes the remaining 21'31% of said 1948 taxes as well as all delinquent taxes against property in the City paid after March 18, 1948, resently held and to be collected by said Treasurer, all such dispositions under th, ecree to be without prejudice to the claims of the respective parties to and agains~ the taxes in question. tThis day there was presented to the Board a letter from the Pastor of the Sherbourne /Avenue Methodist Church authorizing the election officials of the County of Chesterf::eld /to use the Educational Building of the Church for the purpose of voting in public 'elections by the Precinct known as Drewry's Bluff, and Whereas, it appears that the polls were recently located in the residence of the late J. G. Ashe and that the said residence is no longer available as a polling plac$. Upon consideration whereof, it is resolved that the Judge of Circuit Court of Chesterfield County be and he hereby is requested to enter an order changing and fixing the voting place of Drewry's Bluff Precinct from the residence of the late AM~. Ashe to the Educational Building of the Sherbourne Avenue Methodist Church. Upon consideration whereof, and on motion ox I J. C. McKesson, it is resolved that the Executive Secretary have the Board of iAssessors make an appraisal of the value of this lot and report back to the Board. !This day again the contract regarding the purchase of a piece of property near Bon Air from L. W. Begins for the purpose of erecting a water tower was brought before the Board for conoideration. Upon consideration whereof, and on motion of James W. Gordon, Jr., the Executive Secretary is hereby authorized to execute this agreement and purchase this property for the sum of $200.00. This day the Executive Secretary read a letter of resignation to the Board as Execute.ye Secretary to the Board of Supervisors of Chesterfield County. Upon consideration whereof, and on motion of James W. Gordon, Jr., it is resolved that the resignation of the Executive Secretary, W. H. Caldwell, be and it hereby is acdepted with regret This day again the matter of the 2OOth Anniversary of Chesterfield County came befor~ the Board and upon consideration whereof and on motion of J. C. McKesson, it is resolved that the Chairman appoint three members of this Board to work With the Ruritan Club for some prog_ram with them. Whereupon, the Chairman appointed Mr. H. T. Goyne, Mr. J. C. McKesson and Mr. IrWin G. Homer as this Committee. This day the matter of holiday on Easter Monday for County employees came before the Board. Upon consideration whereof, and ,~on motion of Irvin G. Homer, it is resolved that employees of Chesterfield County be given Easter Monday holiday.
