This day, I~. J. Wm. Dance, Treasurer, submitted his report to the Board for the
month of April, 1949, showing exl~enses incurred in that office in the amount of
$1601.19, of which the County has paid two-thirds or ~1067.46, the remainder to be
paid by the State, and the Board approving the report,the same is filed.
This day, b~. Geo. W. Moore, Jr., Co~mnissioner of Revenue, submitted to the Board
his report for the month of April, 1949, showing expenses incurred in that office
in the amount of $1190.00, of which the County has paid two-thirds or ~793.33, the
remainder to be paid by the State, and the Board approving the same, the report'is
filed.
This day, Mr. M. A. Cogbill, Commonwealth's Attorney, submitted to this Board his
r~port of expenses incurred in the operation of his office for the month of April,
1949, showing an amount of $558.33, of which the County pays one-half or $279.16,
the remainder to be paid by the State, and the Board approving the report, the
same is filed.
This day, Mr. O. B. Gates, Sheriff, submitted to the Board his report for the month
of February, 1949, showing expenses incurred in the amount of $895.27, of which
the County has paid erie-third or $298.43, the remainder to be paid by the State,
and the Board approving the report, the same is filed.

iThis day the Committee consisting of all members of the Board of Supervisors of
.Chesterfield County reported they had interviewed nine applicants for the position
of Executive Secretary of Chesterfield County and unanimously recommended that R~.
M. W. Burnett be appointed to the position of Executive Secretary to t he Board of
lSupervisors of Chesterfield County. Upon consideration whereof, and on motion
iof H. T. Goyne, it. is resolved that l~. Burnett be and he hereby is appointed
. Supervisors of C~ sterfield County effective as
Executive Secretary to the Board of
!of June l, 1949, at a salary of $4800.00 per annum.
This day Mr. E.S.H. Greeen, Supt. of Schools of Chesterfield County appeared before
the Board stating that as of January l, 1949, it was necessary that the School Board
Ipay $25,000.00 for interest charges on the Bond Issue which had not been sold until
after the approval of the 1948-1949 budget and re9uested that the Board supplement
the aopropriation of the School Board the sum of ~25,000.00 in order ~hat ~here~will
not b~ a deficit in the School Board budget. Upon consideration wnereo~,~an9 on
motion of James W. Gordon, Jr., it is resolved that this matter be held un~il the
regular meeting of the Board on June 14, 1949. ~ . ~ , .~
And be it further resolved that in order to meet the payment of salaries outing %ne
month of ~y, additional money'must be appropriated to the School Board for this
Ipurpose. Upon consideration whereof, and on motion of James W. Gordon, Jr., iti
ils resolved that $12,O00.O0 be and it hereby is appropriated from the unappropriated
Isurplus of the General Fund to the School Board for payment of salaries and other
ibills of the School Board for the month of May, 1949.
This day ~. James W. Gordon, Jr., stated he had several calls from residents of the
Midlothian District regarding the improvement of Spring Creek Road near Robious.
Upon consideration ~ereof, and on motion of James W. Gordon, Jr., it is resolved
Ithat the Executive Secretary be and he hereby is requested to urge W. W. LaPrade &
Bros., to complete the survey in order that a road may be had for th~se residents.
This day I~lr. H. T. Goyne stated that several months ago there had been a request for
a survey from Rt. #l in the Happy Hill area to serve residents of that area and also
to provide the road for the area used as a trash dump by Chesterfield County, but as
yet the survey had not been comple ted. Upon consideration whereof, and on
motion of H. T. Goyne, it is resolved that the Executive Secretary be and he hereby
is requested to contact W. W. LaPrade & Bros. and urge that some solution of this
~roblem be made and mall the attention of Mr. LaPrade to the pessibility of the ex-
,ension of Mason Avenue in the Subdivision of "Grove Place", to serve this area.
This day Mr. James W. Gordon, stated that Rt. 1710 in the subdivision of "Brookwood"!
should be extended to serve all of the houses now built in that area. Upon
consideration ~hereof, and on motion of James W. Gordon, Jr., it is resolved that tbs
Executive Secretary be and he hereby is instructed to take such steps as necessary
to have the extension of Rt. 17lO taken into the State Secondary System for a distanee
of .25 of a mile.
This day Mr. Irvin G. Homer stated that from his knowledge that Rt. 3 60 in ChesterfSeld
County had become exceedingly crowded with traffic and some relief should be given
by the Virginia Department of Highways~ Upon consideration whereof, and on
motion of Irvin G. Hornet, it is resolved that the Virginia Department of Highways
be and it hereby is requested to place Rt. 360 on top priority for development among
the primary roads of Chesterfield County and that every effort be made to develop
this road into a four-lane route as far west as Et. 360 and Rt. 621, at the earliestl
possible time.
This day Mr. J. C. McKesson stated he had a request for the extension of Rt. 1660~
Hay Road from the intersection of Rt. 1660 to Rt. 647, southwardly toward the Poco-
shock Creek. Upon consideration whereof, and on motion of J. C. McKesson, it
is resolved that the Executive Secretary take such steps as necessary to view this
road and have same taken into the State Secondary System if it meets the requirements.
This day the Executive Secretary read a letter from the Richmond Chamber of Commerce
addressed to the Chairman of the Board, inviting the members to attend a dinner at
the John Marshall Hotel, Friday, May 20, 1949, at which time there will be repre-
sentatives to inform members of the Board concerning the d eve~opment of a Regional
Planning Commission. Upcm consideration whereof, and on motion of H. T. GoynR,
it is resolved that the Bo~d accept this invitation and that the Executive SecretarM
so inform the Richmond Chamber of Commerce.
This day the Executive Secretary presented a reGuest for a refund of charges made
by the County for an entertainment which was prohibited by the Police Department.
Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that this
amount be refunded.
The Executive Secretary read letters from ~Ir. L. G. Larus and Mr. Emmett M. Avery,
Jr., commending the work of Officer Feeback in handling a robbery in the home of
Mr. Avery, which letters ~re received and filed.
iThis day the Executive Secretary presented to the Board a letter from R~. Ravee
iNorris stating that the $300.00 offered by telephone to him for Lot 6, Block l,
!Section C, Warwick Gardens was not satisfactory and that $500.00 was the value of
ithe lot and that was the amount he would accept. Upon cons~ eration whereof,
~and on motion of J. C. McKesson, the Executive Secretary is instrudted to offer in
i writing $300.00 for this Lot in Warwick Gardens.
!And be it further resolved that if this offer is refused by Mr. Norris that the Boar~
~proceed to appoint viewers and condemn this lot.
This day the Executive Secretary read a letter from A. M. Toler & Company relative
to certain work and bill for the Utilities Department, which letter is received and
filed.

iChes~erfield County. Upon consideration whereof, and on motion of Irvin G.
!Homer, the Executive Secretary is instructed to order the shipment of the 39~ meter~
Ifrcm time to time in sufficient quantiEies to keep the Cowry supplies with meters
!as the County needs them.
~This day the Executive Secretary read a letter from Mr. A. G. Macklin, Virginia Stat~
College, relative to water sewerage and roads in the subdivision of "West Chesterfield
Heights", which letter is received and filed.
A Communication from the League of Virginia Counties was presented by the Executive
Secretary stating that there would be a hearing by the Commission studying State and
Local Revenues and Expenditures in Richmond, Va. on ~ay 18, which letter is received
and filed.
This day the Executive Secretary read a letter from R~. R. D. Thompson, Supervisor,
~eights and Measurers Section, Division of Markets, regarding a survey of scales
made in Chesterfield County. Upon consideration wh~eof, and on motion of
Irvin G. Homer, it is resolved that the Division of Markets, ~eights and Measurers
Section be and it hereby is requested to supply the Board with the names and locatio~
of the scales tested indicating the results on each.
This day the Executive Secretary stated there had been a request from ~m.Nelen
Romaine who served meals to the jail inmates at Chesterfield Courthouse to be paid
twice a month for such meals. Upon consideration whereof, and on motion of
H. T. Goyne, the Exedutive Secretary is hereby directed to comply with this request.
This day the Executive Secretary brought to the Board's Attention a request from
citizens of Bellewood Manor stating they were in the process of building a churc~
and requesting that water be furnished the church free of charge. Upon considera-
tion whereof, and ~ motion of Irvin G. Horner, it is resolved that since it is not
the policy of Chesterfield County to furnish water free to churches in the County,
therefore this request from citizens of Bellewood Manor is denied.
This day the Executive Secretary stated he had received some bids on trucks for re-
building into fire equipment to be placed at Ettrick and ~nchester Fire Departments
and that some bids had been received after the first bids had been made known. Upon
consideration whereof, and on motion of J. C. McKesson, it is resolved that all bids
be rejected and that new bids be secured.
This day ~r. J. G. Hening stated he felt that some disposition should be made of the
development of property on Jahnke Road for a water supply. Upon consideration
whereof, and on motion of J. G. Hening, it is resolved that the entire Board of
Supervisors be appointed a Committee to meet at the location on Saturday, ~ay 14, 19~9,
at 2:00 p.m. to make a study of this situation.
This day Mr. J. G. Hening, stated he felt as the Executive Secretary was leaving
J~dne l, that it was desirable to get all bills incurred during his tenure of office
paid before he left. Upon consideration whereof, and on motion of J. G. Hening~
it is resolved that every effort be made to approve and pay all bills incurred by th,
present Executive Sedretary, W.H. ~aldwell, before June l, 1949.
This day 1~. J. C. McKesson stated he had investigated the accounts of the Utilitiesl
Department and found that in order to meet the obligations as set forth in the agreet
merit of the Board of Supervisors of Chesterfield County with the Finanaial A~ent of
t~e Utilities Department, it was necessary to transfer certain monies from the
Construction Fund to the Operating Fund.
Upon consideratic~ whereof, and on motion of J. C. McKesson, it is resolved that
there be ~ransferred from the Utilities Construction Fund to the Water Operating
Fund such amounts from time to time as are necessary to balance the paymen~ from
the Water Operating Fund, the total of such amounts shall agEregate not more than
$5,000.00.
This day Mr. E.S.H. Greene, Supt. of Schools, Chesterfield County presented to the
Board the following resolutic~ from the School Board:
"On moti~ of R. N. Winfree, seconded by Hugh Parks, the Superintendent was authorized
to transfer $3,500.00 from Maintenance, 17-2, to Administration 12a, in the School
Board budget. This being necessary in order to pay attorneys fees and Federal
Co~t Costs.
The Superintendent was further directed to request the Board of Supervisors to approve
this transfer at their next regular meeting."
Upon consideratic~ whereof, ~nd on motion of J. C. McKesson, the request of the
School Board is complied with.
This day Mr. Ja~s W. Gordon, Jr., stated that,
Whereas, N. H. Caldwell, the present Exedutive Secretary is leaving the employ of
Chesterfield County as of June l, 1949, and
Whereas, it has come to the attention of the Board that it has not been possible
for all vacation periods to be taken by him during his tenure of office, and
Whereas, the Board being desirous of being just and fair,
It is resolved on motion of James W. Gordon, Jr., that the retiring Executive Secre-
tary be paid for one additional mo~th in lieu of vacations not having been taken by
Ordered that the meetiug be now adjourned until
him.
