the Board of Supervisors of
Chesterfield County, held
at the Courthouse on Rlay 17
1949, at 8:00 p.m.
The Executive Secretary stated that the following cases for rezoning having bee~ dulM
advertised were ready for action:
(1) In Dale Magisterial District on the west side of Rt. lO, at the intersection of
Rt. l0 and Rt. 641, a distance of 300 feet along Rt. lO with a depth of 200 feet.
This applicati~ is made by ~r. J. E. Lundie and is for rezoning from Agriculture
to Local Business. No one appearing objecth~g to the rezoning of this property,
it is resolved on motion of J. G. Hening that the application be granted.
(2) In ~v~nchester R~gisterial District in the Village of Granite, on the east side
of Rt. 683, all of that area now being developed by Schmidt and Wilson, as a sub-
division known as the Granite Tract, with the exception of the Block along the
Southern RR. This application is made by Schmidt and Wilson and is for reooning
from Agriculture to Residential-2, and no one appearing objecting to this rezoning
it is resolved On motion of James W. Gordon, Jr., that the application be granted.
Further, that t~ie area i~nediately along the Southern Ry. tracks east of Rt. 683 and
south of the Southern Ry. for a distance of ap?roximately 700 feet, from Agriculture
to ~nufacturing. This application is made by Schmidt & Wilson.
Further, that the area i~%ediately along the Southern Ry. tracks east of Rt. 683 and
south of the Southern Ry. for a distance of approximately 700 feet, from Agriculture
to ~;mnufacturing. There appearing several residents opposing ~his re~oning, it
is resolved oh motion of Irvin G. Hornet that the application be and it hereby is
denied.
(3) In Manchester l~gisterial District in the subdivision of Grindall Creek Park,
Lots #1 in Block A, at the corner of Watkins Avenue and Courthouse Road. This
applicatiom is made by the Chase Construction Company and is for rezoning from
Residential to Local Business. There appearing no one objecting to this rezoning,
it is on motion of J. G. Hening, resolved that the application be and it hereby is
grant ed.
(4) In Manchester ~agisterial District on the north side of the ~idlothian Turnpike
Rt. 60, approximately 700 feet eas~ ~ the intersection of Rt. 60 and R.t. 678, a
frontage of 200 feet, more or less, and a depth of 100 feet. This application is
made by ~qr. ~Lilton W. Clarke and is for rezoning from Agriculture to Local Business.
There being no 8ne objecting to this rezoning, it is resolved on motion of J. G.
Hening, that the application be granted.
(5) In Manchester Magisterial District on Rt. lO at the southwest intersection of
Rt. l0 and Rt. 1666, a distance of 100 feet on Rt. 10 with a depth of 150 feet on
Rt. 1666. This application is made by J. E. Bailey and is for rezoning from
Agriculture to Local Business. There being no objections to the rezoning of
this property, it is on motion of P. W. Covington, granted.
(6) In Manchester ~Zmgisterial District on Rt. 643, approximately 500 feet south of
Rt. 643, and R~$. 651, a distance of 200 feet along Rt. 643 with a depth of 750 f~et.
This application is made by ~r. Geo. N. Hockett, of Lambert & Pettus Construction
Company, and is for rezoning from Agriculture to General Business. No one appearing
to protest the g~nting of this application, it is resolved on motion of Irvin G.
Homer, that the application be granted.
(7)~ ~n Midlothian ~gisterial District on the south side of Rt. 360, between the
intersection of Rt. 360 and R~. 604, and Rt. 360 and R~. 654, a distance of 200 feet
along ~t. 360, with a depth o£ 200 feet~ This application is for rezoning from
Agriculture to Local Business. No objections being voiced in the matter, it
is resolved on motion of James W. Gordon, Jr., that the application be and it hereby
is granted.
(8) In Midlothian Magisterial District on the south side of the Southern Ry. and between
the Southern Ry., and Rt. 675, a distance of approximately 2800 feet along the
Southern Ry. near Robious Station, with a depth of 1500 feet, more particularly note¢
on the Land Identification R~p in the Office of the Commissioner of Revenue as being
Parcel #49 and 50, Section 2. This application is made by Mr. F. R. Daniels, Jr.,
~and is for rezoning from Agriculture to }~anufacturing. There appeared before the
, Board a delegation opposing the granting of this application, and upon consideration
iwhereof, and on motion of James W. Gordon, Jr., it is resolved that the application
~be and it hereby is denied.

This day there ~ppe..~red before the Board a delegation from the Village of Matoaca
~represe~ted by ~r. wynn, regarding the installation of a water line in Matoaca,
stating t~mt they were working on it and the people in the Village were signing up
and paying for connection very rapidly. Upon consideration whereof, and on motiol
of P. W. Covington, it is resolved that the Executive Secretary be and he hereby is
instructed to extend a 6" water line along Rt. 36 from Ettrick to I~toaca to serve
the area along the road and the Village of ~.~atoaca provided there ~ere signed and
nid for at $35.00 each, connections sufficient in number in the Village of Matoaca
ot including those along the route) to give a 12~ return for the cost of the
installation of the distribution system in the Village of Matoaca.
And be it further resolved, that it is understood and agreed that the 6" line from
Ettrick and ~atoaca was a natural part of the permanent development of the water
system of Chesterfield County.
This day the Executive Secretary read a letter from l~r. Irvin Craig requesting that
the sum of $750.00 be paid to him in connection with his services in the case of the
County of Chesterfield Versus the City of Colonial Heights and that this sum of
$750.00 be taken into account in the final settlement.
This day the Executive Secretary read a letter to the Board from the League of
Virginia Counties stating that the Executive Board of the League of Virginia Counties
had agreed to cooperate with the League of Municipalities in objecting to the proposed
increase in rates by the C & P Telephone Company and requested that Chesterfield
County ~ke a donation for the expense of the same. Upon consideration whereof,
and on motion of J. G. Hening, it is resolved that Chesterfield County cogperate
with the League of Virginia Counties and that an appropriation of $50.00 be made to
the League for this purpose.
This day the Executive Secretary submitted to the Board bids on truck chassis to be
built into fire equipment in accordance with directions of the Board at a former
meeting. Upon consideration whereof, and on motion of J. G. Hening, it is
resolved that the Executive Secretary be and he hereby is instructed to purchase two
Dodge trucks at $152~.95 each, to be used by the County in building two pieces of
fire equipment.
This day the Executive Secretary stated he had c~ suited with Andrews and Joyner in
Petersburg, and who had not produced a satisfactory bid for constructing fire equip-
ment for the County, and that of the other bids the Crenshaw Equipment Company of
Richmond was the low bidder and stated that a little money could be saved on
accessor~ s to the truck on the bid from the Crenshaw Equipment Company. Upon
consideration whereof and on motion of J. G. Hening, it is resolved that the
Executive Secretary be and he hereby is instructed to award to the Crenshaw Equipment
Company the contract for building bodies and tanks on the two pieces of fire fightin~
equipment, i
And be it further resolved that the Executive Secretary be and he hereby is instructtd
to acquire the accessory equipment from another source and if money could be saved ~
to purchase it separately rather than through the bid of the Crenshaw Equipment
Company.
This day l~r. H. T. Goyne presented a letter from the Petersburg Hospital Authority
requesting that Chesterfield County make a donation to this Fund. Upon considerg-
tion whereof, and on motion of James W. Gordon, Jr., it is resolved that the
Executive Secretary be and he hereby is requested to answer this letter and request
that a representative bf the Hospital Authority appear before the Board of SupervisoFs
on June 2, 19~9, at 8:00 p.m. to discuss this matter.
This day Nr. James W. Gordon, Jr., stated there had been a reouest for a water servi~e
at the intersection of Jahnke Road and Burroughs Street near the point where the
line to the Tank on the Bevin's property would be run and stated that since this is
a point of connection between the Bon Air System and the tank he felt it would be
well to install this line. Upon consideration whereof, and on motion of James
W. Gordon, Jr., the Executive Secretary is hereby instructed to proceed with the
installation of an 8" line from the Bon Air Road to the Jahnke Road to a point where
the branch would run to the tank location and northwardly along the right-of-way
to the tank location.
This day ~r. H. T. Goyne, stated there was a very urgent need for wa~er services at
the intereection o~ Rt. 1616 and Rt. l, at Parnell's Restaurant, and if water was
not provided for this restaurant the Health Department would take action against
the restaurant. Upon consideration whereof, and on motion of H. T. Goyne, it is
resolved that the Executive Secretary be and he hereby is ~nstructed to proceed with
the installation of a 6" line from the end of the line on Rt. 1616 near the inter-
section of R~. 1616 and RS. lO to the intersection of Ry. 1616 and R~. #1.
The Board, on motion of James W. Gordon, Jr., notes that this is the last meeting
of which Nr. W. H. Caldwell will be present in his official capacity as Executive
Secretary of the County of Chesterfield, before taking up his duties as Confidentiall
Secretary to the City ~nager of the City of Richmond, effective June l, 1949, hereb~
expresses its appreciation of the services of l~r. Caldwell to the County and wishes
him much success in his new position.
