month of May, 1949, sho~ing expenses incurred in that office in the amount of
$1472.63, of which the County ~has paid two-thirds or $981.75, the remainder to be
paid by the State, and the Board aoproving the ~ep~ort, the same is filed.
i This day, ~r. Geo. W. Moore, Jr., Commissioner of Revenue, submitted to the Board
ibis report for the month of Ma~, 1949, sho~ing exoenses incurred in that office
~ in the amount of $1316.52, of which the County has paid two-thirds or $877.68, the
remainder to be paid by the State, and the Board approving the report, the same is
~ filed.
This day, Mr. M. A. Cogbill, Co~mnonwealth's Attorney, submitted to this Board his
reoort of expenses incurred in the operation of his office for the month of May,1949~
showing an amount of $558.33, of which the County pays one-half or $279.16, the
remainder to be oaid by the S~ate, and the Board approving the report, the same is
~iled.
This day, Mr. 0. B. Gates, Sheriff, submitted to the Board his re:~ort for the month
of Aoril, 1949, showing expenses incurred in the amount of $946.~9, of which the
Coun6y has oaid one-third or $315.63, the remainder to be paid by the State, and the
Board approving the report, the same is filed.

This day again the matter of the purchase of a lot in Warwick Gardens fram Mr. Ravee!
Norris, came before the Board, and a letter from Mr. Norris was read. On motioi~,
the matter is carried over until the next regular meeting of this Board, and the
Executive Secretary is required to have Mr. Norris apoear before them at that time.
This day the ExemZive Secretary re~d a re~est from the Local Department of Public
Welfare asking that transfers be ~mde in their budget, and it appearing that it
involves no additional money from the County, and it is necessary for the reason
that the State Department is alloting additional sums to the Local Board's budget.
Upon consideration whereof, aud on motion of H. T. Goyne, it is resolved that the

There was oresented by the Executive Secretary a bill frcm ~r. H. G. Bangle for cer-i
tain oipe furnished to the County for installation of water lines in the amount
~138.~5. On motion of J. C. MeKesson, it is resolved that the bill be and it
hereby is ordered paid.
This day again the matter of the installation of water lines along Oakland Avenue in

would authorize the installation of said pipe lines; upon the condition that a supply

the contract, it is resolved on motion that when the petitioners have delivered to
the Executive Secretary or the Treasurer the sum of $1000.O0 the installation of the

It ao~oearing to the Board that the streets in the subdivision of "West Chesterfield
Heights" have not been brought up to the minimum requirements of the Board, for
acceptance into the road system and Dr. A. G. Macklyn stating to the Board that in
a short time the owners of lots in the SubdiEision would make a request for the Coun~ y
to tak~ the roads into the County System, and it appearing proper to do so, the
Board doth on motion request the Executive Secretary to certify a copy of this
resolution to Mr. A. B. Windham, subdivider of West Chesterfield Heights, requesting
him to bring the roads in this subdivision, particularly, Oakland Avenue, up to the
minimum requirements as set out in the policy of this Board.
This day ~rs. M.E.G. Hunter, came before the Board snd reouested that a water and
sewer service be extended to the prooerty located on the west ~ide of Fourth Avenue
in Ettricks on Lots 3, 4, 5 and 6 in Block A, and it appearing that the water and
sewer lines are now located aporoximately 50 feet from said lots, it is resolved on
motion of P. VJ. Covington, that a water and sewer service line be extended to said
lots, 3,~,5, and 6 in Block A, in Ettrick, iN practicable.
This day the Executive Secretary ~resented letters with accompanying checks from Mr.
George C. Gregory, recuesting extension of water lines in accordance with his ccmtra(t
with the County, to the Gregory system. Upon consideration whereof, and on
motion of J. C. McKesson, it is resolved that the matter be referred to the Water
Committee.
This day came, Mr. John W. Bates, Jr. , representing ~r. Wellington, the owner of
prooerty between Cherokee Road andBon Air, resuesting the County to extend water
mains approximately 197 feet to furnish water to oroperty on which he is constructin~
houses. Upon consideration whereof, the ma{ter is referred to the Water
Committee.
This day the Executive Secretary presented applications for reaoning and/or Use
Permits as follows:
Norman E. Lassiter - Use Permit for a country store on west side of Rt.621,
approximately 1/4 of a mile south of the intersection
of R~t. 621 and Rt. 360.
B. C. Bass, Jr. - Rezoning of a strip of land along Rt. 604, a distance of
three hundred feet and running two hundred feet in depth.
Chas. H. Crostic - Rezoning of an acre of land on ~oute #10, located one-half
mile west of Cogbill Road, best known as Frosty's Corner
for General Business.
On motion, the Executive Secretary is directed to advertise the above mentioned case~
for rezoning and notice of hearing as required by the Zoning Ordinance. I
This day again the matter of a suoply of water to the Con~rete Pipe & Products Company
came before the Board and ~lr. Easterly, Jr., appearing in support of the matter
stated he had obtained information that the City of Richm~d would be willing to
furnish a supply of water if the Board would request the same. Upon ccnsiderat."'on,
whereof, and on motion of J. C. McKesson, it is resolved that the City of Richmond b~
and it hereby is reouested to furnish a supply of water to the Concrete Pipe & Produ¢ ts
Company at its corporate l~ne near the Belt Boulevard, at the expense of the Concrete
Pipe & Products Company, And be it further resolved that it is stipulated that
the County shall have the privilege to connect to said water supply system furnished
to the Concrete Pipe & Products Company.
And be it furhher resolved that it is the intention of this Board that this request
shall not establish a orecedent, the reason being that this kine is necessary for
manufacturing purposes.

Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the
Board as a whole be appointed as a Committee to make a study of tbs matter and report.
This day Mr. A. J. Homer, Forest Fire Warden, presented a bill frcm A. S. Marks,
Jr., in the amount of $18.10 f~r repairs on the truck of the Forest Fire Warden.
Upon ca~sideration whereof, and on motion of J. C. McKesson, ~he bill is ordered

This day Mr. C. F. Kellam, ~esident Engineer, called the Board attention to the factl

consideration whereof, and on motion of James W. Gordon, Jr., the matter is referred

This day the Executive Secretary read a oetition from residents of Belmont Farms Roa~,
requesting that the sa~ be taken into the County System. Upon consideration wherepf,
it is resolved that the Executive Secretary be and he hereby is directed to investi-
gate this road and report to this Board.
This day the Executive Secretary read a letter from the Virginia Depart~nent of
Highways advising this Board of the abandonment o~ certain roads in t~ County of
Chesterfield as requested by resolution of this Board dated April 12, 1949.
The Executive Secretary read to the Board a letter from tbs Department of Highways
advising of an additiBn to the State Secondary System of a road in Vial Heights,
beginning at a point on Rt. 1688, O.lO Mi. N.E. of the intersection of Rt, 617,
running southeast, a distance of O.10 Mi. to a dead end.
The Executive Secretary presented a bill from Pratt Bros. in the amount of $768.50,
for repairing and rebinding books in the Clerk's Office, in accordance with authori-
zation of W.H.Caldwell, Executive Secretary. Upon consideration wbs reof, and on
motion of H. T. Goyne, it is resolved that the bill be approved and paid.
And be it further resolved that the sum of $768.50 be and the same is hereby aopro-
oriated from the unappropriated surplus of the General Fund to 42-317, and that the
budget be amended accordingly.
This day Mr. James W. Gordon, Jr., member o~ this Board, brought to the Board's
attention the securing of right-of-way on the Granite Rd. Crossing. Upon considera~
tion whereof, and on motion of James W. Gordon, Jr., it is resolved that some
competent oerson ~e employed to obtain these riglt s-of-way and the compensation of
such person be fixed at $10.00 per day for each day's service.
And be it further resolved that such ~rson be authorized on behalf of this Board

the Southern Ry. to Schutte's Store.
On motion of J. C. McKesson, the County Road Engineer and the Resident Engineer of
the Virginia Department of Highways are hereby requested to view roads in"Derwent
Gardens" with the view to having same taken into the Secondary Road System.
This day Mr. Pease, of the Bensley Volunteer Fire Department, came before the Board,!~
stating that it was essential that a telephone and electric service be established
in the fire house in Bensley Village. Upon consideration w~ereof, and on motion i
of H. T. Goyne, the Executive Secretary is instructed to contract the Virginia
Electric & PowerComoany and the C & P Telephone Company and request the installatior4
of these services respectively.
At the ~equest of Mr. Pease of the Bensley Volunteer Fire Department, and it apoear-[
ing prope~, that water be installed in the fire house, it is resolved on moti on~of
H. T. Goyne, that a water connection be made on the inside of the building of the
Bensley Volunteer Fire Department.

Again the matter of a public park area for "I~orrisdale" Subdivision, Bermuda Distric~
Chesterfield County, Virginia, cams to the attention of this Board, and J. Louis
Longest and T. E. Barnett, two of the owners of said subdivision, stated that they
were predated to dedicate to the public the said area for park uses. Upon
consideration whereof, and on motion of H. T. Goyne, it is resolved that when and
if the said park area is dedicated to tba public, that this Board accepts the same
for use for such public oark ourposes.
This day again the matter of the installation of a public water system in th~ sub-
' division known as "Morrisdale" Bermuda District, Chesterfield County, Virginia, came
before this Board; and can~ also, J. Louis Longest and T. E. Barnett, two of the
owners of the said Morrisdale Subdivision, and stated to the Board that they were
ready and able to enter into a contract with the Board similar to a contract drawn
for Jones and Robins, Inc., for a similar public water system, and
Whereas, it has been calculated by the Executive Secretary of the Board that the sum
of $&500.00 would be the estim~ted amount of the cost of installing said public wate~
system in said subdivision of SMorrisdale".
Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that M. W. ~'
Burnett, Executive Secretary of this Board, be, and h~is hereby directed to proceed~
to construct and install a public water system in the subdivision of Morrisdale,
Bermuda District, Chesterfield County, Virginia, as soon as Dracticable when the owners
of said subdiviaion shall have entered into the said contract as agreed upon.
