two miles west of the Courthouse, owned by Mr. James G. Owen, came before the Board,{
and it appearing from the publication of notice that the said property was listed

This day the petition of Mr. and Mrs. Jessie L. Musgrave came before the Board con-
cerning the rezoning of Lots 37 through ~1 inclusive in Block 8, in the subdivision
of "Rayon Park". After a prolonged discussion of the nmtter and upon~ the advic~
of the Commonwealth,s Attorney as to the legal matters, therein involve~, it is
resolved that the application for the rezoning of said property be denied.
This day th~ere ap.peared Mr. Walter La. nghauser, and submitted his application for
rezoning ox- certain property on Rt. 60 in Nidlothian District, the said property the
having a frontage of 35S feet on Rt. 60, with a depth of approximately 200 feet,

whereas, it appears that the purposes for which Mr. Langhauser expects to use his
place is that of a tourist home and that it does not appear that it is required of
him to have said property rezoned, under the Zoning Ordinance. Upon consideraticn
whereof, and on motion, it is resolved, that the application be denied.
This day the Executive Secretary presented the following applications for rezoning
of properties in Chesterfield County, to-wit:
William Drucker, et als, for rezoning from Residential to Business, Lots 58 to 68
in Block $, and Lots 3 through 9 inclusive in Block 5, in the plan of Normandale
Terrace subdivision, Bermuda District.
Sam. W. Ellison, for rezoning from Residential to Business, Lots 1 and 2, inclusive
in Block 5 in the plan of Normandale Terrace.
Chase Construction Company for rezoning of a parcel of lq~d on Falling Creek Avenue,
having a frontage om Falling Creek Avenue of 200 feet, and running back between

This day again came Mr. Rave, Norris and presented his case to the Board concerning
a lot in Warwick Gardens, whereon the Board of Supervisors had directed the digging
of a drainage ditch and the laying of water pipes across said lot.And it
appearing from arguments before the Board that it was impossible to reach any con-
clusion aoncerning the matter, the same is referred to Mr. Homer of this Board,
with the object in mind of having him determine whether or not the lot or parts
thereof could be sold and in that way determine the damage to Hr. Norris's property.
This day a representative of the C&P Telephone Company of Richmond came before the
Board and exolained in detail the services that could be rendered within a reason~bl~
time. Upon consideration whereof, and on motion of Irvin G. Horn,r, it is
resolved that an indirect circuit through Petersburg, and Chester be installed at
$29.25 per month, which is the regular rate now charged.
And be it further resolved, that the Executive Secretary be and he hereby is directed
to place an order with the said Telephone Company, for said indirect circuit, and
fwrther that he place an order for a direct line from Richmond and a three number
rotor sequence.
This day Fire Chief Farmer, of the Petersburg City Fire Department, came before the
Board and urged the Board that it avail itself of the ~raining of the fire departmen~
personnel through the League of ~unicipalities, and suggested that he would be willing
to do anything in his power to obtain this training and to help in instructing.
Mr. Farmer further urged that this Board buy for each of its fire enines

This day Mr. T. D. Watkins, a for,mr member of this Board and now a member of the
Virginia Game and Inland Fisheries came before this Board and discussed in detail,
particularly, the matter of hunting in the County of Chesterfield and throughout
the State of Virginia, and the Board questioned Mr. Watkins concerning the advisa-
bility of employing an assistant Game Warden for the County during the months of
September to January, being, September 15 to January 20. Upon consideration
whereof, it is on motion, rewolved, that this Board employ an assistant Game Warden
for such period, and that his salary be fixed not exceeding $200.00 per month.
And be it further resolved that Mr. Watkins be requested to take up the matter with
the Department of Game and Inland Fisheries to determine whether they can provide an~
aid in a financial way to this Assistant Game Warden.
And be it further resolved that Mr. Horner of this Board, Mr. E. J. Gorman, Game
Warden assigned to this County and the Executive Secretary be directed to see to the
employment of some person to fill the job as Assistant Game Warden.
This day Mr. E.S.H. Green~, Supt. of Schools, presented resolution of the School
Board of the County of Chesterfield requesting that this Board approve Literary
Loans to the extent of $550,000.00, setting out in said resolution wherein the money
shall be spent so far as schools is concerned.
Upon consideration whereof, and on motion of James W. Gordon, Jr., seconded by J.C.
McKesson, and upon a substitute motion offered by Irvin G. Homer, seconded by P.W.
Covington, it is resolved that the same be tabled.
Upon a vote upon the substitute motion, the motion was carried that the same be
tabled. It is here noted that Mr. Gordon and Mr. McKesson requested that theirl
votes be recorded "No".
This day the matter of recommending to the Virginia Dept. of Highways the acceptance~
of DuPont Avenue in Rayon Park came before the Board, and on motion it is resolved
that if said Avenue passed the inspection of the County Road Engineer that the same
be ~erwarded on to the State Department of Highways for its acceptance into the Stat~
Secondary System.

This day the matter of the improvement of Rt. 653 between Rt. 602 and Rt. 655 came
before the Board, the same being known as Second Branch Church Road. Upon
consideration whereof, and on motion of J.G.Hening, it is resolved that the Executiv$
Secretary be and he hereby is directed to investigate this road with Mr. Kellam of
the Virginia Department of Highways and make a report to this Board.
This day the matter of the extension of Wainwright Drive in Norwood ParE, Manchester
District, came before the Board, and it appearing that the Virginia Department of
Highways had not taken into the system that portion of Wainwright Drive extending
beyond Bradley St. and it further appearing that there are three houses on that
portion of said street which was not taken in by the Department of Highways, and the
difference being relatively small, it is on motion, resolved that the Department of
Highways be requested to improve that road by Bituminous treatment and charge same
to the 3¢ road levy.
IThis day the matter of the crossing of the Seaboard Airline Ry. Just north of the
old RR. Station at Chester came before the Board, and the Executive Secretary stated
he would take the matter up with Mr. Clevenger to determine at what point he would be
iwilling to give the right-of-way.
IThis day the matter of the extension of Wigglesworth Road known as Rt. 1652 in Man-
chester District of this County came before the Board. Upon consideration whereof,
and on motion of J.C.McKesson, it is resolved that the Executive Secretary view the

This day the Executive Secretary stated to the Board that Mr. Mills, who lives in thei

around the border of the property owned by it upon which the said pump house is
located. Upon consideration whereof, and on motion of J.C.McKesson, it is

igrading and planting of grass along the lot owned by this County.

for water service in arrears, and that the bill shall be paid in its entirety before
the water is again turned on.

This day the matter of the proposal of Alexander Brown & Sons of Baltimore, Md. came
before the Board and the said proposal was read, the said proposal being in the
following words and figures:
1. We will retain reputable engineers of suitable ~xperience (1) to make an
engineering survey of the present water and/or sewer and/or sewerage treatment re-
quirements of the area in question, (ii) to furnish us with their estimate of the
future water and/or sewer and/or sewerage treatment requirements of such area with
anticipated revenues for the next ten years, and (iii) to approve a reservoir wite
and source of water supply on the Appomattox River suitable and sufficient, in their~
opinion, to serve the needs of the Counties of Chesterfield and Henrico and territory
and nolitical subdivisions adjacent thereto.
2. We will (i) cause such sites and source of water supply to be acquired by
a private water utility company, organized for such and other purposes, (ii) use ouri
best efforts to acquire, or cause such corporation to acquire, at the fair value
thereof, the existing water systems and/or sewer systems, in Chesterfield County,
and (iii) cause an offer to be made to the Authority created as hereinafter mentione~
for the sale of all of the stock of such corporation or its assets at the fair value
thereof, all to the end that a single integrated water and/or sewer system may be ma,~e
available to serve the meeds of the County and territory and political subdivisions
adjacent thereto.
3. We will furnish, at our expense, such legal, engineering and financial
services asL-may be necessary to the establishment, construction and extension of a
combined water and/or sewer system and/or sewerage treatment plants, to serve the
needs of Chesterfield County and territory and political subdivisions adjacent
thereto, or parts thereof.
&.And in order that Chesterfield County and territory and political subdivision:
adjacent thereto may secure the greatest possible benefit from such integrated water
~nd/or sewer properties and provide for financing the acquisition ~Nereof and future
improvements and extensions thereto without burden upon the County or upon the tax-
payers, we will, at our expense, retain nationally recognized bond counsel to prepsr~
suitable legislation under which a water and sewer Authority may be created by the
several bodies for the purpose of acquiring, operating and maintaining such water an¢
sewer properties as a self-liquidating project.
5. Upon the organization of an Authority under the provisions of the leg~slati(,n
above mentioned, we will submit an offer to such Authority for the purchase from it
of revenue bonds of such Authority in an amount sufficient to pay (i) the cost of
acquiring such water and/or sewer properties either by the purchase of such properti~,s,
or by the purchase of all outstanding stock of the Corporation owning such propertie~,
and (ii) all incidental costs relating to such acquisition and the financing thereof
Such proposal for the purchase of such revenue bonds will set forth our obligation
to retain bond counsel, at our expense, to prepare all necessary forms for the
authorization and issuance off the proposed bonds and to rende~ their legal opinion
thereon, and the oholigation of the Authority to sell such bonds having the details
recommended by us' a~d approved by the Authority, at a price for the bonds to be agreed
upon as set forth in such proposal.
In the event this proposal is accepted by your Board, it is understood and
agree d:
(a) Neither your Board nor the County of Chesterfield shall be obligated in any
way for the payment of any expenses incurre~ by us in the consummation of the plan
herein set forth.
(b) Your Board will support the legislation contemplated by this proposal for
the creation of an Authority and will take all peasonable and proper steps to secure
the passage of such legislation at the next session of the Legislature of Virginia.
(c) In the event circumstances indicate that the creation of such an Authority
by your Board and by the Board of Supervisors of Henrico County and/or territory and
political subdivisions adjacent thereto, jointly, is ad~iaable, your Bo~d will
cooperate in the organization of such an Authority. ..
(d) Your appointees to the Authority, pursuant to the enabling legislation to
be enacted as contemplated by this proposal, shall agree to the terms and conditions
of the contract resulting from your acceptance of this proposal.
It is mutually understood and agreed that every reasonable effort will be made
to secure the enactment of suitable legislation and to consummate the appointment
of the members of the Authority created under such legislation at the earliest
possible date so that the proposed bc~ds may be delivered not later th~ June 1,1950~
or within such extended period or periods as may be later agreed upon with your Board
or with such Authority. I
Upon consideration whereof, and on motion of Jam~s W. Gordon, Jr. It ~s resolved
that the proposal be accepted, except as to the first 5 words of line ~ of Section 2~
page 2, provided the following words are substituted therefor:
"At a value not less than the amount of the Revenue Bonds and interest and the
purchasers assuming all other obligations of the Utilities Department and receiving
all the assets of said Utilities Department."

This day Mrs. Cora Adkins came before the Board, stating that there was a certain
!parcel of land in Britiwh Camp Farms subdivision, set aside by her grantor for a
iroadway fo~ the use of the adjoining land owners and the public, and it appearing
ithat the said strip of land being 30 feet in width and 150 feet long, and resulted
iin a cul de sac and no utility to the public or to the adjoining land owners, since
ithe respective adjoining land owners had an outlet on a public road as shown by Plat!
iin Deed Book 237, page 316, and upon the request of the said Mrs. Cora Adkins that
