Board of Supervisors of Ches~er~ field County,~hetd at the Court. house on September 6,~1949, at 8:00 p.m. · This day the following below listed zoning matters came before this Board, and it appearing that due advertisement was had and made concerning the same, to-wit: (1) In Manchester Magisterial District, Lot 22, Blocks B and C, in the subdivision of Falling Creek, fronting 200 feet on Falling Creek Avenue and running back parall,,1 to the Atlantic Coast Line Tracks to the Courthouse Road Overpass. This applica- tion is made by The Chase Construction Company and is for rezoning from Residential to Manufacturing. (2) In Bermuda Ma:risterial District, Lots i and 2, in Block 5 in the subdivision of Normandale Terrace. This application is made by ~tr. Sam. Ellison and is fcr re~oning from Residential to General Business. ~3) In Bermuda Magisterial District, Lots 58 to 68, inclusive, in Block 4 and Lots 3 to 9, inclusive, in Block 5, in the subdivision of "Normandale Terrace". This application is made by Mr. William Drucker, et als, and is for rezoning from Residential to General Business. (4) In Clover Hill Magisterial District, on the west side of Rt. $O~, between Rts. 603 and Rt. 604, approxi~ately one mile from Rt. 360. This application is made by Mr. Wm. H. Sims and is for rezoning from Agriculture to Local Business. Upon consideration whereof, and on motion, it is resolved, that the respective application for rezoning be and they are hereby approved and the land is zoned accordingly. This day the matter of the application of J. M. Carter for a Use Permit to construct a combination residence and store house building on Rt. lO, opposite Carver High School, came before the Board. Upon consideration whereof, and on motion, it is resolved that the Use Permit for such purpose be and it is hereby granted. This day the matter of the rezoning of certain property on Rt. 655, approximately 2 miles west of the Courthouse, application being made by James G. Owen, came befo~'e the Board, and no one appearing proposing the same, the matter is, on motion, con- ~ tinued until the next meeting of the Board. This day a larg$ delegation appeared before the Board and requested the Board to what it could to shorten the squirrel season in the County of Chesterfield, the same being from September 15 thru Sept. 30th, After a long discussion concernin$ the same, and the Board being of the opinion that the squirrel ~eason should be shortened or cut out entirely, it is, on motion, resolved that the Virginia Game and Inland Fisheries Commission be and it hereby is requested to shorten the squirrel season in the County of Chesterfield by ending the same on the 16th day of Septembe~, 1949. A~d be it further resolved that a copy of this resolution be certified to the said Commission. This day a delegation from McGuire Village, Chesterfield County, headed by Dr. Hoga~ c~e before the Board and earnestly requfested that the Board install fire hydrants in and about McGuire Village. Upon consideration whereof, and on motion, it is resolved that the petition be denied. This day Mr. Guy Bayliss of Grindall Creek Park came before the Board and requested that this Board install street lights in and about Grindall Creek Park subdivision. Upon consideration whereof, and on motion, this matter is referred to the Light Committee. This day Mrs. Rigby of "Derwent Gardens" came before the Board, representing other people in said subdivision, and requested this Board to recommend to the Virginia Department of Highways that it take into the Secondary System the roads in said subdivision. Upon consideration whereof, and on m~tion, it is resolved that the Virginia Department of Highways be and it hereby is requested to take said roads into the Secondary Road System, upon the condition that an adequate culvert be placed under the road. And be it further resolved that the Executive Secretary be and he-hereby is directed to complete the details in making this request to the ~ ~V~rginia Department of Highways, and that he also certify a copy of this resolution ito the Virginia Department of Highways. I. IThis day Mr. H.T.Goyne, member of this Board, stated to the Board that the Board should lbs appreciative of the cooperation shown by Messrs. Samuel W. Ellison and Wm. Drucke~ !and his co-owners in granting to this County the easement for the erection of the itank in Bermuda District of Chesterfield County, And the Board assented to the I same. This day Mr. C. F. Kellam, Resident Engineer of the Virginia Department of Highways, along with this assistant, Mr. Campadonica, explained to the Board the budget for thel Meat 19~9-'50, concerning the Maintenance and Improvements of roads in the County. Upon consideration whereof, this matter is continued for further study until the next meeting of the Board on the 13th day of September, 19~9. On motion of Jams s W. Gordon, ~r., it is resolved that the Virginia Department of iHighways be and it hereby is requested to construct sidewalks along the Bon Air Road, !between Rawlings Store and Schmidt's Store. iOn motion of H. T. Goyne, it is resolved that the Virginia Department of Highways be iand it hereb~y is recuested to construct sidewalks on Sherbourne Avenue and Mills Road ito Highway #l. iOn motion of James W. Gordon, Jr., it is resolved that the Executive Secretary be and he hereby is directed to have the tank site on the property of Mr. Barrett surveyed. '~This day Mr. P.W. Covington, member of this Board, requested this Board to permit him ito expend, not to exceed $300.00 on the road leading northwardly along the Atlantic iCoast Line Ry. towards Dupuy Road, beginning at a point near the North Petersburg iStation. Upon consideration whereof, and on motion of P.W. Covington, it is iresolved that the Virginia Department of Highways be requested to construct this road lout of 3¢ road fund levy~ at a cost not to exceed $300.00. On motion of P.W. Covington, it is resolved that the Virginia Department of Highways ibe and it hereby is requested to take into the State Secondary System that road ~cibeginning at Woodpecker Road and running northwardly along and parallel, to the Atlant%c ~. oast Line Ry. And be it further resolved, that the Executive Secretary be and he hereby is directed to complete the application ~ the Department of Highways and !to certify a copy of this rewolution to the Virginia Department of Highways. iOn motion, it is resolved that the Virginia Department of Highways, be and it hereby ils requested to construct and black-top that road on the Courthouse green, running inorthwardly from Rt. l0 and 25 feet into the Fair Grounds, the said road being the iroad on the west of the actual Courthouse square. And be it further resolved, that !this exoense of constructing this road be chargeable to Buildings and Grounds. iThis day Mr. D. W. Murphey* Manager of the Chesterfield County Fair, requested this Board to permit one fire truck from the Manchester Fire Department to attend the !Coudty Fair during the day time. Upon consideration whereof, and on motion, it is iresolved that the same be and it hereby is authorized. ~his day Mr. D. W. Murphey, Manager of the Chesterfield County Fair, came before the ~oard and reported that the band stand in front of the grand stand needed repair and Mas unsafe for use. Upon consideration whereof, and on motion, it is resolved ~ that the sum of $200.00 be and it hereby is appropriated for the construction of a ~ ~ew band stand. ~ this day the Executive Secretary reported to the Board, that it was necessary to have~ an appropriation made to the County Agricultural Fair Fund, llc-315. Upon con- sideration whereof, and on motion, it is resolved that the sum of $900.00 be and it hereby is appropriated from the unappropriated surplus of the General Fund to llc-215 this day the Executive Secretary reported to the Board that he had a price of $15.00 per car for the painting of the necessary wording on the ?olice Cars. , On motion, it is resolved that the Executive Secretary be and he hereby is authorized and directed to have the necessary, wording painted upon the Police Cars, nine in number, at a ~rice not to exceed $15.O0 each. his day there was presented to the Board by the Executive Secretary a copy of a lett~r rom Wm. B. Gill, to the Hon. J. G. Jefferson, Judge of the Circuit Court of this ounty, resigning as a Police Officer of this County. Upon consideratic~ where ~nd o~ motion, it is resolved that the resignation be accepted. ihis day the Executive Secretary reported to the Boar~ that Judge Jefferson had re~ InUeSted him to look into the proposition of purchasing chairs for the jury of his ourt, and had stated to the Executive Secretary that he could find a nice type chair ecently nurchased by the County of Dinwiddie. Upon comsideration whereof, and on orion, it is resolved that the Executive Secretary go to the County of Dtnwiddie to spect the chairs suggested by the Judge, and make report tO this Board. This day the Executive Secretary presented a claim to th,is Board of the Bureau of ~Weig~ts~. and Neasures in the sum of $155.O0. Upon consideration whereof, it is resolved that the said sum be paid to the Bureau of Weights and ~iea~ures~ And be it further resolved that the sum of $155.00 be appropriated from the unappropriated i surplus of the General Fund for this purpose. This day, M.A.Cogbill, Commonwealth's Attorney, read to the Board a proposed stipula~ tion for use in the condemnation proceedings between the United States ~f America, Commonwealth of Virginia, and the County of Chesterfield. Upon considerabion w~ereof, and on motion, it is resolved that the said ~f.A.Cogbill, Commonwealth's Attorney, be and he hereby is authorized to enter into that stipulation on behalf of! this Board. On motion, it is resolved that the Executive Secretary be and he hereby is authoriae~ and empowered to purchase dictating equipment at a price not to exceed $175.O0, upon a ten-day trial condition. This day the Executive Secretary presented to this Board a proposed contract between this Board and the Virginia State College, located at Ettrick, Virginia, in this County. Upon consideration whereof, ~he said contract is approved and the Chairman and Clerk of this Board are authorized to execute the same on behalf of thiA Board. And be it further resolved that the Executive Secretary ~resent the executed contract to the Authorities of the Virginia State College, for signatures. On motion, it is resolved that the following roads in Grindall Creek Park Subdivision, be taken into the County Road System, namely: Watkins, McCarty, Vayo, Caldwell, Campbell Streets. And be it further rewolved that the Virginia Department of Highways be and it herebyi is requested to take said roads into the said Secondary System of Highways. On motion, it is resolved that the Crenshaw Fire Equipment Company be and it hereby is requested and directed to complete the two units now in their shop in accordance with the specifications submitted to this Board.
