Dance, Treasurer, submitted his report to the Board for the month of August, 1949, showing expenses incurred in that office in the amount of $1445.00, of which the County has ~aid two-thirds, or $981.82, the remainder to be paid by the State, and the Board approving the report, the same is filed. This day Mr. Geo. W. Moore, Jr., Commissioner of Revenuem submitted to the Board his renort for the month of August, 1949, showing expenses incurred in that office in the amount of $1370.00, of which the County has paid two-thirds, or $913.33, the remainder to be oaid by the State, and the Board approving the report, the same is filed. This day the Executive Secretary read to the Board a resolution of the County School Board of Chesterfield County, again urging this Board to approve a Literary Loan of $550,000.00 for school construction in the County. And there appearing also, before this Board, a delegation from Chester, Bon Air and Midlothian sections of the County, urging the Board to aporove the apnlication of the School Board for such Literary loan. Mr. James W. Gordon, Jr. offered the following resolution: That this Board approve the School Board's request for a ~.iterary Loan of $550,000.00. The vote upon the apnroval of the apo~ication of the School Board being in %he negative of the majority and the same of course is consequently lost. It is here noted that Mr. Goyne made a substitute motion, thet the matter be laid on the table, which motion he later withdrew. It is here noted that Mr. McKesson and Mr. Gordon desired that their votes be recorded in the affirmative on the main issue. This dsy a re~resentative from the Department of Conservation and Development Forest Service came before the Board and presented to the Board a check of the Commonwealth of Virginia in the amount of $230.&.8, the sa~ being one-fourth gross oroceeds derived from the Pocmhontas State Forest located in Chesterfield County, payable to Chesterfield County in accordance with provisions on Section 526 of Michie's Code. Upon consideration whereof, and on motion, it is resolved that the said check be accepted and the proceeds thereof be deposited in the General County Fund. This day the matter of the rezoning of certain property in Manchester District came before the Board, to-wit: A hart of Lot 23 in Falling Creek Subdivision, 246 feet fronting on the south side of Falling Creek Avenue, extending back on the west line 660 feet, bordering on the Atlantic Coast Line Ry. on the east line 644 feet. Upon consideration whereof, and on motion, it is resolved, that the application be aonroved, and the sabre is hereby rezoned from Residential to Manufacturing. This day Mr. Roberts of I4cGuire Homes came before the Board complaining about the drainage condition in and around 46~h Street, off of Hopkins Road. Upon consideration whereof, and on motion, it is resolved that the Executive Secretary be and he hereb~ is directed tot° theC°ntact~the developers of that subdivision andand aroundParticularlY46th StreetMr' H.T.$of~ Richeson as correction of this drainage problem in of Hopkins Road. This day there was oresented to the Board petitions from citizens along Hudson StreE in RiverEiew Park subdivision, located on Rt. 36, River Road, Matoaca District, Chesterfield Co~ty, requesting that this Board proceed to have the State Department of Highways take into the State Secondary System said Hudson Road. Upon Considerat whereof, and on motion, it is resolved, that this Board do request the Deoartment of Highways to take the said road into the State Secondary System upon th~ conditior~ that same meets the specifications of the County, upon approval of the County Road Engineer and Resident Engineer. On motion of Irvin G. Horner, it is resolved, that the Executive Secretary be and he hereby is directed to go upon the field in considering the approval of all subdivisions hereafter presented to him for approval, as County Road Engineer. On motion, the Tentative Budget of the Department of Highways concerning the Seconds System of Highways in the County, which was presented at a previous meeting, be, and the same is hereby approved, as being the tentative budget for the year 1949-'50. ~Y On motion of James W. Gordon, Jr., it is resolved that the County Road Engineer and the Resident Engineer, be, and they are hereby requested to view the road known as Spring Road, leading from L. C. Bird's home to Route ~147, and report to this Board. This day there was presented to the Board a deed from Walter N. Perdue and wife, and ~mthers, concerning a roadway running northwardly from Rt. 10, Bermuda District, Chesterfield County, along the property of Walter N. Perdue, the Sunset Park Cemeter and Moore's Cemetery, into Dalewood Subdivision. Upon consideration whereof, and on motion, it is resolved that said deed be accepted and recorded, and that said road in~icated on the said Plat filed with the deed be and the same is hereby accept into the County System. On motion, it is resolved that the Executive Secretary be and he hereby is directed to obtain the ~ervices of the bulldozer and make such corrections of the layout of the dump near ~ickory Hill as to him would seem proper to make the dump less object-~ ionable to the neighborhood. This day the Game Wardens presented claims for fowl and animals killed. Upon con- sideration whereof, it is resolved that the claims be aporoved and allowed as indi- cated on the same. On motion, it is resolved that this Board furnish the ingredients for a brunswick stew for all the fire wardens in the County, the object being to sponsor the pro- tection and conservation of timber throughout the County. On motion, it is resolved that the Executive Secretary be and he hereb~ is authorizeid and directed to purchase a new motor for the Chevrolet truck of the Chester Voluntee~ Fire Department. On motion of J. C. McKesson, it is resolved that the County of Chesterfield furnish not to exceed $60.00 in money for the purpose of providing a shed for the fire truck ed ion s This day Mr. Richard C. Wight, came before the Board with a request in writing of members of the General Assembly and other persons of import, requesting the Vlrgini~ State Highway Commission to name the new bridge over the James River, near Westhamp~on the Huguenot Memorial Bridge. Upon consideration whereof, and on motion, it resolved, that the Virginia State Highway Commission be and it hereby is requested to name the saidbridge over the James River near Westhampton, the Huguenot Memoria~ Bridge, upon the condition that there be no cost chargeable against this County for~ the naming of such bridge. And be it further resolved that he also inspect such other fire equioment to be used on the Fair Grounds. ~ This Board having on Sept. 6, 1949, at its adjourned meeting, received a copy of a letter of resignation of William B. Gill, Police Officer, addressed to the Judge of the Circuit Court of this County, the said resignation to be effective as of llth day of September, 1949, and Whereas, the said resignation created a vanancy in the Police Department, and Whereas, it appears desirable to fill said vanancy, it is on motion, resolved, that i this Board recommend to the Judge of the Circuit Court the appointment of Charlea E.~: Richter and request his appointment. This day the Chief of Police of this County apoeared before the Board and stated that due to the resignation of W. B. Gill, as Police Officer, and the recommendation of Charles E. Richter to the Court for appointment as a Police Officer had caused a vacancy in the office of Dispatcher, and recommended to this Board that they employ! one Benjamin Layne as Dispatcher. Upon consideration whereof, and on motion, iii is resolved that Benjamin Layne be and he hereby is employed as Dispatcher in the Police Deoartment. This day the State Forester's reoort was read, received and the same is hereby ordered to be filed. This day a report of the inspection of the jail by the Welfare & Institutions was oresented to the Board and the same is hereby ordered to be filed. This day there was presented a report in the form mf a letter from Richard Messer, Director, Division of Engineering, Dept. of Health, concerning public water suppliesi in Chesterfield County. Unon consideration whereof, the same is ordered to be filed. Whereas, at a previous meeting of this Board the Executive Secretary and Mr. Horner and Mr. Gorman, were directed to try to obtain the services of an assistant Ga~ WardDn for this County, and Whereas, they have this day reported that the available person is one John Alvin Phillips, Rt. #1, ~interpock, Virginia. Upon consideration whereof, and on motion, it is resolved that John Alvin Phillips, be and he hereby is employed as Assistant Game Warden for the County of Chesterfield, from September 15, 1949 until January 201, 1950, at a monthly pay of $200.00 per month. And be it further resolved that John Alvin Phillips be and he hereby is directed to take the necessary oaths of office and give bond as same is indicated by law. This day the Executive Secretary presented to this Board a copy of a resolution from the Board of Supervisors of York County, Virginia, concerning rent control in the area of York County,'requesting also in an accomoanying letter that this Board oass a similar resolution concerning h~nt control and to forward the resolution to t~e Governor of Virginia. This day there was presented to this Board a Court Order directing this Board to pay to William Old, Attorney, $15.00 for his services in defending Eddie B. Green, who ~s on trial ~n the Circuit Court of Chesterfield County, and which allowance is provide~ by law. This day there was presented to the Board a claim in the form of a Court Order directing this Board to pay to D.W.Murphey, the sum of $15.00 for defending one Donald L. Ward, who is on trial in Circuit Court in this County, and which allowanc~ is authorized by law. Whereas, NcGuire Village, a subdivision in Manchester District, h~s been such for a number of years and numerous buildings have been built upon parts of said subdivisicn, and the roadways in parts of said subdivision have been taken into the Secondary System of Roads, and Whereas, it now appears to this Board that it is desirable to take the remaining roads into the Secondary Road System. Upon consideration whereof, and on motion it is resolved, that the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary System of Highways the remaining streets, not in the Secondary system in McGuire Village subdivision. Whereas, heretofore this Board has authorized the sewer and water connections to property owned by,rs. Boone and Hunter in the Ettrick Sanitary District, and at th~ time had agreed to the original connection fees. Upon consideration whereof, and on motion, it is resolved, that Dr. Boone and Dr. Hunter in the Ettrick Sanitary District be and they are hereby authorized to connect to the water and sewer systems by Dayment of the sum of $62.50 each. On motion, it is resolved that the application for a Use Permit at the Pocosham Hatcheries, Inc., on Mills Street in Manchester District, be and the same is hereby ordered to be advertised for public hearing at the next regular meeting. ¥~ereas, in the construction of new ro~d~ through the Village of Chester, Virginia, it became necessary to move one light pole from its location and it has caused the area from which the said light pole was moved to be in darkness. Upon consideration whereof, and on motion, it is resolved that the Virginia Electric & Power Company be and they are hereby requested to replace the pole at its original location £r as near to same as possible, so that the area might be flood-lighted as originally contemplated. This day again the matter of the damage to Lot 6 in Warwick Gardens, Manchester District, came before the Board, and Whereas, it appears that this Board has constructed a drainage ditch through the middle of said lot, whereby damaging it considerably, and Whereas, the owner Mr. Ravee Norris, has expressed his willingness to accept the su~ of $400.00 for damages to said lot, and further states that he is willing to convey~ the entire lot to the Board for such sum, and Whereas, it apoears~ that the lot will be of some Utility to this Board for the purp of drainage and for the purpose of a possible ~madway, Upon consideration whereof, and on motion, it is resolved that this Board purchase from Mr. Ravee Norris said Lot 6, in Warwick Gardens as shown on a Plat p~eeented to this Board, made by W.W.LaPrade & Bros. July 20, 1949, and that where NLr. Ravee Norris shall have presented to this Board a good and sufficient deed conveying the title to the same to the County of Chesterfield, then the sum of $400.00 is hereby directed to be paid to Mr. Norris. On motion, it is resoi~ed that the minutes of this Board of the dates of August 9, 19~9 and Sept,.6, 19~9, be and the same are hereby approved. This day there was presented to the Board a contract, dated Sept. 6, 1949, between Franklin D. Robins and the Board of Supervisors of ~he County of Chesterfield, concerning a water supply system in "Westover Gardens". Upon consideration whereo~, and on motion, it is resolved that the contract be'amended as indicated on Sheet ~2 and that the Chairman and Clerk respectively of this Board, be, and they are hereby authorized and directed to execute the contract on behalf of this Board its amended form. And be it further resolved, that the said amended contract and its copy be presente to Franklin D. Robins for his approval of the amendment. On Motion, it is resolved that the Virginia Department of Highways be and it hereby is requested to furnish to this Board the following information: 1. What is the formula for allocating gas tax to the counties withdrawing from t Secondary System of Highways? Re If the County of Chesterfield withdraws from the Secondary System of Highways by authority of the Legislature, what would be the avails of the gasoline tax alloted to this County based upon the 1949-'50 fiscal year? Whereas, the State Department of Highways, a number of years ago, contructed a new portion of Rt. 60, in the County of Chesterfield, southwardly from the Powhatan Coun line, and thereby left an old portion of Rt. 60 abandoned for use, and Whereas, under Section 1975-ww, Code of Virginia, this Board of SuperEisors was authorized to pass a resolution abandoning said road to the extent that it does not interfere with access of land owners to the road newly constructed. ~e ~y - I Upon consideration whereof, and on motion of James W.
