This day Mr. David Lyon of Petersburg, Virginia and Judge Binford of Prince George County came before the Board and offered to contract with the Board to collect delin quent personal property taxes. Upon consideration whereof, and on motion, it resolved, that the County of Chesterfield request the Treasurer to continue to collect the said delinquent personal property taxes. And be it further resolved that the Treasurer is to furnish this Board with a copy of the amounts of delinquent taxes for the years 1944 thru 1947. This day the Executive Secretary read to the Board letters from Jas. A. Anderson, Co~missioner, Virginia Department of Highways, advising the Board that the bridge ver the. James River at Westha_mpton was officially named the "Huguenot Memorial Brid~ lso, a letter in answer to a letter from this Board requesting information as to th~ formula upon which the distribution of the gasoline tax to the Co,aries was based, particularly that of the counties voting out of the Secondary System of Highways. on motion, the said letters are received and filed. un motion, the Executive Secretary, is directed to obtain a date for the meetin- of this Board with Gen. James A. Anderson, State Highway Commissioner, so that thigs Boa~ may register its complaint concerning the amount of funds allocated to this Cowry from the State Gasoline Fund, as well as certain costs incident to the policing of t~ !roads and certain other policies of this Highway Commission. lit is here noted that this motic~ was offered by Mr. Gordon and seconded by ~r. J.C. McKesson. motion, it is resolved that the Encn Volunteer Fire Department and the Midlothian Volunteer Fire Department be equipped with telephone and siren service. em. The Executive Secretary read to this Board a letter from H. B. Gilliam, Atty., attorney for this Board for the collection of delinquent taxes, requesting that this Board advance the sum of $45.00 as costs for the appointment of a receiver and Trustee in ia certain bankrupt case, so that he might continue with his suit in the case of Leonidas Wells in this County, for the collection of taxes. Upon consideration whereof, and on motion, the sum of $45.00 is appropriated for that purpose and the Executive Secretary and Treasurer are directed to furnish Mr. H. B. Gilliam with a check for that amount. This day Mr. Johnson of the Virginia State Budget Commission came before the Board and requested permission of this Board for the State of Virginia to connect it, s sanitary sewer from two new buildings at the Virginia State Oollege into the State s sanitary Isewer which empties into the sanitary sewer in Ettrick. Upon consideration whereof, and on motion, it is resolved that the State of Virginia be and it hereby is authorized to so connect its sewer upcm the condition that if it appears that a burden is placed upon the sanitary sewer in the Ettrick Sanitary Dis- trict over and above its capacity to handle the same, that the State of Virginia will build a ~etarding basin so that the same may be emptied into the Ettrick Sanitary sewer on off-peak hours. And be it further resolved that this resolution will not go into effect until we have received a letter from the State agreeing to these conditions. This day the Executive Sedretary reported to the Board that in accordance with con- tract, this Board is indebted to Franklin Robins the sum of $1000.00 since he has erected five buildings on the water line running westwardly on Jahnke Road into the subdivision known as "Westover Gardens". Upon consideration whereof, and ca motion, of Mr. j. C. McKesson, it is resolved that the Executive Secretary pay to ~r. Franklin D. Robbins the sum of $1OOO.OO. It is here noted that Mr. Covingtcn offered a motion to increase the pay of the Judges of election and the clerks thereof to $10.00, such motion failed for passage. un motion of J. G. Hening, it is resolved that this Board sever its relations with A. M. Toler & Company for the auditing of the Utility Department after the report ha~ been made of October 31, 1949. on $otion of J. G. Hening, it is resolved that the Treasurer be and he hereby is Idir$cted to repay to the Mechanics & Merchants Bank the loan of $50,000.00 and inter~st Iof $312.50. And be it further resolved that the Executive Secretary issue his chec~ lin the am°unt °f $312.50 in payment of the abe~e mentioned interest. . J iAnd be it further resolved that the budget be amended to conform to this and for thal purpose $312.50 of the unexpended surplus of the General Fund is hereby transferred accordingly. on motiom, it is resolved, that ~. H. T. Goyne, ~v~. IrVtn G. Horner and the Executi~!e Secretary be and they are hereby authorized to obtain a comtract with suitable perso: s for the furnishing of gasoline and oil and equipment for the County Service station at the Courthouse. The Committee is directed to have this contract read not more than three years. On motion of P. W. Covington, it is resolved that Miss Grade Po.n.d's compensation as Clerk to the Ettrick Sanitary District be raised to the sum of $55.00 per month. This day Mr. E. J. Gorman, County Game Warden, presented claims for fowl and livestock Ikilled by dogs. Upon consideration of said claims, and on motion, it is resolved that same be paid. And be it further resolved that the matter of the payment £~$ certain pidgeons killed by dogs be and the same is hereby continued until the next ] meeting. This day there w~s read to this Board a proposed agreement between the City of Colon .al Heights and the County of Chesterfield comcerning certain services rendered to the , City of Colonial~Heights. Upon consideration whereof, and om motion, the matl.er is continued until the next meeting of the Board. on motion of P. W. Covingtcm, it is resolved that ~ certain wall in the Ettrick Muni.. cipal Building be removed by the Ettrick Volunteer Fire Dept. for the purpose of hounding certain equipment, the cost of this to be borne by the Fire Dgpt., and not by this !Board or other public funds. On motion of P. W. Covingt~u, it is resolved that a charge of $5.00 for each meeting held at the Municipal Building in the 6anitary District of Ettrick be made, except when official business~ of the County of Chesterfield is being transacted.. And be it further resolved that ~iss Grace Pond Clerk, of Ettrick Sanitary District be and she is hereby authorized to collect said $5.00 fee. This day there was presented to the Board the survey of the property of E. L. Mumma, Nathan A. Parker and John G. Gay, showing the roadway proposed to run from Rt. l0 southwardly to the Chesterfield County trash dump. Upon consideration whereof, and ce motion, it is resolved, that Mr. H. T. Goyne and the Executive Secretary be and they are hereby authorized to obtain th~s right-of-way at a cost not to exceed $1o0.00. This day again the Executive Secretary presented to the Board of Supervisors a reporl on the financial status of the Ettrick Sanitary District. Upon considerati~ whereof and on motion it is resolved that the rate of charge for water in the Ettric~ Sani~a~.y District conform to the rate in the rear o£ the County, namely, $2.00 for t~ first ~00 cu.ft, mad all over 500 cu.ft, the rate of 405 per 100 cu. ft. and that a charge of $2.00 per month for each sewer service be made; and that when the proposed budget is heard, to consider the necessity of keeping the 40¢ levy per $100 of assessed evalmation on the Ettrick Sanitary District; and the Executive Secretary is hereby directed to affix the new rates and charges. It is here noted Mr. H. T. Goyne offered a resolution requested by ~r. Bagby Womble which was seconded and adopted, which motic~ was to abandom a 20 foot Street known a~ Tidewater Street, ~lan of East Chester, Plat Book 2, page 306. It is not known whether it was the intention to abandon the entire street or a part thereof. ordered that the meeting be adjourned until November 29th, 1949, at 8:00 p.m.
