of which the County has paid two-thirds, or $1118.42, the remainder to be paid by th~
State, and the Board approving the report, the same is filed.
This day ~r. Geo. W. Moore, Jr., Commissioner of Revenue, submitted his report to th~
Board for the month of November, 1949, showing expenses incurred in that office in
the amount of $1115.00, of which the County has paid two-thirds, or $743.33, the
remainder to be paid by the State, and the Board approving the report, the same is
fi led.
This day ]~r. Marcus A. Cogbill, Commcnwealth's Attorney, submitted his report to theI

Board for the month of November, 1949, showing expenses incurred in that office in
the amount of $558.33, of which the County has paid one-half or $279.16, the remain-
der to be paid by the State, and the Board approving the report, the same is filed.
This day Mr. O. B. Gates, Sheriff, submitted his report to the Board for the month
of October, 1949, showing expenses incurred in that office in the amount of $926.91,
of which the County has paid cue-third or $308.97, the remainder to be paid by the
State, and the Board approving the report, the same is filed.

This day there was presented to the Board claims in the form of Court Orders, directing
this Board to pay to John V. Cogbill, the sum of ~60.00 for representing Herbert
Ellis and Henry Lee Wilson, who were on trial in the Circuit Court in this County
and which allowance is authorized by law.
This day there was presented to the Board a claim in the form of a Court Order
directing this Board to pay to Wm. old, the sum of $15.00 for representing one David'
Millford, who is on trial in Circuit Court in this County, and which allowance is
authorized by law.
This day there was presented a claim in the form of a Court Order directing this
Board to pay to Richard L. Jones, the sum of $30.00 for defending one Walter
Williams, who is on trial in Circuit Court in this County, and which allowance is
authorized by law.
This day the Board received communications from the State Compensation Board setting
forth the salaries and expenses of the Co~mnissioner of Revenue, Treasurer, Common-
wealth's Attorney and the Sheriff, for the year 1950. Upon consideration whereof
and on motion, the said communications are ordered to be filed.
This day again the matter of the improvement of Rollins Road in ~4an c he st er District
came before the Board, and on motion, it is resolved that a sum not to exceed
be appropriated fr~m the 3~ road levy for the improvement of this road.
This day again the matter of the plans for the road running from the Camac Road came
before the Board, and upon consideration whereof, and on motion it is resolved that
W. W. LaPrade & Bros. be and they are hereby requested to complete the plans showing!
the necessary compilation of figures and other data reeuired by the State Department!
of Highways.
On motion of J. C. l~lcKesson, it is resolved that the streets in the subdivision kno~'
as "M~dow Ridge" be and the same are reco~mnended to be taken into the Secondary
System of Highways when the same have been brought up to the required specifications~
This day the Board received the final budget for the Secondary System of the Virginia"
Department of Highways. Upon consideration whereof, and on motion, it is resolved
that the matter be carried over to another meeting for further dis'cuesion.
This day I~h~. Carl T. Cash, appeared before the Board in support of a claim for pidgeons
killed by dogs. Upon consideration whereof and on motion it is resolved that thi~
Board pay Mr. Cash the sum of $50.00 in settlement of his claim for pidgeons. I
Again the matter of the contract for the purchase of gas and supplies for the fillin~
station here at the Cour~chcu.~ came before the Boar~, it is resolved on motion of /
Irvin G. Homer that the mat~er be continued until the next ~eting of the Board. ~
This day the matter of rezoning the lot 20Ox200 feet fronting on the west side of
Ferndale Avenue in the Village of Matoaca came before the Board. It is resolved
on motion, that this application, made by 14. D. Jones, be granted and the property
rezoned from Agriculture to Local Business.
This day the matter of the improvement of Rt. 683 came before the Board and upon
consideration whereof, and on motion, it is resolved that the Virginia Department of
Highways be and it hereby is requested to set a date for a hearing on this matter
so that the residents along the line of said Route may be heard. And be it furthe~
resolved that the Virginia Department of Highways be requested to file, in writing,
its conclusions of the said meeting to this Board.
This day again the matter of the improvement of a road in "West Chesterfield Heightsi'
came before the Board and upon consideration whereof, it is resolved that this Boardi
appropriate the sum of $1,000.00 from the 3¢ road levy for the purpose of improving
said road.
And be it further resolved that a copy of this resolution be forwarded to the Virginia
Department of Highways with the information that this road runs parallel to the
Seaboard Airline Ry. and ccnnecting Dupuy Road and Piedmont Avenue Extended.
This day the matter of the improv~nent of roads in Lynedale along Rt. 360, came befoJ~e
the Board~ Upon consideration whereof, and on motion, it is resolved that
a sum not to exceed $500.00 be and the same is hereby appropriated from the 3¢ road
levy for t he purpose of improving the maid road.

Board had requested the State to ab~andcn from its Secondary System of Highways this
road, and it now appearing it is necessary to have this road reinstated into the
Secondary System and to construct the s~ne for the purpose of providing a route for
school buses in that area. Upon consideration whereof, and on motion, it is
resolved that the Virginia Department of Highways be and it hereby is requested to
reinstate said road into the Secondary System of Highways and to construct the same
into a useable road for the school bus route.
This day the matter of a traffic survey on U. S. #1 at Dutch Gap Road and a traffic !
survey on the Snead Road, c~me before the Board. Upon consideration whereof, andi
on moti~u, the Virginia Dept. of Highways is requested to make a survey to determine
whether "Reduce Speed" highway signs shoMld be placed on said Snead Road and on Rt. li
at and near the Dutch Gap Road, commonly known as the Osborne Road.
This day the matter of a meeting with General Anderson of the Virginia Dept. of
Highways came before the Board. Upon consideration whereof, and on motion, it
is resolved that the Executive Secretary be and he hereby is directed to arrange a
meeting with General Anderson, if possible before January 1, 1950, so that this Boar~
may meet and discuss the Highway's policies so far as the construction and maintenanse
of Secondary System of highways are ccncerned. ~
This day there was presented to this Board the resignation of P. Rixey Jones, County;i
Agricultural Egent~ Upon consideration whereof and on motion, of lvir. H. T.
Goyne, it is resolved that the resignation of Mr. Jones be accepted with regret, and
that this Board pay t~. Jones for the same number of days vacation as the Extension
Service in Blacksburg, Virginia.
This day l~h~. Rogers, District Agent, Extension Division, Blacksburg, Virginia, came
before the Board and presented £lr. R. W. Kash, f~om Halifax County, and recommended
to this Board that he be appointed as County Agent of Chesterfield Oounty as of
January l, 1950, at a salary of $150.00 per month from the County.
Upon consideration whereo~ and on motion, it is resolved that ~r. R. W. Kash be
appointed as County Agent of Chesterfield County at a salary of $150.O0 per month,
effective as of January 1, 1950.
This day Mr. Garland Wood, of the City Planning Co~nission and ~r. Tarrant, Consultant
of said Commission, and Mr. W. H. Caldwell, Confidential Secretary to the City ~lanag~r
of the City of Richmcnd, Virginia, came before the Board presenting a map to this
Board showing the building trend in and around the City of Richmond. Upon
consideration whereof, and au motion, it is resolved that this Board will render to
the City Planning Commission such information as it can in working out the planning
for the said metropolitan area.
This day a bill in the amount of $36~.43 for work done on the stables and Fair Grounds
was prewented to this Board. Upon consideration whereof, and on motion, it is
resolved that the sum of $365.43 be transferred from the unappropriated surplus of
General Fund to take care of this expenditure.
This day ~r. J. G. Hening, President of the Chesterfield County Fair Association,
presented a financial statement of the Chesterfield County Fair for the year 1949.
Upon consideration whereof, and on motion, it is ordered that the same be £i~md.
On motion, it is resolved that the Executive Secretary be and he hereby is directed
to obtain insurance policies on the two new fire trucks in ~he amount of $4500.00 ea.'~h,
to protect this County against fire damage to these trucks.
This day the matter of a co:mnercial rate for water users came before the Board.
Upon consideration whereof, and on motion, it is resolved that the minimum water rat~
of $2.00 Be imposed and that 40¢ for the first 20~Ocubic feet including the minimum,i
amd all over this amount, 205 per 100 cubic feet, to become effective on January 1,
1950.
On motion of James W. Gordon, Jr., it is resolved that representatives of this County
in the Virginia Legislature be and they are hereby requested to introduce a Bill
making a sawer tax in the County of Chesterfield and like counties, a~lien on the
lands of the owners and users of the sewers.
On motion of H. T. Goyne, it is resolved thab this County's representatives in the
Virginia Legislature be and they are hereby requested to introduce a Bill amending
the general law to permit the County of Chesterfield to vote upon its supervisors b~
magisterial district, if and when, the County hhall have adopted the County Manager
form or the County Executive form of government.
This day there was presented to this Board a letter from the President of the League
of Virginia Counties, requesting this Board to appoint a two-man Board to judge the
contest of the National Counties Government scholarships to the University of Virgin
and other schools in the State. Upon consideration ~hereof, and on motion, it
is resolved that the County School Board of Chesterfield County be and it hereby is
reo~uested to name the two members of the said School Board to judge the said contestI.
on motion, it is resolved that the sum of $15.00 be paid to one Mrs. C. A. Cook for
the loss of one brush goat killed by dogs.
On motion it is resolved to adjourn this meeting until December 20 at 8:00 p.m. at
~ich time the Board will meet with a Committee from Ettrick to consider various
proposals for water and sewer rates.
