This day, I~r.Geo. W. Moore, Jr., Commissioner of Revenue, submitted his report to ths Board for the month of January, 1950, showing expenses incurred in that office in the amount of $1187.00, of which the County has paid two-thirds or $791.33, the reminder to be paid by the State, and the Board approving the report, the same is filed. M.A. Cogbill, Commonwealth's Attorney, submitted his report to the Board for t he month of January, 1950, showing expenses incurred in that office in the amount of $522.83, of which the County has paid one.~half or $261.&1, the remainder to be paid by the State, and the Board approving the report, the same is filed. This d ay the following applications cqme before the Board for a Uae Permit and/or rezoning: In Matoacq Magisterial District, a corner lot 100 feet ~y 160 feet, fronting on the east side of Cou~t Street and on the north side of Main Street, this application is made by ~r. Eddie Nugeat and is for a Use Permit for a recreatienal building. And it appearing that advertisement has been made in accordance with requirements, it is on motion, resolved that said Use Permit be granted. in Dale Magisterial District, a lot 125 feet by 200 feet fronting on the east side of Rt. lO, one-half mile north of Cosby's; this application is made by i~[r.W. Sprou~ and is for rezoning from Agriculture to.General Business. It appearing that the advsrtisement as required has been completed, it is upon coustderation whereof, and on motion resolved that said lot b e rezoned from Agriculture to Genm~al Busine,' on motion of James W. Gordon, Jr., it is resolved that the matter of rezoning certain areas of Nmnchester and Midlothian Districts from Agriculture t o Residential, be and the same is hereby continued until the next meeting of the Board, February 28, at 8:00 p.m. This day the Executive Secretary presented to the Board a letter addresse~ to the Chairman, Mr. J.G. Honing, of the Board of Supervisors from ~r.?.W. Sn.ead, Districl Highway Engineer, concerning streets in Broad Rock Home SZt~s Subdivision. On mgtion, it is resolved that the same ~e~,eceived and filed. un motion, of Mr. H.T.Goyne, it is resolved that the Commonwealth's Attorney, be, and he hereby is requested to draft a deed conveying from the o~ner of the ls~d at Walthall Crossing sufficient right-of-way to relocate at the said point. This day iv~rs. Anna Dodge, Chester, came before the Board requesting assistance fro: this Board in the operation of the public library at Chester. On motion of H.T. Goyne, it is resolved that the matter be referred to the Commonwealth's Attorney for advice as to the legality of same. It is here noted that the Commonwealth's Attorney later on during the day reported to this Board that he did not think the Board had legal authority to appropriate money for such cause. This day Mr. Taylor came ~efore ~his Board with reference to Rt.1650 and requested this Board to ha~ the State Highway Department improve said road a~ its extremity, the same being now almost impassable. And it appearing that the said road is already a part of the Secondary Road System, and it appearing that the Resident Engineer of the Virginia Department of Highways being present and he has agreed to loo~ into the matter and improve this road if necessary. This day Mr.A.J.Horner, Forest Fire Warden, came before the Board and requested perSmission to erect a bulltin board at the front of theCourthouse, at and near the Courthouse on the Courthouse ~rounds, for the purpose of posting war~ings against fires, etc. Upon consideration whereof, and on motion, it is resolved that Mr. Horner the Forest Fire Warde~ be permitted t o erect such a sign. It is here noted that Mr.H.T.Goyne, a member of this ~Board offered a resolution to appropriate the sum of $100.00 to advertise warnings concerning the danger of fire particularly in forest areas, and tha~ ~r. Goyne's motion failed for the want of a second. On motion, of ~ir.H.T.Goyne, it is remolved that the ~xecutive Secretary be and he hereby is directed to in,tall one ~housand lfeet of 2" wa~er pipe along Curtis Street, running eastwardly from the Harrowgate Road, .provided he can get the prope. number of connections to make the return as required by this Board. On motion, it is resolved that the Executive Secretary be and he hereby is directed to advertise the same as required by the Zoning Law. Whereas, heretofore this Boa~ has authorized the County School Board of Chester- field County to borrow the sum of $32,000.00 topaythe cost of school buses and certai~ equipment for school buildings in the County, and Whereas, it nowappears that .the said School Board has not availed itself of this authority, and pr o per ly s o, s~d Whereas, it is proper that this Board submit an appropriation to theSchool Fund for the purposes indicated. On motion, it is resolved, that the sum of $32,O00.O0 be and the sa~ is hereby appropriated from the unexpended balance of the General Fund to the General County Sahool Fund for the purposes indicated in the preamble of this resolution. This d ay the Executive Secretary presented t o the Board a petition from the Woodstock Land and ~Improvement Company, requesting this Board to close the alley at Rt. 161 and Rt.360. Upon consideration whereof, and on motion, the same is continued until the next regular meeting of the Board. This day the matter of the purchase of a ditching machine w~.th, e, qu.i.p~_e~t, etc:: ~ came before this Board and on motion of J.C.~caesson, secon~e~ oy ~.-~-.~oyne,. ~ ~ resolved, that the Executive Secretary be and he hereby is authorized to purchase said ditcher with equipment at a price not to exceed $2000.00, plus the transfer of the Gallion motor grader to the Company who offers to sell the ditcher to the County. This day l~r. L.H. Beasley, of Chester, came before the Board and presented to the Beard his application for a building permit to erect a store on a lot on the north- west intersection of Josephine Avenue and Rt. #lO in the Village of Chester. And it appearing that the Virginia Dept. of Highways recently acquired from Mr. Beasley a strip of land in order to widen Rt. #lO in said Village, and it diminisHe~is land below that required for the set-back under the Zoning Ordinance. Whereas, itappears that this is a matter of hardship due to the purchase of the right-of-way by the Department of Highways, it is on motion resolved, that Mr. Beasley be granted a building permit under the condition that he set his building back not less than 12 feet from the new road right-of-way on both Josephine Street and Rt. ~10. Whereas, Er.E.L.Mumma, of Chester, Virginia, has made application to the Executive Secretary, Administrator's vffice in charge of the zoning laws in this CoUnty, for a building permit to erect a filling station on the north side of Rt. lO, just west of Josephine Avenue, and it appearing to the Board from the inspection of the adjoining lots that said parcels of land on which he desires to build this filling sSation had been already zoned for business, it is on motion, resolved, that the Exe£utive Secretary be and he hereby is directed to issue said permit. This day the Executive Secretary presented to this Board an invoice from the Commonwealth of Virginia, l~ental Hygiene and Hospitals, showing the cost of transporting Clarence Edard Collins from the Eastern State Hospital, Williamsburg to Massillon State Hospital, l~assillon, Ohio, the State of Ohio being the legal residence of the said Clarence Edard Collins, and Whereas, it appears that under the laws of this State it is required of the $ocalit wherein the co~mission is held t~ bear the expense of such transportation of such person. Upon consideration whereof, and on motion of James W. Gordon, Jr., it is resolved that this invoice in the amount of $83.21, being the cost of the trans- portation, be paid inaccor~ance with Section 1030 of the Code of Virginia. Whereas, it appears that a t the request of the County Mt. Arthur L.Davis sent two of his carpenters to make repairs on certain Fair Ground Buildings during the summer of 1949, and Whereas, it appea~rs.that A~Ar.Davis compensated these carpenters for their labor in the amount of $36.36, smd Whereas, it appears proper that this Board bear the ex~ense of said bill, it is on motion of Mr.J.C.McKesson, resolved that the sum of $3~.36 be paid to l~r. Arthur L. Davis,to compensate him for paying to the carpenters this sum 9f money. And be it further resolved that the sum of $36.36 be appropriated from the unexpended balance of the general fund to the County Fair Fund, to pay the above mentioned $36.36· This day there was presented to this Board by the Executive Secretary a statement from Mr.A.L.Davis, showing the cost of certain 2" pi~e for water purposes on the Turner Road. Upon consideration whereof, and on motion, it is resolve~ that a check in the amount of $400.00 be executed by the Executive Secretary and the County Treasurer paying the s aid $$O0.00 as consideration for the s aid lot. This 'day the Executive Secretary read to the Board a request from the Bon Air- Southampton Volunteer Fire Department, requesting this Board to have installed a telephone connection in the fire house at Bon Eir~ arranging the same so that on contact it would s et off the siren. ~pon consideration ~hereof, and on motion of James W.Gordon, Jr., it is resolved that the Executive Secretary be and he hereby is authorized and directed to attend to the installation of such service. This day Mr. James W.Gordon, Jr., presented to this Board the Certificate of Title of one chevrolet truck~ which is offered to this County as a part of the fire fighting equipment at Bon Air for the use of said Bon Air Fire Department, for the hauling of water. Upon consideration whereof, and on motion, it is resolved that said' gift of said truck equipment be and the same is herebyacce~pted for such use · un motion of Mr.H.T.Goyne, it is resolved that the Executive Secretary be and he hereby is directed to install a 6" line from Harrowgate Road in Chester through the business section of Chester.'' And be it further sesolved that the Executive Secretary be and he hereby is authorized to install two fire plugs in the Village of Chester, at places to be agreed upon by the Executive Secretary and A, ir.H.T.Goyne. on motion of Mr. James W. Gordon, Jr., it is resolved that two fire hydrants be placard in Bon Air at places formerly occupied or to be occupied by standpipes. And be it further resolved that the Executive Secreta~'~y be and he hereby is authorized and empowered to install these fire hydrants. un motion of Dr. Robt. O. Gill, it is resolved that two fire hydrants be installed in the Village of ~toaca, at such places as may be agreed upon by the Executive Secretary and Supervisor, Dr. Robt. Jefferson, Jr., Judge of the Circuit Court of this County, concerning a room for the Probation Officers at the Courthouse and the space occupied by them now. And it appearing from the aaid letter that said room is needed as a public room for the purposes other than the work of Probation officers, Upon consideration whereof, and on motion, it isresolved that the Executive Secretary be and he hereby is authorized and directed to make space for said Probation uffice in the Agricultural Building as is in his judgment and that of the present occupants may seem proper.
