for temporary chairman for this meeting. Onto orion, it is resolved that Mr.
Irvin G. Homer, be elected as temporary chairman of this m~eting.
This day the matter of the application of the West hampton Memorial Park, Inc.
for a Use Permit to establish and maintain a cemetery in Midlothian District in
Chesterfield County on ~he Wherry property came before theBoard, and it appearing
that the same has been advertised according to law, upon consideration whereof,
and on motion of Mr. James W.Gordon, Jr., seconded by i~r.J.C.McKesson, it is
resolved that the said application for a Use Permit be denied.
This day the application of Mr. C. L. Jordan for a Use Permit to erect three
green houses in Dale District in Chesterfield County, at the intersection of Ri.lO
and Rt.604, came before the Board, and on motion, it is resolved that a Use
Permit be granted.
This day the matter of a Use PeNn,it for a workshop, 425 feet east of Rt. 1, on the
north side of Second Awnue in Patterson Park in Bermuda ~istrict, came befc~e
the Board, and Mr.F.H. HutchA~mon, the applicant, appearing before said Board
requested that he be permitted to withdraw his application. On motion, it is
resolved that Mr. Hutchinson be and he hereb~y is permitted to withdraw his
appli cation.
This day the Executive Secretary reported to theBoard that Mr. F.H. Hutchinson
had jL~st immediately made application to him as Executive Secretary for a Building
Permit to erect a building cn the property owned by him, 425 feet east of Rt. #1,
on the north side of Second Avenue in the sub~[vision of Patterson Park in
Bermuda District, and the Boardbeing requested by the Executive Secretary to
re der its opinion as to ~hether said building permit should be issued, it is on
motion, resolved that said building permit for a building on said property
of the size indicated by and the~me is hereby denied.
This day the application of Mr.W.W. Robertson for a rezoning of certain property
in Clover Hill Magisterial District on the south side of Rt. 360, approximately
1/4 of a mile west ~f Rt.360 and Rt.730, cameb efore theBoard, andon motion, it is
resolved that the sai~ application for r ezoning from Agriculture to General
Busine ss be denied.
This day the application of A~h-.~[.N.K~eide&bach for theme~oning of certain prbperty
from Agriculture to General Busimss, on the south side of Rt.60, .3 of a mile east
of Rt.653, running a distance of 100 feet along Rt.60 and ~xtending back 200 feet,c~me
before the Board. Upon consideration whereof, and on motion, it is resolved
that the said parcel of land as described above, be, and the same is hereby zoned
from Agriculture to General Business.
on motion, it is resolved that the sum not t~ exceed$200.OO be expended by the Stat~
Department of High~ys, from ~he 35 ~oad Fund on a road connectin4~ Jahnke Road
and the ~German School ~oad and passing in front of the Baptist Tabernacle in that
area.
This day the matter of Uae expenditure of certain funds on a road in the Merchie
Mill section, leading s outhwardly from the Belmont Road,came before the Board,
and upon consideration whereof and onmotion, it is resolved that a sum not to
exceed $200.00 be expended on the improvement of this road.

persons concerning the condition of the roads in property owned by ~r.geo. C.
Gregory and others. Upon ccnsideration ~hereof, and on motion, it is resolved
that the same be received and filed.

is requested to take over the school driveways of the following schools:

This day the matter of taking into the Secondary Road System the road connecting
present Rt.360 with old Rt. 360, at the Chesterfield Baptist Church, came before
the Board. Upon consideration wh~eof, andonmotion, itis resolved that the said
connecting road be taken into the County Road System.
And be it further resolved that the Virginia Department of Highways be ~n~ it
hereby is requested to take said connecting roadway into the State Secor~dary
System of Highways.
And be it further resolved that a sum not to exceed $50.00 be expended from the
35 road levy to put said road in condition for travel.
This day in accordance with the Boa~'s resolution of a previous meeting, ~,~r.A.L.
Davisappeared before the Board to explain two claims presented~o this Board by
him, in the sum of $80.00 and $79.20 respectively. Upon consideration whereof,
and on motion, it is resolved that the sai~ claims be paid from the Utility
Con struction Fund.
This day theExecutive Secretary presented tothis Board a resolution of the Parent
Teachers' Association of Grange Hall School concerning the re-opening of Camp
Baker for children needing special training. Upon consideration ,~ereof, and
on motion, it is resolved that the Executive Secretary be and he hereby is
directed to take the matter up with Dr.E.C.Gates, Health ufficer of this County.
This day a letter from the President of the Belt Boulevard Citizens Association
in Manchester District in Chesterfield County was ~mesented to this Board by the
Executive Secretary, requesting the change of certain speed limits and load
regulations on certain streets in R~cGuire Park development. Upon consideration
~hereof, and on motion, it is resolved that theVirginia Department of Highways
be mad it hereby is requested to investigate the traffic and load limits on the
streets mentionedin said letter, whichl~tter is here filed.
And be it further resolved that a copy of this letter b~ made an~ forwar~e~ alon~ i
with this resolution to the Virginia Departxnent of Highways.
And be it further resolved that the Virginia Department of Highways be respectfully
requested to make a report on the recent request of an investigation of speed
limits on certain roads heretofore made by this Board.
This day the Executive Secretary presented to this Board a letter from the Divisio~
of ~rkets, signed by ~r.R.D.~Thomp?on, Su.pe~rvi?.or, Weights and ~easures Division,
requesting t~at this Board ta~e un~o cons~era~xon the entering into an agreement
concenning the inspection and t esting of scales in theCounty of Chesterfield.
Upon consideration ~ereof, and on motion, it isresolved that the same~ receivedl
and filed.
This day the matter of the appointment of a Land Assessment Board and Equalization
Board came before this Board. Upon consideration whereof, and on motion of
~,~.H.T.Goyne, duly seconded, it is resolved that Mr.V.I.Burgess, Mr. Christopher
C. Phillips and ~r. James Sowers be and they are hereby appointed as the Board cf
Asseamors and Equalization of real estate, in the County of OP~es%erfield for a
term of one year.
And be it further resolved that the members c~ the present Board of Assessors,
l~r.R.~.Eike, ~nd Mr. R.N.Winfree, b eand they are hereby continued in office
until they have completed their work on their present assessment.
This day again the matter of the adoption of a Building Code whichis inclusive
of the Electrical Code, Plumbing Code and Building Code, came before the Board,
an~ u~on consideration whereof, and onmotion, it is resolved that the s aid
proposed Building Code be advertised according to law for a hea~ing on April ll,
1950, at lO:O0 a.m. for consideration for passage.
And be it fUrther resolved th~Z the Commonwealth's Attorney beview the said
lroposed Building Code a~d look into the correction of clerical and legal errors.
This day again the matter of rezoning certain areas of Manchester and l~kidlothian
Districts came before the Board, the Dame. being the areas bounded generally by
Richmond City on the east, James River on the north, Rt.60 on the south and Rt.147
and Rt. 144 on the west~ Upon consideration whereof, and on motion, it is resolve~
that the same be continued until the next regular meeting of this Board.
Onmotionof Mr. James W.Gordon, Jr., it is resolved that the County School budget-
Operating Fund be fixed at $640,000.00 and the Construction Fund at $675,000.00,
as p~esented by the Superintendent of Schools, this day.
This day the Budget for the County of Chesterfield for the y~ear~195-'51, inclusive
of the School budget and the budget of the Department of Public Welfare and ~he ExeS.
Secretary stated it had been approved by theBudget Committee. Upon consideration~
whereof, and on motion of ~4r.H.T.Goyne, it is resolved that the budget for 195-~51
as submitted be and it hereby is tentatively adopted, and the following levies
for the year 1950 be fixed tentatively as follows: All Districts $2.00; ~ttrick
Sanitary District $2.40; A"Aachinery 105.
And be it further resolved that April ll, ~950, at lO:O0 a.m., be and the same is
hereby fixed a s the time for the anal hearing and adoption of this budget.
And be it furtherr esolved that the Executive Secretary be and he hereby is directed
to prepare and publish a synopsis of this budget and the tentative levies as
required by law.
on motion, it is ~esolved that Mt.Hayes the operator of the J&B Shows, be and he
hereby is requested to appear before this Board on the 2&th day of March, 1950,
at 8:00 p.m.
~And be it furtherresolve4 that if it is impossible for Mr. Hayes to appear before
the Board on that date that the Executive Secretary and the Manager of the
i Chesterfield County Fairbe and they are hereby directed to consult with Mr. Hayes
~ concerning the teat of the buildings on the Fair Grounds.
'And be it furth~ resolved that theyare authorized to fix the rental at not more
than $300.00.
On motion, it is resolved that this Board adjourn to meet on theZ+th day of
'. March, 1950, at 8:00 p.m., to interview certain applicants for the job of
Build ng Inspector for Chesterfield County, such applicants shall bethe ones
notified by the Executive Secretary.
