month of April, 1950, showing expenses incurred in that office in th~ amount of
~1651.33, of which the County has p~.id two-thirds or ~11OO.89, the remainder to be
paid by the State, and the Board approving the report, the same is filed.
~his day ~r. Ceo. W. ~'4oore, Jr., Commissioner of Revenue, submitted his report to
the Board for the month of April, 1950, showing expenses incurred in t~mt office
in the amount of $1283o28, of which the County has paid two-thirds or
the remainder to be paid by the State, and the Board approving the same, the
~eport is fdled.
This day Mr.M.A.Cogbill, Commonwealth's Attorney, submitted his report to the
Board for the month of April, 1950, showing expenses incurred in that office in the
a~ount of $558.33, of which the Countybas paid one-half or $279~16, the remainder
to be paid by the State, and the Board ap~r oving the report, the same is filed.
This day Mr.O.B.Gates, Sheriff~ submitted to the Board his report for the month
of ~rch, 1950~ in the amount of $912.81, of which the County has paid one-third
or $304.27, the remainder to be paid by the State, and the Board ap~oving the
same, the report is filed·

This day ~he matter of rczoning certain lot in 'Manchester District, facing 100 feet
on Broad Rock Road and extending westwardly 200 feet came before the Board.
This application being made by Mr. M.W.Cole,Jr., and is for rezoning from ~esidenti
to General Business. Upon consideration whereof, and on,motion it is resolved
that the lot of land in Manchester District, facing 1OO feet on Broad Rock Road~
and extending westwardly ZOO feet, said lot being approxi~ rely 1OO feet south
of Rt. 1666, be, and the same is hereby rezoned from Residential t o General
Business.
This day the matter of rezoning a lot of land in Dale ~,'~gisterial District came bef¢
the Board, being in size 400 feet by ~O0 feet ~t the southeasterly intereection
of Rt.604 and ~t. 651. This application is made by Mr.W.H.Cole, Jr., and is for
rezoning from Agriculture to General Business. Upon consideration whereof,
and on motion, it is resolved that this lot be rezoned from Agriculture to Genersl

This day an application for rezoning of a certain lot of land in ~Lidlothian
Magisterial District, owned by ~Lr.W.D.Ferebee, on the southerly side of Rt.60,
came before thisBoard. Upon consideration whereof, and on motion, it is resolve~
that when ~h~.Ferebee presents his application along with the required names of
lot owners that the same b e advertised for hearing.
This day the Executive Secretary read to the Board a letter from ~rs.~. T.Gre,zory
requesting this Board to grant a permit for the use of her residential property
for business purposes,to-wit, to conduct a Beauty Shoppe. Upon consideratio~
whereof, and on motion, it is resolved that when Mrs. Gregory has presented to
this Board or the Secretary a check f or $10.00 to bear the cost of advertising
reouired by the Ordinance th~ the same be advertised in accordance with said
Ordinance.
This day this Board's attention was called to the fact that a traffic circle at the
intersection of Rt.360 and Rt. 161 has been constructed by the Virginia Department
of Highways and that it is desirable that a suitable name be given to said traffic
circle· Upon consideration ~hereof, and on motion of J.Q.Mcae~s~u, it is resolved
that the Virginia Department of Highways be and it hereby is requested to designate
the traffic circle at the intersection of Routes #360 and 161 as "McGuire Circle"·

This day came Mr. Jersmiah Jewett from the Village of i~'iidlothian and presented
to this Board a petition with approximately fifteen or t,~enty names thereon,
requesting that the County take into consideration the providing of a %~ater system
for the ]~idlothian community. Upon consideration whereof, and on motion, the
matter is referred to the Water Committee for further consideration and report.
Thi~ day the Executive Secretary presented to the Board a letter from i~'.S.T.
Wagstaff concerning Wagstaff~s Circle in the subdivision of "Wagstaff" in this
County. And ~ereas, it appears that this is an old subdivision having been
on record for a number of years, that considerable building has gone on in this
subdi'~ision for the past three or four years, and
~'~nereas, it appears to the Board that t here are extenuating circumstances tendered
upon conditions as we find it. Upon consider.~tion whereof, and on motion, it is
resolved that the said Wagstaff Circle in the ~¢~agstaff Subdivision be taken into
the Co~autyRoad System, and that the same be recommended to the State Department
of Hishways for inclusion into the~tate Secondary System upon condition that the
said roar or street known as Wagstaff Circle be brought up to the standards
required.
This day Dr.E.C.Gates of the Health Department came before-the Board and stated
that the dent~l equipment of Camp Baker had not been in use for a good many years
and that the equipment was in good shape and it should be placed at points where
it .could be used more often. Upon consideration whereof, and on motion, it is
resolved that the s amc be temporarily placed at the Thomas Dale High School for
~he use of preschool clinics, etc.
~n motion, it is resolved th:~t the City of Colonial Heights be and it hereby is
granted permission, to construct a sewer for the citizens of Chesterfield County
living on Piedmont Avenue extended and at the expense of said citizen~.
This day the Executive'Secretary prcs~nted to the Bo:~rd a sketch of cert~tin lots
on Belt Boulevard o~ed by ~Lr.W.J.~./rtin. And it appearing to this Board bhat
the two lotS, one of 50 feet'and one of 55 feet were purchased by !~ir. Martin prior
to December ll, 1945, and that Mr. I~'~rtin prior to that date constructed a bu!ldfng
on one of the lots,
';~ereas, it appears that the odd lot, that is the one without the building would
be of no use to ?~r. ]~rt].n or to his successor in title were ~t the Zoning
ordin~mce v~ied to permit him to construct She building thereon. Upon considerat
whereof, and on motion, it is resolved that ~ir. l~artin be ~nd he hereby is
permitted to construct a residence on the 55 foot lot, reduced t o 53 feet, adding
two feet to the 50 feet ~ereon a residence is already erected.
This day the Executive Secretary presented ~o the Board a check for $25.00 from
~¢Ir. Nathan Thorington, along with a letter expressing his thanks for t he Chester
Volunteer Fire Dep~tment in the recent fire on his place. Upon consideration
whereof, and on motion, it is resolved that the Executive Secretary present the
check of $25.00 to the Chester Volunteer Fire Department for its funds.
And be it further resolved that the Ex~cutive Secretary acknowledge by letter

This Ordinance shall be composed of Sections i to 19, both inclusive
100 to 107 both inclusive, and Sections 200 to 204, both inclusive,
and shall be known amd designated as the Building Code of Chesterfield
County.
It shall be unlawful for any person to locate, cons~ruct~ erect,
alter or repair any building in the County of Chest~:.rfield, or to
install any electrical wiring or fixtures in any buildin~ in
the County of Chesterfield or to install any water pipe or
fixtures or sewer pipes or fixtUres, or heating pipes or fixtur~.s
in any building in theCounty of Chesterfield; without first
obtaining a permit to do so as required in this Ordinance, and
having obtainod such f,ermit, to locate construct, erect, alter
or repair any building in the County o~ Chesterfield to install
any electrical wires, water pipes, sewer pipes, heating pipes
or fixtures of any suc[~ unless the s amc be installed in conformity
with the requirements of this Ordinance.

consisting of three or more members of the Board of Supervisors,
shall be appointed by 'the chairman of Board to serve at his pleasure.
The building conmnittee shall have the power to suggest rules and
regulations for the metkod of enforcement of the provisions of
this Ordinanc~ to the Board of Sup~rvigors and to execute such rules
and regulations as haws been mad~ by the Boo~'d of Supervisors.
Tke same b uilaing co~]~ittee shall also a mt as an Appeal Board for any
p~rson aggri~ved by the action of the building inspector, hereinafte~~
appointed who may file a petition of appeal from guch action with the
said building committee, which committee shallat a convenient time

building inspector and shallmak~ such decisions as they deem fit.
Such complaints agai, nst the a etlon of the building inspector must
be made to the committee not mor~ than thirty days after the alleged
hardship has been required by the building inspector.
The building committe~ shall in specific cases have the po~er and authori
to make exceptions from the provisions of bhi~ ordinance when such exceptions
will relieve hardships and are not contrary to the general provisions of this
Ordin an ~e.
SECTION ~. The ~oard of Supervisors shall appoint a building inspector who shall
hold office for an indefinite term at the will of the Board of Supervisors and who
shall receive as compensation such sum as may be determined by the Board of
.Supervisors and who shall perform ail the 4uties required by the Ordin~nce and the
~u,_es and regu]stions promulgated by the Board of Supervisors. The inspector shall
enforce the pro%~ision~ of this Urdinanc~ and the amendments and supplements thereto
and shall }'~ave the. authority, inthe performance of his duties, to enter all private
l~mds and premises at such reasonable time during the d ay as may be necessary
for the proper inspection of the building and enforcement of this ordinance.
SECTION 5. No building shall hereafter be constructed, altered or remodeled nor
any addition made thereto except in conformity with this Ordinance and in pursuance
of a permit issued therefor.

Application for permit shall be ma da to the building inspector who shal~
furnish necessary forms. The Building Inspector shall approval or reject said
application within three {3) days of date of filing. Such application shall be
accompanied by such plans and specifications, including plumbing, heating and
lighting, a s the Board of Supervisors may from time to time require together ~ith
full data concerning the lot, size and location thereon of the building, water
supply and sewage disposal. A permit fee' ~hall be paid by the applicant to tlc
County Treasurer upon making application for a building permit at the rate of $2.00
for any project costing up to $1,000 and an additional amount of $!.00 per
additional thousand dollars and part thereof. In no case shall the cos t of pe~i'
exceed $25.00. There shall be no charge for building permits for buildings
other than residential costing less than $300.00. The cost shall be a reasora tie
estimated amount for the completed construction. If estimate is too low, the
Building Inspector shall have authority to reaise it. All fees shallbe retained
by the County whether the per'mit is g ranted or not. The permit when issued shall
be posted in a conspicuous place on the premises by the applicant and shall remain
until the certificate of occupancy is granted,
SECTION 6. This ordir~nce is ~]not to b~ construed to prevent ordina~'y repairs
to existing buildings or to preven~ the repair of farm buildings or additions
or alterations to, or remodeling~o£, farm buildirgs, except dwellings and buildings
to be remodeled converted into dwelling. For repairs no permit shallbe requLred
and no fee shall be charged.
SECTION 7, %Jhen a permit hasb~en granted to construct a new building or to alder
or add to an existing b,~ilding so as to change its character, the premises shall
not be occupied until a certificate of occupancy shall be issued by the building
inspector certifying that such building conforms with the plans and specifications
as approFed, a nd to the r~ quire.~ments of t his Ordinance,
SECTION 8. The b~ilding inspector shall keep and maintain a proper file for the
preservation of a 11 d ocument~ accumulated under t his Ordinsnce.
SECTION 9. No permit shall be issued to e rest a building which is t o be used
as a dwelling on any, lot having I ess than seventy-five foot frontage and mn
area of fifteen-thousand square feet if neither public water nor sewage is
avai]~ble to and used in connection with said lot. No permit shallbe issued
to erect a building which is to be used as a dwelling on any ~ot having less than
a sixtyfoot frontage and an area of nine thousand square feet, if either public
water or public sewer, but not both, are available to and used in connection with
this lot. No permit shall be issued to erect a building, which is to be used as
a dwelling on any lot havi~g less than fifty foot frontage and an area of seven
thousand square feet where both public water and public sewer system~ areavailablei
to and used in connection with the said lot,provided that any owner of a lot which
was acquired prior to December 11, 1945 and which meets all other provisions of the
zonin~ ordinance and building code, is not prohibited from building thereon. The
location, construction, erection, alteration and rep2~r of any building shallconfor~
to the requir~ent.~ of the Zoning Ordinance of Chesterfield County.
SECTION 10. All buildings hereafter erected in Chesterfield County shall conform
with the provisions of the zoning ordinance of Chesterfield County with regard
to the set-back and side yards.
SECTION 1I, No garage or other service building shall be placed closer than
ten {10} feet to the side or rear property lines of a lot except where a useable
alley shall be provided at the r ear of such lot.
SECTION 12. No building, to be used as a residence, shall b e constructed with
less than four hundred square f eeb of floor space and which contains less than
tWO rooms.
SECTION 13. All buildings shal 1 have suitable masonry fomdations as hereinafter
provided.
(a) The foundations for all b ui~ings shall be concrete, brick, cement, or
cinder block, field s tone or o~ apR~wed masonry materials bound togehter by
Portland concrete mortmr in suitable proportiom to give permanency to the
foundation. Said foundation shallbe at lea~t eight inches thick for ordinary
frame construction and of a thickness to meet the approval of the building
inspector in all cases not provided herein. ~ 4" brick curtain wall with built
up pilasters 8x8" not more than 8' apamt is pePmissable.
(b) All foundations shall have adequate footings thereunder, on good solid
bearin&, footings to be of Portland cement concrete or bound with Portland cement
mortar not less than six inches thick and twice the width of the wall resting
there o~.
(c} ?~ere buildings or part thereof have no cellar thereunder, the foundations
shall be carried down to a level of one and one-half {1½) feet below the
finished grade or to s olid ground, whichever Be the greater. Buildings having
no cellars and where the floors are of wood construction, shall be elevated to
~rovide at least twenty-four (24) inches between the bottom of the floor joist
and the ground beneath and proper ventilation shall b e provided for all such
spaces.
(d) Where piers are used as a part of t he foundation, the distance between the
piers shall be spanned by a girder of proper thickness and depth to meet the
load condition and all piers shall be at least eight (8) inches by eight (8)
inches for i story houses and increasingly larger if building necessitates it.
SECTIUN 1~. All chimneys shall b e built of solid masony m~terials bound by Portlan~
cement mortar and shall have terra cotta flue linings throughout their entire
height, and shall have adequaDe footings to support the weight o f the chimney.
SECT ION 15.
~a) All timber and wood beams used in any buildings shallbe required by this
urdinance to be of good sound material, true to size, and free from imperfections
which would impair its strength.
(b) Minimum timber sizes and space allowable in dwellings and ordinary
constructions not over two and one-half (2½) stories in height shallbe as followm:
Solid sills and built-up sills 4 inches by six inches.
Box sills one 2 inches by 6 inches and one piece of the same size
as the floo~' joist.
Corner posts shall be 4 inches by 4 inches either solid or built-up.
Stud shallbe 2 inches by 4 inches spaced not more than 16 inches on
centers and to be double at all windows and door openings with the
double header properly installed under and over all windows and over
all doors.
Floor joists not less than 2 inches by 8 inches spaced not more than
16 inches on centers for spans 12 feet or less, and not less than
2 inches by 10 inches spaced not more than 1 6 inches on centers for
spans from 12 feet to 16 feet. Longer ~pans shallbe trussed according
to the direction of the building inspector.
Ceiling joists where no attic rooms are possible shall be not less
than 2" x 6" spaced not more than 16" on centers. Where attic rooms
are possible, floor joists for theatric rooms shall be not less than
2" x 8" and spaced not more than 16" on centers apart.
Rafters not less than 2 inches by 6 inches and not more than 16 inches
on centers for unsupported lengths up to 16 feet for shingle or Composition
roofs and where slate or heavier roofs are to be used the rafters shallbe spaced
not more than 12 inches on centers. All rafters shall be adequately bound by
ridge board and where necessary, wind bracers.
Provided, however, that all residemcefloors and flat roofs shallbe
so construuted to safely carryf orty pounds per squaDe foot live l~d, and
floors of business buildin~ not less than one hundred pounds per square foot
live load, and roofs having a pitch of thirty degrees or more shall be constructed
to carry thirty pounds per square foot live load.
{c) Headers over openings up to four feet in width shall be not less
than two inches by four inches double; o~er four fe~ ~p~cial beams or truss
of proper carrying capacity shall be provided.
(d) In balloon frame construction the ribbon shall b e not less than
one inch by six inches neatly notched into studs and named thereto at,~eaCh stud.
Joist shall rest securely on ribbon and be securely nailed to the studs.
(e) ~ll floor joist and rafters on flat roofs shall be cross bridged
with bridging ~ot less than mae by three inches spaced not over eight feet apart.
(f) Fire stops of wood not less than two inches thick shall be aCcuratel~
fitted between all studs at top or bottom whichever makes the better loc~tion.
(g) All framing generally shall conform to the best a~cepted practices
and shall be subject to the approval of the building inspector as to strength
and sufficiency.
{h) All buildings shall have an ex~erior finish material suitable for the
purpose and to meet the approval of the building inspector. No residence or
buildings of business shall h~ve roll asphaltic coverings known as tar paper
as a finishe~! exterior surface.
In the case of pre-fabricated houses all construction and coverings shall be'~
subjec~ to the approval of the building inspector and the building committee.
SECTION 16. Where size and use ~ ~terials or method of construction is not
particularly specified all materials shall be sound and use thereof shall be
consistent with sound principles of building construction and the work shall
be done in a workmanlike manner and in all cases subject to the approval of the
building inspector.
SECTION 17. No permit for erection or conversion of buildings or necessary
build~_ngs shall b e issued until location, type of construction, and sanitary
provisions shall be approved by the building inspector and Board of Health.
SECTION 18. The owr, er or contractor shall notify the building inspector of the
time .that the footing hazbeen poured for the foundation and construction started.
SECTION 19. Any [~rmit issued under this Ordinance shall become void unless
work is started thereon within ninety {90} days after tbe issuance of the permit.
ELECTRICAL CODE
SECTION 100. It shall be unla~vful to instill, maintain, or ase electric wiring
except in conformity with ~4e provisions of this Chapter.
101. No electric %~iring for light, heat, or power shallbe installed
hereafter in any structure, nor shall an alteration or extension of any
existing electric wiring system be ma<lc in any structure=, except in
conformity 'with the provisions and requirements of the 1947 Edition
'of National Electrical Code, being the Regulations of the National
Bom~d of Fire Underwriters for Electric Wiring and Apparatus, a s
approved by the Americ~ul Standards Association,$nd being made a part
of this Code as if set out in full herein; and all~ervices to such
wiring to conform to either the Virginia Electric and Pow,~r Company
Bluebook or to R.E.A. Specification whichever ~s the supplying
sourC ee
102. The Puiidfng Inspector shall incorporate into the rules the most
approved methods and practices for the safety of allconcerned.
103. Befor,~ the construction or alteration of any electrical ~,,~ork by
a contractor or individual within the County, application must be
made to the Building Inspector for a permit for the execution of such
,~:ork, the fee fo:' which shall be fifty cents for work costing up to
fifty ($50.00} Dollars &nd $1.00 for allwork costing Fifty ($50.00}
Dollars and over, which fee shallbe l~i8 to the County Treasurer ~pon
making a,~plication for permit.
I04. It shall b e unla~fui for any contractor or individual to c over
or in ~ny way conceal electric wires, condu~ s or raceways intended
for the installation of electric wires orapparatus until the same
shall hav~ be~3n inspected and approved by the Building Inspector or

105. Upon t .... completion of any electrical wiring, it shall be the
duty o f the contractor or indi~id~aal doing the work to notify the
Bui!d'ng Inspector ~ho shall inspect or have inspected within a
re~sonab!c time, su~gh work to determine that ig conforms with the
provisions of thi~ Chapter.
106 . If the Building Inspector or his d epu~y a. pprove such electrical
work, he shall issue a nooice of satisfactory ~nspection, ~hich shall
contain the date of such inspection and the re,alt of his ~xamination;
it shall be unla~fui to use or permit the use of any electrical
wiring unless such a nptice of satisfactory inspection b e given.
107. At the discretion of the Building Inspector, a reinspection of
an electric wiring installation shall bo made in the intercept of public
safety. If on a reinspection, electrical work is found t o be unsafe
or defective~ all notices of satisfactory inspection pertaining to such
work shall be revoked until it b e in confor~uity v~ith this Chapter.

ordinance is for any reason held by a court of competent jurisdiction to be inval
such decision shall not affect the validity of t he remaining portions of t his
