Reports were sub~itted from the Health Departme~nt ,:,& Welfare, Agricultural Agents,
Home Demonstration Agents, and Executive Secretary.
Whereas, a part of Rt. //10, in the Villa~e of Chester, lying westwardly ~f the
Atlantic Coast Line Ry;, risht-of-way has been abandoned by the Virginia Deoartment
of Highway s as a roadway. Said ~eoartment of Highways havin~x constructed a new
road and numbered the same #10, and
'~nereas, it aDpears that a number of years a~o the Board of Supervisors obtained
2 deeds from ~r. C.K. Bowles, and wife (Deed Book 128, page 415 and Deed Book
page 440), conveying to this County the right-of-way under question, the same being
thirty-five (35') feet in width and approximately 535 feet in l~n~th.
~hereas, the State Deoartment of Highways disclaims any further interest or rizht
said rizht-of-way, and
~fnereas, Ha~-'y J. ~4ood¥ has offere~ to this Board the sum of Twenty-Five (~2~.OO)
Dollars for said rizht-of-way which is thirty-five (3~) feet wide and aoproxi~mtely
five hundred and thirty-five (535) feet in~ length, and
Whereas, this Board deems the offer of ~'~)25.00 to be an adequate price ~"or said
strip of lan~, and that it should convey the sa~le to l~. Moody.
Upon consideration w!~ereof, and on motion of I~b~.H.T.Goyne, it is resolved t.hat
this Boar~! will accept the offer? of ~-~r. Moody of ~25.00 as consideration~ for the
conveyance of said strip of land.
And be it further resolved that the Jud~e of Circuit Court be petitioned for his
approval of this Board~s action~. conveyin~ said strip of land to Harry J. Moody.
This day the application of l~h~s.S.T.Gr~,~ory' for a Use Permit to operate a Beauty
Shoppe on Ruthers Road, Manchester District, came before the Board, and it appearing
that ~[r. J.C.McKesson, a reenter of this Board from Manchester District, is absent
on this day, it is on motion resolved that the same be continued for further
hearing at the next regular meeting of this Board.
This day the application of-~,'~.;;.D.Ferebee for the rezonin~ of certain parcel of
land in Midlothian Dist~'i6't, Chesterfield County, fronting on the south-side of
Rt.60, approximately 400 feet and extending southwardly a distance of 758 feet
sand it appearing that the s aid s pplication and hearin~ has been published accord~g
to law. Upon consideration whereof, and onmotion, it is resolved that the said
parcel of land be and the same is hereby rezoned from Agriculture to General
Business.
This day the application of William True,nan i'or the rezoning i'rom ~esidential to
Local Business, a lot of land 105 feet x 105 feet, in ~L~nchester District, on the

was read before the Board s~ttin~ out certain, rebates for payment of board of
prisoners in the Henrico County jail. Upon consideration the same is ordered
to be filed.
This day the Executive Secretary read to the Board a letter from the Hon. James
A.Anderson, Commissioner of the Virginia Department of Highways, informing this
Board that the traffic circle on Rt.360 has ~een named "McG~ire Circle".
This day the Executive Secretary read a letter from }{on. Fred R.Sheoherd, ~yor
of the City of Colonial Hei~hts, acknowledgins receipt of a resolutior~ of this
Board granting the City of Colonial Heights permission to construct a sewer line
for citizens of Chesterfield County livins on Piedmont Avenue extende~, said letter
setting out the fact that same would b e constructed as soon as certain permits
could be secured from the Virginia Department of Highways.
Upon consi~ eration whereof, and on motion, it is resolved that the said letter be
filed.
This day the matter of the purchase of police automobiles came before the ~oard
and upon consideration whereof, and on motion, it is resolved that the Executive
Sscretary and the Chief of Police of the County be and they are hereby authorized
and empowered to purchase thirteen (13) suitable automobiles for the Police
Department.
This day the r~tter of the nomination of some person to the Judge of Circuit Court
for aopointment as Chief of Police of Chesterfield County came before this Board.
Upon consideration whereof, and on motion, it is resolved that the name of
Charlie W. Smith, be placed in nomination before the JuS~e of Circuit Court for
appointment ~s Chief of Police of Chest erfield County for the term beginning
July 1, 1950.
And be it further resolved that a copy of this resolution be certified to the
Judge of Circuit Court of Chesterfield County.
This day the Executive Secretary read to the Board a statement of charges and
commissions on cert~'~in taxes collected by H.B.Gilliam, Attorney, for this Board-
for that puroose, in the toral amodnt of ~27.32. Upon consideration whereof,
it is ordered that the same be paid.
~his day the Executive Secretary presented to this Board a certified copy of
the Court Order directin~ this Board to pay to John V.Cosbill, Atty. ~15.O0 for
his services in representing Neal Weeks, who is charged with a felony before the
Circuit Court of Chesterfield County.
This day this Board's attention was called to the fact that there is a casual
deficit in the General F~d of this County. Upon consideration whereof and
on motion it is resolved that this Board borrow the sum of money not to exceed
~150,000.0~, payable not later than December 15, 1950.
And be it further resolved t~t Mr.J.Wm.Dan¢~, Treasurer of the County, be, and
he hereby is authorized to ~ke the loan at the best interest rate possible.
On motion, it is resolved that the s%u~ of $10,O00.00 be transferred from the
General County Fund to the Utility Construction Fund t o be refunded to the
General County Fund hereafter.
And be it further resolved that the Treasurer is directed to make such transfer
on his records.
Whereas, two fire hydrants have been installed in Matoaca District, one fire
hydrant in Manchester District~ at the intersection of J~hnke Road and German
School, and
Whereas, it appears that the cost of the installation of these fire hydrants shouldi
not be chargeable to the Utility Fund, but should be chargeable to the General
County Fund as a ~atter of fire protection. Upon consideration whereof~ and
motion,~it is resolved that this Board pay to the Utility Construction ~und the
sum of $350.00 cost of the installation of these fire hydrants.
And hhe ExecutiveSecretary is directed to issue his chsek for:,the same to the
Utilitv Donstruction Fund in order t o carry the matter through his books in the
usual course.

water tank, near the dwelling house on said lot, which is serving no purpose.

Whereas, this Board on May 31, 1950, adopted an a m ergency ordinance requirinK all
dogs in the County of Chesterfield to be inoculated against rabies, and
~ereas, the duration of this emergency ordinance is sixty days, and
~ereas, it is proper fort his Board to continue that regulation in force until
further order of this Board~ it is on motion, resolved that the Ordinance as
heretofore adopted and now a mended ~ be advertised for hearing for adoption at our
next regular meetin~ of this Board.
This day the Executive S~cretary reported to this Board the desire of i,k.Davia~
operator of the Davis Trailer Camp in R~nchester DistriCt, Chesterfield County~
concerni~ a commercial water rate ~or th~ trailer camp. Upon consideration
whereof, it is Dn motion resolved that the matter be continued until the next

This day the Executive Secretary presented to this Board the blueprints of certain
plans drava~ for the enlargement of the school buildin~ at the courthouse. Upon

On motion of ~r. Irvin G. Homer, it is resolved that the Executive Seoretary and
the Building Inspector be and they hereby are directed to study the Building Code
and its operation, as it pertains to all parts of the County and tomake re~ort
