This day the mmtter of a Use Permit for commercial recreational use un a 38.8 acre tract of land in Avmnchester Magisterial District, bounded on the aast by the Atlantic Coast Line Ry., on the south and west by the Bells' Road and on the north by property o~ed by R.Bryant, came before the Board, and came also R. Pinkney Sowers,representing himself and Mr. J. J. A~AcDonald, Jr., owners of said acreage. Upon consideration whereof, and it appearing that s a~ a rea is zoned for Industrial uses~smd that a commercial recreational use is not incomsistent with such zoning, upon consideration whereof, and on motion, it is resolve4 that a Use Permit as requested be granted. This day a~ain the matter of the r ezoning of a certain areain Midlothian Magisterial District came before the Board, the desciption of the area being as follows: Beginning on the southern side of the James River, at the point where the R-1 District is shown on the m~p as of this date, thence running westwardly up the southern side of said James River to Bosher's Dam, then¢e sou%hwardly from Bosher's Dam, crossing the end of ~herokee Road, or Rt.704, amd exte~de~ 300 fe~t southwardly therefrom; t~nce running eastwardly and parallel with Cherokee Road, to the western line of the Residential-1 District as sho~ on the map of this date; thencs northwardly along said last line to the point of beginning. This application is made by the Board of Supervisors and is for r ezoning from Agricultural to Residential-1. Upon consideration whereof, and on motion, iris resolved that said area be and it hereby is rezoned f rom Agriculture to Residential-1. It is here noted that the rez oning of said area was on the Board's motion. This day the application of the Commonwealth Natural Gas Corporation for a Use Permit touse tSe described three acres ~£ land in ~anchester District in Chester-t field County, Virginia, for public utilities purposes and construct certain buildinSs thereon in connection therewith came before the Board, and it appearing that no person appemred in opposition thereto, and that it is proper to grant the Use Permit for utility purposes in this area, it is on motion resolved that the application of the Commonwealth Natural Gas Corporation for a Use Permit is acquiesced in and accordingly granted, for the hereinafter described parcel of land: Three acres in s aid district lying 1585 feet south of Warwick Road and 535 feet west of the Atlantic Coast Line RR., being oblong in shape, with the eastern and western lines being approximately 650 feet long, and the northern and southern lines being approximately 200 feet long. This day Mr.E.S.H.Greene, Supt. of Schools, presented to the Board a certified copy of a resolution of the County School Board of Chesterfield County, dated u ust 2 1950 concerning the re-estaolishment of a combination elementary .A~g .... 3~,.~s ~mh school at Grange Hall School, and for an applicat, ion '~'T ..... .~ .... .---.~;f -_ ....... ~ ~oo~ aaO OO to construct the same, and reques~zng this Board to approve the application for said loan. It is here noted that McKesson offered the following resolution, to-wit: That this Board appoint Mr.J.C. , s f the School Board and a disinterested commission tomake a study of the propo al o report to this Board. This motion was seconded by Mr.J.G.Hening. And second, Mr.H.T.Goyne, offered the following resolution, seconded by Dr. Robt.O. Gill, to-wit: That this matter ~e continu, ed until the 26th day of September at a special meeting set for that purPOse at 8.00 p.m. i~. Irvin G. Homer, offered the following resolution: That this Board approve the application of the County School Board for a $225,000.00 Literary Loan for the construction of buildings required under the proposal. This motion died for the want of a second. Whereupon the substitute motion offered by I~[r. Goyne and seconded by Dr. Gill was put to the members of the Board and it passed by a majority vote. This day the Executive Secretary preserved to the Board a petition signed by approximately 19 people, requesting this Board to extend the road known as Ecoff Avenue from its terminal near Mr. B u~fford's property bo connect with Chalkley Road. Upon consideration whereof, and on motion, it is resolved that the matter be continued and that the Executive Secretary along with the Resident Engineer be and they are hereby directed to investigate this road, for the purposes expressed in t he pet ition. This day again the matter of the improvement of Bangle Road, also known as North Goode Road,as expressed in the petition of several persons came before the Board, and upon consideration whereof and onmotion, it is resolved that the Executive Secretary and Resident Engineer be and they are he,~eby directed to make a study of this road, view the same, determine what it would cost to be properly drained and improved to the condition that the Department of Highways could take it into the Secondary System, and report to this Board. ~This da the Executive Secreta~'Y presented to this Board a letter from Mr.C.S.~u~ll~en!, hief ~gineer, Virginia Bepartment of Highways, shgw~in_g the.,portio.n_s_~_o.f__o~ld~ Rt.360, abandoned according to law and in accordance with this ~oar~ s and also a letter directed to the Clerk, Mr. Walter N.Perdue, giving i aJUlsiYm~l~, rl~94is9~, showing the abandonments of the road. Upon consideration wh~ reof,ii it is on motion, resolved that the said letter be received and filed. This day the Executive Secretary presented a letter from Mr.H.D.Agee, requesting this Board to look into the matter of the improvement of Beverly Street, running southwardly frum Rt.36, near lCmtoaca Village, and a. pet.i, tiun fr~m appruximately 12 sisters concerning the same street was presented, upun consideration whereof, and on motion, it is resolved that the Executive Secretary and the Resident Engineer~ be and they are hereby requested and directed to view this road and to determine what would De the cost of putting the said road or street in usable condition. This day the Executive Secretary presented to this Board bids for the construction of the extension of Mason Avenue in the subdivision of E. L. M;,mma in Bermuda District, to the County dump. Upon consideration whcreof, and onmotion, it is resolved that the Executive Secretary be and he hereby is authorized and ampowered to have said road constructed at a cost not to exceed $1200.O0. This day the Executive Secretary presented a letter from ~r.O.L.Hopkins, of the Bon Air Realty Company, he being the agent of this Beard in obtaining rights-of- way along Jahnke Road for the widening of said road, and it appearing that Mr. J. B. Childress, one of the early signers of the agreement to'grant the land for the widening of said ~oad, and that subsequent to ~m. Childress' agreement this Board fixed the sum of $350.00 per acre as the price it should pay for acreage that was taken from the individuals. Upon consideration whereof, and on motion, it is resolved that this Board pay to Mr.J.H.Childress the sum of $10.50 being the compensation for laud granted by him, based upon the price of $5~Q.OO per acre, And the Executive Secretary is directed to issue che~k for such amount. ~n motion, it is resolved that the Virginia Department of Highways, be and i~ hereby is requested to recondition and improve Rt. 705, leading eastwardly from and running parallel to Rt. 1, being approxim~ely two blocks in lengths, to Rt.616. ~n motion, it is resolved that the Virginia Department of Highways b e and it hereby is requested to make a report on its recent study on speed zones on Rt.#l, at Dutch Gap and on the Snead Road. on motion, it is resolved that the Executive Secretary be and he ~reby is directed and empowered to confer with engineers with the Seaboard Airline Ry. Company concerning the improvement and widening of its und~pass at Rt. 616 in Bermuda District, Chesterfield County, Virginia. ~n motion, it is resolved that the Virginia Department ~ Highways be and it hereby is requested tomake a survey of the center line of Rt.653, between Rt. 602 and Rt. 655, making such changes in said center line of Rt. 653 as conditions may require. And be it further resolved that this Board guarantees ~o obtain the necessary right-of-way where the change of said center line of Rt.653 is made necessary under the circumstances. This day Mr. E.J.Gorman, ~ame Warden, presented claims for fowl killed by dogs and it appearing necessary and pro,er that this Board invite ~r. Clarke to appear before this Board at its next regu-ar meeting to explain the loss of fowl killed. Upon consideration whereof, and on motion, it is resolved that all other claims this day presented for fowl killed by dogs be paid and that ~r. Clark be requested to appear before this ~oard at the next regular meeting. ~n motion, it is resolved that the Executive Secretary be and he hereby is directed to obtain prices and catalogue on a Dodge power wagon for the use by the Chief Fire Warden in the County. This day the Executive Secretary presented a letter to the Bo~d, signed by Stuart M. Gibson, of Elizabeth City County, wherein ~e mentioned the fact that in the 1950 Session of the General Assembly a Commission was appointed to make a study of urban growth and its impact upon rural areas and a study of the p~esent a~.nexatiom laws of ?irginia, requesting from this County a donation of $50.00 towards the work of that Commi{tee, stating that other counties are making a similar contribution. Upon consideration whereof, and on motion, it is resolved that a donation of $50.00 be appropriated for that purpose, and the Executive Secretary is directed to issue his check for the same. And be it further resolved that ~he said letter is filed with the papers of this Board. This day the Executive Secretary presented t o the Board copy of audit of records of the Trial Justice Court of Chesterfield County and the City of Colonial Heights from Mr.J. Gordon Bennett's ~ffice of his examination of the records. Onmotion, it is resolved that the same be received and filed. This day there was presented ~o Shis Board a claim of W.W.LaPrade & Bros., Surveyor~, for its survey of the Granite Road in ~u~chester District, recently in controversy I. as to the lines thereof. Upon consideratiom whereof, and onmo~ton, it is resolv~ that the said claim in the amount of $400.50 be and the same is ordered to be paid, and the ~xecutive Secretly is ordered to issue his check for this amount. This day there was presented by the Executive Secretary the statement of the~cost of installation of an overhead door in the To~m Hallin the Ettrick Sanitary oistric~ now controlled by the Board of Supervisors as a fire department house, in the sum of $125.00. And i~ appearing that the same is a correct amount and ~hat the work was satisfactorily done, it is on motion resolved that the same be paid from the General County Fund. This day the Executive Secretary reported to the Board that he had replaced fourteen of the County Police cars at a ccs~ of $271.79 per car, and that he had purchased one additional police car at a figure of $1297.00. This day the Board is in receipt of a letter signed by i~.J.M. Harvey and R.R. Temple, Probation and Parole ~fficers for this District, thanking this Board for its cooperation in furnishing room and service while this office was ~e re a t the Courthouse. On motion, i~ is resolved that the same be received and filed, with thanks. This day the Executive Secretary presented to the Board a letter from l~[r. Fred H. Noveinger, Chief, Plauning and Evaluation Division, Federal Building, New York International Airpcrt, Jamaica, llew York, concerning the painting of a water tank at Dutch Gap, so that it might be seen by airplanes in that neighborhood. Upon consideration whereof, and on motion, it is resolved that the Executive Secretary be and he hereby is directed to obtain the necessary bids for the painting of this t~nk according to law and that he shall report back to this Board. This day ~.he Chairman of this Board, ~.J.G.Hening, presented to the Board a lette~ from Nr.J.H.Wyse, Coordinator, of Civilian Defense, in the State of Virginia, requesting that this Board designate persons as Director and Coordinator of Civili~ Defense in this County. Upon consideration whereof, and on motion, it is resolved that ~.W.Burnett, Executive Secretary of this Board b e and he hereby is directed to be Director of Civilian Defense and M.A.Cogbill is directed robe Coordinator of Civilian Defense of this County and they shall report to Mr.J.H. Wyse, State Coordinator for instructions. n ~n motion, it is resolved that the Executive Secretary be and he hereby i s authorized to install the new chairs for jurors in the Uircuit Court of this County following~ the general plan as outlined by the Non. J.Garland Jefferson, Judge of Circuit Court. This day the Co~no~ealth's Attorney, requested this Board to a uhhorize him to contact the authorized Bond Attorneys concerning the approval of bonds for the construction and extension of the water utility in this County. Onmotion, it is resolved that he is hereby authorized to contact such Attorneys. on motion, it is resolved that all schools in the County of Chesterfield not contributing .in a capital way the service to the County water system be and they are hereby required to p ay for water s~vice, at a commercial rate. ~nmotion, it is resolved that the resolution concerning the approval of Granite Road (Rt. 683) came before the Board, and the Executive Secretary presmuted to the Board plans of-the ¥irg~nia Department of ~ighways, Project No. S-456(3) show~ said proposed road im~ovement. Upon consideration whereof, and on motion, it ~s resolved that this Board doth approve the said proposed road leading from the corporate limits at the Railroad Bridge in the following respect: (1) A strip 2~ feet wide on the southern side of the center line of the present Highway to the crossing of the Southern Railroad; and 35 fe~ wide on the northern side of the center line of the present road to the crossing of the Southern Railroad, with side w~lk on said north side; and westwardly from the Southern RR. to Schmidt's Service Station, a right-of-way of 60 feet wide according to the latest plans, 30 feet on each side of line, except that where the new right-of-way leaves the center line of the present road at the Southern RR and continuing so that it again connects with the center line of the present road, that the width of said new right-of-way shall extend northwardly from said center line to the center line of the present ro~d, together with the right and easemen~ to use such additional areas as may be required for the construction and maintenance of road as called for on plans to be revised. be it further resolved that the Board of Supervisors of Chesterfield County guaraatees to the Department of Highways to obtain the necessary right-of-way for the construction of the a bore road, the compensation to be furnished a~cording to pre~ious policy of the Highway Department. And be it further resolved that the Executive Secretary be and he hereby is directed to not~fy the State Department of Highways that this Board has approved this road by resolution and requests the Department of Highways to forward the proper maps showing how much land is needed from the respective owners of land along said right-of-way, with the acreage in each case.
