This day the Board's attention was called to the fact that the appointments of
the Connty Police Ofi~icers will expire as of tomorrow, November 15, 1950, and it
becomes necessary for this Board to 'nominate the persons for appointment as such
police officers to the Judge of the Circuit Court of Chesterfield County.
Upon consideration whereof, and on motion, it i s resolved that the following
persons be nominated to the Judge of s aid Uircuit Court for appointment as police
officers of the County of Chesterfield:

This day the following rezoning cases came up for action:
In Clover Hill Magisterial District, a parcel of land 400 feet along Rt.360, and
extending northwardly 210 feet being at the intersection of Rt.360 and Rt.621,
to be rezoned from Agriculture to General Business on an application made by
~k~.N.W.Hancock. The above having been duly advertised and there appearing no
one objecting to the r ezoning of this property, it is on motion resolved that the
application for r ezoning be g ranted.
~n Clover Hill ~.£agisterial District, a parcel of land beginning at a point 300 feet
east from the int. e~e~Q~ion of ~t.730 and Rt.360, 681 feet eastwardly along Rt.360,
and extending 21~f&~e~-~ to b e rezoned from Agriculture to General Business on an
application made by ~r.H.W. Hancock. On motion, it is resolved that the above
described property be rezoned f rom Agriculture to General Business.
In Bermuda ~gisterial D~trict, a parcel of land, 107.Sa~cres, bounded on uhc sour
of
by a line parallel to and 400 f'eet north of Osborne i~oad, on theeast by property
~s. Emma Taylor and on the west by the Gregory Estate, to be rezoned from Agriculture
to Industrial on an application of ~r. D.C.Page. Notice of application having
Seen duly advertised and there appearing no one ojbecting to the granting thereof,
it is on motion, resolved that the above property mentioned be and it hereby is
rezoned from Agriculture to Industrial.
~ereas, the Postoffice Department is planning to furnish house to house delivery
of mail to ~n area outside of th~? City of Richmond in the County of Chesterfield, a~ d
%^~ereas, then ame of a certain street leadiDg north.~esterly from Broad Rock Road
has f rom time to time D~en known as Cook's Road and also Glenwood Avenue, and
V~nereas~ twenty-four certain citizens residing on the said road have requested
this Board to change the name of sai(t Cook's Road also known as Glenwood Avenue
to Harmony Lane, and
~fnereas, it appears that this Board has no authority to change the name of a road
in the subdi%'ision of whichit is a part and is of record~ but that this Board does
not object to the change of the name for postal usage, it is on motion of J.C.
~IcKesson, resolved that this Board has no objection to the use.of the name of
Harmony Lane for postal usage instead of Cook's Road or Glenwood Avenue.
This day the Executive Secretary presented a letter ~ddressed to him and signed by
the Concrete Pipe & Products Company in the following words:
"The Concrete Pipe and Products Company, Inc. ~as sought over the past tv;o
years to take steps t° increase its fire protection. A very definite advance
v;ould be made if you would address a letter to ~[r.Foster~ Director of Public
Safety, City of ~ichmond, requesting that in cases of emergency, city fire trucks
be sent to our plant. ~,~e request that you wTite this letter and also authorize
us to deal directly with the City Fire Department. V;e would assume any and all
costs which might accrue because of sending city equipment to our location.
Hoping that you will be able t o grant this request, ....... "
Open consideration whereof, and on ~otion of J.C.~cKesson, it is resolved that 5he
Concrete Pipe & Products Co. Inc. be and it hereby is authorized to call upon the
City of Richmond Fire Department for services at its manufacturing plant in
Chesterfield, without the intervention of the Police Department under the condition
that the arrang~:ment is agreeable with the City of Richmond and t~at any expense
from the Fire Department of Richmond Yrill be borne by the Concrete Pipe & Products
Company, Inc., all of which is in accordance with the letter herein quoted.
And be it further resolved that a copy of this letter be forwarded to the Director
of Public Safety in I{ichmond and a copy to the Police Department of Chesterfield
~ounty.
This day again th~ matter of an agreement with the C&P Telephone CQmp~ny and the
Board of Superfisors concerning telephone service at Fire Station ~2 and Fire
Station at Ben Air came before the Board. And it ~pp~aring that Section 5 of the
proposed contract is objectionable to the Board in that it will be an ultra vires
act if entered into and that this Board has no right to so agree, upon consideratio~
whereof, and on motion of James W.Gordon, Jr., it is re~olved ~hat this form of
contract be returned to the C&P Te~ephone Company with a copy oz~ this resolution.
This day the Bo~rd received the resignation of Wm~ Hawkins of the Ettrick Sanitary
District Com~ittee, and accepts the same with regret~
~n motion o£ Dr. ~obt. o. Gill, it is resolved that ~r. Thomas Traylor of the
EttrickSani~ary District be appointed as a Go~m~itteeman on the EttrickSanitary
District Co,nit tee.
This d~y the Executive Secretary read a letter from ~r.Eobt. D.Burnett, living on
Broad Eock Road, opposite the ~cGuire Hospital, concerning the use of a parcel of
land adjoining his property. Upon consideration ~hereof, and -it appearin, g that
the controversy between ~h~. Burnett and the adjoining l~ndo~vner is of a private ,
concern, it is on motion of J.C.~cKesson resolved that this complaint be received
and filed.
~his day the Executive Secretary presented to the Board a reply to his letter by
Leland R. Tozier, ~jor, Corps. of Engineers, Richmond Quartermaster Depot~
regarding certain drainge at the Richmond Quartermaster Depto, and came ~lso certait
citizens residing near the complained of drainage area and across certain roads
in that ar~a, and
~hereas, it appe~s that a statement from ~r. Yates who appeared in behalf of ~jor
Tozier that the Ouart~rmaster Depot is without authority to ~o anything about the
drainage at the Quartermaster Depot said authority having been denied by the Second
Army of the United States.

~n motion of J.C.McKesson, seconded by James W. Gordon, Jr., it is resolved that
this Board take into tile County Road System the following roads: All streets
in Crestwood Farms in l~idlothian District; Fourth Street from ~lct~ae to Pulliam
Street; Willis Street from Fourth to Fifth; Pulliam Street from Fourth to Fifth
Street, and Fifth Street from Willis Street to Pulliam Street.
And be it further resolved that the ¥irginiaDepartment of Highways be and it
hereby is requested to accept the above mentioned roads into the State Secondary
System of Highways.
Wherezs, Chapter 175 of the Acts of 1946 of Virginia, as amende~ by Chapter 56
of the Acts of 1948 of Vir~inia, authorizes t he Board of Supervisors o~ the
County of Chesterfield to construct, reconstruct, maintain, alter, improve, add
to and operate water supply systems in said County, and the Board of Supervisors
desires to construct a newwater supply system or newwater supply systems and
to reconstruct~ extend and/or improve existing water supply systems now maintsined
by the County, in order to provide :an adequate supply af water to the County and t!o
its inhabitants, and to finance the cost thereof by contracting a loan and issuing
bonds of the County as hereinafter provided; and
%'~ereas, the County adjoins the City of Eichmond which has a population of more
than 125,OOO according to the last United States census and there is not within
the corporate limits of the County any incorporated town operating its own water
supply system; and
)~her~as, if bonds are issued as hereinafter provided aggregate amount of all such
bonds issued by said County to financ¢~ the cost of construction, maintaining and
operating, acquiring, reconstructing, extending and/or improving such water supply
systems will not exceed eighteen per centum of the ~ssessed value of all real
estate in said County subject to local taxation;
Now, Therefore, be it resolved by the Board of Supervisors of the County of
Chesterfield as follows:
(1) The Board of Supervisors hereby determines to construct a new water supply
system or new water supply systems and to reconstruct, extend and/or improve~
emisting water supply systems now mainted by the County, in ord~ to provide an
adeeuate supply of water to the County and to its inhabitants, and to finance the
cost thereof by contr.r~cting a loan and issuing bonds of said County of the aggregate
pmincipal amount of $1,000,000.
(2) The Board of Supervisors hereby specifies that the new revenue from the sale
of water from any such water supply system or systems shall be obligated and
appropriated to the payment of such bonds and that the ~redit of the County shall
not be obligated thereto.
(3) The Board of Supervisors hereby petitions the Judge of the Circuit Court of
the County of Chesterfield to call an election for the purpose of taking the sense
of the ~ualified rot'ers of the County on such loan and bond issue.
~4) A copy~ this resolutiom, certified by the Clerk of the Board of ~uperviosrs, ~
shall be presented to the Judge of the Circuit Court of t he County of ChesterfieldI
for the~urpose of petitioning said Judge to call such election.
Urdered that the meeting be now adjourned until 8:00 p.m. November 21st,
1950.
