This day, Mr. J. Wm. Dance, Treasurer, submitted his report for the month of
November, 1950, showing expenses incurred in that office of which the County has
paid two-thirds or $1116.46, the remainder to be paid by the State, and the Board
approving the s~ne, the report is filed.
This day, ~r. Geo. W. Moore, Jr., Com.~issioner of Revenue, submitted to the Board
his report for the month of November, 1950, ,showing expenses incurred in that officP
of which the County has paid two-thirds or $903.33, the remainder to be paid by
the State, and the Board approving the same, the report is filed.
This day Mr. ;4. A. Cogbill, Commonwealth's Attorney, submitted to the B~ard his
report for the month of November, 1950, showing expenses incurred in that office
in the amount of $558.33, of which the County has paid one-half or $279.16,
the remainder to be paid by the State, and the Board approving the same, the
report is filed.
This day, Mr. O. B. Gates, Sheriff, submitted to the Board his report for the monthi
of October, 1950, showing expenses incurred in t hat office in the amount of
$925.53, of which the County has paid one-third or $308.51, the remainder to be pai~

On motion of H.T.Goyne, it is resolved that the Executive Secretary purchase two
new fire trucks, one for Bensley Village ~d ~me for Bon Air.
And be it further resolved that the Conm~ittee of Hr. Gordon, i4r. G,~yne and
]~cKesson be and it hereby is appointed to work with the Executive Secretary in
obtaining these trucks.
On motion of Ja~es W. Gordon, Jr., it is resolved that the fire truck at Bon Air
be transferred to Clover Hill and that the fire truck at Bensley be transferred to
Liatoaca, as soon as the new e~uipment has been purchased.
On motion~ it is resolved that this Board pay its membership dues to the Association
of League of Virginia Counties in the amount of ~300.00.
Whereas, heretofore this ~oard co~structed a water szstem at ~4orrisdale, Bermuda
District, this County, and
Whereas, it apb,ears that the water supp±i~.~d to said system is badly in need of
purification to elLminate certain chemicals in said water, and
Whereas, this Board is presently without funds to construct a treat,~ent or puri-
fication plant, and
Whereas, Messrs. W.C.Trueheart, J.L.Longest and T.E.Barnett have offered, in writing
to finance the construction of a treat~ent plant for said water to an amount not
exceeding $6000.00, and
Whereas, it appears to this Board that said offer is proper and should be accepted
and agreed to. Upon consideration whereof, and on motion of H.T.Go~ne, it is
resolved that the offer aforesaid be and the same is hereby approved knd accepted.
And be it further resolved that this Board enter into said offer as a contractual
agreement, the said offer in writing being in the following words and figures,to-wit
(1) That we will finance the cost of the construction of said treatment plant
not to exceed $6000.00.
(2) That on the 12th day of April, 1951, you will reimburse us for the said
cost of financing said construction of said water treatment plant.
(3) At the date of reimburse,'~ent we will transfer all our right, title and
interest in said treatment plant to you.
(4) Said pturchase and construction of said treatment plant shall be executed
under the supervision of ti~e County,s engineer or engineers.
And be if further resolwd that the Executive Secretary be smd he hereby is directed
to order all necessary materials, supplies an~i labor to speedily construct the said
itreatment plant at "i,iorrisdale" as soon as said sum is delivered to him.
This day the .~atter of constructing a road fro.~ Ru,~te ~/10, southwardly to the
:~County dump, Bermuda District, came before t he Board. Upon consideration
iand on motion of Mr. H.T.Goyne, it is resolved that this Co~mty construct a road for
Ipurpose of travel to the Co~ty dump, along the apFroxi ~ate line to the properties
of Burgess and Parker under the condition that the rights-of-way will be given to th:
County for a width of 50 feet And be it further resolved that the sum of
~!)1800.00 be sand the s a'~e is hereby appropriated from the unappropriated surplus of
.the General Fund for the construction of this roadway.
This day the notice served on the Chairman of this Board by the Suburban Coach Co.
~relative to the increase of fares on the coach line from the Courtb~;use to Richmond,
'notifying this Board there would be a he~ing on the 20th day of December, 1950,
was presented to the Board. Upon consideration whereof and on motion the same
is received and filed.
'This day the Executive Secretary presented to the Board a report on the examination
lof the Chesterfield County Police lock-up. Upon consideration whereof, mud on
motion, the same is ordered to be filed.

This day there was presented to the Board claims for poultry killed by dogs, the
claimant being Mrs. Helen D. Smith. Upon consideration whereof, and on motion,
it is resolved that the same be paid in the amount of
This day a deleg~tion from Chestervale Subdivision in this County came before this
Board and presented a petition from residents of said subdivision, requesting this
Board to appropriate the necessary funds to repair the streets and roads in the
above named subdivision. Upon consideration whereof, and on motion of ~'~.H.T.
Goyne secJnded by ~r. James W. Gordon, Jr., it is resolved that the whole Board
appear before the State Highway Co~mission or the State Highway Com,~issioner with
the object of discussing the policy of roads and streets in subdivisions.
This day again the matter of furnishing water to the S~ate Industrial School at
Bon Air came before the Board, and upon consideration whereof, mud on motion of
~r. James W.Gordon, Jr., it is resolved that this Board be and it hereby is
willing to furaish to the State of Virginia a quantity of water to be char~d for
at the rate of $1.00 per 1000 cubic feet; that the State lay all pipe and pay
all connection fees and furnish the meter to register the quantity of water used
by the State Industrial School.
This day there was presented to the Board by the Executive Secretary detailed
cost of the operation of Police cars for the past several months. Upon considera
tion where~f, the same is rec~ ved and filed.
On motion, it is resolved that a Petty Cash Fund be set up in the Utility Depart-
ment for the purpose of paying current small bills.
This day the Executive Secretary presented to the Board a letter from Perrow and
Brockenbrough, Consulting Engineers, concerning the drainage at and near the Richmo
General Depot. Upon consideration whereof, it is resolved that the said report
be received and filed, and that the Executive Secretary advise ~rs. Moncure of
this report, sending to her a copy of the report.
V~emas, the Office of Civilian Defense is creating a Regional D~fense Council
kno~ as the Richmond-Petersburg-Hopewell Regional Defense Council and desires to
know the wishes of this Board concerning the same. Upon consideration whereof
and on motion, it is resolved that this Board enter into the creation of the
Richmond-Petersburg-Hopewell Regional Defense Council in furtherance of Civilian
Defense of this area.
This day there was presented to the Board by the Executive Secretary a study and
report of the insurance requirements for the public buildings in the County of
Chesterfield, said report being ~mde by R.B.Augustine Insurance Agency, Inc.,
through its Agent, l.lr. Fisher W. Bruce. Upon consideration whereof and on
motion, it is resolved that the following amounts of insurance be place upon the

On motion of James W. Gordon, Jr., it is resolved that this Board appropriate the
sum of $1,000.O0 to the Richmond Memorial Hospital Building Fund, and request the
Hospital to designate one of its rooms as a memorial to Chesterfield County.
And be if further resolved that the Treasurer be and he hereby is requested to
transfer from the unappropriated surplus the amount of $1,OOD.OO for the above
purpose.

On motion, it is resolved t~mt the Executive Secretary obtain figures on the
cost o£ installing a sprinkler system in the Administration Building, Courthouse
and Clerk's Office, and make report.
This day there was presented to the Board two ease~i~ents for water lines and fire
plugs on Route #l, Bermuda District, the same being one from ~r. & Mrs. Leroy L.
Felter and the other from Mr. and Mrs. L. R. Goyne. Upon consideration whereo~
and on motion, the same is ordered to be received and in due time recorded.
On motion of James W. Gordon, Jr., it is resolved that~o more fire plugs be
installed in each district where water is available to the District.
un motion of ~',lr. James W. Gordon, Jr., it is rc~solved that a fire hydrant be
installed at Piney Lane and Buford Street in ]~idlothian District, and at the
Chesterfield Golf Course.
On motion, it is resolved that a fire hydrant be placed in Derwent Gardens.
On motion of J. C. ~cKesson, it is resolved that an adding machine be purchased
for use of the Clerk's Office,
This day again the ~tter of suits for the sale of delinquent lands and the
compensation for conducting suits came before the Board and it appeari~g that
heretofore this Board has requested ~r. Gillia~a, Atty., who has represented this
Board in numerous suits to submit a plan of such co~pensation, which planthis
Board has received and studied. Upon consideration thereof and on motion of
Mr. James W. Gordon, Jr., it is resolved that the Board adopt the plan as sub-
mitted by ~r. Gilliam dated Nove~.~ber 3, 1950, as the plan of compensation in
such suits.
And be it further resolved that it is understood that this plan is not exclusive
in any sense so far as the ef~ployment of ~,~. Gilliam is concerned ~r any other
Attorney.
And be it further resolved that the plan as submitted be and it Bereby is ordered
filed among the papers of this Board's meeting.
Ordered that the meeting be now adjourned until 10:00 a.m., January 9, 1951.
