Subiect: Recognition of the Participants in the Fall Government Citizens Academy County Administrator's Comments: County Administrator: Board Action Requested: Recognize the participants of the Fall Government Citizens Academy and present certificates of completion. Summary of Information: On August 28, 2018, the Fall Government Citizens Academy began its sessions. This is the county's fourth Government Citizens Academy, which began in the spring of 2017, to enhance and grow the county's communications efforts with its citizens. The Government Citizens Academy provides a hands-on learning opportunity where citizens may increase their knowledge and engagement in county government, and ask questions and provide feedback about how they think the county is doing. Through interactive sessions and tours of facilities, residents get a comprehensive look at how and why programs and services are provided. Spanning nine weeks, the fall sessions were held on Tuesday mornings. There will be another academy in the spring of 2019 that will be held in the evening. A member of the fall academy class will address the Board of Supervisors to give their perspective on what they learned. Preparer: Sarah Snead Title Attachments: ® Yes Deputy County Administrator, Human Services No 9,100 00S RECOGNIZING THE 100TH ANNIVERSARY OF WORLD WAR I'S ARMISTICE DAY WHEREAS, Armistice Day was the official end of World War I, and it was declared on November 11, 1918; and WHEREAS, Chesterfield County will commemorate the 100th anniversary of this occasion on November 11, 2018; and WHEREAS, the military service of county residents during World War I is justifiably a point of pride in our community; and WHEREAS, on April 6, 1917, the United States House of Representatives voted to formally commit the United States to fight in World War I; and WHEREAS, on May 18, 1917, the United States Congress enacted the Selective Service Act, making it the responsibility of the Federal Provost Marshall General to select men for induction into military service, a process known as the Federal Draft Policy; and WHEREAS, Chesterfield County was one of 4,648 local boards in 155 district boards to enact the 1917 Federal Draft Policy, and in this role, it registered, classified and determined the fitness of men living in the county for military duty, as well as established their call-up order, notification and transportation; and WHEREAS, Dr. John F. Ragland, a medical examiner residing in Chester, served as the first chairman of the Chesterfield County Draft Board until his enlistment in the U.S. Navy; and WHEREAS, Dr. A.J. Hurt, another resident of Chester, replaced Dr. Ragland in this duty, and both doctors offered up their homes as the location for the office of the local draft board; and WHEREAS, Dr. Ragland's home, at 4626 Centralia Road, is now a Chesterfield County Historic Landmark; and WHEREAS, more than 1,600 men from Chesterfield County were registered for the draft, and others volunteered, which resulted in 361 servicemen who were transported to Europe as part of the American Expeditionary Force to fight with the Allies; and WHEREAS, in June 1917, construction began on Camp Lee, work which was undertaken predominantly by Chesterfield residents, and when the construction was completed just 60 days later, there were accommodations for more than 60,000 men; and WHEREAS, on the home front, county schools and churches took up the war effort by encouraging the community's support for the patriotic agencies in the county, including campaigns for War Savings Stamps, Thrift Stamps and Liberty Bank Loans; and loam WHEREAS, County troops served in every action on the Eastern Front between September 1917 and November 1918, when peace finally came to Europe; and WHEREAS, most of the county's servicemen, including the 80th Division "Doughboys" of Chesterfield County, returned home; however, 37 of the county's heroes made the ultimate sacrifice during the Great War, and of these, five were buried on French soil; and WHEREAS, on Thanksgiving Day in 1918, Chesterfield County held a patriotic gathering at what is now known as the Historic 1917 Courthouse, and at that event, Dr. Douglas Southall Freeman delivered an inspiring speech, and Chester village held a parade led by the Camp Lee Army Band. Davis, Jr. will retire from the Chesterfield County Police Department on November 1, 2018, after providing nearly 27 years of outstanding quality service to the residents of Chesterfield County; and WHEREAS, Sergeant Davis has faithfully served the county as a Patrol Officer, Senior Police Officer, Master Police Officer, Career Police Officer and Sergeant; and WHEREAS, during his tenure, Sergeant Davis also served as a Desk Officer, Field Training Officer, Evidence Technician, Detective, Breathalyzer Operator, School Resource Officer, General Instructor and as a member of the Hostage Negotiations Team; and WHEREAS, Sergeant Davis was one of the best School Resource Officers in the program, having a strong connection with the students at his school and was highly respected by the administrative staff, and he received numerous letters from students, parents, teachers and the Juvenile and Domestic Court Judge praising him for his job performance; and WHEREAS, Sergeant Davis and his fellow School Resource Officers were the recipient of a Unit Citation Award for achieving a higher than expected case clearance rate while maintaining a strong focus on regular school -related security and other duties; and WHEREAS, Sergeant Davis was instrumental in the implementation of the Crisis Intervention Team (CIT), and he also served as a CIT instructor, coordinator, and a super delegate for the Central Virginia CIT Coalition; and WHEREAS, Sergeant Davis was recognized with a Chief's Commendation for his actions in the capture of a robbery suspect following a vehicle and foot pursuit; the suspect subsequently confessed to committing several robberies in the weeks leading up to his arrest; and WHEREAS, Sergeant Davis received a Chief's Commendation for his dedication and attention to detail which resulted in the apprehension of an individual involved in over 100 indecent exposure incidents in the county over a four-month period; and WHEREAS, Sergeant Davis was presented with a Chief's Commendation for his investigative work and detailed plan of action along with two other officers which led to the identification and capture of multiple suspects responsible for numerous acts of vandalism and thefts in the Brandermill and Woodlake areas; and WHEREAS, Sergeant Davis is recognized for his excellent communications and human relations skills, his strong work ethic, and his teamwork, all of which he has utilized within the Police Department and in assisting residents of Chesterfield County during his career; and ME= WHEREAS, during his tenure, Sergeant Davis has received numerous letters of commendation, thanks and appreciation for services rendered; and WHEREAS, Sergeant Davis has provided the Chesterfield County Police Department with many years of loyal and dedicated service; and WHEREAS, Chesterfield County and the Board of Supervisors will miss Sergeant Davis' diligent service. The reported data is also used in the Chesterfield CSB's annual performance report. The performance contract reflects the budget approved by the Board of Supervisors for each fiscal year. Summary of Information: The Edward Byrne Justice Assistance grant is a federally funded non- competitive grant program that awards funds annually to local and state criminal justice agencies and departments. This grant was applied for by the Sheriff's Office from the federal FY2017 award. The grant was approved by the US Department of Justice. These funds will be used to purchase 39 body cameras and supporting equipment for Sheriff's Office personnel. There is no local match requirement for these federal grant funds. The grant period ends in September 2020. The Sheriff's Office acquisition of body worn cameras is to ensure a level of trust, safety, and transparency between both deputies and citizens. The cameras will only be deployed in the jail to deputies in the Booking and Intake sections and to deputies responsible for transportation of inmates and civil process. The gates and cameras can be operated remotely. Currently when there is a power outage, staff responds with a portable generator to allow electronic operation of the gates. As power outages often occur during extreme weather events, this poses a risk to employees as well as increases the response time to operate the gates. The purchase of this small piece of land would allow the county to install a standby 25kW natural gas generator that will automatically turn on with a power outage to prevent interruption of the ability to operate the gates and cameras from a remote location. The generator is relatively small and has a footprint of 5.25 feet by 2.5 feet and is only 2.5 feet high. Approval is recommended. Summary of Information: The County Code provides certain exemptions from real estate taxation for qualifying taxpayers who are either over the age of 65 or disabled. Taxpayers must apply for an exemption with the Commissioner of the Revenue each tax year by filing an affidavit or written statement setting forth information regarding the applicant's net worth and income. To ease the administrative burden on the taxpayer, the Commissioner of the Revenue is recommending two changes. Neither change is expected to have any financial impact on the County's revenue. Staff recommends setting a public hearing for November 14, 2018. 3228:113107.1 MMMM AN ORDINANCE TO AMEND THE CODE OF THE COUNTY OF CHESTERFIELD, 1997, AS AMENDED, BY AMENDING SECTION 9-27 RELATING TO APPLICATIONS BE IT ORDAINED by the Board of Supervisors of Chesterfield County: (1) That Section 9-27 of the Code o the CounU o fhesterf eld, 1997, as amended, is amended to read as follows: Sec. 9-27. Procedure for claiming exemption. (a) Anyone claiming an exemption shall file annually with the commissioner of the revenue, on forms to be supplied by the county, an affidavit or written statement setting forth all information required by Code of Virginia, § 58.1-3213, and all other information required by the commissioner of the revenue to determine qualification for the exemption. Once a taxpayer is determined to qualify for the exemption, the commissioner may allow the taxpayer, in lieu of filing a complete affidavit or written statement annually, to file the affidavit or written statement on a three-year cycle, with an annual certification that no information contained on the last preceding affidavit or written statement filed has changed such as to violate the limitations and conditions as provided for in Section 9-25 of the Code of the County of Chesterfield. The commissioner of the revenue may also make further inquiry of persons seeking the exemption, as may be reasonably necessary, including requiring answers under oath, and production of certified tax returns to determine qualification for the exemption. The affidavit or written statement or an annual certification shall be filed not later than April 1 of each year, but the application may be filed as late as '-'ember 31 of eae by first-time applicants or in cases of hardship as determined by the commissioner as late as December 31 of the year following the year for which the exemption is sought. If a person claiming an exemption is under 65 years of age, the application must include either: (1) A certification by the Social Security Administration, the Veterans' Administration or the Railroad Retirement Board; or (2) If such person is not eligible for certification by any of these agencies, a sworn affidavit by two medical doctors licensed to practice medicine in the commonwealth, stating that such person is permanently and totally disabled. The affidavit of at least one of the doctors must be based upon the doctor's physical examination of the person. The affidavit of one of the doctors may be based upon medical information that is relevant to the standards for determining permanent and total disability that is contained in the records of the civil service commissioner. (b) The exemption may be granted for any year following the date that the applicant reached the age of 65 years. A change in income, financial worth, ownership of 01 z o property or other factors occurring during the tax year for which an affidavit or written statement is filed which causes the applicant to exceed or violate the limitations or conditions shall void any exemption for the following tax year. My name is Gordon Bowers. I have been a pilot for 42 years, and for 41 of those years I have operated out of Chesterfield's airport. I currently own 3 airplanes and occupy 2 hangars. For 32 years, I have owned a single-engine airplane that I use for business and family transportation throughout the eastern half of the country. For 21 years, I owned an historic Navy aircraft that I displayed at well over 200 air shows and other public events at airports from small towns to large cities. The jacket I am wearing was presented to me by the Virginia Department of Aviation in recognition of my having landed at and taken off from every single public -use airport in the Commonwealth. I tell you these things only to make a point — that I have flown into countless airports and have done business with many FBO's. Chesterfield's airport has great potential, but that potential has been stymied by underutilization. That underutilization has resulted in lower revenues for the airport ... and lower revenue has kept the airport from growing and improving. The simplest way to increase utilization is by lowering the costs for planes that operate here. For example: When a pilot is planning a flight that requires a fuel stop, naturally he or she checks fuel prices Page 1 of 2 along the planned route. If an airport posts fuel prices that are significantly higher than other airports in the area, it tells transient pilots something loud and clear, "You are not wanted here." That is exactly what Chesterfield has been doing for a very long time. And fuel cost and transient traffic is only part of the picture. The proposed new FBO plans to build 2 new hangars and already has them mostly committed to large planes that will be new to Chesterfield. The proposed FBO also plans to start a bona fide, full- service flight school. That alone will significantly increase airport utilization and increase revenues for the airport. In addition to directly increasing airport revenue, greater utilization will affect airport economics in another way. Traffic counts are a major factor in federal and state funding. One final point: Contrary to what some might think, this is NOT a "zero-sum" situation. As mentioned above, the second FBO will be bringing planes that are new to Chesterfield — for its own flight school and into the new hangars. Lower fuel prices will bring additional transient traffic. Increased utilization will benefit both FBO's. Competition is what drives consumer costs ... and it also drives quality of service. Having a second FBO will be good for our airport, and that will be good for the County. I urge you to help our airport grow and prosper by approving the second FBO. Thank you for your consideration. Page 2 of 2 Spee,tcv -43 Board of Supervisors Meeting October 24, 2018 Madam Chairman and Members of the Board, I am William Chandler a pilot for 43 years. I have had a plane based at Chesterfield since 1980. Served on the Airport Advisory Board for 10 years from 1992 to December 2002 and Chairman 1994-1995. While on the Board the Chesterfield Airport minimum standards original publication was introduced by the Airport Manager to our Advisory Board in August 1993. Nine years later we revised these Standards in June 2002. In Section 4F of these standards states and I paraphrase: The development or use of the area requested by the applicant will not deprive the existing FBO's area in which they operate or result in congestion of aircraft. My argument to you is where the new FBO should be located not to interfere with the existing FBO. There are only 4 pad sites ready at this time. Both Dominion and the new FBO have requested pad sites 1 & 2. If the new FBO is given these sites it would interfere and cause congestion of the operation of Dominion Aviation. There is a letter that has been circulated that Dominion should have built a hangar before now to bring planes that the new FBO says that they will bring. Dominion did propose to the county in late 2013 to build a 12,000 ft2 hangar and later add a 6,OOOft2 office and lounge. I know for a fact, because I was going to finance the project. The only thing that I ask was to have pad site 1 and be given a 30 year ground lease. The County would only agree to a 20 years lease, which I could not accept. I understand that the new FBO is asking for 40 years ground lease as stated in the Chesterfield Observer article dated 10-3-18. Another reason why I believe Dominion should be allowed these sites is because, of past performance and future growth. Each one of you were given a Financial Impact Analysis by Dominion, showing current revenue produced by Dominion for the County which covers the airport's day to day personnel and operating expenses. Future revenue from the 4 new managed aircraft, if there is hangar space, will increase current Personal Property taxes and fuel flowage by 81% or over $300,000. This same document gives a rendering of the purposed new hangar to be built by Dominion . It goes on to explain that Dominion is a Platinum Service Center for Cirrus aircraft, and has been chosen as repair center for the new SR50 jet. With future growth of these aircraft the demand will require another hanger to house the maintenance. In summary: I encourage the members of this Board to (1) study the facts (2) take a trip to the surroundings county's airports and compare service and revenue produced for these Counties vs what Dominion deliveries to Chesterfield County. Please decide carefully how and where you what this airport to grow and produce the most for this County. I was a licensed professional engineer (VA), prior to my retirement. I have observed over time that our highly subsidized, unregulated, monopoly model has not created the potential level of growth expected of our airport. Competition is necessary to stimulate the growth and economic development necessary to provide a reasonable return to the County on behalf of the taxpayers. Tonight we are considering a proposal from Richmond Executive Aviation (REA), a second and competing FBO. FAA Order 5190.613 states that an airport must accept any qualified FBO meeting Minimum Standards and may exclude an incumbent FBO from participating in a competitive solicitation in order to bring completion to the airport. Chapter VII.c.S of the existing 1991 FBO Agreement grants similar rights to the County. Other airports such as Easton in Maryland have found that competing FBOs may actually supplement each other. At Easton the addition of a third FBO actually increased fuel sales by 20%. Competition brings lower prices to the consumer, increasing sales, which in turn decreases incremental costs fostering even lower prices, a win-win situation. A violation of the FAA Order may impact pending FAA funding of more than $19,000,000 to Chesterfield Airport and even demand retraction of prior funding. In addition, we are faced with a $2,000,000 replacement of our fuel farm. A violation may affect State funding of this project as well. 1W REA meets all Minimum Standards required of an FBO and has requested a land lease for sites 1 and 2 on the north ramp as needed to construct two hangars of 10,000 square feet each. REA proposes needed FBO services such as fuel sales, aircraft maintenance, aircraft storage and a reasonably priced flight school that may easily interface with the Chesterfield Public School's Vocational program as well at those of surrounding institutions such as VCU, VSU, John Tyler and Liberty University. REA's proposal will bring enough aircraft, new to Chesterfield County, to fill one and one half of the proposed hangars. It appears that the second hangar may be filled immediately as well by outside interest. The overall effect will be increased real estate, personal property and business taxes along with jobs and the competition necessary to achieve the desired tax payer benefit. As a taxpayer, a pilot, and an airport tenant, I request that you approve REA's request for the land lease and contract for FBO Services. In so doing, we reduce the risk of losing over $19,000,000 of FAA funding and provide for the competition necessary to foster the economic growth and development of our fine airport. Finally, please keep in mind that time is critical as the cost of moving forward continues to escalate. • J. It is another thing entirely to operate a business profitably while training and retaining quality employees with benefits, paying insurance premiums, and setting aside funds to repair and re a e uipment. • Allowing an FBO at the airport will simply distract from the quality and smooth operation. I can see how it may initially seem like a novel idea, but in the not too distant future, the airport management will be looking for someone to fill in the empty space vacated by this inexperienced, "entrepreneur" FBO. • Or worse, they will need to fill the huge void vacated by the current extremely experienced, high- uality business which has been there for over three decades. T S e eq, Ker * 1 7 INTRODUCTION (FBO proposal at Chesterfield County Airport) • Gene Johnson • Retired military officer. • Commander Presidential Flight Detachment, flew three Presidents of the United States and numerous Heads of State. • National Counter -Terrorist expert and operative. • Captain, B757 for major US Airline flying throughout the world. • Business developer of international and domestic aviation companies and consultant of aviation operations. • Tenant at FCI for over ten years. • Fly throughout the United States into large and small airports. (examples: JFK, CLT, IAD) and very small uncontrolled airports. • For years, I have purchased the largest amount of 100LL of the FCI tenants outside the Wing Nuts flying club and one owner who operates nine other piston aircraft. COMMENTS • Competition is good but government involvement that attempts to pick winners and losers is extremely destructive and ends in failure. • The proposal before the board appears to be a harmless request to build and operate a new FBO. A closer review indicates - it's not. • The potential harm is significant and whoever developed this is asking Chesterfield County to incur a huge amount of risk in many respects. • The proposal creates obvious ground and flight conflicts. • The proposed physical location next to the existing FBO cannot be justified under any normal circumstances. It's inherently unsafe and an operational problem of huge proportions. • The close proximity of jet aircraft and smaller airplanes and co - mingling of ground and flight operations is a major safety issue. • If the Board wants to approve another FBO the location designated for that business should be as far away from the current FBO as physically possible. SUMMARY • The FBO business is extremely difficult and competitive. • The difficulty increases when government is not supportive. • It appears the proposed owner and operator of the new FBO has experienced two business failures in the recent past. • Those businesses where in model airplanes. • That's only an indicator but does appear to be something to consider. • Regardless, if a new FBO has the money and the plan that meets the Federal, State and County requirements, that group should be given an opportunity to compete. • Not at the expense of other businesses, however! • My experience and observations of the environment at FCI in the last four years causes me to believe this proposal for a new FBO is not what the proposal seems on the surface. FINAL POINT • I mentioned I've flown throughout America for over 40 years. I have about 20,000 flight hours and in all that time: • I don't recall one airport with a single runway that has two FBO's.
