RECOMMENDATION Recommend approval for the following reasons: A. This request is for renewal of a previously approved temporary manufactured home permit. B. This request will not have an adverse impact on the character of this area. CONDITIONS 1. The applicants shall be the owner of the temporary manufactured home. 2. The temporary manufactured home permit shall be granted for a period not to exceed five (5) years from date of approval. 3. No lot or parcel may be rented or leased for use as a temporary manufactured home site nor shall any temporary manufactured home be used for rental property. 4. No additional permanent-type living space may be added onto a temporary manufactured home. All temporary manufactured homes shall be skirted but shall not be placed on a permanent foundation. Existing Zoning: R-7 Size: .28 acre Existing Land Use: Residential Adiacent Zoning and Land Use: North, South, East and West - R-7; Residential Utilities: Public water and sewer General Plan: (Jefferson Davis Highway Corridor) Residential (2.51 - 4 units per acre) DISCUSSION The applicants are requesting renewal of temporary Manufactured Home Permit 95SR0279 to park a temporary manufactured home in a Residential (R-7) District for five (5) years. The first permit on the subject property was issued on April 21, 1988. The property is served by public water and sewer. The temporary manufactured home is located on property belonging to Clifford and Sophronia Robinson. The applicants have indicated Patricia Pulliam and her daughter, Tina Campbell, will be residing in the temporary manufactured home. The applicants have also indicated Ms. Pulliam and Ms. Campbell will not be paying rent. 2 06SR0160-NOV22-BS Staff finds there are three (3) temporary manufactured homes located within one-quarter mile of this property. This request, which is for five (5) years, appears to be in character with the neighborhood at the present time. The temporary manufactured home is located in an area designated by the Jefferson Davis Corridor Plan. This Plan designates this property for residential use. Adjacent properties are zoned Residential (R-7). Development in this area gives the neighborhood a stable residential character. The applicants have requested that Standard Condition 1 be amended to allow Patricia Pulliam and her daughter, Tina Campbell to be the occupants. Staff believes that allowing Ms. Pulliam and Ms. Campbell to be the occupants, if properly conditioned, will have no adverse effects on adjacent property or the area in general. Therefore, staff recommends that Condition 1 be amended as noted below. Because of the potential for future development in this area, staff believes that the Board should advise the applicants to look upon this request as a temporary dwelling. If approved, it mayor may not necessarily be renewed. If this were a new request, staff would recommend denial. However, since a temporary manufactured home has been parked on the subject property since 1988, staff would recommend approval of this request for five (5) years, subject to Conditions 2 through 4, as noted herein and Condition 1 as noted below. CONDITION The applicants shall be the owner of the temporary manufactured home.
