This day the Executive ~ecret~r~ called attention of the Board to the fact that Mr.T.D.Watkins no longer being a member of the Board of Supervisors could not represent them on the Welfare BoarR and stated that some member of the Board should be appointed to the Welfare ~oard. Gordon, Jr., the-name of 14r.P.W.Covington was placed in nomination, and the unanimous support of the Board of Supervisors was given for his appointment. This day the Executive S~cretary presented to the Board copies of the Secop~dary Ro~d allocations for July 1, 19~8 to June 30, 1949, which report was received and filed. This day the F~xecutive Secretary read a letter from Mr.C.E.Corbin, President of recuesting that the Willis Road from Rt. the Bellwood Manor Citizens League, . back to the Seaboard Airline E¥. be wi~ened and improved. Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that the Virginia Department of Hi.zhways be and it hereby is reque~.ed to improve Willis Road, Rt. 613, from Rt.#l as far eastwardly as the crossing of the Willis I~oad and the Seaboard Airline Ry. Ruth Johnson, ~:o had previously presented a bill to the Board for veterinarf, an servicers to a calf injured by dogs, appeared before the Board stating that the medicine purchased by her had amounted to more than that paid for by the Cotunty and requested additional amount of ~1~.75 be paid for medicine. Upon consideration whereof, and on .motion of H.T.Gocme, Jt is resolved tbmt no action be taken on this until receipted bills for medicine ~urcnased bR presented to the Board. This day the Executive Secretary read a letter from Mr.D.H.Eades, requesting the Board to reimburse him for a parr of hunting boots which had been destroyed b y dogs. Upon ~dvice of the Co~nonwealth's Attorney it was ruled, that it was not within the jurisdiction of the Board to make a payment of this kind from the Dog Tax Fund, and the Executive Secretary was instructed to inform RLr. Eades of this. This day Mr. S. T. Wa~:~staff, who is developing a subdivision on Providence Road stated he was interested having the CoUnty install a water system in his subdivision. Upon consideration whereof, and on motion of James ~?~.Gordon, Jr., that the County enter into an agreement with Mr. Wagstaff to ~nstall a water syste on Providence Road when he has deposited the money for the s amc. This day the Executive Secretary submitted a report from the Chesterfieid Volunteer Fire De~t. #2, showing activities during the year 1947, which report was received and filed. This gay Mr. A. J. Homer, Forest Fire Warden, stated he felt the Volunteer Firemen of CheSterfield Cotu~ty should be recognized by suitable letter of appreciation. Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the Executive Secretary be and he hereby is ffnstructed to write a letter of thanks to the Volunteer Firemen in appreciation of services and to include in the ]~etters written, one to Mr. Woo!folk and the boys from Bethany Home. This day Mr. W. H. Heintzman, Presf. dent of the Chesterfield Voluntee9 Fire Dept.#l, presented a resolution adopted by the Department requesting that the piece of fire equipment now being rebuilt in Roanoke be assigned to the Chester Department. V~nereupon he was informed that the piece of equipment now being rebuilt in Roanoke had been assigned to the Bensley Fire Department ~4. Un motion of H.T.Goyne, it is resolved that the Commonwealth's Attorney be and he hereby is instructed to draft the proper bill to be submitted to Legislature through our repres~,ntatives, requesting that proper compensation be paid to the fire fighters in Chesterfield Co~ty in case of .an accident. This day ~[r. Arthur Davis appeareR before the Board s rating that he had drilled a well on some property being developed by him on Rt.650 and wished the 8ounty to take over the well at no cost to the County and install water lines to serve these homes. Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that the Board accept this proposition. And be it further reaolved that the Executive Secretary be and he hereby is instructed to proceed with the installation of wat~ lines to these homes. This day Mr. H. T. Goyne stated that he ~shed to tn ye the Bermuda Sanitary DistricB as it now exists repealed. Upon consideration whereof, and on motion of H.T. Goyng~ the Commonwealth's Attorney be and he hereby is requested t o ~raft a Bill to present to the Legislature repealing the law creating the present Bermuda Sanitary District. This day Mr. Norn~un Bowen appeared before t he Board stating he represented Mr. W.P.~eonard who had applied for t he rezoning of property on the Jahnke Road and stated he wished this application continued until a later meeting, which request was g ranted. The following application was submitted to the Executive Secretary for the rezoning o£ property: Property of Mr.G.C.Che~ming for a Use Permit to erect a six-family apartment house on the northwest corner of Buford and C?msterfield Avenues in Bon Air, Virginia. This day the Executive Secretary presented to the Board a bill from Mr.O.K.Marquis for one-half of the taxes paid to him on the wat~r system which was purchased by Chesterfield County as of July l, 1946. Upon c onsi~eration whereof, and on motion of H.T.Goyne, it is resolved that the Commonwealth's Attorney be and he hereby is requested to present this bill to Circuit Court, for approval and refund. This day the Exeetive Secretar~ read letters from the Compensation Board fixing the salaries of the Trr. asurer, Commissioner of Revenue, Co~monwealth'sAttorney, togethe~ ~,rith their deputies, for the ensuing year, whidn letters are received and filed. This day the Executive Secretary read a letter from Mrs. J.F.Clare, resident of "Raleigh Court", s~ating that citizens of this subdivision were requesting limit signs be placed within t he.area. Upon consideration whereof, and on motion of J~'cC~cKesson, it is resolved that the Virginia Department of Hishways be and he hereby ~s requested to investigate this situation and take such steps as are appropriate in the installation of speed limit signs in the subdivision of "Raleish Court" and "Norowood Park". This day the Executive Secretary presented a bill from ~. Harry L.Snead, for the examination of records for 1947, a ssessing tangible ~ersonal property. Upon consideration ~ereof, and on motion of H.T.Goyne, it is resolved that the bill be approved for payment. And be it further resolved that the sum of $16.68 be and it hereby is appropriated from the unappropriated surplus of the General Fund to the Examiner of Records. And be it further resolved that Mr. Snead be informed that according to law the Acts of the General Assembly of 1944 the Commissioner of Revenue would assume the duties of the Examiner of Records. This day the Executive Secretary read a letter from the Department of Public Welfare thanking the Board for the donation of $100.OO for Christmas baskets for the needy in the County, which letter was received and filed. This day the Executive Secretary again called the Board's attention to a communication from t he City of Richmond along with an Ordinance passed by the City Council of the! City of Richmond concerning subdivision control within a five mile areaasurrounding! the City of Richmond under authority of Chapter 211-A, Code of Virginia, and stated1 that the County of Chesterfield must take some recog~aition of this ordinance either approving or rejecting the s amewithin forty-five days from date of the receipt of the Ordinance. Upon consideration whereof, and on motion of James W. Gordon, Jr., it is resolved thst the Ordinance adopted by the City Council of the City of Richmond and approved December 18, 1947, be and the same is hereby approved, with the follow~ng exception: Page 4, Section l, line 5, beginning withl the word "when" ............. strike out the balance of said Section. And be it further resolved that the Council of the City of Richmond be and it hereby is respectfully requested to amend its ordinance to comply with the desires of this Board as indicated by said exception. And be it further resolved that the Commonwealth's Attorney ~e and he hereby is requested to draft an ordinance concerning subdivision control within the County of Chesterfield paralleling that adopted and submitted to this Board by the Council of the City of ~{~chmond, omittin~ therefrom the exception stated above. This day the Executive Secretary stated there had been a request for streets in the subdivision of "Rolando" to be taken ~nto the Secondary Road System. Upon consideration whereof, and on motion of James W. Gordon, Jr., it is resolved that the County Road Enginmer be and Be hereby is instructed to take such steps as necessary to hove the streets in "Rolando" taken into the State Secondary System. This day ~'~r. H.T.Goyne stat~d that there had been called to his attention the high embankment along the Seaboard Airline Ry. at the crossing of Rt. 1502 which created a Traffic hazard. Upon consideration whereof, and on motion of It. T.Goy~ the Executive Secretary is instructed to communicate vrith the Seaboard Airline Ry. officials and request that some effort be made to reduce the banks alonz the Railroad at the crossing of Rt. 1502 near Chester. This day the Executive Secretary read a letter from Mr.A.F.Weaver, requesting that some steps be taken to improve a road running r~orthwardly from the Southern Railway at Midlothian Ry. depot, known as the Salisbury Road. Upon consideration whereof, an,J on motion of James W. Gordon, Jr., it fs resolved that the County Road Engineer be and he hereby is instructed to take such steps as necessary to have that part of the Salisbury Roa~l which serves the home of Mr. Weaver, taken into the State Secondary Road System. This day the Executive Secretary called the Boar.~'s attention to a request from the Clerk's Office for additJonal deed books and stated that by purchasing in lots of 24 books it entitled the County ~o o very substantial discount. Upon consideration whereof, and on motion of H.T.Goyne, the Executive Secretary is authorized to purchase 24 deed books for use in the Clerk's Office. This day the ~atter of collection of garbage in "Raleigh Court" and other built- up areas in the Countywas brought to the attention of the Board. Upon considerattion whereof, and on motion of J.C.McKesson, it is resolved that the Commonwealth's Attorney be and he hereby is requested to prepare such legislation as necessary to present to our Le~islators permitting Chesterfiela to collect garbage in built- up areas in Chesterf~{eld County and charge a service charge for services rendered. ;md be it further resolved that the Commonwealth's Attorney be requested to present to our Legislators a Bill to permit Chesterfield County to install and operate sanitary sewers, charging a service charge for same Znd sell revenue bonds and general obligation bonds for financing the same. McKesson voted "No" and asked that his vote be so recorded. This day again thematter of a Building Code for Chesterfield County was called to the attention of the Board. This day again Mr. H.T.Goyne called the attention of the Board to the fact that each month we~were paying out a large ~um of money in the Utility Department for a truck owned and operated by Brandon Steed, and stated he felt it would be much cheaper for the County to own and oper~te thist ruck. Upon consideration whereof, and on motion of H.T.Goyne, the Executive Secretory is instructed to investigate the possibility of purchasing the truck from Brandon Steed or purchasing a new truck for the Utility Department for Brandon greed's use.
