Koyoto Dr. 317SN0813-2018DEC12-BOS-RPT PLANNING Staff Contact: Drew Noxon (804-796-7122) noxona@chesterfield.gov Proposal The applicants have been parking a recreational vehicle (boat and associated trailer) on the property since October 2010. On February 14, 2017, the Planning Department received a complaint relative to the vehicle measuring approximately 24 feet long, 8 feet wide and 5 feet tall, and stored within a carport in the right side and front yards. Exhibit A The Zoning Ordinance permits the parking and storage of recreational equipment within a residential district with certain restrictions: No more than two (2) items of equipment permitted to be stored outside of an enclosed building; Except for loading and unloading, equipment is located in a rear yard and set back 10 feet from the rear property line and 5 feet from the side property line; Except for repair, wheels on the equipment are not removed; Equipment is not used for living or commercial purposes; and, Equipment is not connected to utility services. These ordinance restrictions are designed to minimize impacts of larger vehicles and equipment on area residential development and the streetscape. If any of these restrictions cannot be met, the use may be allowed by ordinance restrictions except that the vehicle is parked within the side yard. The applicants are 417SN0813-2018DEC12-BOS-RPT seeking conditional use approval to permit parking and storage of the recreational vehicle in its current location. Setback Exception The applicants had originally placed a detached carport (19 feet wide by 26 feet deep by 11.5 feet tall) within a portion of the front and side yards in order to store the boat. The carport was located approximately 50 feet (75 feet required) from the Koyoto Drive right-of-way and 0.5 foot (3.75 feet required) from the right-side property line, therefore a conditional use planned development was requested. The applicants recently relocated the carport in compliance with Ordinance requirements, as such, the conditional use planned development request was withdrawn . Alternative Parking and Storage Location Upon visiting the property, staff identified multiple accessory structures, a pond with a fountain, and multiple trees in the rear yard that hinder relocation in compliance with Ordinance requirements. Also, a rear addition on the home further reduces the area of the rear yard. The applicants have worked with staff to relocate the carport and boat to an area of the side yard which substantially mitigates views from the street and adjacent properties (see Page 4, Exhibit A). As such, staff is supportive of this request. Non-Transferable Ownership. This Conditional Use approval shall be granted exclusively to Katie M. Alexander, and shall not be transferable nor run with the land. (P) 2. Use. This Conditional Use approval shall be for the parking of one (1) recreational vehicle (boat and associated trailer) having no more than two (2) axels and no greater than twenty-four (24) feet in length.
