of February, 1948, showiqg expenses incurred in the operation and maintenance of hi
office in the amount of $1305.33, of which the County has paid two-thirds or
$870.22, the remainder to be paid by t he State, and the Board approving the report
the same is filed.
This day, Mr. Geo.W.Moore, Jr., Commissioner of Revenue, submitted to ~he Board his
report for the month of February, 1948, showing expemses incurred in the operation
and maintenance of his office in the amount of $$1130.G0, of whichthe County has
paid two-thirds or $753.33, the remainder to be paid by theState, and the Board
approving the report, the same is filed.
This day Mr.M.A.Cogbill, Commonwealth's Attormey, submitted to the Board his
repomt for the month of February, 1948, showing exDenses incurred in the op~ation
and maint~ance o~ his c~fice in t he amount of $55~.33, of which theCounty has
paid ome-half or $279.16, the remainder to be paid by the State, and the Board
approving the report, the same is filed.
This day, Mr.O.B.Gates, Sheriff, submitted to the Board his report for the month
of January, 1948, showing expanses incurred in the operation and maintenance of
that office in the amount of $821.68, of which the County haw paid one-third or

Thomas Dale Schools.' Upon consideration whereof, and on motion of J.C.McKessca,
it is resolved that this request for Literary Leans in the amounts of $210,000.OO
and $262,500.00 for additions to Broad ~ock and Thoma~ Dale Schools be and they
are hreby approved , and the Executive ecretary ~s directed to complete such
applications for the Borad of Supervisors.
This day Mr.E.S.H.Greene stated that in Clover Hill District on Rt.360, there was
a turn-around placed for t he school bus which was n ct in the best location and
requested the Board to have the Virginia Department of Highways investigate a~d
select the b est turn-around location for the school bus. Upon consideration
whereof, and on motion of I.G.Horner, the Virginia Department of Higheays is
requested to investigate and take such steps as are feasible to select the best
turnaround for the school bus.
This day, Miss Lena Warwick, appeared before the Board stating that the conAition ~
of the area used ~s a dump on Bell's Road, near the Hickory Hill High School,
in Manchester District was deplorable and it was a breeding place for rats and
stating that something must be done to improve and clean up this location.
Also requesting t~e discontinuance of this site as a trash dump.
Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that this
Board take recognition of this situation and appropriate the sum of $200.00
to the rat-control program for Chesterfield Countysponsored by the Department of
Agriculture, With the understanding that whatever amount is necessary to eradicate
the rats on the dump area ~t Hickory Hill School be spent for that project.
And be it further~solved that the Executive Secretary be and he hereby is instruc£ed
to discontinue the use of this area as a County dump at once and to see that the
area is leveled and cleaned off as soon as steps have beem taken to eradicate the
rats.
This day the Executive Secretary stated to the Board that the following applications
for rezoning had previously been presented to the Board and had been advertised
according to law and were ready for acition to be taken thereon:
(1) In Manchester ~4agisterial District, at the intersection of Rt.360 and Rt.663
(Elkhardt Road), a distance of ll7 feet onElkhardt Road,Rt.663, and 150 feet on
Rt. 360. This application is made by Mr.A.L.Davis and is for r ezoning from
Agriculture to Local Business. There appearing no one opposing this r ezoning,
it is resolved on motion of J.C.McKesson that the application be granted.
(2) In Bermuda District on the north side of Rt.144 at the intersection of Rt.144
and Rt. ll30__at Stop 50, a d~tance of 208~ feet along Rt. l~+ to a depth of
200 feet. This application is made by Mr. Chesterfield Smith and is for rezoning
from Agriculture to Local Business for the purpose of establishing a service
station and g rocerystore. There appearing no one opposing the grantin~ of this
request, the reaoning of this property is granted.
(3) In Midlothian District on Rt.360, approximately 1/4 of a mile east of the
intersection of Rt.360 and Rt. 730, a distance of 350 feet on Rt.360, with a depth
of 200 fee~. This application is made by Mr. Ernest F. Garner amd is for rezoning

This day Miss Lucy Gott, Supt. of Welfare, stated that the money appropriated
by this Board for the hospitalimation of indigents in Ches~rfield County had been
insufficieat and s rated that the sum of $1300.00 would be needed until July 1
of this year to carry c~ this program. Upon consideration whereof, and on
motion of P.W.Covington, it is resolved that the sum of $1300.00 be and it hereby
is appropriated from the unappropriated surplus of the General Fund to 8e-21~,
Hospitalization for indigents in Chesterfield County.
This day the ExecutiveSecretary stated he had received through the Department of
Welfare, a check in the amount of $200.00 from a citizen of Chesterfield County to
help defray the hospital expenses af certain indigentr~ patients in the County in
the County in which he as interested. Upon consideration whereof, and on motion
of H.T.Goyme, it is resolved that this check be received and appropriated to the
hospitalization fund - 8e-21~, for indigents of Chesterfield County.
And be it further resolved that the citizen donating this check be appropriately

This d ay Mrs. D. S. Simpson appeared before the Board s taring tharRt.691 in Bermuda
District was very badly in need of an extension toserve properties beyond the
distance now maintained by the State Highway Department. Upon consideration where
and on motion of H.T.Goyme, it is resolved that the County Road Engineer take such
steps as necessary to have this road investigated and if possible taken into the
State Secondary System for 225 yards beyond the present street maintenance.
This da~ Mr. Irvin G. Homer, Supervisor of Clover Hill District, stated that there
was a r~ad in Clover Hill District, Rt.~693, Bailey's Rmd, whichdid not extend far
enough to serve all houses in that area. Upon consideration whereof, and on motioz
of I.G.Horner, ~t is r eso~ved that the County Road Engineer be and it hereby i s
instructed to take such steps as necessary to have the State Department of Highways
extend this road, Rt.693.
This day Mr.J.C.McKesson stated that the streets in the subdivision of "Rolando"
having been in an impassable condition that he had requested, through the
Executive Secretary,that the Virginia Department of Highways improve these streets.
Upon consideration whereof, and on motion of J.C.Mc~esson, it is resolved that
the Board approves the action of Mr. McKesson and the Executive Secretary in
having these streets improved bythe Virginia Department of Highways and authorizing
the charge of such funds as necessary to the 35 road levy.
This day the residents of "Cherry Gardens" on Rt. 161, near the intersection of Rt.
161 and Bell's Road, through~ titian, requested that the streets in this subdivision
be taken into the Secondary Road System. Upon consideration whereof, and on
motion of J.C.McKesson the County Road Engineer be and he hereby is instructed to
investigate the same and if found to meet the requirements to endeavor to have

This day the Executive Secretary stated he had received an application from Mr.
N.W.Royall for a Permit to conduct midget auto races on his property located on
the south side of Rt.60, west of the intersection of Rt.60 and the Atlantic Coast
Line Ry. and that in his opinion the ~resent zoning of the property permitted such
use but wished it to be clarified by the Board.
There appeared for Mr. Royall, Mr. Adamson, Atty., and opposing the issuance of this
permit was Mr. S.J. Patters°n, President of the Commonwealth Development Corporation
and Mr. St. Clair Sager, Atty. Upon consideration whereof, the Board agreed
that this being a commercial recreational purpose and was permitted in a General
Nusine ss area, which is the classification in which the property is now zoned, and
on m~tion of J.C.McKesson, it is resolved that the Use Permit asr equested be
granted for the conduct of midget auto ~aces at this location.

This day the Executive Secretary stated to the Board that an amendment to the Zonin~
Urdinance which had been previously offered had been duly advertised and was
ready for adoption. Upon considerationwhereof, and on motion of James W. Gordon, Jr.,
it is resolved t hat the following amendment be adopted end become a part of the
Chesterfield County Zoning Urdinance:
SECTION XVII (AMENDMENTS) So as to read as follows:
The Board of Supervisors may from time to time, on its own motion, or on written
petition filed ~ith~the Executive Secretary of the Board of Sup~visors and after
notice amd hearing as required by law, amend any of the regulations of this
ordinance or any boundary of any district established by this ordinance. Before
holding a hearing on any suchproposed sm endment the Board of SuperVisors may if it
deems proper, refer the same to the County Planning Commission fora report o~
re co~ nd ati on.
If a propmsed amendment is referred to its County Planning Commission and the
County Planning Commission fails to report any such amendment within :hi~ ty days
after its receipt thereof, such failure to report shall be deemed tobe approval
of such amendment. The Oounty Planning Commision may, on itw ow~ motion,
recommend to the Board of Supervisors any amendment, and such action shallbe
deemed to satisfy the requirements of this section withrespect to a report by
such Commission on such aatter. The cost of advertising notice of hea~ing on
any amendment proposed by petition shall be borne by the petitioner, and such
petitioner shall make a deposit of $10.00 to bear the said c~ of advertising
and said sum s~all be deemed to be the cost of said advertising and said sum shall
be deemed to be the cost of said advertisement. Such advertisement shall not be
made unless and until the said sum of $10.00 is deposited. The petitioner shall

State College, requesting information regarding certain lots in the Village of

This day the Executive Secretary read a letter from Mr.C.C.Wells, Secretsry of
the Electoral Board of Chesterfield County, requesting the Board to petition the
Court to have the voting place in Drewry's Bluff Precinct changed from the Home of
MAt. J. A. Ashe to the Bellwood School. Upon consideration whereof, and on
motion of H.T.Goyne, it is resolved that the Court be petitioned to make a change
of the voting place in Drewry's Bluff Precinct from the home of Mr.J.A.Ashe
to the Bellwood School.
This d ay Mr.P.W.Covington stated that there had been numerous requests for the
dividing of the voting Precinct eS Appomattox in Colonial Heights and that in his
judgment some action should b e taken to have this done. Upon consideration
whereof, and on motion of P.W.Covington, it is resolved that the Board petition
the Circuit Court to consider the dividing of the Appomattox Precinct and the
establishment of a second Precinct within this area.
This day the Executive Secretary read a letter from Secretary of the Interior,
Krug, which was in reply to letters Addressed to Hon. Harry Flood ~yr~ and Hon.
J.Vaughau Gary, regarding the coal basin in Che~erfield, Henrico And Gooch~nd
Oounties, stating that preliminary studies were under way to determine suitable
regions in the United States for the d evelopme~t of ssnthetic oils and gas, and
stated that t his region would be considered in these preliminary studies, which
letter is received and filed,
This day the Executive Secretary presented a bill from the A.M.Toler & Company in
the amount of $375.00 for services rendered in auditing and establishing a new
system for the Utilities Department, which bill was o~ered paid.
This day the Executive Secretary presented a bill from the Clark Insuranca Company
and R.B.Augustine Insurance Company for premium on bond of the Treasurer of
Chesterfield County. Upon consideration whereof, and onmotion of J.C.McKesson,
these bills are ordered paid.
And be it further resolved th~ the sum of $5,036.26 be and it hereby is appropriated
from the unappropriated surplus of the General Fund to 3a-212-Bond of Treasurer.
This day the Executive Secretary read a letter from Mr.H.B.Gilliam, Atty,, who
handles delinquent tax accounts for the County, stating that the sum of $45.00
would be required in the proceedings necessary to secure the abandonment of certain
property in.bankruptcy. Upon consideration whereof, and on motion of H.T.Goyne,
the sum o f $45.G0 is directed to be paid t o Mr. H.B.Gilliam, Atty. for proceedings
in this suit.
This day the Executive Secretary presented a billfrom the State Health Department
in the amo~ut of $7.70 for rabies vaccine, whic hbill was ordered paid.
This day the Executive Secretary stated there had been several complaints
regarding the Atlantic Coast Line Ry. trains blocking the crossings at both the
River and Woodpecker Road at the North Petersburg Station, causing considerable
inconvenience to private individuals, buses and school buses. Upon consideration
whereof, and on mo~ion of P.W.Covington, it is resolved tha~ t he Executive Secretary
be and he hereby is instructed to communicate with the Atlantic Coast Line ~y.
officials regarding the blocking of these crossings and requesting that the
Railroad Company take due diligence in keeping one of these crossings open at all
times. And be it further resolved that t he Atlantic Coast Line Ry. officials
be requested to comply withan agreement previously made between the Railroad
Company and this Board of Supervisors and when a train is standing at the North
Petersburg Station that the red lights be turned off.
This day the Executive Secretary stated tjat the stock of water meters purchased
had become exhausted and requested the Board's wishes in the matter. Upon
consideration whereof, and on motion of James W. Gordon. Jr., the Executive
Secretary is directed to secure bids on 1,O00 w~ter meters for t he County.
This day Mr.N.T.Goyne, Supervisor from Bermuda District, stated that the Centralia
crossing of the Atlantic Coast Line Ry. was a very dangerous crossing and t hat the
signal device now operated, was in his opinion not adequate to protect this crossin
Upon consideration whereof, and on motion of H.T.Goyne, the Executive Secretary
is requested to communicate with the officials of the Atlantic Coast Line Ry. and
request them t o take steps to have lights installed at the crossing at Centralia.
This day the Executive Secretary stated that it was necessary that there be esta-
blished a store room for the County materials including bhe Utilities Department an¢
that he had unofficially considered the matter with School officials and that there
waa a possibility the School Board would like to cooperate with the Board of Superv~
in establishing a general store.room and warehouse for all supplies of the County.
Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that the
Chairman be reque~ ed to appoint a Committee to approach the School Board and
endeavor to work out this matter between the two Boards. Whereupon, the Chairman
appointed the entire Board as this Committee.
This day the Executive Secretary called the attention of the Board to the fact that
on the Powhite Creek there was a dam known as the Jahnke Dam which if repaired and mut
in service would impound approximately a twenty-five acre area and serve a s a
reservoir for a filtration plant for water systems in Che~erfield County and stateS
he had communicated with ~. Harris who owns the property and he believed some
ar~gements could be made t o secure this supply for Chesterfield County. Upon
consideration whereof, and on motion of J.C.McKesson, it is resolved t~at the
Executive Secretary and Commonwealth's Attorney be and they hereby are instructed t~
contact Mr. Harris an~ ar~enge for the securing of same for Chesterfield County,
and report back to this Board.

This day the Executive Secretary stated that several members of the Board had
suggested that since the County car used by him had been run approximately 35,000
miles it would be good business to dispose of same and purchase a new car.
Upon consideration whereof, and on motionof J.C.~cKesson, the Executive Secretary

And be it further resolved that the sum of $200.00 be and it hereby is appropriated

County Road Engineer ia hereby instructed to take such steps as necessary to have
this road taken into the State Secondary Road System.
This day the Executive Secretary read a report from the Chesterfield Volunteer
Fire Dept. #1, of activities during the months of January and February, 1948, whichl
report is received and filed.
This day the Executive Secretary reada letter from Mr. Bruce L.Clark stating that
in 1959 the County of Chesterfield would celebrate its bi-centennial anniversary
and that possibly the B~ rd would like to consider some special celebration.
Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that the
Chairman he requested to appoint a Committee to make a study and report back to
this Board. Whereupon the Chairman appointed the entire Board as this Committee.
This day Mr'J.C.McKesson, stated he felt there~as need for a different type of
report from the office of Executive Secretary f rom that now being prepared.
Upon consideration whereof, and on motion of J.C.McKesson,it is resolved that the
Executive Secretary be and he hereby is instructed to make a study of ~his and make
up a sample report forthe Board's consideration, to replace the report now being
made by him.
Again the matter of a subdivision-control ordinance was brought to the B~a rd's
attention and the Commonwealth's Attorney stated he had gone over the ordinance
as worked out by a joint Committee consisting of the City of Richmond Planning
Board, the Henrico County PlaunLug Board and representatives of Chesterfield
County, and had been adopted by the City of Richmond and Henrico County and had be~
amended to ~met'~the needs of Chesterfield County. Upon consideration whereof,
and on motion of H.T.Goyne, it isresolved that this ordinance be tentatively
adopted by the Board of Supervisors and that the Executive Secretary be instructed
to advertise same according to law. And be it further resolved that copies of
this subdivision control ordinance be sent to each member of the Board of Supervisors.
This day several members of the Board stated that they had been contacted by the
Colored Farm Agent for office space for the Colored Farm Agar and Colored Home Dem.
Agent, which matter had been referred to the Buildings and Grounds Committee at a
previous meeting of the Board, and thisday the Buildings and Grounds Committee
reported that they recommended that a r~mngements b e made with theSchool Board to
furnish office space at the new Colored High School on Rt. lO, now being constructed,
for the colored Farm Agent and the colored Home Dem. Agent. Upon consideration
whereof, and on motion of J.C.McKess°n, it is resolved that the County School Board/
