At an adjourned meeting of the
Board of Supervisors of Chester-
field County, held at the Court-
house on March 17, 1948, at
8:00 p.m.
Present:

The Executive Secretary stated that the adjourned meeting was f or t he purpose of
considering an application made by Mrs. C.T.Chappelle for a Use Permit to extend
a non-conforming use in Midlothian Magisterial District on Butte Road to a lot
which has been purchased since the adoption of the Zoning Ordinance on December ll,
1945. Whereupon the Chairman called on Mrs. Chappelle to s tare her request.
Mrs. Chappelle very thoroughly informed the Bca rd concerning the establishment and
development of the chicken business no, operated by her on Butte Road in Midlothian
District and stated that a s far as she knew the neighbors who were living and had
been in the neighborhood all along were not objecting to the enlargement of this
business, but t he property owners who had purchased property since the chicken
business was established w~re the ones doing most of the objecting to the enlarge-
ment of this chicken business. Mr. R. Pickney Sowers, Atty., presented the
following witnesses: ~ss A. J.Smith, Mr. E. F. Garrett, Mr. J. W. Epperly amd
Mr. A. F. Bass, who all testified that they owned property in or near the vicinity
of the chicksn business operated by Mrs. Chappelle and stated that they objected
~ery much to the granting of this Permit because of the effect it would have on
the valuation of their property and in practically every instance they stated that
they had purchased the propsrty with the intention of building a home but if the
chicken bmsiness expanded it would be necessary to dispose of their property and
not establish homes there.
The Chairman stated that the Board as a Committee had visited the site of the
chicken business and had familiarized themselves with what the situation was.
Upon consideration whereof, and on motion of James W. Gordon, Jr., it is resolved
that the Use Permit reqgssted by Mrs. C. T. Chappelle for the extension of a non-
conforming chicken business on the Butte Road in Midlothian District to property
purchased since the enactment of the Chesterfield Zoning Ordinance, be, and the
same is hereby denied.
On which Mr.H.T.Goyne voted "No" and asked that his vote be so recorded.
This day Mr. John Goddin appearing for Mr. E. Ross Millhizer__stated that he had.
looked ove~ thoroughly the proposed change in Highway Route ~68S, a t the Granite
Crossing of the Southern Ry. and tha~ they believed the road could b e relocated
and improved closer to the present road and requested that the Board of Supervisors
take some a ctiom, to have the Departmentof Highways make a further study of this.
Upon consideration whereof, and on motionof J.C.McKesson, it is resolved that the
Board of Supervisors request the Virginia Department of Highways to make a further
study and survey for the improvement of Rt.6~3 at Granite, to determine if it could
be located nearer to the present route and still obtain the desired improvement
of this section. And be it further resolved thqt the Executive Secretary and the
Commonwealth's Attorney be a nd they are hereby imtructed to confer with the Highway
Department regarding this matter.
This day the Executive Secretary stated he had been contacted by the Secretary of
the Electoral Board of Chesterfield County, stating that in his opiniom the motion
passed by the Board of Supervisors in i ts meeting on March 9, 194~, requesting the
establishment of aha dditional voting precinct in the Appomat£ox area was not
exactly in order, and that he ~ecommended that the Board rescind this motion and in
lieu thereof request the Judge of Circuit Court to make a study of all t he voting
precincts in Chesterfield County in order to clarify the lines and the votingarea
of each pr~$inct. Upon consideration whereof, and on motion of P. W. Covington,
it is resolved that the motion a s ~assed on March 9, 1948, requesting the establish-
ment of an additional precinct in the Appomattox District area, be, and the same is
hereby rescinded.
And be it further resolved that the Judge of Circuit ~ourt b e and he hereby is
requested to make a study of all voting ~recincts of the County in order to clarify
boundaries and voting areas.
WHEREAS, it has come to the attention of this Board that the Virginia' Department
of Highways, in accordance with their policy, are transferring Mr.A.J.Mills,
from his present residency assignment, and
WHEREAS, ~[r. Mills has worked in this County of Chesterfield to the complete
satisfaction of this Board and so far as this Beard is informed to the satisfaction
of residents of this County, amd
WHEREAS, it is the hope of this Board of Supervises that the VirginiaDepartment
of Highways will re-assign Mr. Mills to this residency.
Upon consideration whereof, a nd on motion of p.W.Coving~on, it is resolved t hat the
Virginia Deps~tment of Highways be and it hereby is respectfully requested to re-
assign Mr.A.J.Mills to the residency inclusive of Chesterfield County.
This d ay Mr.P.W.Covington stated he had a request from the janitor of the Town Hall
of Ettrick stating that since the Town Halloas being used for more meetings of
organizations there was considerably more work and requested au increase in pay.
Upon consideration whereof, andon motion of p.W.Covington, it is resolved that the
pay o f the janitor of the Municipal ~uilding in Ettrick be increased by $5.00 per
month.
This day Mr. E.J.Gormam , Game Warden for Chesterfield County, appeared before the
Board and stated it had been agreed bY t~he former BoarA of Supervisors of

Mr. Gorman to appear at the r e~lar meeting on April 13, at whichtime Mr. Homer
would be requested to be present in order to work out some solution to this matter.
Realizing that the matter of ~lilitary preparedness is of vital impotence, affecting
the life of these United States of America at the present tim~ and is an issue
pending be*ore Congress of these United States, ThereEore, be it resolved on moti°~
~f H.T.Go~e, that this Beard of Supervisors of Chesterfield County, Virginia,
doth have it made a record of this Board and that we do request the members in
the Congress that they use their best effortm to ~ave adopted by the Congress
Universal Military Training. This motion died for the want of a second.
