Supervisors of Chesterfield County

This day again the budget for 1948-'49 which was tentatively adopted on April 13,
19~8, and having been advertised according t o law, was a gain considered and it is
resolved on motion of H. T. Goyne, that the budget, including the budget of the
Department of Welfare and the School Budge~, be, a nd the same is hereby approved
amd adopted as the budget for the year 1958-'49.
Whereas, ina ccordance with law the proposal to adopt and fix levies required by
the budget for the year 195~m,$9 has been made public according to law, and
Whereas, this day was fixed for the public hearing of same,
Now, Therefore, on motion of H.T.Goyne, it is resolved that the following general
levies for t he County of Chesterfield in support of this budget heretofore adopted
be and the same are fixed to-wit:
Bermuda Magisterial District ........................ $1.50
Clover Hill Magisterial District ................... 1.50
Dale Magisterial District ......................... 1.50
Manchester Magisterial District.. ................... 1.50
Matoaca Magisterial District ......................... 1.50
Midlothian Magisterial District. .................... 1.50

This day the attention of this Board is called to the fact the transition of the
Town of Colonial Heights to a City of the second class as of March 19, 1948,
has caused those citizens of Chesterfield County residing within the territory
of former Appomattox Voting precinct lying without the City Limits of the
City of Colonial Heights to have no precinct voting place, and
Whereas, by proNision of law, to-wit: Section ]&4 of t he Code of Virginia, it is
provided that the governing body of the County (being the Board of Supervisors
of Chesterfield County) may petition the Circuit Court of the County to, in its
discretion, alter the boundaries of any election district, and re-arrange, increas~
~diminish the number thereof, or abandon or abolish any election district or
voting place therein, and it may change the voting places or establish others
therein. '
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that
the Circuit Court of the County ofChesterfield, be,.and it hereby is petitioned
~o re-arrange~ alter the boundaries of, abolish, abandon the election precinct
{voting place) or change the voting place of Appomattox Precinct, of those citizens
in former Appomattox voting precinct now living withou~the City of Colonial
Heights, and if it be necessary for that purpose to increase the boundaries of
any voting place or voting precinct, or establish a new voting precinct and place
for those citizens living without the City of Colonial Heigh~ .
Be it further resolved that this resolution be taken by the Court as this Board's
petition, and that all necessary notices be made and had as are required by statut,
This day the Executive Secretary stated that Mr. Elbert Mum~a had requested that
a water line be run along the Hundred Road from the Village of Chester toward
Route #l in order to ~&ke care of a group of houses now being built by him, and
in accordance with the policy of the Board of Supervisors there were sufficient
number of houses along this route to bring in a 12% return provided all the houses
were connected to this line. Upon consideration whereof, and on motion of H.T.
Goyne, it is resolved that Mr. ~m~a be informed that the Board of Supervisors
at the present time is not in position to take any action on his request but that
if he will install, at his own expense, a water system and a well, the County may
at some future date be in position to take over the same.
This day Mr. Irvin G. Horner, Supervisor of Clover Hill District, stated he
felt that Board of Supervisors should be thoroughly advised by the School Board
concerning the intentions of building or rebuilding school facilities, including
a survey to show the necessity of the same, before the architects had been requestSd
to make final plans for such improvements in order that the Board might assist
the School Board in planning for such improvement. Upon consideration whereof
and on motion of Irvin G. Hornet, it is resolved that the School Board of
Chesterfield County be requested to consult with the Board of Supervisors prior
to the development or lett&n~ of bids for any school project within the County.
This day Mr. Irvin G. Hornet, s t~ed that he had observed that the State Highway
Department was preparing a number of roads for black topping and that seweral
of these were planned to have a blsck top of a width of 12 feet which he felt
was too narrow for service in Chesterfield County. Upon consideration whereof
and on motion of Irvin G. Homer, it is resolved that the Virginia Department of
Highways be and it hereby is requested to hereafter plan to install a black top
service on roads in Chesterfield County of not less than sixteen feet.
Whereas, at the meeting o£ April 21, 1948, this Board of Supervisors passed a
resolution authorizing the borrowing of $50,000.00 as a temporary loan, and
~q~ereas, said resolution is not inclusive of the facts in its ver~age and should
therefore be rescinded. Upon consideration whereof, and on motion of J.C.
McKesson, it is resolved that the r ezolution of this Board of April 21. 1948,
directing the Treasurer to make a temporary loan for the sum of $50,000.00, be,
and the same is hereby rescinded.
This day the matter of a casual deficit which will occur in the General County
Fund of this County during the month of June, 1948, came before this Board, and
Whereas, it appears to this Board that a casual deficit will occur in the General
Fund of this County and that such being the case it is necessarya nd proper as
authorized by Statute that this Board authorize the Treasurer of the County of
Chesterfield to make a temporary loan for the purpose of supplementing the County
Fund due to said casual deficit.
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that t he
Treasurer of Chesterfield County be and he hereby is empowered and directed, on
behalf of this Board, to make temporary loan in the amount of $50,0OO.00 with
some banking institution to supplement the General County Fund to meet said casual
deficit, such loan to bear an interest rate not to exceed 6% per annum and to
extend for a period of not more than six months.
