This day Miss Helen Ricks, District Agent, Extension Division, a ppe~ed before the Board stating that, whereas, the Board had been previously notified that Mrs. Merle Vassar would leave Chesterfield County as Home Demonstration Agent, but since that time other conditions ~ave made it desirable for Mrs. Vassar to remain with the County until October l, 1948 and that this was the desire of both the Extension Division and Mrs. Vassar and asked if the Board had any objections to this arrangements, and there was no objection from the Board concerning this. Having been duly advertised, the following cases came up for rezuning: In Midlothian District, on the Midlothian Pike, and Ruthers Road, beginning ~t a point at the intersection of Ruthers Road and Rt.60, running westwardly along the Midlothian Pike for a distance of 483 feet, thence southwardly a distance of 450 feet, thence eastwardly a distance of ~83 feet, thence northwardly a distance of 450 feet to the point of beginning. This application is m~de hy Mr. Herman Austin and is for rezoning from Agriculture to Local Business. There appeared in opposition to the granting of this application Mr. Williams and Mrs. Lynch. After much discussion it was resolved on motion of H.T.Goyne that the application for rezoning be granted. On this m~ter Mr. Homer voted "No" and asked that his Fore be so recorded. This day Mr.A.J.Mills,Resident Engineer. Virginia Department of Highways, appeared before the Board introducing Mr.C.F.Kellam, who will assume his duties as Resident Engineer of Chesterfield County on July l, 1948. Whereupon the Board welcomed ~r. Kellam and expressed their appreciation for services rendered by Mr. Mills during his term of residency in Chesterfield County. This day the Executive Secretary stated he ~ad received applications for the rezoning of the following properties: M.S.Snowden - Lot 150 - McGuire Homes Subdivision (Use Permit) Virginia Electric & Power Co. - To erect a substation in the village of Chester H.N. Near - On Cogbill Road Richard W. Sprouse - Old Broad Rock Road, formerly owned by G.W.Hunt Upon consideration whereof and on motion of James W. Gordon, Jr., the Executive Secretary is authorized to advertise the same for public hearing on July 13,1948. l~r.E.S.H.Greene, Supt. of Schools of Chesterfield County appeared before the Board presenting the following resolution from the School Board: "On motion, the Board directed that the current school budget shall be amended in both receipts and disbursements in the amount of $300,000.00, said amount to be addSd to Budgetary Item 19-Capital Outlay, it being understood that this money will be ~eceived in temporary loans from the State Literary Fund amd will be used to carry on the current construction program. It was further ordered that the Board of Supervisors of Chesterfield County be requested to approve this amendment to the budget." Upon consideration whereof, and on motion of H.T.Goyne, it is resolved that the equestof the School Board for the amendment to the budget in the amount of 300,000.00 to Budgetary Item 19-Capital Outlay, be and the same is hereby approve~. I Mr.E.S.H.Greene, Supt. of Schools, presented to the Board the following resolution[ from theSchool Board: ~ On motion, the Board directed that the current budget be amended as follows: "lO,O00.OO now in theCountySchool Fund, received from theState and other sources and not anticipated in the budget, to be added to the following budgetary items: 17dl - Auxiliary Agencies 1763 - Other Insturctional costs $8,000.00 2,000.00 It was further ordered that the budget be amended by the following transfer: 17e2 - Maintenance of School Plant to 17el - Operation 17d2 - Other Auxiliary Agencies to &7el - Operation $3,000.00 2,000.00 It was further directed that the Board of Supervisors of Chesterfield County be requested to approve these amendments ac the budget. Upon consideration whereof, and on motion of H.T.Goyne, the above amendments are approved as reque~ed by theSchool Board. This day the Executive Secretly presented to the Board au order from Judge Jo Garland Jefferson, appointing R.N.Cooley, Jr., to represent one Felton Jghnson, a~ias George Hatchett, on a housebreaking charge, the sum allowed being $25.00, which order is received and approved. This day the Executive Secretary read a letter from the A.M.Toler & Company, offering their services in auditing the records of Chesterfield County for the year ending June 30, 1948. Upon consideration whereof, and on motion of James W.Gordon, Jr., it is resolved that the contract for auditing the records of Chesterfield County, inclusive of the School and Welfare Department, be and it hereby is awarded the A.N.Toler and Company. And be it further resolved that the A.M.TOAe~ & Company be requested to audit accounts of the Utilities Department according to terms set forth in the offer. This day the Executive Secretary read a resolution from the Nidlothian Ruritan Club urging that smme recognition be taken of the 20Otb anniversary of the founding of Chesterfield County,$n 1949, which resolution was referred to t he Committee previo~ly appointed to make a study of this m~tter. This day the Executive Secretary read a letter from the League of Virginia Countiesi and one from the National Awsociation of County Officials advising that the convention of the National Association of County Officials will be held in Jacksonville, Fla. on June 21-23, 1948, which letter is received and filed. This day the Executive Secretary read a letter from the Virginia Department of Highways advising that they had a request from M-r.A.J.Horner that a portion of the old road adjacent to his pro~ty along Route 360 be abandoaed. Upon considera~ whereof, and on motion of James W.Gordon, Jr., it is resolved that the Virginia Department of Highways be and it hereby is requested to have a representative meet with members of the Board to view the road requested to be abandoned. This day the Executive Secretary read a petition from residents of DuPont Square relative to a drainage problem in that area, whereupon Nr.J.C.McKesson, ~eq~ested that this matter be deferred until he had a chance to view the same with the Executive Secretary. This day the Treasurer stated to the Board that there was a rather large surplus in the Dog Tax Fund. Upon consideration whereof, and on motion of J.C.McKesson~ it is resolved that the sum of $10,000.00 be and it hereby is transferred from the Dog Tax Fund to the unappropriated surplus of the General County Fund. This rday the Executive Secretary stated that the ~tilities Department was finauci ~Ily embar assed and in order to carry on it would be necessary to have money transfer~d to it. Upon consideration whereof, and on motion of J.C.McKesson, it is resolv,~d that the Treasurer be and it hereby is authorized to appropriate from the unapprop~ 'iated surplus of the General Fund to the Utilities Department, the sum of $33,500,00. This day the Executive Secretary read a letter from Mr.F.J.Manhart, regarding the I bus service along Rt. 144 and Rt. 145 by the Carolina Trailways. Upon consideration whereof, amd on motion of H.T.Goyne it is resolved that the Sxecutive Secretary communicate with the Carolina Trail~ays calling the attention to the irregularities~ in the bus service along these routes.
