and operation of his office in the amount of $793.33,of which the County has paid
two-thirds or $793.33, the remainder to be paid by the State, and the Board apProvi

and maintenance of his office, of which amount the County has paid one-third ~

The following requests for rezoning and Use Permits having been duly a~vertzsea,
according to law~ came up for action:
(1) In Dale R1agisterial District on the north side of Rt. 1602, near Bell Bluff
Station and adjacent to the service ~tation, now zoned for General Business, a
distance of 200 feet along Rt. 1602~ with a depth of 200 feet. This application
is ma d~ by I~r. G.W.Saunder~ and is for rezoning from Agriculture to General
Business. There appearing no one objecting to the r ezoning of this propert.y,
it i s resolved on motion of H.T.Goyn$,that the application be and it hereby is
grant ed.
{2.) In Dale Magisterial District on 'the south~ s~ide of Rt.638, approximately
/4 of a mile east of the intersection of Rt.538 and Rt. 10, that property known
as the Anderson Farm. This application is made by J.C.Anderson, Inc., by
H.W.Near, and is for rezoning from Agriculture to Residential-2. There appeared
in opposition to this rezoning several colored residents, however, after due
consideration and motion of H.T.G%~e, the application i s granted.
(3) In Bermuda Magisterial District in the Village of Chester on the north side
of Dodamead Street and the east side of the Atlantic Coast Line Ry., a distance
of 118.42 feet along the ACL Ry. and 82.81 feet along Dodameade Street. This
application is made by the Virginia Electric & Power Company for a Use Permit
to install a transformer station at this location. No one appeared opposing
thegrantinf ot his Permit but the Supervisor of Bermuda District stated he had no1
been sufficiently informed of this application and asked that the granting of this
Use Permit be deferred until the r~xt ~egular meeting of the Board.
(4) In l~nchester Magisterial District on ~t.647 (Old Road Rock i{oad) east of the
intersection of Rt.647 and Rt.650, a d~tance of 200 feet along Rt.647 and with
a depth of 200 feet. This application is made by Mt.Richard W. Sprouse, and is
for rezoning from Agriculture to Local Business. No one appearing objecting to
this rezoning, it is resolved on motion of J.C.McKesson, t~at the application be
granted.
(5) In Manchester Magisterial District in the subdivision of McGuire Homes
facing on Hopkins Road, adjacent to the property of the Golden Age Foundr~y. This
application is ~de by ~ir.M.S.S~odwen and is for a Use Permit to erect an~ operate
an American Legion Club Room. Mr. Snowden being hospitalized was unable to
appear before the Board but had his representative d.o so. There alo appeared
in opposition thereto several residents of McGuire Homes. After due consideratior
and on m orion of J.C.McKesson, the application for a Use Permit ~ operate and
erect an American Legion Club Room is hereby ~enied.
This day Mrs. Anita L~n~ch appeared before the Board in support of a 1 etter in
which she requested the re-opening of the case of ~r.Herman Austin., whose
application was herald and grantedat a previous meeting. Mrs. Lynch stated she
had not been properly notified of ~r. Austin's intention of having the property
rezoned and stated that s everal~adjacent property owners as well as herself h~d
not been notified. Upon consimeration v~ereof, and on motion of J.C.McKesson,
it is resolved that the matter of the application of Mr. Merman Austin be re-opened
for hearing on August 10, 19~8.
This day the Executive Secretary read a letter from Mr.W.H. Allison, President
of the Warwick Garden Civic Association, requesting that tworoads known as the
Cliff Road and Hill Road, connecting the subdivisions of Warwick Gardens and
Cavalier Court and a road w~ich would be between No.209 and 20~ on Rosemont Road,
running northwardly to connect with Rodman Road, and thus making a connection
to Rt.60, which would provide a more direct route into Richmond from these sub-
divisions and also would 8ssure the establishment of a bus route. Upon c onsiderat~on
whereof and on motion of J.C.McKesson, it is resolved that the Executive Secretary|
be and he hereby is instructed to view these roads and take such steps as necess~r~
to have same taken into the State Secondary System of Chesterfield County. /
This day Mt. James W. Gordon, Jr., stated it was very eesential that the Resident
Engineer of the Virginia Department of Highways attend all regular meetings of
the Board of Supervisors of Chesterfield County. Upon consideration whereof,

This day there was presented to the Board a petition containing 137 signers of
residents of Bellewood Manor requesting that there b e a semi-monthly collection
of trash in that area, which petition is received and filed.
This day tBe Executive Secretary read a letter from E.G.Bowles, Contractor, statin
that he would,in the nea~ future, have removed from his property near the Hickory
Hill School all pit gravel that was available and that when this was done he woul8
have no further use for the land and would be glad to donate same to Chesterfield
County for such purposes as they r~ight use it including a landfill or trash dump.
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that
the offer of Mr. Bowles be accepted, and be it furtherr esolved that a Committee
be appointed to investigate this hatter thoroughly and report back to this Board
at ~he next meeting. Whereupon the Chairman appointed Mr.J.C.b~Kesson, Mr.H.T.
Goyne and the Executive Secretary a s this Committee.
This day Mr.A.J.Horner reported to the Board that there had been very few fires in
the County for the past month and that all had been e~tinguished without much
damage.
This day several members of the Manchester Fire Department s rated that they were
in need of a new piece of fire equipment and that they had been led to belzeve
previously that such equipment would b e forth coming. Upon consideration
whereof, and on motion of H.T.Goyne, it is resolved that the Chairman appoint a
Committee to investigate the needs of the Manchester Fire Department, obtain
prices, ~C., and report back to this Board their findings. Whereupon, the
Chairman appointed Mr.J.C.McKesson, ~4r.H.T.Goyne and the Executive Secretary.
This day a request came to the Board to have some a~tion taken to provdde a walkway
along Sherbourne Avenue from Route #1 to Sherbourne Heights, stating that the
right-of-way for t he street provided sufficient space beyond the row of trees to
construct a walkway of some kind, and that the citizens of that area would be
very glad to have some meaus of walking along Sherbourne Avenue~thout walking
in t he narrow street. Upon consideration whereof, and on notion of H.T.Goyne,
it is reso]M ed that the Virginia Department of Highways be and it hereby is requested
to provide a gravel walkway along Sherbourne Avenue from Route #l to Wentworth
avenue and make plans to have same hard-surfaced at the earliest possible date.
This d ay Mr.Chas. Ryburn, Jr., newly appointed Chief of Police of Chesterfield
County, appeared before the Board and stated he appreciated the appointment and
would endeavor to do his best to see that the Chesterfield County Police Department
was r~n efficiently and smoothly.
This day Mr. A.L.Copeland, President, League of Virginia Counties, appeared befo~
the Board stating that the September issue of themagazine of the National Associat~
of County Officials would feature the State of Virginia and urged that the Board of
Supervisors of Chesterfield County subscribe some advertising to this magazine.
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that the
Board of Supervisors of Chesterfield County $~bscribe to one-page in the National
Association of County Officials for the sum of ~200.00.

This day R~.J.Wm. Dance, Treasurer and Mr. Geo. W. ~oore, Commissioner of Revenue,
appeared before the Board stating it was essential f or future years to have an
additional machine purchased for the preparation of the Land Book and tax bills.
Upon consideration whereof, and on motion of IrWin G. Homer, it is resolved that
the Executive Secret~ry b e and he hereby is instructed to purchase an-additional
Burroughs computing ~chine for use in the Commissioner of ~evenue's office.
This day the mZter of a deficit which will occur in the General County Fund of
this C~unty, came before the Board, and
Whereas, it appears to this Board that a deficit will occur in the General Fund of
this County and that suchbeing the case it is necessary and proper as authorized
that t his Board authorize the Treasurer of the County of Chesterfield to makes
temporary loan for the purpose ~f supplementing the County Fund due to said deficit
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that
Treasurer of Chesterfield County be and he hereby is empowered and directed, on
behalf of this Board to make temporary loan in the amount of $50,000.00 with some
banking ins titution~ ~o supplement the General Fund to meet said deficit, such loan
to bear an interest rate not to eEceed 6% per annum and to extend for a p~riod of
not more than six months.
This day several residents of Elkhardt Heights appeared before t he Board requestingl
that action be taken a s soon as possible to provide water for Elkhardt Heights
and Providence Road. Upon consideration whereof, and onm otion of James W.
Gordon, Jr., the matter is referred to the Water Committee.
This d ay Mr. James W.Gordon, Jr., stated that he had requests for Pine Road and
Oak Road in Midlothian District to be taken into t he Secondary Road System.
Upon consideration w~reof, a nd on motion of James W.Gordon, Jr., it is resolved
that the County Road Engineer be and he hereby is requested to take such steps as
necessary to view these roads and have same taken into the State Secondary System.
This day the Board discussed the desirability of obtaining the services of an
~gineer for t he Utilities Department, and the Executive Secretary stated that on
instructions from the Water Committee he had interviewed some prospective applicant~
for this position, including ~ir.W.R.Anderson, Mr.F.R.Grant and ~r. John V.Colston.
Upon consideration whereof, and on motion of James W.Gordon, Jr., it is resolved
that this matter be referred to the Water Committee, who are empowered to make a
selection of a person for the Director of the Utilities Department.
And be it further resolved that the Executive Secretary be instructed to invite
~r. John V.Colston to appear before the Committee at 10:O0 a.m. on July 15, 1948.

This day Mr. Irvin G. Homer, Supervisor, stated .~t was his opinion that the
County should take some steps to secure another lO0,O00-gallon water tank to b e
placed near Bon Air for the service of that section of the County, ~ich would
include Stratford Hills and Jahnke Road. Upon consideration whereof, and on
motion of Irvin G. Homer it is resolved that t he Executive Secretary be and
he hereby is instructed to invite companies to bid on such a tank.
This day Mr.J.C.McKesson, stated he felt that some steps should b e taken to reduce
the spee~ of motor vehicles along Route #lO (Broad Rock Road) between Branch's
Church and the City of Richmond. Upon consideration whereof, and on motion of
J.C.McKesson, it is resolved that the Virginia Department of Highways be and it
hereby is requested to make a survey of this ar~and erect such speed control sign~
as they deem proper and necessary.
This day Mr.J.C.McKesson stated he tad requests from some of the citizens of
Manchester District for the possibility of an additional crossing of the Atlantic
Coast Lihe Ry. single tracks at the City Limits either at Decatur Street or Lawson
Street. Upon consideration ~ereof, and on motion of J.C.McKesson, this
matter is referred to the Road Co~nittee.
This day the Executive Secretary stated that ~rith Mr. Tompkins and I~'~. Mills of th~
Virginia Department of Highways, and Mr. Irvin G. Hornet, Supervisor,he had
contacted R~.Christopher P. Miller and Mr. N. B. Welton concerning the right of wa~
on ~t.678, and that the agreement with Mr. Miller was t~at the right-of-way~
could b e purchased for the sum of ~200.OO and with ~. Welton for a sum of $375.00
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that the
Executive Secretary be and he hereby is authorized t o make these payments and

painting and improving the buildings on the Fair Gro~nds~ and suggested that the

attention to the condition of street~ in the subdivision of Broad Rock Home
Sites. Upon consideration whereof, and on motion of J.C.McKesson, the Executiwe
Secretary be and he hereby is instructed to view theroads and streets in Broad
Rock Home Sites, togetherw ith the Resident Engineer of the Virginia Department
of Highways and take such steps as they deem proper to take these streets into
the Secondary Road System o f Chesterf~.eld ~ounty.
This d ay Mr.Irvin G. Horner stated that there was a road lea~ding southyardly
from Rt.60~, not far from the northetly intersection of Rt.605 and Rt.604, known
as the Bass Road, which was in a rather deplorable condition. Upon consideration
whereof, and on motion of Irvin G. Homer, it is resolved that the Virginia
Department of Highways be and it hereby is requested to improve this road,
expend ing a sun not to exceed $150.00, charging same to the 3~ road levy.

answer to a resolution from this Board, which letter is received and filed.

This day the Executive Secretary read an order from the 6ircuit Court Judge
relative to an increase inpay to the Board of Supervisors' members of Chesterfield
County, effective July l, 194~, which order was received and filed.
This day ~r. J.T.Moore,~ reques~d the extension of water lines in the subdivision
of "Chesterwood". 0~on consideration %~nereof, and on motion of James W.Gordon,~
the matter is referred to the Water Committee.
This day the Executive Secretary read a letter from ~r. J.T.Moore stating he
had put Manor Road in "Centralia Gardens" in such condition as he felt would be
acceptable by the State Highway Department. Upon consideration whereof, and on
motion of Irvin G.Horner, it is resolved t hat t he County Road Engineer take such
steps as necessary to have Manor Road in the subdivision of "Central ia Gardens"
taken into the State Secondary System.
This day the Executive Secretary presented to the Board a request from Dr.L.H.Fost,
of the Virginia State College, stating that it was thedesire of the College to
make considerable improvements on t heir grounds ~.md that in doing so it would be
necessary to relocate some of the State Highways within this area and requested
permission t o do the same. Upon consideration whereof, and on motion of J.C.
McKesson, it is resolved that the Virginia State Collete be granted permission to
relocate any secondary road within the property owned by them in any manner to coin
their plans of expansion, so long as these plans were approved by the Virginia
Department of Hi~hways.
And be it further resolved that the Virginia State College be and it hereby is
requested to provide satisfactory ingress and egress for any properties within the
area so long as these properties are used for private purposes.
This day the Executive Secretsry read a letter from the Virginia Road Builders'
Association, relative to Senate Bill 216, C~apter 502, approved April 5, 1948,
wherein the B~rd of Supervisors upon request may have the Virginia Department of
Highways build private rosds, which letter was received and filed.
This day I~r.H.T.Goyne stated he ~d been requested by citizens of Drewry's Bluff
to take some steps to have improved t he intersection of Rt. 1601 and Rt.63~,
stating that because of the growth of weeds and bushes it was impossible to
have clear vision at this intersection. Upon consideration whereof, and on
motion of H.T.Goyne, the Virginia Department of Highways is requested to take
such steps as necessary to correct this situation.
This day ~.A.J.Horner, Chief Forest Fire Warden, call~dthe Board's attention to
the fact that recently a law ~d been passed ~hereby timber cutters could be
required to leave 4-seed trees per acre and urged that Chesterfield take some
actio~ to make this law effective within the County. Upon consideration whereof
and on motion of Irvin G.Horner, it is resolved that the Board of Supervisors of
Chesterfield County hereby a~opt the Regulation as provided in Chapter ~98, Acts
of 1948, and make same effective in Chesterfield County as of this day.
This day R~r. Irvin G. Homer stated he felt She~e should be some study made of the
situation between the City of Colonial Heights and Chesterfield County and that
some Committee should be appointed from the Board to confer with the Council
from Colonial Heights or a Committee therefrom regsrding the relation, financial ~
and otherwise, between t he City of Colonial Heights and Chesterfield County.
Upon consideration whereof, and on motion of Irvin G. Hornet, it is resolved that t e
Chairman be and he hereby is requested to appoint a Committee to meet with the
Council of Colonial Heights or a Committee therefrom to discuss the relations of
Colonial Heights to Chesterfield County and if possible to work out a satisfactory
solution. Whereupon, the Chairman appointed the entire Board as a Committee a~d
