This day the applicatiOn of the Virginia Electric & Power Company for a Use Permit
to establish a sub-station in the Village of Chester was again heard. Upon
consideration whereof, and on motdon of H.T.Goyne, it is resolved that the Virginz~
Electric & Power Company be and it hereby is granted a Use Permit to establish
the Power Company's troansformer station on a lot at the intersection of Dodameade
Streeb and the Atlantic Coast ~ine Ry.
This day the Executive Secretary stat_ed, that he had a reques~ from Mrs. Anita
Lynch and others for the reopening of the ~ase on rezoning o~' property for Mr.
Herman Austin on Rt.360, and that tho~e interested in the case had been notified
it would be reconsidered as of this date. Whereupon the Board heard testimony
on the request of Mr. Austin for the r ezoning of property on Rt.360, at the
intersection of Rt.60 and Ruthers Road. Upon consideration ~hereof, and on
motion of H.T.Goyne, it is resolved that no action be taken on the request for a
rehearing and the property remain rezoned as of the resolution of this Board of
July 13, 1948.
This day the Executive Secretary r¢~ad ale tter from Mr.Wm. Earl White, A.t,ty. :~ requesting
that Section 313 of the Lanhan Act regarding temporqry buildings loanem oy ~ne ~
Federal Government to institutions be removed by waiver in the case of the Virginia
~tate College. Upon consideration whereof, and on motion of P.W. Covington
it is resolved that the Board of Supervisors of Chesterfield County waive the
requirements in Section 313 to remove certain temporary buildings from the land
of the Virgini~a State College and grant permission to remove in accordance with
Public Law 796, of the 8Otb C~ngress of the United States.
This day Mr.J.B.Wonble, representing the Che sterfield Fire Dept. #1, stated it
was essential that the piece of fire equipment now being used by the Chesterfield
Fire Dept. #1 be reconditicmed, which proposition was thoroughly discussed,and
on mc~ ion of H.T.Goyne, it is resolved that the Executive Secretary be and he
hereby is instructed to have both trucks now stored at Chester, which were purchased
from the War Assets, rebuilt and put in condition for use of the fire departments
of Chesterfield County, at which time the Board will decide where to locate the
same ·
This day Mr.H.T.Goyne, stated he had a request from the Bensley Fire Dept. #3 to
have ~he water line extended along Wentworth Avenue sufficiently far to make a
connection with the fire house now being built by the Bensley Fire Department.
Upon consideration whereof, and on motion of H.T.Goyne, it ~%s resolved that the
Executive Secretary be and he hereby is instructed to construct a water line
along Wentworth Avenue from Sherbourne Avenue northwardly sufficiently far to
connect with the Chesterfield FireDept. #3.
This day ~4r.H.T.Goyne stated he had a request for the inclusion of Wes~wood Aven¥9
in the Village ?~f~Bensley between Sherbourne and Dundas Avenues into the State
Secondary System. Upon consideration whereof, and on motion of H.T.Goyne,
it is resolved that Westwood Avenue from its intersection with Sherbourne Avenue
to its intersection with Dundas Avenue be and the same is hereby taken into the
County Road System, upon receipt of the proper deed.
And be it further resolved that Mr. W.B.Hutcheson be and he hereby is granted
permission to remove trees, brush, etc. at his own expense and risk f~om that
section of Westwood Avenue, between Sherbourne Avenue and Dundas Avenue when it
has becc. me property of Chesterfield County.
This day Mt.Pitts, resident of Scottdale on Crest Lane, appeared before the Board

because of the excessive amount of water which is permitted to run down this street~

of J.C.McKesson, the Executive Secretary is instructed to contact the Concrete
Pipe & Products Company to see what can be done for the relief of this situation.
This day R~. J.C.McKesson, stated that in his opinion it was necessary that Crest
Lane in the subdivision of "Scottdale" at the eastern end of that section which is
not now a pert of the State Highway System, and Atlantic 8treat from the intersecti6n
of Crest Lane to Rt. 161 be taken into the State Highway System.
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that the
County Road Engineer take such steps as necessary to have these streets made a
part of the State Secondary System~ of Chesterfield County.
This day Mr.H.T.Goyne stated that there was a road ~nown as the Baldwin Road., running
eastwardly from Rt. 619 at the intersection ofRt. 619 and Rt. 616 which $hould be
considered for inclusion into the State Secondary System. Upon consideration
whereof, and on motion of H.T.Goyne, it is resolved that the County Road Engineer
be aud he hereby is instructed to bake such steps as necessary to have the Baldwin
Road taken into the State Secondary Road System.
~his day Mr. Chas. A. Ryburn, Jr., Chief of Police of Chesterfield County,_appeared
before the Board making several recommendations concerning the operation of the
Police Department among which was the number of miles permitted to be driven by
Police Officers be increased from 2500 miles to 3,000 miles and th-~t the rate be
increased from 4~' to 5¢ per mile, and that certain wearing apparel be furnishRd
plaineclothes men on the Police Force. Upon consideration whereof, and on
motion of J. C. McKesson, it is resolved that mileage permitted to be driven by
Police Officers in Chesterfield County be increased to 3,000 miles per month and
that the rate be set ~t 5¢ per mile as of August l, 1948.
And be it further resolved that the Executive Secretary be instructed to pay from
the fund allocated for uniforms for Police ~fficers for certain wearing apparel
for the pl.~sclothes investigators of the Police Department which have been cont=ac
for from t~e State Penintentiary.
This day ~r.H.T.Goyne stated he felt that the recommendations of Chief Ryburn
zhould be given further consideration. Upon consideration whereof, and on
motion of H.T.Goyne, it is resolved that the Chairman be and he hereby is reque~e~
toappoint a Committee to confer with Chief Ryburn regarding any further recommendations
he may hsve for the Police Department. Upon consi~ eration whereof, the
Chairman appointed Mr.J.C.McKesson, Mr. H.T.Goyne, Nr. Irvin G. Hornet and the
Executive Secretary, as this Committee.
Thxs day the Executxve oecretary read a letter ~rom Mr. Geo. W. Deane, State Forester,
acknowledging copies of resolution passRd by the Board of Supervisors of Chesterfield
County relating to the enforcement of a law requiring four seed trees robe left ~
per acre when cutting timber, which letter congratulated the Board of Supervisors ~
for taking this forward step, and which 1 attar is received and filed.
This day the Executive Secretary read a letter from the Governor's Safety Committe~
in answer to a request from this~Board regarding the intersection of Rt. 360 and
Nuttree Creek, whichl etter is received and filed.
This day the Executive Secretary read tothe Boar~ resolutions from Fairfax,
Southampton and Wythe Counties, requesting the Governor of the State of Virginia
to call a special session of the General Assembly, which communications ~re
received and filed.
This day Mr. J.C.McKesson, Supervisor from Manchester District, stated that,
Whereas, he ha~ observed the situation throughout the State of Virginia! and
Whereas, it has ~ecome necessary ~or Chesterfield County to provide addztional
school buildings and issue bonds for sale, and ~
Whereas the present building program for Chesterfield County will not be sufficiegt

to provide or make available necessary funds for capital outlay for school buildin ;s.
And be it further resolved that the Board of Supervisors of Chesterfield County,
Virginia, r~co~nend theft the General Assembly pass leEislation establishing the
necessary Sales Tax, to produce sufficient revenue f~ the capital outlay for the
building of schools throughout the County and such r~'~venue be allocated to the County
and cities in this State in an equitable manner to relieve the present deplorable
economic condition.
This day the Executive Secretary read ai letter from Mrs. W.L.Hawkins requesting tha~
water and sewer lines be ~xtended to take care of property at the corner of Orange
Hill and Payne Street. Upon consideration whereof, and on motion of P.W.
Covington, it is resolved that this matter b e referred to the EttrickSanitary
Committee.
This day the Executive Secretary read an application from Mr. Hicku, requesting the
rezoning from Agriculture to General Business of Lots 214, 215, 216 and 217 in the '
subdivision of "Cloverdale". Upon consideration whereof, and on motion of
J~C. McKesson, the Executive 8ecretary is instructed to advertise the same accordin~
to law.
This day the Executive Secretary presented to the Board an application from Leroy_
Haith for r ezoning of property in Manchester DistriCt at the intersection of Rt. 64!
and Rt.650. Upon consideration whereof, andon motion of J.C.McKesson, the
Executive Secretary is instructed to advertise same according to law.
This day the Executive Secretary read a letter from the VirginiaDepartment of
Highways, stating that Gross Avenue, Maurice Avenue and Veterans Avenue in the
subdivision of "~cGuire Village" had been taken into the Secondary Road System,
which letter is received and filed.
This day the Executive Secretary presented notices from the State Corporation
Commission advising that the Bon Air Transit Company and the Atlantic G~eyhound
Corpc~ation had made application to operate public conveyances over certain routes
in Chesterfield County and there being no opposition to the granting of these
permits, the n~ ices are received and filed.
· ~'?~ ~ ~ ~=ecutive Secretary read a request from the Chase Construction Cgmpanyi
~i~e~an~ developers of G~indall Creek Park, to h~'~v e certain streets taken
into the State Se6ondary System of Chesterfield County. Upon consideration . I
whereof, and on motion of H.T.Goyne, it is resolved th~ the County Road Engineer ce
and he hereby is instructed to view these streets and take such steps as necessaryI
to have same taken into the State Secondary Road System.
This day the Executive Secretary stated that in accordance with a request from
citizens of Jahnke Road area that a street be improved near the Baptist Mission
which has ~en built near the intersection of German School Road and Jahnke Road,
after it had been graded by those attending the Chapel, and that the street had
now been graded and was ready for graveling. Upon consideration whereof, and
on motion of J.C.McKesson, it is resolved that the Virginia Department of Highways
be and it hereby is reque~ ed to gravel a road in front of the Baptist Mission,
starting at a point on the Jahnke Road, Rt.686, approximately 800 feet east of the
intersection of Rt.686 and Rt.684, running southwardly a distance of approximately
550 feet to an intersection with Rt.684.
This day Mr. James W. Gordon, Jr.,stated that he had a request for the improvement to
of a road running southwardly from Rt.360, approximately opposite the Tomahawk
Church, leading to the home of Mr. Watson Clay. Upon consideration whereof,
and on motion of James W.Gordon, Jr., the County Road Engineer is.hereby requested
take such steps as necessary to have this road taken into the State Secondary Road
System.
This day the Executive Secretary s~ated that the funds of the Utilities Department
had been exhausted and that it was necessary to transfer funds for the operation
of this department. Upon consideration whereof, and on motion of J.C.McKesson,
it is resolved that the sum of $3,000.00 be and it hereby is transferred from
the unappropriated surplus of the General Fund to the Manchester Sanitary District
Fund. And be it further resolved that the sum of $17,OOO.00 be and it hereby
~2 transferred from the unappropriated surplus of the General Fund to the General
$a~tary District Fund.
This day Mr.J.C.McKesson, stated that he felt the Board of Supervisors should pay
closer attention to the amount of money being paid out by the County, and
Whereas, it is the policy of this Board to approve the payment of bills, after
paymemt of same has been made, and
Whereas, it is the opinion of thisBoard that all bills submitted to this Board for
payment should b e auditRd and approved by an authorized committee before such bill
are paid;Now, Therefore, Be It Resolved, that the Chairman be and he hereby is
authorized to appoint an auditing committee, consisting of three members of this
Board, and said auditing committee is hereby authorized and empowered to audit
and appMove for payment all bills and claims presented to this Board for payment,
except (b) Section 13, Page 43, Minute Book #~, "To pay with his warrant as soon
after the first of e ach month as is practicable all salaries, compensations,
allowances and mileage to officers and employees which have been fixed by this
Board, the State Compensation Board or by ~aw, and is then due."
Be it further resolved, that a copy of this resolution be immediately forwarded
to the Treasurer of this County with the request that hereafter no bills or
claims be paid until hhey have been first approved by the Auditing Committee of
this Board.
T~his day l~r. Irvin G. Homer, stated that,
~hereas, the Resident Engineer of the Virginia Department of highways had not
attended the regular meetings of the Board of Supervisors of Chesterfield County,
~'~hereas, by resolution, this Board had requested that he attend these meetings.
Now, Therefore, on motion of IrWin G. Homer, it is resolved that a Committee be
appointed to visit the Virginia Department of Highways to discuss the problems
of Chesterfield County with such officials of the Highway Department as they are
able tomeet.
~hereupon, the Chairman appointed Nr. Irvin G.Horner, Mt. James ~'~.Gordon, Jr.,
and ~r.H.T.Goyne, and ExecutiveSecret~nry as this Committee.

This day ~r.H.T.Goyne stated that in his observation it was rather essential that
a street at the intersection of Rt. 619 and Rt. 10 in Bermuda District, should be
straightened in order to rel~e vea hazardous condition. Upon consideration
,~T~ereof, and on motion of H.T.Goyne, it is resolved that the Virginia Dep~rtment
of Highways be and it herebyis requested to make a study of this intersection and
take such steps as necessary to correct the same.
This day ~'[r.H.T.Goyne stated that he }md consnlted with certain officials of the
Virginia Department of Highways regarding the setback on Primary roads, looking
toward the further widening of same. Upon consideration whereof, and on motion
of H.T.Go~rne, it is resolved that the Executive Secretary be and he hereby is
authorized to contact ~[r.A.H.Pettigrew, Right-Of-Way Engineer, Virginia Department
of Hi5hways, and discuss this matter with him.
This day ~4r. James W.Gordon, stated he felt someaction should be taken on the
imRovement of the crossing of the Southern Ry. at Granite, Rt.6~3. Upon
consideration ~hereof, and on motion of James W.Gordon, Jr., it is resolved that
