Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that the County Road Engineer be and he here~ is requested to view the roads in the subdivision of "Cloverdale" and take whatever action necessary to have same taken into the Secondary System. This day the Executive Secretary read a letter from Mr.A.H.Pettigrew, regarding the right-of-way for Rt.678 and Rt. 686, which ~,as set up as a Federal Aid Project for rebuilding in the near future, which ,letter included a copy of a resolution which the State Highway Dep~tment had requested this B~ard to pass. This application is made by Walter Hicks and is for rez~ning from Agriculture to General Business. There appearing no one objecting to this rezoning, it is resolved on motionof J.C.McKesson, that the same be granted. (1) This day there csme up for action an application for the rezoning of an area on Rt.650 by Leroy Haith, and upon examir~tion it was discovered that improper information b~-d been given and that the wrong piece of props rty had been advertised Upon consideration whereof, and on motion of J.C.McKesson, the Executive Secretary is instructed to readvertise the property for hearing at the next regular meeting of the Board. This day the District Eorester appeared before the Board stating that according t o · the agreement the State returned to counties one-fourth of the gross troceeds derived from cutting timber or~ pulp wood and sold from State Parks, and that he was presenting the County of Chesterfield with ~226.50, which amount was one-fourth of the gross proceeds from the sale of pulp wood cut from the Pocahontas State Park Upon consideration whereof, and on motion of IrvinG.Homer, the check is received and that thanksbe extended to the State Forestry Departmen~ for their cooperation. ¢onsiderztion whereof, and on mot on of James ~7. Gordon, zt zs resolved that the request of the Virginia Department of Highways be complied with and the following resolution made a pa~t of the record of this Board: "Whereas, the Commonwealth of Virginia through the Department of Highways i has prepared arid submitted plans to the Board for the construction o~ improvement ~ of a section of Route 686 of the State Secondary System, Project 1344-N,BT, in '~ Chesterfield County, from W.C.L.Richmond to Int. Route 678 (near Bon Air), approved! August 6, 1948; and Whereas, it is proposed to finance the cost of construction fifty percent from Federal Aid Secondary Funds and fifty percent from Stat~ Funds allocated to Chesterfield County; and ]~nereas, it is the desire of this .Bce rd that said road be improved in accor~!ance with said plans, Now, Therefore, Be It R~solved: That this Board hereby approves the plan~ and requests the Department of Highways to proceed with construction in accordance ~. with these plans, and the Board further hereby agrees to and does guarantee a 50 f~ot unrestricted right-of-way as indicated or noted on said plans, together with the right and easement to use the additional areas shown as being required for the proper execution and maintenane of the work as indicated on plans. It is further understood, however, that inc~d~tal~ costs such a s moving and resetting existing fences, houses, structures, utilities~ or other obstruction~ of such nature, are to ~e paid f rom Secondary Funds allocated or tote allocated to Chesterfield County." This day the Executive Secretary stated that in accordance with the resolution requested by the Stste Highway Department it would be necessary for the County of Chesterfield to acquire the right-of-way for t he improvement of Rt.686 and Rt.678, and that some arrangements should be made to secure the services of a suitable person to acquire this right-of-way. Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that the ExecutiveSecretary and the Conmnonw~ alth's Attorney be empowered to make arrangements with some suitable perso~ for s ecurin~ the right-of-way for the widening of Rt.686 and Rt. 678, according to plans submitted by the State Hi.-~hway Department with the understan ding that whatever the costs for securing these rights-of-way may be it willbe paid from funds s et up to take care of this project and not from the County Right-of-Way Funds. This day ~.P.W.Snead, D~trict Engineer, Virginia Department of Highways, appears( before the Board and read a communication from the VirginiaDepartment of Highways relative to the process of adding roads to the Secor~ary System, containing the following questions: (1) (2) What should determine the maximum annual total mileage of additions in a County? Should not roads performing questionable public service be dropped from the Secondary system? Is it not reasonable and equitable to require a subdivider to con~ruct the roads and street s of an urban development to reasonable standard or widths, strength, etc.? After considerable discussion on this matter, it was held over for further consideration. This day Mrs. Merle Vassar, Home Demonstration Agent, appeared before the Board and introduced to the Board Mrs. Anne Confer, who will become Home Demonstration ~gent as of October 1 for Chesterfield County. This day i~lr. James W. Gordon, Jr., submitted to the Board a request from citizens of Midlothian for additional street lights, which request was referred to the Light Committee. This day again the abandonment of certain portions of the right-of-way of old Rt.36Owas brought to the Board's attention. Upon consideration whereof, and on motion of J.C.McKesson, it is re~olved that the Chairman be and he hereby is reque~,ed to appoint viewers to consider t his abandonment. Whereupon, the the Chairman appointed Mr.C.E.Pease, R~r. James Clay and Mr. James Condrey as vieweus, to view said portion of said road and to repc~t in writing, whether or not in their opinion, any, and if any, what inconvenience would result from discontinuing. the use of the same. It is ordered that a copy of the application referred to and of this order be served upon the viewers hereby appointed and said viewers shall report to this Board at its me,ting Sn October 12, 1948. This day there appeared before the Board a representative of the weatherstripping company stating he had made investigation of weatherstrippinZ and insulation of Camp Baker and the main Courthou~ building. Upon consideration whereof, and on motion of J.C.McKesson, the ~matter is referred to the Buildings and Grounds Committee. This day R.F.Jones, C~lored County Farm Agent, appeared before the Board and st;lte( there had recently been installed in his home a telephone and he fel~t it should be the r e~ponsibility of the County to pay for same until an office was supplied to the colored County Agent and the Colored Home Demonstration Agent. Upon conside: whereof, and on motion of J.C.McKesson, it is resolved that no action be taken on the payment of a telephone in the home of the colored Farm Agent and that when offices were furnished as agreed by the Chesterfield County Bchool Board at the Carver High School, the County would furnish local telephone service for the same. This day Mr. James W.Gordon, Jr., stated he felt some action should be taken on the improvement at the Granite Crossing of t he Southern RR. Upon consideration whereof, and on motion of James W.Gordon, Jr., it is resolved that the Board of Supervisors does not desire to make any re- commendations in this matter but to leave it in the hands of the Court. This day attention of the Board was called to the fact that the telephone lines aD the Courthouse are very difficult to get by the public and that some action should be taken to either provide additional lines or reduce the time the lines are being used from the Courthouse. Upon consideration whereof, and on motion of James W.Gordon, Jr., it is resolved that the Executive Secretary be and he hereby is instructed to advise the directors and personnel of all offices connecte~ with the switchboard at Chesterfield Courthouse that all calls be made as short as possible and that personal calls be cut to a minimum and each personal call not to exceed more than five minutes in duration. This day the Commonwealth's Attorney reported that in accordance with a request from the Health Department he had re-worked the Sanitation Ordinance of Chesterfi~.'ld ~ounty and that it was necessary that this Ordinance be advertised if the Board Eelt that it should be passed. Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that the Commonwealth's Attorney be and he hereby is requested to advertise the Ordinance according to law for public h earing at the regular meeting on 2ctober 12, 1948. This day the Chief of Police, Chas. A. Ryburn, Jr., came before the Board and stated the Judge of Circuit Court had ordered the disposal of accumulated evidence in the jail and within the accumulation there were several uniform coats of the Police Department which were beyond service and requested that these be sold at th same time. Upon consideration whereof, and on motion of James W. Gordon, Jr., it is resolved that the Chief of Police be and he hereby is granted ~ermission to sell these old uniforms as requested. This day the Chief of Police. Chas. A.Ryburn, Jr., stated he had previously belonged to two Police Organ~zations and sLuce becoming Chief of Police of Chesterfield County he had been reinstated in these organizations and that dues amounting to $20.00 for both organizations had been paid by him and requested that the Board reimburse him in this amount. This day Chief Chas. A. Ryburn, Jr., state~ that the present method of transporting coffee ~or t he prisoners was inadequate and it would be desirable to have a thermos Ju~ for this purpose. Upon consideration whereof, and on motion of J. C. McKesson, the E~ecutive Secretary is authorized to purchase a ~ne-gallon thermos Jug for t he use of this Department. This day the Executive Secretary stated that he had talked with Dr. Manfred Call,Iii, who owns property, a portion of which would be flooded by the restoration of the Jahnke Dam and that Dr. Call had stated that he ~uld be willing to cooperate u~der reasonable terms. Upon consideration whereof, and on motion of J.C. McKesson, it is resolved that the Executive Secretary be and he hereby is instructe to confer further with Dr.Call and make such agreememt with him for t he flooding of that portion of his property as is reasonable. This day the Executive Secretary stated he had conferred with Mr. Fred D. Utley who owns propery which would be flooded by the restoration of the Jahnke Dam and that Mr. Utley had tentatively agreed that he would execute an agreement whereby he would ask no damages for that portion of his property which would be flooded by t he restoration of the dam, provided, the Board of Supervisors would agree that if and when they flooded such area by the restoration of the dam that they wou~d permit him to use the pond so created for private bathing, fishing and boating; that such trees as there might be on the area to be flooded, to be cut in ~e~gths that could easily be handled and placed on his property on land above the flood line of the pond, and that the County would permit him to use jointly with them any road built into the filter plant and to extend the same on his property at the beginning of the pond, and that if and when a water line should be established in frorZ of his property a co~n$ction free o2 charge should be granted to him from that line.
