10-19-1948 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chester- field County,-hel~ at the Courthguse on October 19, 1948, at 7:30 p.m~ Present: J. G. Hening, C~airman H.T.Goyne P. W. Covington Irvin G. Homer J.C.McKesson Absent: James W.Gordon, Jr. This day there appeared Mr.A.L.Davis and others requesting water servic~ be extendE to "Elkhardt Heights" and thoroughly discussed the entire area and policy pursued. Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that the Executive Secretary be and he hereby is instructed to extend from Elkhardt School along Elkhardt Road to Elkhardt Heights a water line to service this area as soon as pipe for this purpcse if available. C.F.Kellam,~esident Engineer, of Virginia Department of Hishways sppeared before the Board and presented to them a budget for the Secor~ary Road Funds which was explained in detail as to the amounts and roads in each district which would be improved, alonK with the general maintenance of Chesterfield Roads. Upon comsideration whereof, and on motion of H.T.Goyne, it is resolved theft the budget as presente~ by Mr.Kellam for 1948-'49 be and the same is hereby adopted. This day again a letter from R~C.S. Mullen which h ad been received a considerable length of time was taken up for consideration, and i~nereas, the Board of Supervisors of Chesterfield County recognize that some provisions must be made in the budget for moneys to improve he, additions to secondary system, and this amount should be control~d largely by the Board of Supervisors, and Whereas, the Board of Supervisors recognise that such roads as may exists in the secondary system which are not now being used should be abandoned from the maintenance of the system, and Wherea~, the Boar~ of Supervisors recognize that a subdivider should c~ndi~n the streets in a subSivision ~efore request is made that the road be taken into the Secondary System, Now, Therefore, on motion of P.W.Covington, be it resolved that the Board of Supervisors of Chesterfield County approve in principal the request stat~-d in the letter from Mr.C.S.Nullen and recommend that the counties of Virginia be permitted to allocate from the secondary funds that percenta~e of same which the Board of SuperVisors of several counties may determine from time to time may be necessary to condition the new additions to the secondary system. And be it further resolved that the Board of ~upervisors of Chesterfield County recommend to the State High~ay Con~ission that some provisions be made whereby portions of the secondary roads in the ~arious counties are not being used be abandoned from the State Secondary for maintenmnce. And be it further resolved that the Board of Supervisors of Chesterfield County recommend to the State Highway Commission that a regulation be adopted whereby the Boards of Supervisors of several counties will not recommend the acce~nce into th~ State iIiqhway System of streets in a subdivision unless and until the subdivider s! have constructed and improved the same to a condition satisfactory to the Resident Engineer of the Virginia Department of Highways. On which motion Mr.H.T.Goyne did not vote. This day ~. Harry D. Eichelberger appeared before ~he Board and explained to them a bid for a smaller bulldozer, a road machine and trailer. Upon consideration whereof, and on motion of Irvin G. Horner,the Executive Secretary is hereby instructed to investigate further this matter and receive other prices on this equipment. This day the Executive Secretary stated that upon instructions from the Board of Supervisors he had installed a sewer line on South Street in the Village of Ettrick and there were outstanding bills in the amount of $2490.30, an8 tha% there was no money in the EttrickSanit~ry District Construction Fund. Upon consideration whereof, and on motion of P.W. Covington, it is resolved that the s~ ~i~690.30 be and it hereby is transferred from the unappropriated surplus of the Ettrick Son. Dist. Operating Fund to the Ettrick San. District Construction Fund. And be it furthar re~olved that $1~00.00 be and it hereby is appropriated from of the unappropriated surplus of the General Fund of the County as a loan to the Ettrick Sanitary District Construction Fund.
