This day, Mr.J.Wm. Dance, Treasurer, submitted tothe Board report of expenses
incurred in the operation and maintenance of his office for the month of November,
1948, in the amount of $1467.96, of which t~e County has paid two-thirds or
$978.64, the remainder to be paid by the St~te, and the Board approving the same,
the report is filed.
This day, Mt.Geo. W. Moore, CommissionEr of Revenue, submitted to the Board report
of expenses incurred in the operation and maintenance of his office for t~ month
of November. 1948, in the amount of $1035.00, of which the County has paid two-
thirds or $690.00, the remainder to be paid by the State, and the Board approving
the same, thereport i~ filed.
This day, Mr. M.A.Cogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and mairZenauce of his office for the
month of November, 1948, in the amount of $558.33 of whichthe County has ~aid
one-half or $279.16, the remainder to be paid by theState, and the Board approving
the same, the report is filed.
This day, Mr.O.~. Gates, Sheriff, submitted to the Board report of expenses
incurred in the operation and maintenance of his o~ice for the month of October, ~
1948, in the amount o£ $868.33, of which the County has paid one-third or $289.44,!
the re:~inder toOe paid by the State, and the Board approving the same, the
report is filed.

Reports were receive d and filed from the following offices: Health Department,
Home Demonstration Agents, ~gricultural Agents, Welfare Department and Executive
Secretary.
This day the Executive Secretary reporte~ that as previously instructed by the
BoarG he had viewed the road leading from Rt.360 into the property owned by Mr.
Miles on the old Rt.360 right-of-way, approximately 1/4 of a mile east of the _
intersection of Rt.360 and Rt.653, and that in his opinion it was very necessary
that this road be taken into the highway system. Upon consideration whereof~
and on motion of J.C.McKesson, the Executive Secretary is authorized to take such
steps as necessary to have this road taken into the State Secondsry System.
This day the Executive Secretary reported to the Board the following additions
which had been accepted into the Secondary Rced System of Chesterfield County: ~
Second Avenue, Crest Lane, Chase Avenue and Cardwell Avenue, Extension of Rt.1629,
Baldwin Road, Clay Road, Manor Road and Percival Street, which letter is received
and filed.
This day a Committee from the Ruritan Club of Midlothia~ came before the Board
requesting that additional' street lights ~ installed in the village of I~idlothia~.
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved that th~s
request be referre~to the Light Committee for further study and action.
This day the Executive Secretary stated he had a request for an additional streetl
light on Jackson Avenue in Ettrick. Upon consideration whereof, and on motion
of P.W. Covington, it is resolved that the Executive Secretary be and he hereby is
instructed to have the Virginia Electric & Power Company install this light.
This Executive Secretary presented and read to the meeting a Supplemental
Agreement for the Purchase of Street and Highway lighting Service, Traffic light~g
Service and R~is cellaneous Light and Power Service, from the Virginia Electric
and Power Company, a copy of which is made a part of these minutes, and the
Executive Secretary stated that the proposed Supplemental Agreement for the Purchs se
of Electric Service was, in hi~ opinion, very advantageous to the County.
Whereupon, and on motion of H.T. Go]me, it is resolved th~ the proposed
Supplemental Agreement to Agreement for the Purchase of Street and Highway
Lighting Service from Virginia Electric & Power Comfy be and it hereby is
approved.
And be it further resolved that the Chairman of this Board, be, and he hereby is
authorized and directed to execute and deliver the said Supplemental Agreement
on behalf of the County, and the Clerk of the said Board be and he hero, by is
authorized and directed to affix the seal of the County to the said agreement and
attest the same.
This day Miss Helen Ricks, District Agent, came before~the Board stating that
Miss Esther Foster, Assistant Home Demonstration Agent, had been offered a positio$
as Home Demonstration Agent in another County and wished to be relieved of her dutSes
in C~esterfield, and that she had been able'to secure for appointment Miss Macklyn
Price as Assistant Home Demonstration Agent.
Upon consideration whereof, and on motion of H.T.Goyne, the resignation of ~ss
Foster as Assistant Home Dem. Agent is accepted, and the appointment of Miss Mackl
Price to th~ position is approved.
This day Mr. and ~rs. Tatum, of Stop 26, near Chimney Corner, came before the
Board asking what steps cpuld be taken tohave a water line installed in that area
Upon consideration whe~eof, and on motion of H.T.Goyne, it is resolved that this
matter be referred to the Water Committee for study.
And be it further resolved that a petition be placed in that area to determine the
number of potential users of water, if and when the. line is extended.
This day several residents of the area from Chester to Dutch Gap and along Rt. #l!
to the intersection of Rt. la~da #lO, appeared before~ t. he Board stating that they~
desired to have a water line from Chester along Rt. 616, the Osborne Road, to Rt.~[
and from the intersection of Rt. 616 and #l along #l to the intersection~ of
Rts. #l and 10. After due consideration and on motion of H. T. Goyne, it is
resolved that the request of this group be complied with provided there was a
guarantee sufficient to warrant 12~ gross return~ 'This motion was lost by

This day the Executive Secretary stated he had a conference with the officials
of the Virginia State Collete regarding wat~-r lines to the ColleEe and from
Ettrick along the Matoaca Road to the Randolph' Farm and into the farm prol~ rty.
Upon consider~tion whereof, and on motiOn of J.C.McKesson, it is resolved that
the Executive Secretary be and he hereby is instructed to' cooperate with the
Virginia State Colleqe in the installation of water lines, provided the College
will pay the cost of the inst~llation of the line to the ~andolph Farm, with the
un~ersbanding that if and when a 12% return should be bad on the line on the
Ettrick-Matoaca Road that the County will reimburse the Virginia State College
the a~ount equal t o the cost of laying a 6" line for t he distance from the
intersection of Hickory and Rive9 Roads to the Randolph Farm.
This day Mr. C.A.Ryburn, Chief of Police of Chesterfield County, came befcre the
Board asking for additional radios, fire extinguishers and sirens for the County
cars, to be used by the Police Department. Upon consideration whereof, and
on motion of J.C.McKesson, it is resolved that the Executive Secretary be and he
hereby is instructed to purchase e~uipmmnt for these cars at the best prices
obta inable.
And be it further resolved that a sum sufficient to take care of these items be
and it hereby is appropriated from the unappropriated surplus of the General Fund.
This day l~r.C.A.Ryburn, Chief of Police, stated that the private cars of the poliqe
officers now in use had been marred by the installation of radios and antennas, aqd
that he felt it was the responsibility of the County to have these cars restored
to their former fitness. Upon consideration whereof, and onmotion of Irvin G.
Hornet, it is resolved that the Chief of Police be and he hereby is authorized to
have these cars repaired.
This day the Executive Secretary read a letter from R'~.C.D.LeFaivre, making
application for the rezoning of property on Rt.360, opposite the Tomahawk Service
Station. Upon consideration whereof, and on motion of Irvin G.Horner, it is
resolved that the Executive Secretary he'and he hereby is instructed to advertise
the same for hearing on January ll, 1948.
This day the Executive Secretary received letters from the Compensation Board,
setting forth salaries o f the Treasurer, Commissioner of Revenue, Commonwealth's
Attorney and Sheriff and expenses of their offices, which lettersare received
and filed.
This day the Executive Secretary read a letter from Mr. John H. Randolph,Presidenl
of the First Federal Savings and Loan, requesting that water service be extended
to "Chesterwood", a subdivision which he was developing ,~tating he would be
willing to make a deposit to Chesterfield County for the estimated cost of this
line, to be returned to him when the line paid a 12% return. Upon consideration

whereof, and on motion of J.C.McKesson, it is esolved that the Executive Secretary~
is requested to communicate with Mr. Randolph and state that this proposition wi
be accepted and to pr. oceed when money has been received for the installation of a
water line along R$,.635 from the subdivision of "Meadow Ridge" to "Chester~ood".
This day the Executive Secretary read ~letters from Mr.T.C.Redford and ~r. Howard A~
Mayo, Jr., requesting water service to their property on Cherokee Road and
guaranteeing to pay an amount to equal a 12% return on this extension. Upon
consideration whereof, and on motion of J.C.Mcaesson, the Executive Secretary
is instructed to make this extension at the earliest possible time.
This day the Executive Secretary, in accordance with instructions at a previo~
meeting, submitted bids on trucks to be used as an additional trash trucK.
The bids were submitted from Ford, Chevrolet, Studebaker and Dod~-]e. Upon
consideration whereof, and on motion of J.C.McKesson, it is resolved that the
Executive Secretary be and he hereby is authorized to purchase a Dod~.~e truck and
equip same for use as an additional trash truck.
And be it further resolved that the ~xecutive Jecretary be instructed to secure
the necessary personnel to operate this truck.
And oe it further resolved that a sum sufficient to purchase and operate this
truck be and it hereby is appropzi ated from the unappropriated surplus of the
General Fund.
This day the Executive Secretary read a copy of a letter addressed to the Mayor
of Colonial Heights from Mr. W.L. P~inter, Chief, Bureau of Local Welfare Services~
relative to welfare work in the City of Colonial Heights and the County of
Chesterfield, which letter is received and filed.
This day the Executive Secretary reported that the ~a!~er Committee had considered
the possible employment of ~r. John Dyson, for operation and maintenance work
in the Utilities Department. Upon consideration whereof, and on motion of
H.T.Goyne, it is resolved that the Executive Secretary be and he hereby is
instructed to employ Mr. Dyson for work in the Utilities Department at a salary
of $2400.00 per year, eff~ctive January 3, 1949.
