ApprovedMost recent renewal with conditions, and a shortened 16SN0138 (8/24/2016) approval time. A manufactured home has been located on the subject property since 1995. On August 24,2016, the Boardof Supervisors approved the most recent permit (16SN0138) for two (2) years, expiring August 2018. AREA DEVELOPMENT TRENDS While Rayon Park subdivision was recorded in September 1928 as a single-family neighborhood, through the years temporary manufactured home permits have been approved by the Board. In 1995, with the issuance of the initial manufactured home permit on the property, staff identified eight (8) other manufactured homes located within a quarter mile of this request; however, currently, there are three(3). 319SN0110-2019FEB27-BOS-RPT Over the last ten (10) years, Rayon Park subdivision has experienced a significant increase in the construction of new single-family dwellings, some of which replaced temporary manufactured homes approved by the Board. Recognizing this change in area development and character, and the importance of revitalization in aged communities, Staff would not be supportive of a manufactured home permit for a new applicant as a first-timeowner/occupant. Staff is, however, supportive of renewals for previously-approved applicants as owners/occupants of the manufactured home, and the manufactured home and property continue to be well-maintained and in compliance with conditions of their previous permit approval. The landowner is in compliance with the Board approval in 2016. No known complaints have been received relative to the use. PROPOSAL The landowner is seeking renewal of the temporary manufacturedhome permit for an additional seven (7) years. Since 2001, Mr. Glass has been the owner and occupant of the manufactured home. As conditioned in Case 16SN0138, a shortened approval time of two (2) years was imposed to encourage continued up-keep of the propertyin character with the neighborhood. Staff’s inspection of the property revealed the property and manufactured home to be maintained in good condition.
