Proposal
The property is located within a mandatory wastewater connection area, necessitating an
exception to public wastewater use. The applicant proposes development of the property for a
glass processing facility. Existing zoning would permit uses allowed in the Heavy Industrial (I-3)
Zoning District.
Exception to Mandatory Wastewater Connection
Section 18-60 of the County Code requires the use of the public wastewater system for properties
located within the Mandatory Wastewater Connection Area. An exception to the use of the public
system must be evaluated by the Directors of Utilities and Planning, the Planning Commission, and
subsequently by the Board of Supervisors. The decision of such exception must be based upon the
following criteria:
Would the use of the private system encourage future area development inconsistent with
the Comprehensive Plan; and
Would the ability to extend the public system to other property be adversely affected.
The Comprehensive Plan suggests area properties are appropriate for moderate to intense
manufacturing uses. The Plan encourages development with the use of public utility systems.
Given the impact of public wastewater use in achieving development potential consistent with the
recommendations of the Plan, the Planning Department does not support the requested exception
to the use of public sewer.

The property is located in the mandatory water and wastewater connection areas for non-
residential development per Section 18-60.B of the County Code. This property is currently
zoned I-3.
Public water service is available through a 12-inch waterline along Fort Darling Road that feeds an
8-inch waterline that exists across the site. Any new structure(s) proposed for the site are required
to use the public water system.
Public wastewater service is not immediately available and would require the construction of an
off-site gravity wastewater line. Option 1 to provide public wastewater service would require an
off-site extension of approximately 3,500 linear feet from an existing 12-inch gravity wastewater
line south of the subject property along Bellwood Road and does require crossing federal land at
-inch gravity wastewater
line to the site along this alignment would be $610,000.00. Option 2 to provide public wastewater
service would require an off-site extension of approximately 2,600 linear feet from an existing 8-
inch gravity wastewater line south of the subject property at the intersection of Bellwood Road
and Fort Darling Road. A conceptual cost estimate to construct an 8-inch gravity wastewater line
to the site along this alignment would be $475,000.00. Any new structure(s) proposed for the site
are be required to connect to the public wastewater system.
The applicant is requesting an exception to the requirement to connect to the public wastewater
system. The Utilities Department does not support this request because there are viable options
to provide gravity wastewater service to the site, there are no capacity limitations, there are no
other underground utility conflicts, and there are approximately 100 additional acres of
industrial zone property and 27 existing homes along Bellwood Road and in the Bellwood
Estates subdivision that could benefit from the Option 1 extension. Should the decision be
made to grant the exception, the Utilities Department requests the conditions in Attachment 1
be imposed.

ATTACHMENT 1
CONDITIONS
1.Any site plan or building permit for the subject parcel shall provide and dedicate public
wastewater easements in locations acceptable to the Utilities Department to
accommodate the future extension of the public wastewater system. Such easements
shall be dedicated prior to the site plan approval. (U)
2.In the event the public wastewater system is extended to a point within 200 feet of the
property, the owner shall extend the public wastewater to a point acceptable to the
Utilities Department and all uses requiring domestic wastewater shall be connected to
the public wastewater system. (U)
3.The exception to the use of public wastewater shall only apply to this original 18.03-acre
parcel/property with a single initial use. Any future lots or additional uses beyond that
will require additional exception(s) if still required by code. (U)
