E.S.H.Greene, Jupt. of Schools, of Chesterfield County , appeared before the Board statin~ that the otate ~ould appropriate a certa'.in amount to supplement the salaries of teachers, provided the various ochool Boards of the State would appropriate a like amount for the same purpose., and requested the Board of Supervisors to consider making ~vailable such men, es as would be necessary. to match the amount given by tt~e State. Oreene, Supt. of Ochools of Chesterfield County, ream to the Board a communication from L.H.Fosver, of the ~irginia ~tate College for Negroes, thanking.-, the Bo~rd for their action in ~ppropriating additional funds for instructional costs of Chesterfield County students c~:r~d for at that school. fir. H. T. Coyne, S~pervisor, sug[~ested to the Superintendent of Schools, l'.r.E. S. H. Greene, that the members of the Board of Supervisors were interested in the affairs and transactions taking place in the School Board matters, and su~_'gested that copies of the ~inutes of the School Board meetings be ~lailed to all Supervisors of Chesterfield County. On r.~otion of ti. T. Goyne, it is resolved th~'.t the School Board be and it hereby is requested to comply with this su~..gestion, and mail copies of minutes of the School Board meetin~.'s to each member of the Board of Supervisors. This say the hxecutive Aecretary reported theft citizens who reside on the CCC Road, near Luck's Store, had requested that the road be improved. Upon consideration whereof and on motion of T. D. ,~atkins, it is resolved that the Virginia Department of Highv~ays be and it hereby is requested to make improve~ents on the CCC Road, westwardly from ilt. 65~, near Luck's Store, for a dist~nce of approximately l~ mi., expending a sum not to exceed ~300,00, and char~ing same to the 3ct. road levy. This day l~Ir. H. T. Goyne, called the Board's attention to the fact that Dodaneade Street in Chester was impassable and that it was an important 1ink between the Atlantic Coast Line RR. and Petersburg Street, and su~gested that a sum of the 3ct. road levy be spent on this street, with a vier: to improving it to such an extent that it could be taken into the State Secondary System. Upon consideration whereof, and on notion of H. T. Goyne, it is resolved that the Virginia Department of Htghv,~ays be and it hereby is requested to expend a sum not to exceed $200.00 on Dodameade ~treet in Chester, charging the s~ne to the 3ct. road levy. This day ~,Lr. J. G. Hening, Supervisor, read to theBoard a letter from l~'~r. A. T. Harvey, agreeing to furnish the gra'.el if the Oounty ~'.~ould pay for having it spread on a road recently improved ~y the State Higher'ay ~epartment, between Rt. 637 and Rt. 640, near the residence of ~[r. Harvey. Upon consideration whereof, and on motion of J. G. Hening, it is resolved that the State Department of Highways be and it hereby is requested to meet this request and spread the gravel furnished by Mr. ~tarvey on this road, expendir~.' a sum not to exceed $150.00 and charging the same to the 3ct. road levy. This day L'r. P. W. Covington, 5uPe'?visor, called the Board's att~ntion to the fact that there ~as in Matoaca ~istrict a development on the Gill ~'arm, between Ettrick and ~[atosca, leading northwardly from Et. ~36, a road known as ~infree Road, ~,hich needed attention. Upon consideration whereof, and on motion of P. ,~. Covington, it is resolved that the Virginia Department of Hi~h~:ays be and it hereby is requested to improve this road, expending a sum not to exceed ~300.00, and chargi~ the smue to the 3ct. road levy. This day I.'r. H. T.Goyne, ~pervisor presented to the Board a petition, containing eighty-seven signers, from Chester and vicinity, requesting' theft the Board purchas~ fire equipment for the protection of ths~t area which :~ould cost approximately ~1500.00; and also presented to Iir. W. H. Heintzman, 1Zr. P. W. Snead, I,Ir. W. C. Oha~en, Mr. E. S. H. Greene, and I,[r. 0. K. l~.*arquis who were interested in such a movement and reported there had been held at Chester on Tuesday, January 8, 1943, a meetio~ of citizens of that area regarding this matter, and that at that time they had arran~-~ed for a temporary organization to formulate plans and regulations governing a volunteer fire company in this area to have charge of and operate such equipment as the County would furnish. Upon consideration whereof, rand on notion of ~dr. J. G. Hening, it is resolved that the Board of Supervisors of Chesterfield County would be interested in the establishment of a fire protecti~ organization in Chester and vicinity and ~-:ould probably support such a movement and purchase the needed equipment, if and ~_'hen a permanent organization in this area was established guaranteeing that such equipment as purchased by Chesterfield County would be properly housed, ~mintained and operated entirely by volunteer help · ;md be it further resolved,that the Chairman be and he hereby is requested to appoint a Con~'.,ittee from the Board of Supervisors to cooperate with citizens of this area in establishing: such an organization. Whereupon, the Chairman appointe, ~[r. H. T. Goyne, and the ~xecutive ~ecretary as this Committee. There appeared before the Board ~[r. E. G. Ingraham, Bookbinder, offering to the Board his services in the reproduction of plats, and other records now becoming v:o the Clerk's Office, in order that they mi~'.ht be preserved as permanent records. Upon consideration ~.,hereof, and on motion of T. ~. Watkins, it is resolved th~:,t the Clerk of Court, Mr. Walter N. Perdue, and the Executive Secretary be requested to make a study of this matter, together with ~.,[r. E. G. Ingraham, and report at a later meeting. This day ~r. John W. Sneaa, appeared before the Board stating that the Rationing Board had, a few months ago, rented a building from L~rs. Herbert Cogbill and had requested that she remodel the same in order that it ~:,~£:ht be made satisfactory for their use, but that since tb~t time the ~.:ork of the Rationing Board had so increased that it was necessary that the Board ~ove into larger quarters and he felt that Mrs. Cogbill should be reimbursed for the amount which she had spent in remodeling the building. Upon consideration whereof and on motion of H. T. Goyne, it is resolved that the ~xecutive Secretary be and he hereby is n tructed to ay to ~.*~rs. The ~ecutive Secretary read to tl~ Board ~ letter from the Department of Game and Inland Fisheries, commending the services of ~Ir. E. J. German, former Game Warden of Chesterfield County, and stated that they would be glad to reemploy him ~hen he returned from military service, and the letter is filed. ~k in The Executive Secretary read a letter from ~'*.r, E. The ~xecutive Secretary read a letter to the Bos~rd from ~,,',rs. James E. Roberts, Recording Secretary, Cripvled Children's Hospital, thanking the Board for its dona to the Hospital, which letter was received and filed. ~ letter from the Compens~tion Board reouesting the filing- of salary and expense vouchers by the Sheriff of Ches~terfield'County was read by the Executive Secretary and was filed. Letters from the Compensation Board wereread by the Executive Secretary setting forth the salaries, of the Treasurer, Co~'~'~onwealth's Attorney, Cozm~issioner of Revenue an~ all deputies in their offices, ~hich letters were receivea and filed. ~'~ letter from L'r. S. J. Idahaffey, County L'ana~er of Henrico County was read by the ~ecutive Secretary, relative to the feediz¥~ and housing of County prisoners now being lodged in the Henrico County jail, ~nd it being understood that no action could be taken until a survey was made by the Department of Corrections of the facilities at the jail and their reco~m%endations received, whereupon, the letter w~s received ana the Executive Secreta~ry instructed to secure such infor- ~,~ation as he could, to be pre~ented when this zuatter is again considered. he Board in its meetiz~ on ~ee~-~,mber 8, 194~, directed the i~xecutive Secre~:ry o ~c~ont~ct the ov;ners of property on the new location of a right of way for at ~alling Creek, ama r.~ake offer~ to them for damages to their property for such an improv~m~ent. The Executive Secretary reportem he had received replies from ~,'r. Woosley and ~[r. Adams, one accepting and one rejecti~ the olin'er made, and the ~atter is continued until the n~xt meet~n~,~ of this Board. ~ion The '~Xecutive Secretary presented to the Board a bill from ~. Robins for work done on buildings at the Courthouse, and on motion of J. G. Honing, the bill is ordered paid. The Executive Secretary presented st~ements from the League of Virginia Counties and the Sta~,te Chamber of Commerce for 194Z memberships. Upon consideration whereof ~,nd on motion of P. W. Covington, it is resolved theft the Executive Secretary be end he hreby is instructed to renew the membership in these organi- zations and pay the ~embership dues. Thi~,~ Gay the Executive Secretary again called the attention of the Board to the fact th~.t it was desirable to have printed and distributed hand bills, informing the citiEens of Chesterfield ~ounty of tt,,e regulations concerning forest fires and their danger.~ Upon consideration whereof, and on motion of J.G. Hening, it is resolved th~,t the Executive Secretary be and he hereby is instructed to have these hand bills printed and distributed. This day the Executive Secretary called the Board's attention to the f~L~ct that the Virginia Department of Highways had previously been authorized to post a bond and build,a~ road into the Boy ~cout Camp and proceed ¥~ith condemnation to secure the ri~,ht of way, but that he had been able to work a satisfactory settle~J~ent with the property o'J,'ners for the sum of ~50.00. Upon consider~tion whereof ama on motion of J. G. Honing, it is resolved that the ,'~zecutive ~ecretary be and he hereby is authori~ed to pay the sum of ~50.00 for the right of u'ay of the road into the Boy Scout Camp, across the property of ~,:r. Geo. ~obertson. This Gay the Executive Secre',,~ry reported that he had boon able to settle for the right of way of the ro~,d between Drewry's Bluff and Rt. 6Z8, across the property ],Ir. H. T. Ooyne, Supervisor, called the Board's attention to the fact that a street in Crescent Park, Sweet Briar ,~venue, ne~.~r Kingsland School, was in need of repairs. Upon consideration v:hereof and on motion of H. T. Goyne, it is resolved that the Virginia DePartment of Hi~hways be and it hereby is requested to improve this street in Crescent Park, expending a sum not to exceed ~0,00, ch~rging same to the 5ct. road levy. This day ~.Ir. R~msey of the Plantation Pipe Line Company requested permission to run a pipe line through certain streets in Crescent Park, not yet developed. Goyne, it is resolved : That ~efense Plant Corporation, a corporation controlled by the United States of ,,merica and crea~:ed by Reconst~juction Finance COrporation pursuant to ~ection bd of the Reconstruction Finance Corporation ~,ct, as amended, its successors and assigns, be and it is hereby perraittea to construct, maintain, oper~-~te, alter, repair, remove, change the si!j,e of and replace en 8" pipe line for the transportation of oil, crude petroleum and refined petrol~umu products or combin:tions thereo~ or similar thereto, natural and artificial gao, casinghead and natural gasoline, and | any other liquids or gases, under, upon, over ~nd through a certain street or road in Crescent Park, a subdivision situate between the Petersburg Pike ~nd Centr~lia Road in Bermuda I~agisterial District in Chesterfield County, Virginia, known and design~ted in the plan of said Crescent Park, of record in Pl~t Book 4, p~ges ll0 and lll, in the Clerk's Office in s~id County, as LaSalle Street for a diEtance of ~pproximately fourteen hundred and forty feet; said street or road being ~'ithin the Jurisdiction of the said Bo~rd of Supervisors. The said Corporation, its successors aha assigns, shall h~ve ingress and egress to and from the said street or road for any and ~ll purposes aforesaid; and shall be permitted and h~ve the right to construct, ~aintain, oper~te, alter, repair, remove, and repl~ce, at any time, additional lines of pipe adjacent to and parallel ~*Jith the line above mentioned. It is provided that ~ll pipe lines constructed under thi~ ~oer~%t shall be confined to a strip of ground thirty feet in width, the center line of ~J..'hich sh~ll be the center line of the first pipe line hereafter installed by the Corpor~tion, its successors and ~ssigns. This per~it shall remain in full force and effect so long as a pipe line is :~aintained thereon. The Oorporation, its successors and assigns, by the acceptance hereof agrees to restore and le~ve in substanti~J~lly the s~e as at the then present the said street or road after the construction and laying of the said pipe line, subject to ins pection of the County Engineer, if desired. The Corpor~tion, its successors and assigns, will assume all liability for injuries to all per,~ons whomsoever and da~mge to property c~use~ by the construction, ~iaintene. nce and operation of said pipe line or lines, except for such injuries and day, age caused by the sole negligence of third persons, and shall save and hold harmless tt~e Bos, ra of Supervisors and/or the County of Chesterfield from any such liability, includir~' costs and expenses of suits in connection with such injuries or damages. Garland Jefferson had entered an order declaring the Henrico jial the official jail for Chesterfield County, and sug~'este, that the Jail previously used at Chesterfield Courthouse be remodeled to accommoda~ the Police Department on the first floor and the upstairs be used for overnight lo¢ Upon consideration ~hereof s~na on motion of J. O. ~iening, it is resolved ths~t this procedure be follo¥;ed and thet the matter be turned over to the Buildings ~r~ ~rounds Committee ~'~ho are authorized to ~ake such alterations and repairs as will be necessary to acco~odate this use of the building. This day the Common~ealth's ~,ttorney called the atte:~ion of the Beaird to the fact that the ~tate Otabilization Board should be informed of the intention of Chesterfield County to increase the salaries of its employees 10%. On motion of H. T. Goyne, the Executive Secr~tary is hereby directed to advise the State Stabilization Board of such an increase. ~t a previous r~eeting of the hoar~ of Supervisors it was resolved to increase the compensation of County employees, not includi~ heads of departments, the amount of 10% of their present salary, effective January l, 1943, and in order to make this increase it is necessary that certain appropristions be made. Upon consideration whereof, and on motion of ~. T. Goyne, it is resolved that the sum of $1651.50 be and it hereby is appropriated from the unappropriated surplus of the General County Fund to the following budgetary codifications: Treasurer's Office -3a-109 $96.00; Con~issioner of Revenue's Office -2b-109-w153.00; Office Executive Secretary la-109 -$72.00; Police Department -6a-106-~938.00; Dispatcher~ 6a-109-$150.00; Night ,~atchman -6c-140 -$42.50; Truck drivers -9e-136-~136.00; Janitors -14-119-$48.00.
