This day, Mr. J. Wm. Dance, Treasure~,submitted to the Board his report of
expenses incurred in the operation and maintenance of his office for the month
of February. 1943, showing a total of $1~08.54, of which the County pays ~o-
thirds, or $672.36, the remainder ~o be paid by the State, and the Board approvi~
the same, the report is filed.
This day, Mr. Geo. W. Moore, Jr., Commissioner of Revenue, submitted to the Board
his report of expenses incurred in the operation and maintanance of his office
for the month of February, 1943 showing a total of $715.00, of which the County
has paid two-thirds or $476.67,'the remainder to be paid by the State, and the
Board approvi~ the s~me, the report is filed.
This day, Mr. M. A. Cogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for
the month of February, 1943, showing a total of $478.22, o~ which the County has
paid one-half or $239.16, the remainder to be paid by the State, and the Board
approving the same, t he report is filed.
This day, Mr. O. B. Gates, Sheriff, submitted to the Board his report of expenses
as Sheriff and of his deputies, showing a total of ¥536.53, of which the County
has paid $178.84, or one-third, the remainder to be paid by the State, and the
Board approving the report, the same is filed.
Reports from the following offices were submitted and filed: Trial Justice,
Police Department, Home Demonstration Agent, Agricultural ~gents, Health Depart-
ment, Welfare Department, Treasurer and ExecutiveSecretary.

This day a delegation from Chester: Er. J. J. Ports, Mr. M. L. Long and Mr. W. H.
Hetntzman, representing the Chesterfield Volunteer Fire Department ~l of Chester
and vleinity, who presente~ the need of the Volunteer Fire Department, s~ating
that an organization had been completed and that any equipment placed in the
hands of the Volunteer Fire Department would be well maintained and that they
would be available at all times and have sufficient personnel to operate such
equipment and would be glad to respond to fire calls anywhere in Chesterfield
County.
A 0ommittee consisting of ~r. H. Tt Goyne and the Executive Secretary appointed
by this Board at a previous meeting reported that they had investigated with
a Committee from the Volunteer Fire Department such equipment as they felt would
be necessary for this area and felt that such equipment could be purchased,
constructed, and equipped for a sum not to exceed $2500.00. Upon consideration
whereof, and on mction of H. T. Goyne, it is resolved that the Committee be
instru=ted to purchase, construct and equip a piece of fire fighting equipment,
to be stationed under the direction of the Chesterfield Volunteer Fire Department
#1, subject to an agreement prepared by the Commonwealth's Attorney of Chesterfiel
County and executed by the Volunteer Fire Department ~l, embracing the aims and
responsibilities of the Volunteer Fire Department.
~nd be it further resolved that the sum of $2500.00 be and it hereby is transferr~
from the unappropriated surplus of the General Fund to the account -"County Owned
Vehicles" -budgetary code 19-400.

This day, Mr. H. T. Goyne, SuPervtsor~ aalled the Board's attention to the fact
that the Chesterfield Chapter of the ~merican Red Cross had requested that the
driveway to the Red ~ross Chapter tiouse be repaired. Upon consideration
whereof and on motion of H. T. Goyne, the Virginia Department of Highways is
hereby requested to improve the driveway to the Chapter House of the American
Red CrOss, expending a sum not to exceed $50.00, and charging same to the 3ct.
Road Levy.
This day Mr. P. W. Oovtngton, stated he had a request from the citizens of
Matoaoa District to have Fitzhugh Road improved. Upon consideration whereof
~nd on motion of P. W! Covington, the Virginia Department of Highways is hereby
requested to improve Fitzhug~ Road in Matoaca District, in the Village of
Matoaoa, southwardly from Rt. 36, near the Methodist Church, ~ r a distance of
approximately .2 of a mile,expending a sum not to exceed $250.00, charging same
to the 3 ct. road levy.
This day the Executive Secretary presented a petition to the Board from residents
living on the Shanks Road in Ma$oaoa District, near Pamplin's Store, requesting
that the Boar~ be improved. Upon consideration whereof and on notion of
P. W. Covington, the Virginia Department of Highways be and it hereby is requested
~o improve Shanks Road in Matoaoa District, southwardly from Rt. 36, near Pamplin'
Store, for a distance of approximately .4 of a mile, expending a sum not to excee
$300.00, charging same to the 3ct. road levy.
This day Mr. E. S. H. Greene, Supt. of Schools of Chesterfield County, presented
to each member of the Board a copy of the School Budget as recommended by the
School Board for the fiscal year 1943-'44.
This day the Executive Secretary presented to the Board a report of the audit
of the records of the Trial Justice Court for the year ending June 30, 1942,
whi~hiL~ was received and filed.
The Executive Secretary read a report from Mr. E. T. Smith, part-time deputy
to the Sheriff of Chesterfield County, for services rendered by him in the amount
of $3.30. Upon consideration whereof and on motion of T. D. Watkins, it is
resolved that the bill be and it hereby is ordered paid.
The Executive Secretary read to the Board a copy of a notice of hea~'ing from the
State Corporation Commission upon application made by J.D. Rand for privilege
to operate a bus route from Camp l~ckett to Richmond through Chesterfield County,
and the same is receive~ and filed.
~ letter was read by the Executive Secretary from the Virginia Forest Service,
acknowledging resolution of this Board passed in their meeting on February 9,
1943, recommendi~ an increase in registered and non-registered fire fighters
for ChesterfieldOounty, and the letter is received and filed.
This day a Court Order was presented to the Board appointing Mr. William Old,
Attorney, to defamd Henry C. Alford, authorizing the payment of $25.00 for
services rendered. On motion of T, D. Watkins, the bill is ordered paid.
This day a Court Order, authorizing the appointment of J. ThompsonWyatt and
Lionel Moses to represent John C. ~ennon,'authorizing the payment of $25.00
for such services. On motion of T. D. Watkins, the bill is ordered paid.
The Executive Secretary read a letter from theAsst. Supt. of the Seaboard Airline
Railroad Company acknowledging a resolution passed by this Board on ~ebruary 9,
1943, requesting improvement in the under-pass of the S.A.L. RR. at Rt. 616,
stating that such improvements would be considered, but with the scarcity of
labor and materials it was doubtful that any work could be done at this time,
which letter was received and filed.
This day a Court ~rder was presented appointing Mr. ~illiam Old to act in behalf
of the ~ttorney for the Commonwealth in the defense of the Board of SuPervisors
Vermas the County School Board, which order was received and filed.
The Executive ~ecretary submitted to the Board a report of the viewers previously
appointed to consiGer the abandonment of a portion of the Osborne and Co~endale
Roads, who reported that they saw no claim for d~ges. Upon consideratipn wher~
and on motion of W. A. Horner, it is resolved that the report be and it hereby is
accepted.
This day a bill from A.Robins for work on the remodeling of the Jail building
in the amount of $310.68 was submitted, and oh motion of J. G. Hening, the bill
is ordered paid.
This day Mr. E. S. H. Greene, Supt. of Schools, presented to the Board a resoluti
of the School Board rescinding a resolution passed by the School Board on
January 27, 1943, in which o~p~es of minutes of the Board of Supervisora were
requested, which resolution was received and filed.

This day the Executive Secretary called attention to the fact that an extension
to Rt. 703 in Manchester District had been recommended for acceptance into the
Secondary Syste~l of the State Hig~my, and that it waw necessary to improve this
extension before it could be accepted by the State. Upon consideration whereof,
and on motion of ~,.A. Homer, the Virginia Department of Highways is hereby
requested tc improve the extension of Rt. ~03, eastwardly from the paved section
of Rt. 703, a distance of approximately .2 of a mile, expendin~ an amount sufficten~
to put same in condition to be traveled, charging same to the 3ct road levy.
This day the Treasurer reported that certain appropriations in the budget had been
expended and it was necessary to supplement the same by additional amounts.
Upon consideration whereof and on motion of W. A. Horner, it is resolved that the
following amounts be appropriated from the unappropriated surplus of the General
Fund to the following budgetary codifications:

And be it further resolved that the sum of $225.00 be tranEferred from the unappropff
riated surplus of the Dog Tax Fund to the payment of "Fowl Claims and"Livestock
Claims" -12-502.
This day the matter of Federal"Victory Tax" ca~e beforethis Board, and upon
consideration whereof, and on motion of T. D. ~atkins, it is resolved that the
Treasurer be and he hereby is authorized and directed to transfer out of the
General Fund of Chesterfield County to the Victory Tax Fund, the sum of $91.45.
This day Mr. T. D. Watkins, Supervisor, reported to the Board that he had found
it necessary to have additional 2alp in the ~gelfare Department and suggested that
that portion of the services formerly used by the County of Chesterfield of the
held which was provided for the Commonwealth's Attorney Jointly with the County,
be obtained for the Welfare Department.
Upon consideration whereof, and on motion of T. D. ;~atkins, it is resolved that the
County relinquish any claim upon the time of the present incumbent,of this office,
Miss Catherine Phillips, and that the Superintendent of the Welfare Department
arrange with Miss Phillips and the Commonwealth's attorney for such time as will
be available for her to work with the ~elfare Department.
And be it fmrther resolved that the sum of $38.33 which has formerly been paid
by the County of Chesterfield for such services be paid by the Welfare Department,
beginning as of March l, 1943.
This day again the matter of establishing some Retirement System for employees
of the County of Chesterfield was discussed, and upon consideration whereof, and
on motion of W. ~. Horner, it is resolved that a Committee consisting of the
Comnonwealth's Attorney and the Executive Secretary be appointed to confer with
the Governor of Virginia and attempt to arrange to have the State Retirement
System Law so broadened that it might include such counties as would care to
participate.
Ordered that the meeting be now adjourned until April 13, 1943, at 10:00 o'clock
