This day, Mr. J. Wm. Dance, Treasurer, submitted to the Board his report of
expenses incurred in the operation and maintenance of his office for the month of
March, 1943, showing a total of $130~..31, of which the County has paid two-thirds,
or $8~8.21, the remainder to be paid by the State, and the Board approving the same
the report is fi led.
This day Mr. Geo. W. Moore, Jr., Com~...:issioner of Revenue, submitted to the Board
his report of expenses incurred in the operation and maintenance of his office for
the month of March, 1943, showing a total of $715.00, of which the County has
paid two-thirds or $476.6?, the remainder to be paid by the State, and the Board
approving the same, the report is filed.
This day, Mr. M. A. Cogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and mainterance of his office for
the month of ~arch, 1943, showing a total of $478.32, of which the County has paid
one-half or $239.16, the remainder to be paid by the State, and the Board approvin
the same, the report is filed.
This day, Mr. O. B. Gates, Sheriff, submitted to the Board ~is report of expenses Ss
and his Deputies, showing a total of %554.53, of which the County has paid $184.84~
or one-third, and the remainder to be paid by the State, and the Board approving ~
the report, the same is filed.

This day Mr. E. S. H. Greene, Supt. of Schools of Chesterfield County, appeared
before the Board with a Committee from the School Board consisting of Mr. Frank
Laine, Mr. C. C. '~Jells and Mr. Hugh Parks, and presented copies of the revised
budget as recommended by the School Board, requesting that the Committee from the
School Board meet with a ~ommtttee from the Board of Supervisor~ to discuss
the budget. Upon consideration ~hereof and on motion of }{. T. Goyne, the
Board of Supervisors recessed to meet as a l$ody with the Committee from the School
Board concerning the proposed Budget.
Upon reconventng, the Board of Supervisors,on motion of W. A. Horner, resolved
that the School Budget as presented should be adopted and made a part of the
Budget of Chesterfield County for the year 1943-'44, with the exception that the
sum of $2700.00 as appears in the proposed budget under Budgetary Code 102-
'~ompensation of Superintendent~ be changed to~P.000.00.
There appeared before the Board Mr. Charles Porter, Chief Airplane Observer
for Chesterfield County and victJutty, Senator G. E. Heller, Asst. State Co-ordinator
of Civilian Defense and Lt. Sp~lberg of the U. S. Army, giving in detail the
need for at least two additional Observation Posts in Chesterfield County, namely,~
one at Matoaca and one at Hallsboro, Virginia, requesting that the Board of
Supervisors appropria~eJ_funds for the construction, or improving these posts.
Upon consideration whereof, and on motion of %i. A. Homer, it is resolved that
an appropriation of $300.00 be and it hereby is made from the unexpended surplus
of the General Fund to 18-224 -Civilian Defense.
And be it further resolved that the entire amount in this account be used under
the direction of the Executive Secretary for construction and/or improvement of
airplane Observation Pos~s in Chesterfield County.
And be it further resolved that the Executive Secretary be and he hereby is
cautioned and directed to make thorough investigation of the need of such
construction and/or improvement and the ability of the airplane spotting
organization to provide suitable and adequate personnel for the posts before
such ~oney should be spent.
This day the matter of Federal "Victory Tax" came before this 5card, and upon
consideration whereof, and on motion of W. A. Horner, it is resolved that the
Treasurer be and he hereby is authorized and directed to transfer out of the
General Fund of Chesterfield County to the Victory Tax Fund, the sum of $95.23.
This day the matter of the Federal "Victory Tax" came before this Board and upon
consideration of the same and the instructions of the Auditor of Public Accounts,
this Boar~, on faction of W. A. Horner, doth resolve that the Treasurer of
Chesterfield County, Virginia, be and he hereby is directed to pay quarter-
annually to the Collector of Internal Revenue, Richmond, Virginia, the several
items of tax withheld for payment of the "Victory Tax" on the compensation of the
employees of this Board as shown on copies of payrolls furnished him from this
Board. and be it further resolved that the payments above authorized in the
amount of $276.00 be made by the Treasurer of C~esterfield County out of the
Victory Tax Fund as set up in the records of said Treasurer.
The Executive Secretary read to the Board a letter from the Chesterfield Ruritan
Club requesting the Board to pass a resolution requiring owners of dogs to keep
their dogs confined to the premises during the period May i to August l, 1943,
and upon consideration v;hereof and on motion of ti. T. Goyne, it is resolved
that the owner and/or keeper of all dogs kept continuously in this County, be,
and they are hereby required under penalty, to keep such dogs confined to the
premises where their home or place of keeping is, during the period from May, 1st
to August, 1943, except while under the immediate contro~ of such owner and/or
keeper as provided ~-or by Statute.
~ letter was read by the Executive Secretary from Mr. E.G. Ingraham, Bookbinder,
offering, his services to the County in the reproduction of plats, etc. for the
sum of $235.00. Upon consideration whereof and on $otion of H. T. Goyne, the
Executive Secretary is instructed to communicate with Mr. Ingraham and advise
him that the Board wishem him to proceed with the work as outlined in his letter
of March 10, 1943.
This day the Executive Secretary read a letter from the Virginia Electric and
Power Company informing the Board that it was necessary tomake a substitution
of 100-watt lamps in place of 75-watt multiple lamps in street lights in
Chesterfield County, and suggestir~, that this arrangement be made permanent.
Upon consideration whereof, the letter is received and filed.
This day the Executive Secretary read letters fro~ Mr. Lewis Larus and ~[r. and
Mrs. C. S. Stein, commending the services of Chief Fire ~arden ~.L. Smith,
in saving properties for then with the County-~wned fire apparatus, and urging
that more pieces of equipment of this type be constructed for Chesterfield
County. On motion of T. D. -at~Jins, these letters are received and ordered
placed in a separate file.
This day Nr. P. W. Snead, Resident kngineer, Virginia Department of Highways,
appeared before the Board to discuss f~atters pertaining to improvements to
roads in the Secondary ~ystem, and arranged to meet with the various Supervisors
in their districts to look o~er Secondary highways at a tine to be arranged
later.
The ~xecutive Secretary read a le',ter from the Virginia Department of Highways
advising the Board tha~ the entrances to Chatter and ~lanchester High Schools
have been improved and added to the Secondary Road System of Chesterfield County,
The Executive Secretary called att~ntion to the r~:port of the Welfare Department,
showing a refund of $17.00 from the appropriation of $100.00 made for Christmas ~
baskets.
This day the matter of signal lights at the crossing of the Atlantic Coast Line
RR. on Branders' Bridge k~ad, Rt. 625, was brought to the attention of the Board~
sta,ting that this was an exceedingly dangerous crossing and with the increased ~
traffic on the Atlantic Coast Line due to a double tracking,, it appeared necessary
that a signal light be installed at this crossing. Upon consideration whereof ~
and on motion of P. W.Covington, it is resolved that the Executive Secretary
be and he hereby is instructed to communicate with the ~tlantic Coast Line R.~.
officials requesting that a suitable signalling device be placed at this crossing.

bill is ordered paid.
A bill from Chewning and Wilmer for the installation of buzzers in the Clerk's
Office was submitted, and there appearing ~ome doubt as to the authorization
of this work, the bill was held over for further investigation.
The ExeCutive Secretary read to the Board a letter from Mr. Evans of the ,:ertz
Sales Company, claiming damages in the ~nount of $250.00 due to cutting through his
property in the improvement of ~;alker Road in Dale Magisterial District, which
letter was hel~ over until the return of Mr. Itching, Supervisor of Dale District.
Bills were presented from ldessrs. Liontgomery and Coleman for services rendered as
assistant G~me Wardens in Chesterfield Courity during the period that Chesterfield
County was without a Game Warden, together v~th a letter from the Department of
Game and Inland Fisheries, stating that they had advised l.lessrs. ~.~ontgomery and
Coleman to appear before this Board in support of their claims. Upon
consideration whereof, and on motion of ~. A. Horner, it is resolved that these
bills be held until such time as I~essrs. Montgomery and Coleman shall make their
appearance before this Board.
The ExeCutive Secretary read a bill from E. T. Smith, Deputy Sheriff, in the amount!
of $1.10 for services rendered during the month of March, 1943, which will was
ordered paid.
This day the Executive Secretary called the attention of the Board to the fact
that certain sceounts be supplemented by an appropriation from the unappropriated
surplus of the General Fund. On motion of W. A. Homer, it is resolved that the
respective amounts be transferred from the unappropriated surplus of the General
Fund to the various accoun~ as follows:

This day the attention of the Boar~ was called to the fact that in previous years
Easter Monday had been given to employees of the County. Upon consideration
whereof, and on motion of P. W. Covington, it is resolved that Easter ~.~onday, ~Pril
26, 1943, be and it hereby is declared a holiday for County employees.
The Executive Secretary reported to the Board that he had hag communication from
the Planning Board of the City of Richmond and presented to the Board a copy
of the report on the proposed major streets and road changes for Richmond and
vicinity. Upon consideration whereof, and on motion of H. T. Goyne, it is
resolved that the Executive Secretary cooperate with the Richmond Planning Board
concerning the interest of Chesterfield County in the street and road plans.
This day the Budget Committee presented to the Board of Supervisors the budget
for 1943-'44. Upon consideration whereof and on notion of P. W. Covington, it
is resolved that the Budget be tentatively adopted as presented by the Budget
Committee. And be it further resolve d that the Executive Secretary be and he
hereby is instructed to properly advertise the same, informing the public that a
public hearing on the s~ne will be held at the next meeting of the Board of
Supervisors on Tuesday, May ll, 1943.
This day, ~r. J. Wm. Dance. Treasurer of Chesterfield County, reported that as a
member of a Committee previously appointed by this Board to assign delinquent tax~
cases to attorneys, he had assigned numerous cases to attorneys in Chesterfield
County and stated that some recoveries had been made but stated that no sales
as yet had been completed, and asked if it be the opinion of the Board of
Supervisors thst attorneys other than those residing in Chesterfield County be
given an opportunity to handle these cases. Upon consideration whereof, and on
motion of W. ~. Horner, it is resolved that the Committee as previously appointed
be authorized and requested to contact such attorneys as would be interested
in handling delinquent tax cases in Chesterfield County regardless of whether
such attorneys were residents of Chesterfield County or not, in order that the
collection of delinquent taxes might be expedited.
This day, Mr. J. Wm. Dance, Treasurer of Chesterfield County, re~,orted te the
Board that the County had some surplus money on hand, and suggested that the
Treasurer be authorized to purchase $25,000.00 of War Bonds. Upon consideration
whereof, and on motion of W. A. Horner, it is resolved that the Treasurer of
Chesterfield County be and he hereby is authorized and directed to purchase
United States ~ar Bonds up to an amount not to exceed $25,000.00 with surplus
funds of Chesterfield County.
