This day, Mr. Geo. ~. Moore,Jr., Commissioner of Revenue, submitted to the Board hi
report of expenses incurred in the operation and mainte~auce of his office for the
month of July, 1~4~, showing a total of~$770.00, of which the County has paid two-
thirds or $51~.$A, the remainder to be paid by the State, and the Board approving
the report the same is filed.
This day, Mr. M. A. Cogbill,Commonweelth's Attorney, submitted to the Board his
report of exl~nses incurred in the operation and maintenance of his office for
the month of July, lg45, showing, a total of $478.3~, of which theOounty has paid
one-half, the remainder t°' be paid by the State, and the Board approVin~ the report
the same is filed'
This day, Mr. 0. B. Gates, Sheriff, submitted to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of June, 1943
shhwing a total of $5E?.2~, of which the County has paid one-third or $175.?~,
the remainder to be paid by the State, and the Board approving the report, the same
is filed.
Reports from the following offices were submitted and filed: Trial Justice, Polio

and Executive Secretary.

The ~xecutive Secretary br?ught to the attention of the Board that there was set
up in the Budget for 1943- 4A the amount of ~0.00 for two members of the Police
~orce who are on the inactive list and heretofore the amount paid Mr. W. H. Flynn
had been $62.50 per month, requesting the desires of the Board in this matter.
UpOn consideration whereof, and on motion of W. A. Hornet, the Chairman is
requested to appoint a C~m=~tteeto investigate a Retirememt Plan for all County
employees. W4ereupon, ~h~Chairman apPointed Mr. W. A. Homer and Mr. T. D.Watkii~s
as this Committee.
Mr. E. S.H.Greene Supt. of Schools of Chesterfield County, brought to the attent on
~f the Board a request from theSchool Board that the condition of the CrosSing at
'611 (Ki sland Roadl at the Atlantic Coast Line RR. be improved.
~pon colns~deration whereof, and on motion of W. A. Horner, it is resolved that the
Executive Secretary be and he hereby is instructed to request 'the Virginia De nt
of Hi hwayS to take such steps as are necessary to make an improvement at
cross~, suggesting that the Crossing be moved to a point where Rt. ~11 first
touches the right-of-way of the Atlantic Coast Line RR. westerly approximately
400 feet, south On the present crossing. And that Rt. ~11 be straightened from
this point eastwardly to make a Junction with the present location of Rt,
some distance east of the Atlautio 0cast Line RR.
And be it further resolved that the Executive Secretary be end-he hereby is
instructed to ~ake steps at ~nce to procure a~h right-o~*way as may be needed
for this correction.
This day, at the request of the Board of Supervisors, Mr.E.B.H;Greene, Supt. of
Schools of Chesterfield County, appeared before the Board to clarify an item
$05-"0ther ExpenSes -Spec. Instruction, RetirementS, appearing in the School Budget
for the year 19AE-'43 regarding the retirement of teachers.
After a lengthy discussion and explanation by Mr. Greene concerning this and a
clause in the Teachers' contracts stating that Chesterfield County School Board
aid retirement for teachers, which clause was believed to be contrary to the
~ntention of the State Law, aster due consideration thereof and on motion of H. T,
GOyne, it is resolved that a record be made on the minutes of the Board of
Supervisors that this matter had been brought to their attention and that the
School Board be and it hereby is requested to comply more fully with the Virginia
Statute conCerning these matters.
The E~ecutiveSecretary read a report from theChief Forest Fire ~,arden, M~. A. L.
Smith, who reported that he had received no calls on forest, houseor building
fires for tbs ~nth of July, 1943, and the report is received and filed.
This day again the matter of the compensation of William 01d, Atty., for services
allowed by order of Court in the case of the School Board Versus the Board of
Supervisors and the services of a garnishee writ on this Board against said William
01d, Atty. in favor of the Southern Bank and Trust Company, ca, ne~ before this Board, and
came also J. G. Hening, Vice-President of the said Southern Bank anti. Trust 0ompany
and stated to this Board that it is the desire of the Southern Bank and Trust
that this Board pay to said '~illiam 01d, Atty., the sum of $125.00 , and to the
SouthernBank and Trust 0ompam$ the sum of $225.00, the sum of $350.00 being the
amount allowed by the Court to said "illiam 01d, Atty. and the said Williaza 01d,
Atty., approved and agreed to the suggested payments.
Upon consideration whereof, it is, on ~tion, resolved that the ExecutiveSecr?tary
pay to William Old,Atty. $125.00 and to the Southern Bank a~ Trust 0om~a~y, $E2~.0 ,
in full settlement of the claim of said William 01d, Atty.
And be it further resolved that a copy of this resolution be certified to the
Circuit Court of Chesterfield County.
The Executive Secretary read to the Board a letter from the Atlantic Coast Line
RR. Company stating that d~mage~ had been done to the floor
~ space to the depot at
Centralia which had been rented by the County of ~hesterfield for the ~se of
Chesterfield County AAA storage, requesting that they be authorized to repair the s
and submit the bill to the Board of ~upervisors.
Upon consideration whereof, and on motion of W. A. Hornet, the Executive Secretary
be and he hereby is instruct, ed to confer with officials of theAtlantic Coast Line
RR. Company and to ascertain from them the load capacity of the space rented, audt
amount of damage having been done thereto.
The l~xecutive Secretary presented to the Board a bill from A. Robins in the amount
of $27.46, for work on buildings at this Courthouse, and the bill is ordered paid.
This day the ExecutiveSecretary reported to the Board that it seemed very deairable
that an extension to the improvement of Rt. 65~, near Falling Creek, across the
property of W. T. ~ams Estate be completed at this time, and he had conferred with
the Executrix of the Estate and that she had agreed to permit the improvement to be
made as surveyed by theState Highway Department fo~ the sum of $300.00. Upon
consideration whereof, and on motion of T.D.Wa~kins, the Executive Secretary is
authorized to offer the sum of $~00.00 to Mrs. Adams, Executrix, for the Eatate
of W. T. Adams, for this right-of-way.
A Committee heretofore appointed to view a portion of the right-of-way formerly
owned by the Tidewater and Western RR. from a point on Rt. 10 to Oogbill's Store,
westerly to a point on Rt. 55~., to approximately 1.5 miles, reported that they saw
s need for a road a part of this distance, and recommended that if the present
owner of the property, Mr. J. M. Turner, would dedicate the entire right-of-way
of 80 feet to the County for this distance, that the County would improve such
portion of that distance as seemed desirable at the present time to provide an
outlet for the families along that route.
The Executive Secretary brought to the attention of the Board the fact that
B. J. Banks, Janitor, at the Courthouse had been sick ~nd unable to work for a pert od
of more than three weeks amd that Willie $~tth and George Baskerville had ass~uned
that portion of his work along with other duties because nS other substitute help
~as available, and requested that he be permitted to pay to Willie S~th ~
Baskerville the sum of $10.00 each to compensate them for this extra work.
Upon consideration whereof, and onmotion of H. T. Goyne, the Executive Secretary
is hereby instructed to pay to ~illie Sz~Ith and George Baskerville the sum of
$10.0C each for extra services rendered.
This day, Mm.H.T. Goyne, reported to the Board that he had received a request
for the Board to construct a road from Rt. 10, east of the Seaboard Airline
Railway in the Town of Chester, southwardly to property o~ned by 0. K. Marquis.
Upon consideration whereof, and on motion of H. T. Goyne, the Chair~n is re,
to appoint a Corem!tree to view this road and make recommendations at a later
m~eting of the Board.
Nhereupon, the Chairman referred the matter to the Road Committee.
