This day there appeared before the Board Mr. John B. ,atkins, Jr., stating that upon a request of the Governor there had been formed in Chesterfield County three companies of volunteers known as Mim~te Men or Home Guards, which companies had been functioning for sometime and had paid all of their own expenses but that in order to increase the number of trainees in the Oompany it appeared necessary to call upon boys of High School age ~ho would be unable to furnish their ow~ uniforms and requested that the County of Chesterfield appropriate certain monies for this purpose' Upon consideration whereof, and on motion of W. A. Homer, it is resolved that the sum of ~600.00 be and it hereby is transferred from the unappropriated s~zplus of the General Fund to 18-703a - Supplies for Minute Men, to take care of such expenses as are necessaryffor the companies of Minute Men in Chesterfield County, and to be administered by the Executive Secretary upon the approval of the Captains of the various companies, The ExecutiveSecretary read to the Board a report of the activities ~f the ~ire ~'Jarden,M~. The Executive Secretary read to the Bosrd a letter from the ~atoaca Civic Associs (Colored), concerning the condition of the Sandy Ford Road, Rt. 669, and there also appeared a Committee of five members of this Association tamA stated that t~ Sandy Ford Road in some places becomes almost impassable in bad weather, and requested that the Highway Department be requested to put this road in condition for i~ravel for the winter, urging that it be hard surfaced as soon as practical Upon consideration whereof, and on motion of W. A. Hornet, it is resolved that this request be transmitted to theVtrginta Department of Highways and that they be requested to take note of s~me and improve this road at the present time for winter travel. A~d be it further resolved that the Virginia Department of Highways be and they are hereby requested to hard-surface this ro~d at the earliest possible time. ~r~l Fund # ~rick Debt. '~rick 0per. oral Fund ion The Executive Secretary re~d to the Board a letter from Mr. A. H. Petti~rew, Right of ,~ay ~ngineer, Virginia Department of Highways, stating that they had filed ~tth the County Clerk of Chesterfield County Certificates of DepOsit for the right of way cn P~. 653 to the approzches and bridges over Falling Creek and in, if it was the desire of the Board for the State Highway DSpartment to proceed ~ith this c ondamn~tlon. Upon consideration v, hereof, and on motion of ~,.A;. Homer, it is resolved that the Dept. of tii~h~ays be and it hereby is requested to proceed with coAdem~uation proceedings against ~. R. ~,,illiams, ~red Smith, J. L Wcolsey, James W. McCormick, and ~. T. ~dams, Estate, in order to clear the title'for the right of way through these properties. ~d This day the Commonwealth's Attorney advised the Board of Supervisors that a Commission had been appointed to m~ke a study of the damage, if any, to the of H. S.Evans, by the improvement of Rt. 639, and stated that the meeting was set for ~:30 p.m. on October 25, 19~3. This day a~ain the matter of ~he discontinuance of that part of the ¥,oodpecker Rca ~here the same crosses the ~tlantic Ooast Line HR. Comp, any's right-of-way came before the Board, and the report in writing of the five viewers heretofore appoint, d ~as read and considered by this Board. Upon consideration o~said report and other evidence, it is resolved that the ra er in the etttton of the Atlantic Coast Line RR. C~mpany for the closing of ~heY~,oodpeckerPRoad where the same crosses the atlantic Coast Line RR. Company's right-of-way be and the same is hereby denied, and the Board doth accordingly decline to discontinue said road. Whereupon, Mr. Haskins Robson, Atty., for the Atlantic Coast Line RR. Company appeared and noted an appeal to the decision of this Board to the Circuit Court of said County. This day the Executive Secretary presented to the Board of Supervisors a bill the Virginia Electric & Power Company for the temporary relocation of the Power Company's poles on Rt. 651, near Pocoshock Creek and read to the Board a letter the Virginia Electric & Power Company relative to this bill. Upon considerat whereof, and on motion of W. A. Horner, it is resolved that the bill rendered for the relocation of the Power CompanY's pole line on Rt. 6~1, near Pocoshock Creek, be, ~and the same is directed to be paid. And be it further resolved that the location of said pole line be and the same is hereby considered by this Board to be fixed. This day the Executive Secretary read a resolution from theSchool Board as follows: "On motion, the Board directed that ~tr. Haskins Hobson be p~td $350.00, pursuant to Court Order for his services in the case of the Coumty School Board of Chesterfield County Vs. the Board of Supervisors o$ Chesterfield County and J. William Dance, Treasurer of Chesterfield County, and that this amount be transferred from Budget Item 1763-399 (Other Instructional Costs) to 17a-299 (~ther Expenses in Administrationl, in the current school budget, and that the Board of Supervisors be requested to approve this tran: Upon consideration whereof, and on motion of J.G. Hening it is resolved that the Board of Supervisors approve the transfer of the funds as requested bY the School Board. This day the Executive Secretary submitted to the Board a budget prepared by the State Highway Department for improvements to the Secondary System for 19A3-'4~, and on $otion of W. A. Horner, it is resolved that the budget be accepted as subml This day the Executive Secretary presented to the Board a report of the al: of funds for the construction or Primary roads for the fiscal year 19~3-'~4, is received and filed. The Executive Secretary read to the Board certain correspondence recently had the Atlantic Coast Line Railroad Company concerning a resolution previously by this Board relative to a watchman at the River Road crossing, near the North Pete s~urg Station, and the B card directed the Executive Secretary to continue such requests until something definite has been done, and Mr. H.T. Goyne, Bermuda District, called the attention of the Board to the same condition exist at the Atlantic Coast Line Railroad Company's station in the Village of CheSter, requested that this situation be included in the consideration of such m~tters. The Executive Secretary read a letter from Doyle and Russell confirming the verba agreement for the temporary supply of ~ater to the Government Hospital Project, from the Woodstock water supply, which was receive~ and filed. The Executive Secretary presented a bill from A. Robins in the amount of $103.27 for work on the Courthouse Buildings, and on motion of S. G. Honing, the bill is ordered paid. The Executive Secretary reported that at a meeting of the Metropolitan Committee of the League of Virginia Counties, to which theOo~onwealth's Attorney and the ~xecutlve Secretary had been sent as delegates from Chesterfield County, it was decided to request certain counties of Virginia for donations to assist in a campaign for the improvement of the annexation law and the reassignment of certa~ n taxable items from the State to the v~rious counties. Upon consideration whereof, and on motion of ¥~. A. Homer, it is resolved that the sum of ~200.00 be/ and it hereby is contributed by Chesterfield County to the League of Virginia Counties to assist in this work. And be it further ~ re so lved that the sum of $200.00 be and it hereby is transferred from the unapp ropriated surplus of the General Fund to "Dues and Subscriptions" - la-206. ~gain the matter of water supply for the sou~hside of Chesterfield County was discussed and the ~,ater Committee requested the Executive Secretary and the Commonwealth's Attorney to proceed in such manner as necessary to secure water rights and easements for the project. This day the Buildings and Grounds Committee reported that they are making a study of the purchas~ of the property of M~. John Cogbtll and requested that they be permitted to continue this study until the next meeting of this Board. This da the matter of the improvement of/road in Dale District over the property of the ~ormer right-of-way of the Tidewater and Western Railway, be~$nning ~t a point at Cogbill's store on Rt. 10, westwardly toward Rt. 632, was Glscusse~. Upon consideration whereof, and on motion of ~. G. Hening, the Virginia Department of Highways is requested to improve this road a distance of approximately .5 of a mile, expending a mum not to exceed $200.00, charging same to the 3ct. road levy. Snead, had recently been promoted from Resident E~gineer to Acting District Engineer and stated that he felt that some. recognition of ~he em~ellent work of ~r. W.Covtngton, it is resolved that the Executive Secretary be and he he,by is instructed to write a letter to Gen. ~endered to Chesterfield County , and expressing ~ne gra~ ~upervtsors for the splendid cooperation he has extended to them. This day t he Commonwealth's Attorney reported that the Ordinance concerning Subdivisions as amended at a ~revious meeting, had been duly advertised and reques the adoption of the same. On motion of W. A. Homer, it is resolved that the Ordinance be adopted as submitted as follows: ~N ORDINANCE_ A~ ordinance r~equiring owners and proprietors of property in Chesterfield County, proposing to subdivide property into three or more parts for the purpose of laying out any suburban lots to obtain the approval of the County Road Engineer, prohibiting the recordation of any plat or map of a proposed subdivision without having o.first obtained such approval, setting up certain requirements for approval, and ratifying and approving plats heretofore recorded without the approval of the County Surveyor; and repealing the ordinance adopted by the Board of Supervisors on the 8th day of September, 19~2, relating to the same subject matter. bnder and by ~irtue of the authority conferred upon the Board of Supervisors of Chesterfield County, Virginia, by an ~ct of the General ~ssembly of Virginia, approved April 2, 1942, and known as Chapter 389 of said Acts of Assembly, this Board of Supervisors having carefully considered the matter, doth ordain as foll~s: ~ed SECTION 1. That every subdivider who divides his land into three or more parts for the purpose of laying out any suburban lots in Chesterfield County shall submit a plat or map of the proposed subdivision to the County Road Engineer for his approval of such subdivision and map for recordation, that the Clerk of the Circuit Court of the County of Chesterfield sha~l not record any map plat of a tract of land divided into three or more parts for the purpose of out any suburban lots unless there be shown on the face of such plat or map the approval of the County Road Engineer of Chesterfield County, provided, however, this ordinance shall not apply in the to¥,~ of Colonial Heights. SECTION £. The following general rules and ~pecifications shall be complied by the subdivider before the County Road Engineer of Chesterfield County shall approve a map or plat of any subdivision: (a) ~ihere the plat or map of subdivision consists of more than one sheet, then each sheet shall carry the number of the sheet, the number of sheets, the scale., the meridian, the matching numbers on the borders. (b) All maps or plats must be ~ack line prints made on "thick Dir~t Printing, Black Line Cloth, Bl~ck and White Process' of Charles BrUning Company, Inc. or its equal, drawn to scale of one inch equal to one huSdred feet, except in special cases with the approval of the County Road Engineer, on sheets twenty-four inches lon~ by sixteen inches ~'ide, with one-fourth inch border on the left side, bottom and right side, and one and one-half inch border on the top side, with the title in the lower right hand corner. (c) Said plats or maps shall show all dimensions of the lots and streets and v:hen streets are Curved, all necessary information mu2 shown to enable the restaking~, of the lines; and dimensions must be computed so that the blocks close with an error of not more than one foot in two thousand feet. (d) On every lot or street line sufficient data shall be given so that the lines can be accurately retraced in the field from the cornerstones and other markers of the streets shown on the plats and installed on the property. ~t the street intersections all corners shall be marked cornerstones, and ~'here sight on the ground from stone to ~tane is impossible, intermediate stones shall be set. ~he points of curves and the points of tangents of all curves shall be marked with angle stones. All angle and cornerstonms shall be a'minimum size of four inches square at top and twenty-four inches in the ground. (e) ~o plat shall be approved for recordation which reserved a narrow strip of land around or along any or all sides of said property v. hich is commonly known as "a spite wall or strip". (f) Whenever the roads or streets in a new subdivision rum to a property line, they must be in alignment with any streets existing in the adjacent property at the point of crossing the property line. ~,here adjacent property has previously been subdivided, then streets and roadways must show for a distance of at least two hundred feet on the plat of the property being subdividsd, and this reGuirement shall obtain where property adjoins the Town of Colonial Heights. All s~reets or roads shall have a minimum width of fifty feet unless otherwise authorized by the Board of Super~iso:s (g) The map or plat of subdivision presented for approval for recording must show all easements grqn~ed for public utilities, ss well 'as proposed easements for public utilities, sewer and water llues, which may be required for public service to said subdivision, whether said services have been installed or ~net at the time the map or plat is presented for approval and recordation, and shall show on its face the statement end acknowledgment of the proprietor by law, and shall in addition thereto show expressly whether the streets thereon ars dedicated or not, and if there ~e a mortgage or Deed of Trust on said property, the Trustee in said Deed of Trust or mortgage and the noteholder shall execute such statement and acknowledge the same, if any. be consenting to the subdivision and dedication, (h) There shall be shown on the map or plat of the subdivision when presented for approval by the County Road E~gineer all restrictions and/or covenants, unless there be no sufficient space on said map or plat, in which case the restrictions and/or covenants shall be~recorded in the Clerk's Office of the Circuit Court and the Clerk shall note on the face of the map or plat the Deed Book and page where the said restrictions and/or covenants are recorded. (i) All maps or plats of subaivisions presented for approval for recordation, vacating plats heretofore recorded, mnst show the plat book and page number ~f the plat being vacated. (J) All plans of subdivisions presented for approval shall carry the following certificate, signed by the engineer or engineering firm making the survey on the plans: "E~gineer's Certificate To the best of my knowledge and belief all of the requirements as set forth in the ordinance for approving plats of subdivisions for recordation in Chesterfield County have been complied with." SECTION 3. The subdivider shall submit £or approval the original drawing, and one copN to be retained by the County Road ~ngineer. SEETION 4. This ordinance shall not relieve the subdivider of complying with all state laws where conditions make the said state law applicable. SECTION 5. The Clerk of the Circuit Court is directed to refuse the recordation of any such plat or map as is contemplated by the ordinance unless and until the requirement of this ordinance has been met . SECTION 6. The r,~cordation of plats contemplated in the ordinance heretofore adopted by the Board of Supervisors requiring the approval of the County Surveyor was not had, are hereby ratified and approved. ~CTION 7. The ordinance adopted on the 8th day of September, 1942, relative to the subject matter involved in this Ordinance is hereby repealed.
