This day, Mr. J. ~m. Dance, Treasurer, submitted to the Board his report of expens
incurred in the operatign and maintenance of his office for the month of March,
1944, in the amount of $1118.03, of which the County has paid two-thirds or $745.3
the remainder to be paid by the State, and the Board approving the same, the repor
is filed.
This day, Mr. Geo. W. Moore,Jr., Commissioner of Revenue, submitted to the Board
his report of expenses incurred in the operation and maintenance of his office
for the month of March, 1944, in the amount of $745.00, of which the County has
paid two-thirds or $496.67, the remainder to be paid by the State, and the Board
approving the sa~, the report is filed.
This day, Mr. M. A. Cogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for the
month of March, 1944, showing a total of $488.~2, of which the Cmunty has paid
one-half or $244.16, the remainder to be paid by the State, and the Board approvin~
the report, the same is filed.
This day, Mr.0. B.Gates, Sheriff, submitted to the Board his report of expenses
for the month of February, l~A4, showing a total of $5~8.00, of which the County
has paid one-third or $179.$~, the remainder to be paid by the State, and the
Board approving the sa~e, the report is filed.

This day the Executive Secretary read a letter from the Chief of Police, Mr. C.
W.Smith, reco~mxe~ding the appointment of M~r. Lodia A. Cutshaw, as a Dispatcher
in the Police Department. Upon consideration whereof, and on motion of
J. G. Hening, it is resolved that the recommendation be approved.
This day the Executive Secretary rea~ letters from the Atlantic Coast Line Ry.
Compamy regarding Rt. 611 (Kingsland Reed), and Mr. A. J. Mills, Resident Enginee
of the VirginiaDepartment of Highways reported that the Highway was cooperating
with the Atlantic 0cast Line Rwy. Company in the imporvement of this crossing.
Upon consideration whereof, and on motion of J. G. Hening, it is resolved that th
E~ecutive Secretary be and he hereby is instructed to continue with what efforts
that appeared to be necessary to assist in having this crossing improved.

At a previous meeting of the Board, the Executive Secretary was requested to
communicate with the Chesapeake & Potomac Telephone Company to secure, if possible
an additional telephone line from Petersburg to Chesterfield Courthouse, and he
reported to the Board that the Telephone Company was in position to furnish an
additional ~line for the sum of $56.70 per month. Upon consideration whereof,
end on motion of P. W. Covington, the Executive Secretary is authorized to have
the telephone line installed.
This day the Executive Secretary read a letter from the Virginia Department of
Highways concerning the abandonment of certain streets in the territory recently
annexed by Colonial Heights from the Secondary Highway System, and the letter is
filed.
This day the Executive Secretary read a letter from the Virginia Department of
Highways confi~ning the adc~cptance into th~ State Highv, ay System of the roads
previously requested by this Board.
This day the Executive Secretary read a letter from the Compe~tion Board,
addressed to Mr. Geo. W. Moore, Jr., Commissioner of Revenue, increasing the
allotment for work in Clover hill District from ~160.00 to $260.00. Upon
consideration whereof, and on motion of J.G. Hening, it is resolved that the
Board of Supervisors cooperate with the State Compensation Board and confirm
this increase.
This day the Executive Secretary called the attention ~f the Board to the fact
that the Virginia State Chamber of Commerce was having its annual convention
at the John Marshall Hotel, Richmond, on April 13 and 14th, and urging that all
members atte r~ this meeting, if possible.
The Executive Secretary reported on a meeting recently called by the Governor
of Virginia of representatives of the Counties, in Roanoke, and stated that the
Governor urged that local government be strengthened as much as possible.
This day the matter of t~si~g%~ the lock-up at Chesterfield Courthouse for persons
held for trial was again bro~lght before the Board. Upon consideration whereof,
and on motion of ~. ~. Homer, the Executive Secretary is instructed to mak~
arrangements to do this and to h~ve proper meals served.
This day Mr.W.A.Horner reported that he felt the Agricultural Agent was rendering
additional services during this emergency and his compensation from Chesterfield~
County should be increased. Upon consideration whereof, and on motion of
,~. A. Rorner, it is resolved that Chesterfield County increase and appropriate
to the salary of the Agricultural ~gent the sum of $103.00 per annum, to ma~e tt~
equal that paid from State and Federal sources. ~nd be it further resolved~
that this increase shall become effective as of April l, 1944.
~nd be it further resolved that the sum of $27.00 be and it hereby is appropriate~
from the unappropriated surplus of the General Fund to lla-ll4- Compens~tion of
County Agricultural Agent.
This day Mr. W. A. Horner stated that in view of the high cost of labor it was
impossible for the Fire ~arden to obtain help at the present rate of pay, and
suggested that this rate be increased. Upon consideration whereof, and on
mOtion of W. A. Homer, it is resolved that the State Department of Forestry
be r~quested to increase the rate of pay of fire fighters to 40cts. per hour.
This day again the matter of the ~ollection of delinquent taxes was called to th~
attention of the Board, and the Treasurer of Chesterfield County being present v~s
asked wh~t rearrangements would be necessary to effect a better collection of
delinquent taxes, and he reported that additional help would be necessary if
any larger effort was made. Upon consideration whereof, end on motion of
T. D. Watkins, it is resolved that the Treasurer be and he hereby is requested
to maas a definite survey of the situ~.tion and re~ort at the next Board meeting,
with his recommendations as to the method that should be used for the collection
of these tames.
This day the Budget Committee submitted to the Board of Supervisors the budget
for the year 1944-'45 as proposed by them, including the budget of the Welfare
Department and the County School budget. Upon consideration whereof, and on
motion of W. a;. Homer, it is resolved that the budgetas presented be tentativeSy
~dopted and that the date of May 16, 1944, at 10:00 o'clock A.M. be ~e~ ~s the
day and time for adopting this budget, and for the hearing of any criticism
that may be coming from citizens o~ Chesterfield County concerning the same.
This day Mr. H. T. Goyne, stated that he had been requested to have taken into
the County System and improve a road near Shoosmith's Nursery. Upon considera'~ion
whereof, and on motion of H. T. Goyne, it is resolved that the Department of
Highways be and it hereby is requested to improve this road known as the
Traylor Road in Bermuda District, expending a sum not to exceed $250.00,
charging same to the Sot. road levy, provided the necessary right-of-way can be
obtained.
This day the attention of the Board was called to the fact that there was a
broken culvert on State Highway Route ~1524, near Kibbens Service Station, which
was preventing the drainage and causing severe damage to the highway. Upon
consideration whereof, and on motion of H. T. Goyne, it is resolved that the
Virginia Department of Highways be and it hereby is requested to correct this ·
condition as ~peedtly as possible.
Again the matter of the collection of water bills in Bellewood Manor was brought
to the attention of the Board, by the ~ater Committee, which made a recommendation
that these bills be collected from the Treasurer~'s office,the same as those in
other sections of the County, through some citizen in that area.
Upon consideration whereof, and on motion of H.T. Goyne, it is resolved that the
Executive Secretary be and he hereby is instructed to employ an ~gent to act in
this matter and make the necessary arrangements to transfer all accounts from
the Bellewood Manor Corporation to the Treasurer's ~ffice.
It appearing advisable that the Assessing Board consist of more than one person,
and that M~. R. N.Winfree who previously resigned from the Assessing Board was
now physically able to assume the duties thereof, it was suggested that he again
be appointed to the Assessing Board. Upon consideration whereof, and on m~tio~
of W. A. Horner, it is resolved that Er. R. N.Winfree and Mt. Geco W. Moore, Jr.,
Commissioner of Eeven~s, be and they hereby are appointed to the Ass®ssing Board
for Ohesterfield County for terms expiring June 30, 1944. And be it further
resolved that the compensation of members of the Assessing Board while on duty,
exclusive of a paid official of Chesterfield County~e, and it hereby is set at
$10.00 per diem.
And be it further resolved that this Board will be in session Beginning May l,
1944, for a period of three days or until such time as all complaints and requests
have been attended to.
This day again the matter of a cannery or canneries in Chesterfield County
was called to the attention of the Board by Mr. H. T. Goyne, who requested
that as this matter had been tabled for sometime, a decision should be made,
Upon consideration whereof, and on motion of T. D.¢~atkins, it is resolved that the
matter of a cannery or canneries in Chesterfield County be for the present d~opped
On this matter Mr. Goyne voted "No" and asked that his vote be so recorded.
This day the Executive Secretary reported that certain budgetary accounts needed
supplementing in order to meet certain expenditures. Upon consideration whereo:
and on motion of J. G. Hening, the following appropriations be and they hereby
are made from the unappropriated surplus of the General Fund, to the following
budgetary codifications:

Certain appropriations being needed to take care of outstanding bills against
the Dog Tax ~und, it is resolved on motion of J. G. Hening, that the following
appropriations be made from the unappropriated surplus ~i~of the Dog Tax Fund, to
the following account:

Certain accounts in the budget of the Ettrick Sanitary District Operating Fund
needing to be supplemented to take care of outstanding bills, it is resolved on
motion of J. G. Hening, that the following appropriations be made from the
unappropriated surplus of the EttrickSanitary District Fund, to the following
accounts=

This dam a delegation from Eikhardt appeared before the Board requesting the Boar
to adopt a re~olution having dogs confined to the owners' premises during certain
seasons. Upon consider~tion whereof, and on motion of W.A. Homer, it is
resolved that the owner and%or keeper of all dogs kept comtinuously in this Count
be, and they are hereby required under penalty, to keep such dogs confined to the
premises where their home or place of keeping is, during the period from =~prtl 15
to August 15, 1944, except while under the immediate control of such owner'and/or
keeper as provided for by Statute.
