The Executive ~ecretary read a report from the Forest ffire ~,,arden aoncerning activities for the month of August, 1944, ~hich report was received and filed. This day ~r. Thomas Bell, who is interested in a building project on Route ~1, near the Jttuction of Rt. i and 638, appeared before the Board, stating that becaus of a hill in the southbound lane of Route ~l, nea~ly oppssite the entrance to the DuPont Plant, it was impossible to see traffic coming toward the Junction of Rt. F1 and 638. until them ~ere nearly at She Junction, and stated that in his opinion the lowering of t~is hill would be~xpedient move toward the prevention of accidents, end requested the Board take such action as necessary to insist hhat the State Department of highways make some improvement at this location. Upon consideration whereof, and on motion of W. A. Horner, the Chairman is requested to appoint a Committee and make a study of the situation as presented by Mr. Bell and confer with the Department of Highways concerning the improvement of same$ WhereupOn, the Chairman appointed .Mr. W.A. G. ~utcher, Special ~ssistant to the United States attorne requesting the Board of Supervisors to close all County and ~econdary State roads ~ithin the area of the ~ichmond Holding and Reconsignment Point Depot. ~'here appeared in opposition to this request a large group of citizens from this district, ~ho protested to the Board through Ers. ~c?hail ¢onley Sherman, ~Ir. C.W. Abbott, Nr. L. B. Stainback, Mr. Chas. Ficke, ~r.~.B. ~ontgomery, ~rs. ~ray and Mr. ~rank Bellwood, the closing of these roads. ~ereas, the ~nlted States of ~mertca has filed an application to have closed all the County roads located withi~ the area acquired by the United States Government in Chesterfield County and known mow as the Richmond Holding and Reconsignment Poin Depot, more particularly described in said application: ~nd it a~ppearing that said application has been posted according to law more than twent~ (£0) days hence at the front door of the Courthouse of the Circuit Court of Chesterfield County, Virginia, and at two (2) public plcces in the neighborhood. Therefore ,Be it Resolved on motion of J. G. Hening, that J.T.Moore, E. A. Moseley, L.B.Steinback, ~rank Bellwood and R.~'.Dyer, be and they are hereby appointed es vie directed to view said roads on the ~0th day of September, 19~4, at 10:00 A.~i. ~nd to report in writing whether, in their opinion any, and if any, what inconvenie v~ould result from discontinuing said roads. This day the ~xecutive Secretary presented reports from the State Corporation Commission of Utilities in the State of Virginia and these reports are received and filed. The ~xecutive Secret~ry read to the Board a communication from the State Forester Mr. George Dean, relati~ to a discussion between the State Forester and the Executive Secretary at a recent ~onference regarding the appointment of a deputy forest fire warden for Chesterfield County. Upon consideration whereof, and on motion of W.A. ~iorner, it is resolved that the recommendations as set forth in the communication from the State Forester be adjusted and followe~ as far as practical, and a copy of this communication to be filed with the Board papers. This Gay the ~xecutive Secret~ry read a letter f~om Mr. O.E. Norvell, Jr., complaining ~bout the telephone service received from the 0pe~ator at Chesterfield Courthouse, and the letter is received and filed. This day the Executive Secretary read a communication from the Secretary of the League of Virginia Counties stating that the annual convention of the League of Virginia Counties would be held on ~eptember 20th and ~ls~ in Roanoke, Virginia, urging that a large delegation from the Board of Supervisors attend and also requested that the County of Chesterfield contribute l~ of the additional money received from the ~BC ~'und and -ine T~x to the League of Virginia Counties' Clinic, which amount was ~15~.07. Upon consideration whereof, and on motion of H. T.Coyne, it is resolved that this request be complied with and that the amou of ~15~.07 be paid to the League of Vtrgihia Counties. ~nG be it further resolved that the sum of ~15Z.07 be and it hereby is appropriate from the unappropriated surplus of the General ~und to la-£06 - "Dues and. Subscriptions". Mr. J. C. ~entng voted "No" ~n~.~this matter and asked that his vote be so recorded. This day the Executive Secretary reported to the Bo~rd th~.t the State ~Uditors has requested theft a new-accounting system be installed in the Clerk's Office and that Mr. ~.~elter N.Perdue, Clerk, had consented to the installation of same, and requested that certain forms ~nd books be bought in order to install the new system, and ths~t there was insufficient money set up in the budget to cover the Upon consideration whereof, ~nd on motion of E. T.Goyne, it is resolved that the request of the Ot~te Auditors be complied ~ith ~nd the necessary books and forms be purchased for the inst~llation of the system in the Clerk's Office. And be it further resolveG that the sum of ~£08.75 be ~nd it hereby is ~ransferred from the unappropriated surplus of the General Fund to 4a - ~17- Record Books. ~nd be it further resolved th~ the sum of $2£3.52 be and it hereby is Zransferred from the unappropriated surplus of the General Fund to 4a-Z'lT-Record Books for the purchase of four (~) additional Oervice Men's Register Boo~s. This day the ~xecutive Secretary reported to the Board that because of dissatisfact in ~fdlothian concerning the loc~'~ ti on of a road to the ~.Tilderness he had consulted the owners of the property through which this road was proposed to be built and had arranged with them for a new location which would be donated if the Department of Highways ~ould agree to transfer it from the location previously accepted to the new location. Upon consider~tion whereof, and on motion of W. A. Horne the Virginia Department of Ri~'hways is hereby requested to m~k~ a change in locatic of the ~,ilderness ~o~d from the location accepted on July l, 1944, to the new loc~tion donated by the owners of the property. ~nd be it further resolved theft the Commonwealth's Attorney be and he hereby is instructed to secure e pl~t of this road ~nd draw proper deed conveying the title of same to the Virginia DePartment of Iiighways. This day the Executive Secretary reported theft he h~d been requested by the ers, ~t on commanding officers of t~o companies of I~inute Men to call the attention of the Boaru to the need for funds to carry on this work.
