This day, Mr. J.Wm. Dance, Treasurer, submitted to the Board his report of expenses
incurred in the operation and mainteaance of his office for the month of Sept.
1944, in the amount of $1059.23, of which the County has paid $?06.15, the remaind,
to be paid. by ~he State, and ~e Board approving the same, the report is filed.
This day, Mr. Geo. ~. Moore,Jr., Com_m!ssioner of Revenue, submitted to the Boar~
his report of expenses incurred in the operation and maintenance of his office
for the month of September, 1944, in the amount of $761.67, of which the County
paid two-thirds or $500.67, the remainder to be paid by the State, and the Board
approving the sa~a, the report is filed.
This day, Mr. M. A. Cogbill, Common~ealth's attorney, submitted to the Board his
report of expenses incurred in the opsration and maintenance of his office for the
month of September, in th~ amount of $488.32, of which the County pays one-half or
$244.16, the remainder to be paid by theState, and the Board approving the same,
the report is filed.
This day, Mr.0.B.Gates, Sheriff, submitted to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of August,
1944, in the amount of ~&$9.40, of which the County pays one-third or $189.~0,
the remainder to be paid by the State, and the Board approving the report, the

activities for the month of September, 1944, which report is received and filed.

lying within the bounds of the property of the United States of america known as the
Richmond Holding and Reconsignment Point Depot came before the Board, and came also
the Executive Secretary of this Board who presented to this Board the report in
writing of the viewers appointed by this Board on September 12th, 1944, to view the
said portions of said routes and report in writing whether in their opinion any,
and if any, what ~nconvenience would result from discontinuing said roads; and this
Board upon the consideration of said report and other evidence produced by citizens
in the community of said Richmond Holding and Reconsignment Point Depot, doth, on
motion of J.G. Hening, duly seconded, and passed,resolve that the closing of the
portion of Route ~609 in said area, except that portion which is actually and
physically part of Route ~160£, and the part of Route ~641 in said area would not
greatly inconvenience the public, and the Clerk of this Board is authorized end
directed to notify the land proprietors along the said portion of said routes that
this Board would at its next meeting take under consideration the permament closing
of said portions of said routes.
And be it further resolved that the portion of Route #1602, inclusive of a portion
of Rt. ~609 as is actually and physically a part of Route ~1602, within the area,
and Route #1606 within the area, would greatly inconvenience the public. And this
Board doth accordingly decline to close, discontinue, and/or abandon said portions
of said roads, last, herein above referred to.
And be it further resolved that it is the sense of this Board, and apparently the
sense of the citizens in the neighborhood that the United States of America be
permitted to use said last mentioned portions of roads for and during the period
of the War and a reasonable time thereSfter.
This day Mr. S. E. Peck, represe~ting the Bon Air Citizens' Association came before
the Board requesting an agreement with the Board whereby a piece of fire equipment
might be obtained by the Bon ~ir-~lidlothian area, provided a volunteer fire
department was organized in that section.
Upon consideration whereof, and on motion of J.G. Hentng, it is resolved ths. t vJhen
a volunteer fire department has been organized in the Bon Air-Midlothian area and
the rules and regulations worked out with the Chester Volunteer group, or rules and
regulations suitable thereto be complied with, that the Board will appropriate
sufficient funds for fire fighting equipment to be used by them.
This day ~r. A. H. Thierman, Chairman of the Bon Air Citizens Association requested
of the Board what disposition had been made of a proposed ~onlng Ordinance for
Chesterfield County, and he was informed that the proposed ~oning Ordinance was in
the hands of a ~oning Oommt~ee consisting of the entire Board which would make a
study of the Ordinance to endeavor to eliminate such objectionable features as
may a~pear. Whereupon, Mr. T.D.~atkihs, Chairmanof this Committee called a
meeting of the same to be held at the Courthouse on October 18, 1944, at 8:00
o'clock p.m.
This day a delectation of thc citizens of Bellewood iJ~anor appeared before the Board,
represented by Mr. Leo ~jiyers, stating that they were organizing a Bellewood ~anor
Associ~tion to cooperate with the officials of the County to improve conditions
in Bellewood Manor and exhibited samples of water from the Bellewood ~ianor water
system stating that while they understood it ~as not injurious it w~s rather
disagreeable to use, and requesting that the ~oard take some action to remedy
this situation. Upon consideration whereof, and on motion of H.T. Goyne, the
Executive Secretary is requested to take whatever steps necessary to make the
water at Bellewood Manor suit~ble for use.
And be it further resolved that the sum of $1000.00 be and it hereby is appropriateid
from the unappropriated surplus of the General Fund to 10d-123-Labor-'~ater Systems~
This day the Commonwealth's %ttorney presented to the Board a copy of his application
to the Compensation Board for salary end office maintenance. Upon consideration~
whereof and on motion of W. A. Horner, the request as presented to this Board is
approved.
This day a Oommittee from the Chesterl'ield County ~air ~ssociatton, composed of
Mr. E.A. Moseley, Mr. A. H. Goode, and Mr. R. N.~;infree, appeared before the
Boar~ requesting that the Board make an appropriation for s~ch improvement on
the Fair Grounds as appeared necessary. Upon consideration whereof, and on
motion of J.G. Rening, it is resolved thet the sum of $1500.00 be and it hereby
is appropriate~ from the unapproprI ated surplus of the General Fund for the
improvement of the Fair Grounds and that any amount above the ~1500.00 needed
to put the grounds in good condition would be contributed by Mr. J.G. Hening, up
to a total amount of $~500.00.
and be it further resolved that the Executive Oecretary be and he hereby is directed
to start immediately with the improvement.
This day the Executive Secretary read a letter from the Compensation Board setting
dates fixed to hear the r~quests for salaries and office expenses of the Treasure
Commissioner of Revenue, CoEmOnwealth' s Attorney, and Sheriff,of Chesterfield
County, which date being October 16, 19~4, and the letter is received and filed.
This day, Mr. J. Win. Dance, Treasurer of Chesterfield County, appeared before the
Board and gave a very lengthy and enlightening verbal report on the matter of
handling delinquent taxes and stated that the space now in use by the Treasury,
Department was inadequate and hoped the Board would see fit to provide additional
space at the earliest possible moment for both theTreasurer and Commission of
Revenue. The Treasurer further stated that there had been a further method
of collecting delinquent taxes recommended by th e ~tate Tax Department and
enacted by law by the 1944 General ~ssembly.
Upon consideration whereof, and on motion of H.T. Goyne, it is resolved that the
Boar~ go on record as being in favor of providing additional space for the Treasure
and Commissioner of Revenue, and that the Treasurer be requested to try this new
method of collecting delinquent taxes and to employ such additional help as necessa
for the same.
This day the matter of a sitting of the assessing Board of Chesterfield County was
discussed. Upon consideration whereof, and on motion of W. A. Horner, it is
resolved thathe ~ssessing B card of CheSterfield County ~is authorized and requemte
to hold hearings at Chesterfield Courthouse on November l, 2 and 3rd, and as
long thereafter as necessary to review and adjust all complaints received on prope~
assessments.
This day the matter of the payment o~ election officials came before the Board and
the Executive Secretary informed the Board that e new law had increased the basic
pay from $3.00 to $5.00 per diem and asked if the Board of Supervisors wished to
continue with the present ~upplement of $2.00 per diem from the General County Fun~
Upon consideration whereof, and on motion of H. T.Goyne, it is resolved that the
pay for the election officials of Chesterfield County be and it hereby is fixed
at $5.00 per diem.
This day M~r. T. D. Watkins, reported that he had been informed that the registratic
books in several precincts needed to be rewritten and requested that inspection
be made. Upon consideration whereof, and on motion of T. D.~gatkins, it is resolve
that the Electoral Board be instructed to have rewritten the books of any precincts
in Chesterfield County that they find in need of being rewritten.
This day the Executive Secretary read a letter from Mr.J.E.Norvell of the Aetna
Insurance Company, relative to fire insurance policy held by his Company on the
Courthouse Building which would become due in November, wheret~, he stated he
felt that probably more insurance should be carried on the Courthouse Building.
The Executive Secretary reported he had made a preliminary investigation o£ the
matter of insurance on the buildings and suggested that further investigation be m~
of the same.
Upon consideration whereof, and on motion of H. T.Goyne, the matter of insurance
on the buildings at Chesterfield Courthouse is hereby referre~ to the Buildings
and Grounds Committee for review and action.
This day a letter was read from Mr.~.V.Clarke, Executive Secretary, Commission on
Surplus Federal Property, to which was attached procedures adopted by the Commis.~i,
on surplus federal property, which letter was received and filed.
This day the ~xecutive Oecretary presented to the Board the final 1944-'45
budget of the Virginia Department of Highways ~or ~Chesterfield County Secondary
System, which report is received and filed.
This day the Executive Secretary called the Board's attention to the fact that
the officials of Henrico County were requesting an increase in the amount paid
for prisoners kept in the Henrtco Jail. Upon consideration whereof, and on
motion of J.G. Hening, the matter of an agreement with Henrico County as to the
amount paid for keeping prisoners in the Henrico jail be left to the Executive
Secretary and the Commonwealth's Attorney for investigation and action.
This day the attention of the Board was called to the need of a lavatory in the
building now occuppted by the Agrtcu~tu=al Department. Upon consideration where
and on motion of ~,.A. Rorner, the Exe~utive Secretary is authorized to draw plans
and get estimates on such an improvement, to be reported at the next meeting of t~
Board.
This day ~r.J.G.Rening, who was appointed Chairman of a CommLtttee to investigate
conditions at the Junction of Stop 17 Road and Route ~l, reported to the Board th~
he had conferred with officials of the Virginia Department of Highways and that
they felt that conditions at this ~unction were not serious enough~ to warrant
improvement et the present time and that they had no plans at any time of reductn~
the grade on the southbound lane at or near this point, which report was received
This day Mr.~ T. D.~¥atkins stated that there had been an error made in setting up
the budget for the ~elfare Department and requested that the funds amounting to
$2329.00 set up in the current budget 1944-'45 for the "Care of Fester Children"
be transferred from the General R~lief Fund. Upon consideration whereof, and
on motion of T. D.Watktns, it is resolved that the Treasurer be and he hereby is
instructed to transfer from the General Relief Fund to 8o-707-"Care of Foster
Children" the sum of $2329.00, effective as of July l, 1944.
Ordered that the meeting be now adjourned until 10:00 a.M. Nocemver 14, 19
