Preparer: Meghan Coates and proposed uses of DIF for FY2019. as approval for staff to expend DIF Title: Director of Budaet and Manaaement Attachments: 0 Yes 11 No S y1749 CHESTERFIELD COUNTY Monthly Report on District Improvement Funds Report Date: March 27, 2019 Prepared By: Budget and Management The County annually budgets $33,500 in discretionary funds, referred to as District Improvement Funds (DIF), for each of the five magisterial districts that are used to improve the quality of life in each district. The DIF allocations can be used for public improvements, purchase of county -owned equipment, public events or programs, public school programs, and other legally allowable expenses. In addition, if funds remain in DIF accounts at the end of each fiscal year, up to $37,500 may be reserved per district at year- end to be utilized in a future year. This report shows the cumulative use of District Improvement Funds for FY2019 as well as the current funding available for each district. Requests to use funds for the current month are detailed below and listed as a proposed use on the summary chart for that district. Upon Board of Supervisors acceptance of this report each month, staff will execute proposed DIF requests. There are five DIF uses proposed this month. Acceptance of this report by the Board constitutes Board approval of this request. March 2019 Requests: • Transfer up to $2,000 from the Dale District Improvement Fund to the School Board to purchase a WhiteBox Learning STEM system subscription for Falling Creek Middle School. The County can give money to the School Board to purchase capital equipment to be used in school facilities. The STEM system subscription will be owned by the School Board and will become a part of the School Board's inventory of property. The purchase must be made by the School Board in accordance with the Virginia Public Procurement Act and County purchasing policies. • Transfer up to $1,683 from the Clover Hill District Improvement Fund to the School Board to purchase the Lucy Calkins unit of study kit for grades K-5 at Gordon Elementary School. The funds will also be used to purchase an additional kit for the first grade due to the number of students. The units of study help teachers provide their students with instruction, opportunities for practice, and concrete doable goals to help them achieve high writing standards. The County can give money to the School Board to purchase and maintain capital equipment used in school facilities. The repairs must be made by the School Board in accordance with the Virginia Public Procurement Act and County purchasing policies. 11Page _-- --- ——-_---_-_— --_DIF Report 3/27/2019 • Transfer up to $10,000 from the Bermuda District Improvement Fund to the School Board to purchase new band uniforms for Thomas Dale High School. The County can give money to the School Board to purchase capital equipment to be used for school programs. The uniforms will be owned by the School Board and will become a part of the School Board's inventory of property. The School Board must purchase the uniforms in accordance with the Virginia Public Procurement Act. • Transfer up to $2,200 in Matoaca District Improvement Funds to the School Board to purchase The Fountas & Pinnell Leveled Literacy Intervention System (LLI), which is a reading intervention system for special education students, English language learners and other struggling readers and writers at Woolridge Elementary School. The Board can legally transfer public funds to the School Board to fund programs and purchase reading materials which will be owned by the School Board and used for public educational purposes. • Transfer up to $2,500 ($500 each from the Bermuda, Clover Hill, Dale, Matoaca, and Midlothian District Improvement Funds) to the Department of Human Services to cover costs associated with the 400th Anniversary Celebration of Falling Creek Ironworks. The Celebration will be held May 4, 2019 and is open to the general public. There will be living history performances, militia demonstrations, archaeological guided tours of the site, musical performances, period demonstrations, children's period games and activities, along with food vendors. This expenditure is appropriate because it is being used by the Department to commemorate an historic event pursuant to Va. Code § 15.2-953. Kirby joined the Chesterfield County Department' of General Services in the Construction Management Division in 1996 as clerk of the works, later being re -titled to construction field coordinator and lastly reclassified to capital projects field coordinator; and WHEREAS, in 1997, Mr. Kirby graduated from Chesterfield County School of Total Quality and Continuous Improvement; and WHEREAS, Mr. Kirby contributed to providing quality public facilities, which are a key component of making Chesterfield County a FIRST CHOICE community; and WHEREAS, Mr. Kirby assisted project managers in managing a wide range of construction, renovation, and major maintenance projects from conceptional planning through construction closeout; and WHEREAS, Mr. Kirby ensured through his diligent daily oversight of construction projects that they were 'constructed in accordance with federal, state and local laws, ordinances, regulations, codes, county standards, department needs, available budgets, and time schedules; and WHEREAS, Mr. Kirby coordinated with county staff, contractors, consultants, vendors, and regulatory agencies for review and approval of plans and drawings, permit applications, and other regulatory reviews; and WHEREAS, Mr. Kirby successfully provided oversight and brought to completion many construction projects, such as the new Emergency Communications Center, Lucy Corr addition and renovation, upfit of two Circuit Courtrooms, new County Jail, LaPrade and Meadowdale Branch Libraries, Fire Station 19, Juvenile Detention Home expansion, Rogers Building HVAC replacement, Smith -Wagner Building addition and renovation, and the Lane B. Ramsey Administration Building renovation; and WHEREAS, Mr. Kirby played a critical role in the restoration and preservation of several historic county properties, such as the 1917 Courthouse, Castlewood and Magnolia'Grange; and WHEREAS, Mr. Kirby participated in developing and improving many construction project standards and processes; and WHEREAS, Mr. Kirby will be missed by his fellow co-workers and many customers. FRANK LEWIS RIGGS UPON HIS RETIREMENT WHEREAS, Mr. Frank Lewis Riggs will retire from the Chesterfield County Utilities Department on April 1, 2019; and WHEREAS, Mr. Riggs began his public service career with the Chesterfield County Utilities Department on July 23, 2001, as a meter reader responsible for reading meters and providing accurate information for bimonthly billings; and WHERERAS, in August 2002, Mr. Riggs was promoted to senior meter reader responsible for responding to customers' requests for turning on or turning off water services, delivering courtesy and disconnection notifications, dispatching service orders, assisting in preparing work assignments for meter readers, and processing meter reading files; and WHEREAS, in recognition of his dedication, skills, exemplary attendance record, and exceptional job performance, Mr. Riggs, throughout the course of his career, received recognition for teamwork, participation on employee engagement teams, excellence in customer service and years of dedicated service; and WHEREAS, Mr. Riggs continuously provided outstanding customer service by volunteering for additional duties, helping teammates, volunteering on any jobs that needed completion, and sharing knowledge and skills to new trainees; and WHEREAS, Mr. Riggs is dependable, has a great work ethic, is dedicated to the department, does everything that is asked of him and more, is willing to work on Saturdays to complete tasks for the week, and volunteers to fix meter reading equipment; and WHEREAS, Mr. Riggs willingly served numerous internal and external customers in the most courteous and professional manner while being responsible for accurately reading meters and completing service orders in a timely manner; and WHEREAS, Mr. Riggs experienced significant technological changes throughout his career including the progression from paper transactions to a mobile device for service orders, which he learned and later exceled in using, and he also played a key role in providing training on the use of the mobile system when it was implemented in 2011; and WHEREAS, Mr. Riggs became proficient on the electronic meter reading system to ensure that all meter reads were downloaded, uploaded, and completed in timely manner; and WHEREAS, Mr. Riggs has taken a variety of classes and attended customer service workshops where he gained a significant amount of knowledge as well as skills in leadership, which he has passed on through training and mentoring employees in the Field Services section to ensure their success; and WHEREAS, Mr. Riggs has exhibited dedication, knowledge, pride, dependability, competency, and quality in the work he has performed at the Chesterfield County Utilities Department along with a unique aptitude and extraordinary ability to provide excellent customer service to all internal and external customers. Summary of Information: On behalf of the U.S. Census Bureau, Chesterfield County has created a 2020 Census Complete Count Committee to inform and encourage all people living in the county to participate in the 2020 Census. The Complete Count Committee is co-chaired by representatives of the Citizen Information and Resources Department and County Administration. Committee membership, including other county government representatives, community leaders, organization representatives and other volunteers, is designed to be a cross section of the community. Committee members will serve as local "census ambassadors," assisting community members to increase their awareness, understanding and importance of the census, and helping to ensure a complete and accurate count of the community. The 2020 Complete Count Committee plans to provide the Board of Supervisors a more thorough update of its work this fall. Summary of Information: Funding for the Bailey Bridge Middle School - Outfall Retrofit Project was allocated in the Capital Improvement Program for FY2017 as a means for county compliance towards the Chesapeake Bay Total Maximum Daily Load (TMDL). The proposed project includes the design and construction of an outfall retrofit, which consists of a dissipation section, plunge pool and level spreaders for an existing outfall located at the Bailey Bridge Middle School. The stormwater pollution reduction will be credited towards the county's Chesapeake Bay TMDL compliance plan. Subiect: Acceptance of Grant and Appropriation of State Opioid Response (SOR) Funding from the Department of Behavioral Health and Developmental Services County Administrator's Comments: County Administrator: Board Action Requested: Authorize the Chesterfield Community Servives Board to receive and appropriate $245,920 from the Department of Behavioral Health and Developmental Services to the Mental Health budget to address opioid prescription and non-prescription drug use and abuse in Chesterfield County. Summary of Information: The Chesterfield Community Services Board/Department of Mental Health Support Services has been notified by the Virginia Department of Behavioral Health & Developmental Services that it has been awarded $245,920 in funding to address the opioid crisis. The funding is a portion of an award provided to the Commonwealth from the Federal Substance Abuse and Mental Health Services Administration (SAMHSA) for dissemination to the 40 Community Services Boards (CSB). CSBs were awarded funding for prevention, treatment and/or recovery based on the number of opioid overdoses and deaths, and funding must be expended by September 30, 2019. The Chesterfield CSB will use this funding specifically to continue administering the Medication Assisted Treatment (MAT)program, provide housing and transportation assistance, and increase the presence of peer services in the jail and in the community. Funding will also be used for community education and prevention efforts. Those property owners have requested that a three lot assessment district be established to fund the necessary wastewater line extension. A boundary map of the proposed wastewater assessment district is attached. The Health Department has assessed the need for public wastewater service for the three referenced properties and has indicated the private septic systems could be near the end of their useful lives. They have indicated that replacing the septic systems will be difficult due to the limited areas for the systems to be installed on these properties and the significant financial impact to all properties once their systems malfunction. 2700 Cherrytree Lane has indicated that they are having to pump their septic tank every three to four months. The wastewater assessment on each lot will be repaid in a lump sum or over a 20 - year period in semi-annual installments. The property owners will also pay interest at a rate which will be the index of average yield on United States Treasury securities adjusted to a constant maturity of one year as made available by the Federal Reserve Bank at the time the assessment ordinance is adopted. Property owners age 65 years or older, who live on their property, may have their assessment payments deferred while they occupy their residence, for a period of 10 years, if they do not connect to the public wastewater system. The deferral of payments will end if that property decides to connect to the public wastewater system within the 10 -year period, and they will then revert to semi-annual payments for the remainder of the 10 - year period, with a balloon payment at the end of the 10th year equal to the deferred payments prior to connection. A lien in the total amount of the assessment for each property will be recorded. The total estimated cost for the proposed wastewater line extension is $75,000. The proposed Cherrytree Lane Wastewater Assessment District would include three lots, with the assessment per lot being $25,000. The Utilities Department has received signed interest survey forms from all three property owners supporting for the establishment of a district and the $25,000 cost assessment per lot. The cost of construction of the wastewater line and appurtenant facilities located within the district shall be apportioned among the owners of property abutting the wastewater line. The amount of the tax or assessment charged to each such owner shall be one-third (1/3) of the total cost of the improvements constructed within the district, including the legal, financial and other directly attributable costs incurred by the County. The one-third (1/3) charge shall be assessed against each lot located in the district. The amount finally taxed or assessed against each landowner shall be reported to the treasurer as soon as practicable after completion of the wastewater line and appurtenant facilities located within the district, and the treasurer shall enter the same as provided for other taxes. 0000Z 0505:114342.1 Section 5. Installment payment of assessments. Any person against whom an assessment provided for in this article has been finally made shall pay the full amount of the assessment provided for in this article, on the due date of the first tax bill on which such assessment is shown. Section 6. Suspension of payment of assessments. Payment of assessments otherwise due under this ordinance shall be suspended for any owner who owned property on the day the ordinance creating the assessment district was adopted and who occupies a residential building located on the property and is 65 years of age or older or permanently and totally disabled. Eligibility for such postponement shall be determined in accordance with Va. Code § 58.1-3211, as in effect on December 31, 2010. When the property is no longer occupied by a person who is eligible for the postponement or is conveyed to another person or persons, irrespective of the eligibility for postponement of the person or persons to whom the property is conveyed, the suspension of payments shall cease and the entire assessment, including accrued interest, shall be immediately due and payable. In any event, if payment is suspended pursuant to this section the entire assessment shall be due and owing no later than ten years from the date that the district was created. Should the property be connected to the public wastewater system at any time during the ten-year period of suspended payments it will then revert to semiannual payment installments over the remaining portion of the ten-year period with a balloon payment at the end of the tenth year equal to the deferred payments, including accrued interest, prior to connection. It shall be the obligation of any such owner to provide a driver's license or other photo identification establishing proof of age, or medical records establishing permanent and total disability, satisfactory to the director of utilities in order for such suspension to become effective. This rate setting approach supports a financial plan to manage current and projected capital expenses and is prudent financial management necessary to maintain the triple AAA bond rating. We have these high taxes for several reasons, non good, but the big money pit for Chesterfield's taxpayer dollars is the absolute inability of the School Board to manage the school system's spending and budget priorities. Once again this year, as in several years past, the school board has failed to provide, you the board of supervisors, and the Chesterfield taxpayers with a fully funded, balanced budget for CCPS. This year, according to the Richmond Times Dispatch (Feb 27, 2019), the school board is proposing a $672.2 Million budget with an over $2 million budget gap that does not pay for various items that school system officials ranked on an "unfunded needs" list that includes forgoing about $57.5 million identified as "catch-up" repairs to county school facilities. In addition to the $57.5 million identified as "catch-up" repairs, the list also includes "the potential $25 million cost of paying for safety upgrades at school buildings, including cameras, door security and intrusion alerts." In addition, the Richmond Times Dispatch article stated that: " The $25 million figure stunned Dale District Supervisor James Holland, who said it was unrealistic for the School Board to ask for such a large sum.",.... interesting comment, considering you, Mr. Holland, have generally supported higher taxes. Now safety and building maintenance MUST be a priority for our school buildings, and yet our school board has failed to fund this NEED, but they funded the WANT, and expensive failure; that was the Change in School Start Times school bus fiasco at a large cost to taxpayers, even though only a small group of special interests demanded it. Ladies and gentlemen, you have raised the Real Estate tax every year of this 4 year term, yes there was a 1 cent rate cut last year, but taxes still went up due to the increase in real estate assessments. Chesterfield taxpayers have for many years been paying high than average car taxes, higher than average real estate taxes and other taxes outlined earlier to support our county services and school system, to provide a great education for our children. Now, unjustified cost increases are being demanded by our school board after having demonstrated that they can't manage the people's tax money, and it is the driving force behind our high county tax rates. I'm here. ultimately to persuade you to build a new public elementary school in Magnolia Green. This will be an important school for our county — one that Moseley needs. You have heard / will hear various concerns around infrastructure today— overcrowding, health, safety and the like regarding the current school, and there is truth to all of that. But I want to highlight why this school is needed from an economic perspective. There has been a lot of back -and -forth on this and by deciding not to include it in the CIP, I can tell you all are viewing it at as a cost driver when there are many other things, in your opinions that should take priority (Libraries, etc.). You all clearly have a lot of important projects to decide on and I greatly respect that and the jobs you do for us. However, you need to look at this school as a revenue and growth driver for the next 25 years. Moseley is a highly rated and sought after area with great schools - which is why younger affluent families are moving there. This is the single best asset any county in America can have — a growing population of highly educated and affluent workers who want to put down roots and raise their families. That's critical to long term County success. The key ingredient to this is the school system. There are some headwinds you are clearly thinking about: Overall population growth in VA is flat, you're focused on economic uncertainty and what that could mean. You're focused on other things, including big -picture budget, debt levels, etc. As you highlight in your opening letter for the budget, "what goes up, must comedown" in terms of the economy — that's true and we can prepare for it but we can't predict it. I'll challenge that what goes down, WILL come back up and that's precisely the reason why investing in schools for high demand areas in the county is critical for long-term development regardless of where we are in a national economic cycle. I was a resident of Bexley, in North Chesterfield. I voted for the 2013 Bond Referendum which has done some great things. But my family — like many other families moved to Moseley for what we thought would be the promise of great schools — not overcrowded schools with students working in trailers. How can some of the schools in and surrounding Moseley be over capacity when state population growth is flat? Richmond is becoming a vibrant place to live, it has won national awards for living recently - Chesterfield County is affordable and parts of it — not all of it have great housing and great schools. Moseley is a hot point for that growth. Just drive out there and look around. It's a place where people want to live. If you want this trend to continue — and you really should because it's in the long-term best interest of the county - you need to do what is needed and invest in the school infrastructure to attract new residents who have a choice as to where they want to live. As you know, real estate assessments account for over half of the County's revenue and according to your materials, 78% of Real Estate Revenues are transferred to schools. With these schools over capacity, the people of Mosely are paying more than their fair share for Chesterfield's school infrastructure through their tax assessments. Like I said, I voted for the prior bond referendum which was a good idea - and then I subsequently moved just like a lot of my neighbors moved from other areas of the county — specifically for the Moseley schools. But you need to recognize and embrace the economic trend —just like you did for the opening of the Old Hundred School which was also badly needed. It's simple, if you all don't invest in this school — which is clearly needed, residents will choose to live in Henrico, Hanover, other counties - when they look for a place to live with their young families. The Moseley schools are rated very well right now, but you will see the numbers start to decline. Because of that, regardless of where we are in an economic, cycle, growth in Mosely will slow which means less tax revenue and fewer jobs. You've highlighted a need to "recognize constraints and know how to overly that with demand for service" AND "remain focused on collaboration and a collective vision that will result in the greatest good for all". Folks, this school WILL help sustain the economic boom that is happening in Moseley despite national uncertainty which will provide great long-term value to Chesterfield County. Please look to the future. I respectfully ask that you re -consider adding the Magnolia Green school to the CIP. Cogbill Park, located at 6770 Cogbil-1 Road across from Kingsland Glen Drive. At this intersection, the county has 212 acres of land . set a side for a county park, for now known as Coghill park. Cogbill Park is within walking distance of three subdivisions off Cogbill Road which are Kingsland Grove, Kings Grove, and King's Forest Subdivision. Meadowbrook Farms is about a half mile driving distance East towards Iron Bridge road. In July 2018 funds in the amount $150.,000 was designated to develop a gravel roadway, small parking area and about a mile of trails. I do understand during the fiscal year monies can be redirect depending on priorities. I would like this $150,000 to be directed to the development of a gravel roadway, a small parking area and about a mile of trail by June of this year, 2019. This kind of budget mismanagement is CERTAINLY NOT in the taxpayer's interests, and it is just one of many examples why Chesterfield is the high cost county in central Virginia. According to the Chesterfield observer (3/20/2019): "At a School Board work session last Tuesday, that board's vice chairman, Javaid Siddiqi, expressed frustration that the county's budget process annually puts school officials "in a posture that we have to conform to [the Board of Supervisors'] financial desires ........ This comment reflects an outrageous arrogance and an ignorance of the fact that YOU the Board of Supervisors ARE the taxing authority in Chesterfield, and as such, you have to answer to the public for why we have budget shortfalls and the highest county taxes in central Virginia, while some on the school board make BIG promises with no fiscal responsibility to the taxpayers. Some school board members have held the position that they will dictate to you Supervisors their demands, while taking no responsibility for creating an environment of unnecessary wants like the failure that was the previously mentioned school start time changes for a small group of special interests, and the super high taxes here in Chesterfield. Again, from the Chesterfield Observer (3/20/2019) (quoting Mr. Siddigi),""We need to stop being treated like a department of the county because we are not a department. We are a standalone, equally elected governing body," he, (Mr. Siddiqi) said of the School Board. "We've been entrusted by the people to make these decisions. [The supervisors] have to entrust us to spend the people's money .............. Unfortunately for Chesterfield taxpayers, Mr. Sidiqqi and others on the school board have far too often demonstrated that they have failed to manage expensive school programs, to be trusted to make fiscally responsible and financially sound decisions on how the Chesterfield taxpayer's money is budgeted and spent. Ladies and Gentlemen, I cite the CCPS SRP which was driven into the RED by almost $100 Million, and had to be bailed out by you, with our tax dollars as an example of the horrible mismanagement of school budget priorities. The School budget MUST be closely monitored and rigorously questioned by you five Supervisors, not only because of the demonstrable and ongoing chronic budgeting malfeasance of the School Board, but also because it is YOU five that are the taxing authority here in Chesterfield, and it should be a high priority of the school board to present you, the supervisors, and the Chesterfield citizens a balanced budget, with teacher's salaries, classroom activities, school cleanliness and facility maintenance as priorities.
