This day, Mr.J.~m. Dance, Trsasurer, submitted to the Board his report of expenses
incurred in the operation and maintenance of his off, ce for the month of December.
1944, in the amount of $1119.27, of which the County has paid $746.10, the
remainder to be paid by the State, and the Board approving the same, the report i
filed.
This day, Mr.Geo. W. Moore, Jr., Commissioner of Revenue, submitted to the Board
his report of expanses incurred in the operation and mainteaance of his office
for the month or'December, 1944, in the amount of $700.00, the County having
paid two-thirds or $466.67, the remainder to be paid by the State, and theBoard
approving the same, the roport is filed.
This day, Mr. M. ~.Cogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for
the month of December, 1944, in the amount of $416.66, of which the State has
paid one-half or $208.33, the remainder to be paid by the State and the Board
approving the same, the report is filed.
This day, Mr. 0.B.Gates, Sheriff, submitt6d to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of
December, 1944, in the amount of $523.45, of which the County has paid one-third
or $174.48, and the remainder to be paid by the State, and the Board approving
same, the report is filed.
Reports from the following offices were submitted and filed: Trial Justice,

The kxecutive Secretary read a report from the Forest Fire Warden concerning
activities for the month of December, 1944, which report is received and filed.
This day Mr. C.~. ~bbott came before the Board requesting that the State Highway
Department be requested to improve Route ~1601, southwardly from Drewry's Bluff
Depot which has been cut up by the traffic from the Bellewood De~ot, and also
requested the Board of Supervisors to improve a continuation of Rt. 1601 for
approximately 600 feet. Upon ~on~ideration whereof, and on motion of J.G.
Hening, it is resolved that the Virginia Department of Highways be and it hereby
is requested to give attention to Route ~1601. And be it further resolved
that the Department of Highways be and it hereby is requested to improve the
extension'of ~1501 for a distance of approximately 600 feet,$harging same to the
road le~y.
iThis day the Executive Secretary read a letter from the Department of Interior-
National Park Service, giving credit to Chestsrfield County for the assistance
rendered the Swift Creek Recreational DamonstrationArea in ~s fire prevention
for the year 1944, which letter is re~ived and filed.
This day the Executive Secretary read a letter from the County Manager of Henrico
County and presented a properly executed contract for the confinement of Ohester-
field Oounty prisoners in the Henrico County Jail, which had been approved at a
previous meeting of this Board, and which contract Is~accepted.
~Thls day the Executive Secretary presented to the Board reports fr~m~the Compenset.on
Board setting the salaries of the Treasurer, Commonwealth's Attorney, Commissioner
of Revenue, and Sheriff. of Chesterfield County and designating the number of
assistants and their salaries for each department. Upon consideration whereof,
and on motion of J. G. Honing, it is resolved that the report be and it hereby is
approved and accepted.
This day the Executive Secretary read a letter from Miss Helen Ricks, District
Agent, Extension Division, concerning the resignation of Miss Nancy Tyree, as
Home Demonstration Agent of Chesterfield County, which letter is received and file(~.
This day the Executive Secretary presented to the Board the resignation of Miss
Nancy Tyree from the position of Home Demonstration Agent of Chesterfield County.
Upon consideration whereof, and on motion of J. G. Hening, the resignation is
hereby accepted.
This day the Executive Secretary read a letter from Mr. Carl Barker, Manager Tax
and Claims Department, Shell 0il Company, New York, regarding an aasement for
gasoline and oil pipes which ham~ been laid across a County higJr~ay in Chesterf:
County. Upon consideration whereof, and on motion of H. T. Goyne, it is
resolved that this easement be granted, the installation of which is to be approve~
and inspected by the Executive Secretary.
This day the Executive Secretary called the Board's attention to Mill Road, an
extension of Stop l? Road, which had been recently improved, stating that some of
the residents along this road found it almost impossible to use the road,
Upon consideration whereof, and on motion of W. A. Homer, it is resolved that the
Virginia Department of Highways be and it hereby is requested to take such steps
as are necessary to make this road passable during the winter weather, charging
same to the 3ct. road levy.
This day the attention of the Board was called to the fact that reports from
some of the DePartments in Chesterfield County were not being submitted in time
for the members of the Board to review them prior to the Board meeting.
Upon consideration whereof, and on motion of H. T. $oyne, it is resolved that the
Executive Secretary be and he hereby is instructed to request the heads of all
departments to have their monthly reports into the off%c~of the Executive
Secretary not later than Thursday preceding the second, h-each month.
This day the Executive Secretary called attention of the Board to the fact that
it had been necessary to remove the stoker in the Courthouse building and replace
the grates and fire the furnace by hand until such time as some improvement
could be made. Upon consideration whereof, and on motion of P. W. Covington,
it is resolved that this matter be turned over to the Buildings and Grounds
Committee and the Committee is authorized to proceed at once with such improvement.~
as are necessary.
The term for which the assessors of Chesterfield County ~erm~ppointed having
expired as of January l, 19~5, and it being desirable that an Assessing Board be
available at all times, it is resolved on motion of W. A. Homer, that Mr. R.M.
Elks, Mr. R. N.Winfree, and Mr. Geo. Moore, Jr., be ~eappoi~ted as members of the
Assessing Board for the term January 1, 1945 to December 31, 1945.
And be it further resolved that the Board shall be in session commencing the first
Monday in May and the first Monday in November to hear such complaints as may be
brought before them by the land owners of Chesterfield County. And be it
further resolved that the members of the Assessing Board shall receive as compensa ion
for their work, $10.00 per day for each day's service rendered.
This day the Water 0ommittee, which at a previous meeting had been requested to
investigate the possibility of establishing a water system or water systems in
Chesterfield $ounty made a report to the Board. Upon consideration whereof,
and on motion of H. T. Goyne, it is resolved that the Commonwealth's Attorney be
requested to prepare a Bill to be presented at the special session of Legislature,
providSd such Bills can be submitted to the Session, creating a sanitary district
of the entire Bermuda Magisterial District.
This day the matter of a Planning Committee was again discussed, and it was felt
that since the School Board was very much interested in the future plans of
Chesterfield County, it would be very desirable that there be representation from
the School Board on this Com~ttee. Upon consideratiofl whereof, and on motion
of W.A. Rorner, it is resolved that the School Board be and it hereby is requested
to appoint three members from its Board to work with a Committee from the Board of
Supervisors in planning for development in Chesterfield County during the ~
period.
This day Mr. A. M. Toler, who had completed the audit of the records of
County for the year ~ndimg June H0, 1944, appeared before the Board and explai~d
in detail many of the phases of the audit as prepared by his office, for which the
Board was very grateful'
This being the first regular meeting of the Board of Supervisors in the year 1945,
it appeared necessary that the Standing Committees be appointed to serve for the
