This day, Mr.Geo. W. Moore, Jr., Commissionsrof Revenue, submitted to the Board his report of expenses incurred in the operation and maintenance of his office for the month of Janury, 1945, showing a total of $826.00 of which the CoUnty had paid two-thirds or $550.67, the remainder to be paid by the State, and the Board approving the report, the same is filed. This day, Mr. M.A. ¢ogb ill, Commonwealth's Attorney, submitted to the Board his report of expenses.incurred in the operation an~ maintenance of his office for the month of January, 1945, in the amount of $491.66, of which the County has paid one- half or $245.83, the remainder to be paid by the State, and the Board approving the same the report is filed. The Executive SecreDary read a report from the Forest Fire Warden concerning activities for the month of January, 1944, which report is received and filed. The Game ~,arden made his report of activitiem during the month of ~anuary, 1945. This day the Executive Secretary presented to the Board a letter from the Auditor of Public Accounts in which~ ,he stated ~he Department had examined the report of the audtt;~made by the A. M. Zoler and Companyof the financial affairs of Chesterfield 0ounty for the year endi~g June 30, 1944, and that the audit prepare( by the A. M. Toler and Oompany met the requirements of the Department and was therefore duly approved. Upon consideration whereof, and on motion of J. G. Hening, the letter is received and filed. This day the ~xecutive Secretary read a letter from the Secretary of the Ettrick Citizens' League, requesting that there be added to the Water Committee of Ettrick at least five additional members and containing suggestions as to whom the members should be. Upon consideration whereof, and on motion of P. W. Covington, it is resolved that a Committee be appointed from this Board to study this request and to report back to the Board at a later time. WhereupOn, the Chairman appointed P. W. Covington and H. T. Goyne, together with the Executive Secretary as this Committee. This day the Executive Secretary ~resented to the Board an application from Samuel B. Snow, for permission to establish an airport on that section of land bounded by the Atlantic Coast Line Railway on the e~st; Rt. 560 on the north; Warwick Road on the ~est and property of the Hammond Florist on the south. Upon consideration whereof and on motion of ¥i. a. Horner, it is resolved that this application be received and referred to the Zoning Commission for investigat and recommendation to the Board of Supervisors. This day the Executive Secretary presented a bill from the Mimms Funeral Home foz the burial of Mrs. Martha Stanley Johnson, in the amount of $83.00, and oh motioz ~. A. Horner, the bill is referred to the Department of Public Welfare. ion of This day the Executive Secretary reported it would be possible to retire all bonds owned by the Cl~ver Hill Magisterial District to the Literary Fund and thus close out the debt account of th~%Clover Hill Magisterial District by an appropriation not to exceed $65.00. Upon consideration whereof, and on motion of J. G. Hening, it ~s resolved ~hat an amount not to exceed $65.00 b e an it hereby is transferred from the unappropriated surplus of the General Fund to the School Board Fund, budgetary code 20-801, in order to retire all School Bonds of the Clover Hill School District. This day the Executive Secretary read a letter from ~Ir. Richard V. Carter relative ~o improving a road serving Highland Manor. Upon consideration whereof~.,~ end on motion of W. A. Horner, it is resolved that the Executive Secretary be and he hereby is requested to view this road and make recommendations to this Board at the next r~gular meeting. This day the Executive ~ecretary read bills from C.P.Montgomery and L. a. Coleman for mileage incurred for assisting to administer game laws in Chester~ eld County during May, June and July, when the County was without a Game Warden. Upon consideration whereof and on motion ofW. A. Horner the bills are ordered paid. This day the Executive Secretary read a letter from the State Forestry Department suggesting that it would be of great assistanc~ to them if the Board of Supervisor v,'ould pass a proposed Ordinance relative to fire Prevention and suppression. Upon consideration whereof, and on motion of J. G. Honing, it is resolved that: ~'hereas, the forests of our County are being cutover ~apidly in or, er to provide lumber for essential war industries, and such loggi:~ operations have created hca slashings and serious fire hazards, and Wher.~a~, the State forest wardens are finding it increasingly difficult to employ men and to provide transportation for fire fighters, and Whereas, far too .many fires occur in this ~ounty, of which nine out of ten are man-caused and preventable, and ~,hereas, there is great danger thst destructive forest fires will occur during the Spring fire season unless a supreme effort is made by all citizens to prevent them from starting, and, '~hereas, this Board is cooperating with the Virginia Forest Service in the preYen~ and control of forest fires and wishes to extend all possible assistance in this war emergency, NOW, TH~0R~ BE IT EESOLVED, The. t each citizen of Chesterfield County be requested to be extremely careful to prewent forest fires, and that they fight small fires and report all fires to ~he State Fore.~t Wardens. ~ll citizens are also requested to observe the following fox'est fire pre~.ention rule s: SMOGS Crush O~t your cigar, your cigarette, your pipe ashes. Upon consideration whereof, and on ~otion of J. G. tlening, it is resolved that the sum of $25.00 be and it hereby is appropriated from the unapprop: surplus of the Dog Tax Fund to the payment of such claims-budgetary code 12-500. .fated This day ~[r. T. D. ~atkins reported there ha~ been a request for additional money for the Companies of ¥,tnute Man in Chesterfield County for the purchase of equipment for such companies. Upon consideration whereof, and on motion of T.D.¥;atkins, it is resolved that the sum of $120.0~ be and it hereby is appropriated from the unappropriated surplus of the General Fund to the account of k~inute Men. This day Mr. T. D. '~,ati:ins called attention Of the Board to the fact that there had been s~t up in the budget of the General Fund the sum of $100.00 to be used by the ~;elfare Department for furnishing Christmas baskets tothe needy, and stated theb while these baskets had been furnished, the funds had not been transferred to the Welfare Department. Upon consideration whereof, and on motion of T. D. ',atkins, it is resolved that the Treasu:er be and he hereby is requested to transfer from the General Fund 8f-306 to the ~,elfare Department, the sum of At a meeting of the Bos~rd of Supervisors of ~anuary 9, 1945, a resolution was offered by Mr.J.O.Hening and adopted by the Board readir~g as follows: "This day .V.r.C.W. Abbott, cmue before the Board requesting that the State tlighway Department be requested to improve Route $1601, southwardly from Drewry's Bluff Depot which has been cut up b$ the traffic from the Bellewood Depot, and ~lso requested the Board of Supervisors to improve a continuation of Rt. 1601 for approximately 600 feet. Upon consideration whereof, and on motion of ~. ~G. Hening, it is resolved that the Vir~i~nia Department of Highways be and it hereby is requested to give attention to cute ~601. ,,nd be it further r~sclw that the Department be and it hereby is requested to improve the extension of ~160 for a distance of approximately 600 feet, and charge same to the 3ct. road levy." JAnd this day Mr. Hening requested that a change be made in the resolution by deleting the words "and charge same to the 3ct. road le~y". Upon consideration whereof, and on motion of J. G. Hening, it is resolved that this resolution be changed by deleting the words "and charge same to the 3ct. road levy.". This day the Treasurer advised the Board that Judge J. Garland ~efferson of the Circuit Court had entered an order authorizing an increase of the Treasurer's bond by $25,000.00, making a total of $225,000.00. Upon co~.sideration whereof, and motion of W. ~. Horner, it is resolve~ that this increase be approved and the Treasurered be instructed to secure additional bond. This day the attention of t~ Board was called to the fact that E. J. Gorman, who had been called from the position of Game ~,arden in Chesterfield County to serve his country has been discharged from the armed service and had requested reinstate_- merit as Came Warden in Chesterfield County, and that the ,Department of Game and I21and had arranged to reemploy him es of ~arch_ l, 1945, to repla.ce Mr.A.~E.. Rorner, the acting Game ~,arden in Chesterfield Oounty, stating that i~ woul~ ce very | desirable to have the services of both Mr. Gorman and Mr. tior.ner.as G?n~e Warde~ns but that the Executive SecreSary had appeared before the Commission cz ~ame an.~ Inland Fisheries who stated they did not have funds available for an additionaz | Game ~arden in the County at this time. Whereupon the Chairman appointee a Committee consisting of ~r. Covington, Mr. Homer, Mr. Hening and Mr. Watkins to consider the matter during a recess in the meeting of the Board and to report ,~o~ ~~ t~ t~ B~a~d uoon its reconvening. The Committee reported as ~w~~. ..... ~'~h~ ~-ap~eared'-very desirable to have two Game Wardens in Chester-~ field County and therefore be it resolved on motion of W. A. Homer, that Mr. E. Gorman, former Game Warden who has recently been released from the armed servicesI Fisher:les be reemployed as of March 1, 1945, and that the services of Mr. A. J. Horner, acting Game Warden be continued until July l, 1945, who should be paid entirely from County funds a~ the same rate of pay as he is now receiving. And be it further resolved that the sum of $940.00 be and it hereby is appropriatsd from the unappropriated surplus of the Dog Tax Fund to take care of this increase. In this ~atter Mr. J. G. honing and Mr. T. D. ~atkins voted "No" and esked that their votes be so recorded. ~nd be it further resolved that the Game Wardens be and theyare requested to be especially observant of all conditions tending to be and/or to cause forest fire hamards and to cause the same to be corrected, and further to do all things necessary to protect the forests of this County from damag~ by fire. ~nd be it further resolved that the ExeCutive Secretary be and he hereby is request to confer with the Stats Department of Came and Inland ~isher~es and/or the State Department of Forestry to endeavor to work out a permanent arrangement for the services of two Game Wardens in Chesterfield County, and report to the Board at a later date. This day ~r. C. C. ~.~ells, Secretary of the Electoral Board of Chesterfield County appeared before the Board requesting the Board to increase rates of pay for Registrars, CoEunissioners, Judges~and Clerks of election, from $5.00 to $7.00. That due to the present prevailing rates of pay and the scarcity of help it was impossible to secure competent persons to handle the election at the rates being paid. Upon consideration whereof, and on motion of J. G. Hening, it is resolve ths. t the rate of pay for registrars, commissioners, jud~,es and clerks be increased from $5.00 to $7.00 per day, to be effective for the special election to be hsld ~Earch 6, 1945. This day the Commonwealth's Attorney presented to the Board a request that there be established a central voters record in the Clerk's Office. Upon consideration whereof, and on motion of W. A. Horner, it is resolved that there be established in the Clerk's Office a central voters register for the voters of Chesterfield County. And be it further resolved that the Executive Secretary be and he hereby is requested to confer with theClerk of Circuit Court of Chesterfield County relative to obtaining the necessary equipment and supplies for the establishment of this register.
